The Central Bank has set the following prices for precious metals.

Yerevan Denies Cutting Ties with Artsakh Authorities

The Pashinyan administration is denying reports suggesting that the Armenian government has cut ties with the authorities of Artsakh.

Last week, after Azerbaijani forces attacked Martuni and Martakert killing four soldiers, the Artsakh parliament called on Yerevan to suspend talks that were underway in Washington between Armenia and Azerbaijani foreign ministers, Ararat Mirzoyan and Jeyhun Bayramov.

The Artsakh foreign ministry also called on Armenian authorities to refrain from signing any peace deal that would jeopardize the lives of the Armenians in Artsakh.

Prime Minister Nikol Pashinyan announced that talks would continue in Washington, essentially rejecting the plea from Artsakh lawmakers and, at the same time, echoing the State Department, which said that while the U.S. was concerned about the incident in Artsakh, there would be “no change” in the schedule of the talks.

“Various media outlets have been circulating reports claiming that the authorities of Armenia have ceased contacts with their Nagorno Karabakh colleagues at all levels. Furthermore, the reports claim that the humanitarian crisis resulting from the blockade of Lachin Corridor is outside of the agenda of the government of Armenia,” said Pashinyan’s spokesperson Nazeli Baghadasryan, who called the claimed “untrue.”

“It is worth noting that Prime Minister Nikol Pashinyan has stated on many occasions that he maintains intensive, daily contacts with Arayik Harutyunyan [the Artsakh President], Baghdasaryan added. “The Nagorno Karabakh President has confirmed this in public speeches and various other venues.”

“As a reminder, a working group led by Deputy Prime Minister Tigran Khachatryan was set up in late 2022 with the purpose of managing the humanitarian crisis resulting from the blockade of the Lachin Corridor and supporting the people of Nagorno Karabakh, tasked with monitoring humanitarian issues together with the authorities of Nagorno Karabakh and providing the necessary urgent support, including with the help of international organizations,” Pashinyan’s spokesperson said.

“The working group is composed of the Minister of Healthcare, Minister of Labor and Social Affairs, Minister of Territorial Administration and Infrastructrures, Minister of Economy, as well as representatives of other government agencies,” Baghdasaryan explained.

NM: Islamist, red flagged in IRGC Quds Force probe, is in charge of Turkey’s public education

Yusuf Tekin (50), the recently appointed minister of education, responsible for overseeing the education of nearly 20 million children in Turkey and entrusted with billions of Turkish lira to carry out that task, was red-flagged during a counterterrorism probe into the Islamic Revolutionary Guard Corps (IRGC) Quds Force network, classified documents obtained by Nordic Monitor have revealed.

Tekin’s links to Quds Force operatives in Turkey were exposed during a confidential, multi-year probe into the group, known by its Turkish name, Tevhid Selam. Tekin’s communications with a specially trained Iranian operative were intercepted between December 15, 2012 and November 22, 2013, and the wiretaps were entered as evidence into the case file.

The investigation launched in 2011 by Istanbul prosecutor Adem Özcan under case file No.2011/762 identified 232 Turkish and Iranian suspects, some later designated by the US Treasury under sanctions, after painstaking surveillance of operatives, wiretapping of their phones and internet communications and a review of the shell companies that were used as covers to mask secret operations. The prosecutor’s probe lasted until 2014 before then-prime minister and now president Recep Tayyip Erdogan stepped in to kill the country’s most comprehensive counterespionage investigation in its recent history.

The case file contains 10 intercepted phone and SMS conversations between Tekin and Furkan Torlak (37), a known Iranian asset who was working as an advisor to Numan Kurtulmus, the then-deputy chairman of the ruling Justice and Development Party (AKP) and now the speaker of parliament. Torlak was a suspect and a target of the investigators, with the conversations revealing a close relationship between Torlak and Tekin, who was serving as undersecretary of the Ministry of Education at the time.

The content of these conversations suggests that Torlak was introducing his associates to Tekin and arranging meetings with him. One of the individuals Torlak introduced to Tekin was Yahya Bostan, who was also a suspect in the Quds Force probe. In a call on May 16, 2013 Torlak described Bostan as his roommate and a member of the same community, referring to a group of Islamists who promote the Iranian mullah ideology in Turkey.

Bostan currently works as the news coordinator for the state-run Anadolu news agency, but his real job is listed with Turkish intelligence agency MIT, which uses journalism as a cover to run clandestine operations. He had previously worked as news coordinator for TRT News between 2017 and 2021. Before moving to the state-funded media, he was employed by the Sabah newspaper, owned by the Turkish president’s family. Bostan often writes articles praising MIT in his weekly column for the Islamist Yeni Şafak daily.

Judging from the content of the wiretap, Bostan and Torlak had known each other for a long time, possibly going back to their younger years when Torlak had been groomed at an Iranian-run Shiite ḥawzah (seminary) in Syria from 1997, when he was 12, until he turned 21. Turkish police tracked all of Torlak’s visits to Syria, where he had spent his teenage and early adult years under the supervision of his handlers from the Quds Force.

A wiretap dated January 15, 2013 shows the two had worked together in the recruitment of an acquaintance for the ruling party, using favors to fast-track the candidate’s employment. Another wiretap dated November 21, 2013 reveals Tekin was sharing confidential government information from the ministry with Torlak by sending documents to his Yahoo email. Torlak had no official position in the government and did not have a clearance to gain access to government information.

Tekin is not the only one Torlak sourced to get his hands on government information. He was also using his wife, Sümeyye Nur Torlak, the daughter of Burhan Kavuncu, one of the leading figures in establishing the Iran-backed Hizbullah in Turkey. Kavuncu helped Torlak land advisory positions in the government as well as in the ruling AKP. He currently works as an advisor to the culture and tourism minister. His connections to the Quds Force came to light one-and-a-half years after the probe was launched, prompting the prosecutor to secure a warrant to wiretap his phone and place him under surveillance.

The wiretaps show that Torlak obtained classified documents illegally through his wife Sümeyye, who was working for the Public Security Institution (Kamu Güvenliği Teşkilatı) at the time. In the wiretap his wife told him that if she sent classified material through the mail, the government might be able to identify her as the leak. Instead, she said she would bring the hard copies home to avoid detection.

The investigation also revealed how Torlak hid his activities and education in Syria in the CVs he submitted to support his employment in government agencies at the recommendation of Sefer Turan, another suspect in the Quds Force probe. He did not want to raise red flags during background checks. Turan, currently serving as chief advisor to President Erdogan on Turkey’s relations with Arab and Muslim states, especially in the Middle East and North Africa, had worked for the Iranian-financed radical publication Yeryüzü in the 1990s promoting the Iranian mullah regime.

How the entire operation unmasked Torlak’s hidden background and his connections to Quds Force operatives was revealed during a hearing on May 31, 2018 at the Istanbul 14th High Criminal Court by Selman Yuyucu, a police chief who had worked the Quds Force investigation.

Tekin’s appointment as minister of education on June 4, 2023 means that he is now responsible for overseeing the entire public education system in Turkey. This vast system employs 1.1 million personnel, predominantly teachers, who work under his leadership to educate children from kindergarten to 12th grade. Additionally, the ministry has a global presence, with education attachés reporting directly to Tekin from Turkish embassies in 63 countries.

The ministry accounts for a significant portion of the central budget, which was 285 billion Turkish lira at the end of 2022. Moreover, it allocated 2.3 billion Turkish lira for overseas operations during the same period. With its authority to license, inspect and utilize administrative tools, the Ministry of Education also exerts considerable influence over private schools, including minority schools.

According to the ministry’s official records, 19.2 million children were educated during the 2021/2022 school year, including 732,000 Syrian refugees between ages of 5 and 17 in various schools, corresponding to 65 percent of all Syrian youngsters of school age. Each year, the ministry publishes 300 million school textbooks, which it distributes to schools after it has monitored their content.

Armenpress: Azerbaijan opens gunfire in Nagorno Karabakh, farmer again targeted

YEREVAN, JUNE 26, ARMENPRESS. The Azerbaijani military has again violated the Nagorno Karabakh ceasefire in four directions, the Nagorno Karabakh (Artsakh) Ministry of Defense has said.

The Azerbaijani troops opened small arms fire from 12:40, June 25 to 01:00, June 26 in the directions of Martuni, Askeran, Shushi and Martakert regions, the ministry said in a statement on Monday. 

Moreover, the Azerbaijani military again targeted a farmer carrying out agricultural work on his tractor in the fields of Avdur community at 17:30, June 25.

No casualties were reported.

Nagorno Karabakh authorities said they’ve notified the Russian peacekeepers on the shooting.

As of 09:30, June 26 the situation on the line of contact was relatively stable, the ministry added.

APRI-AGBU Paris conference calls for active Diaspora involvement in Armenia development

YEREVAN, JUNE 26, ARMENPRESS. The Applied Policy Research Institute (APRI Armenia) and the Armenian General Benevolent Union (AGBU) organized a conference titled Armenia at the Crossroads: Peace and Prosperity next to Europe on June 23.

The seminar was held at the Paris Institute of Political Studies.

Leading academicians, scholars, politicians and diplomats, civil society representatives participated in the event to discuss issues related to building peace and sustainable development.

In opening remarks, APRI Armenia President Lara Setrakian presented the main narratives of the conference, the challenges facing Armenia and opportunities for withstanding them.

The first segment of the conference focused on diplomatic efforts for establishing peace in South Caucasus, as well as issues related to human rights protection in Nagorno Karabakh (Artsakh).

In this context, MEP Nathalie Loiseau’s speech received acclaim. The Member of the European Parliament led a delegation of the European Parliament’s Security and Defence Subcommittee on a visit to Armenia before the seminar.

Xavier Bertrand, President of the regional council of Hauts-de-France, was also a speaker at the event. Bertrand recently conducted a visit to Armenia together with other officials to discuss the Nagorno Karabakh conflict, where he emphasized the need for exercising the right to self-determination.

The second segment of the conference focused on prospects of increasing the possibilities provided by sustainable agriculture, transformative technologies and eco-system in Armenia. A number of Armenian entrepreneurs shared their experience during the conference.

First Deputy Minister of High Tech Industry of Armenia Gevorg Mantashyan also delivered remarks, pointing out the existing opportunities in Armenia, and the ministry’s efforts for ensuring competitiveness and creating a country of the future.

APRI Armenia Vice President Anahit Piliposyan called on the Armenian Diaspora to be more actively involved in building an Armenia based on innovative solutions, taking into account the current geopolitical conditions.

A group of "Egyptian-Armenian youth" succeeded in reaching summit of Mount Ararat (5165 meters) and raising the flags of Armenia and Egypt.

Mount Ararat is particularly popular with the mountaineering crowd and explorers, as it was believed to be Noah's Ark after the flood.

Mount Ararat is a complex, dormant volcanic mountain consisting of two ancient volcanic peaks, located in eastern Turkey (occupied Western Armenia) near the Armenian border.

For thousands of years, Armenians have used Mount Ararat as a symbol of their national and cultural identity.

Mount Ararat appears frequently in modern material culture; On T-shirts, posters and even wood carvings and necklaces, it adorns Armenian currency, stamps and coats of arms since 1918. It is also found on the official emblem of the Republic of Armenia.

The roadmap should include changes to the Constitution, local self-government, the creation of an elected mayor, the transformation of 14 economic regions into administrative-territorial units, fair elections and the election of a government in parliament. In a word, fundamental reforms.

There is no other way, with the delay of time this issue will not be resolved by itself. And fundamental reforms can open up new prospects for our country.”

“It has to happen either in Washington or in Brussels”

According to political scientist and head of the Atlas analytical center Elkhan Shahinoglu, Moscow now has no prospects for real mediation:

“If progress is made in the negotiations and the parties get closer to signing a peace treaty, this should happen either in Washington or in Brussels.

While the Kremlin is preoccupied with its own problems, the parties are obliged to make maximum use of the mediation services of the United States and the European Union. This is in favor of both Azerbaijan and Armenia.”

“The rhetoric of the parties towards each other has not changed much”

Russian media, citing a “diplomatic source”, reported that Washington is forcing representatives of Nagorno-Karabakh to agree to a meeting with the Azerbaijani side.

Before the talks in Washington, Deputy Speaker of the Armenian Parliament Ruben Rubinyan talked about three conditions for signing a peace treaty with Azerbaijan:

* Fixing a specific map taken as the basis for the countries’ recognition of each other’s territorial integrity.

* Solving the problem of the rights and security of the [Armenian] population of Karabakh.

* Introduction of guarantees for the fulfillment of the agreement between Yerevan and Baku.

“We must pay tribute to Rubinyan. So far, he is the only one in the leadership of Armenia who can clearly formulate Armenia’s negotiating position,” political observer Farhad Mammadov said, commenting on the words of the vice-speaker of the Armenian parliament.

“All this, of course, is relevant for negotiations, but it is already clear that without resolving open issues on Armenia’s involvement in the internal affairs of Azerbaijan (the remnants of the Armenian Armed Forces in Karabakh, resource support and the rejection of slanderous activity on international platforms), all of these topics have no prospects for constructive solutions.

I think Azerbaijan’s main goal is to remove obstacles to a peace treaty. Armenia still has a chance to constructively approach the process of leveling obstacles.”

Armenia didn’t have full control over some types of weapons in 2020, says PM

YEREVAN, JUNE 27, ARMENPRESS. Prime Minister Nikol Pashinyan said on June 27 that some types of weapons in the arsenal of the Armenian military weren’t entirely under the control of Armenia itself during the 2020 war.

MP Hayk Sargsyan asked Pashinyan at the parliament select committee on the 2020 war whether or not the army had any limitations or orders on not using any particular weapon during the war.

Pashinyan refused to go into details during the open format hearing but said: “There were some types of weapons the right of which didn’t entirely belong to the Republic of Armenia.”

He said he would elaborate during the closed hearing.
