Alexander Arzumanyan The Armenian-Turkish protocols on establishing
diplomatic relations and opening the border will not be ratified
without resolution of the Karabakh conflict, Alexander Arzumanyan,
spokesman for the opposition Armenian National Congress, has said.

"The Armenian-Turkish protocols will be ratified only when the
Armenian side makes concessions on Karabakh," Arzumanyan told reporters
on Tuesday.

The former foreign minister said that the 22 November meeting of the
presidents of Armenia and Azerbaijan showed that "there is at least
a verbal agreement on the signing of a document based on the Madrid
principles, which have been made public, and the document envisions
the return of seven controlled districts to Azerbaijan."

Arzumanyan said that any conflict is settled in phases.

"Conflicts have never been settled on the basis of a package principle
as this is almost impossible. The Madrid principles also envision
a phased process. Moreover, along with regulations on the return of
the controlled lands, the paragraph about the free expression of will
contradicts the interests of the Armenian side," Arzumanyan said.

He said that this part of the principles uses the euphemism "expression
of will", instead of the word "referendum", which is as dangerous as
the return of controlled lands.

The Madrid principles, as recalled by the French, American and
Russian presidents in their statement in July at the G8 summit in
L’Aquila, are:

to Azerbaijani control â~@¢an interim status for Nagorno-Karabakh
providing guarantees for security and self-governance â~@¢a corridor
linking Armenia to Nagorno-Karabakh â~@¢future determination
of the final legal status of Nagorno-Karabakh through a legally
binding expression of will â~@¢the right of all internally displaced
persons and refugees to return to their former places of residence
â~@¢international security guarantees that would include a peacekeeping
operation.

Armenia.

"How many cases of infections should we have and how many healthy
children have to lose their sick parents to make our people understand
that we are facing a serious problem?" Anahit Harutyunyan, chairperson
of Armenian Network of Positive People told a news conference in
Yerevan. "We call on everyone to join our action on December 1,
the World AIDS Day," she said.

There was a general understanding among public sector representatives
of the low public awareness of HIV transmission, which contributes
to further spread of the disease among the population, as well as
the negative attitude of people to the infected the virus.

"We can treat and prevent HIV but few people dare to register because
of negative public attitude towards those living with HIV," Co-Chair of
"Real world, real people" NGO Hovhannes Madoyan said.

Ministerial Council December 1 the meeting of the representatives
of OSCE Minsk Group co-chairing countries – Russian Foreign Minister
Sergey Lavrov, French Foreign Minister Bernard Kouchner and head of
the US delegation, Assistant Secretary of State James Steinberg –
with Armenian and Azerbaijani Foreign Ministers Edward Nalbandyan and
Elmar Mammedyarov will take place in Athens. Press secretary of the
OSCE Martin Nesirki told Armenpress that at the end of the meeting
they will answer to the questions of reporters.

"Everything depends on how the meeting of the Armenian and Azerbaijani
ministers will pass," he said, in response to the question whether
a statement about the Karabakh conflict regulation issue will follow
after the meeting.

Today in the evening at 9.00 pm Yerevan time in "Intercontinental"
hotel of Athens the face-to-face meeting of the Armenian and
Azerbaijani foreign ministers will take place and afterwards the OSCE
Minsk Group co-chairs will join them.

Difficult to Frighten Serzh Sargsyan with Bellicose Statements: Psychologist

Military actions can resume between Armenia and Azerbaijan `in the
case of the presence of two factors,’ which were named today by
military psychologist Davit Jamalyan.

`One of the factors [is] if our state government for whatever reason
drastically weakens and our country becomes vulnerable to foreign
aggression. The second reason is geopolitical, if resuming the war is
advantageous for the so-called power centres of the world,’ Jamalyan
stated.

Commenting on Azerbaijani President Ilham Aliyev’s statements that the
war may resume if no progress is made in negotiations wth Serzh
Sargsyan, the psychologist stated the aim of the bellicose statements
is to bring about a mess on Armenia’s population, `which will compel
the leadership to make concessions in the negotiation process.’

According to the psychologist, it is difficult to frighten Sargsyan
with such statements. `Alieyev’s statements aim to frighten the
Armenian public,’ Jamanlyan stated.

/PanARMENIAN.Net/ France will take charge of the key internal market
post in the new 27-strong European Commission, whose composition has
just been announced. Former French agriculture minister Michel Barnier
got the job.

The UK’s representative is the new EU foreign policy chief, Baroness
Ashton. She will be a vice-president of the commission.

The nominations will not be confirmed until they are approved by the
European Parliament at hearings in January.

Joaquin Almunia from Spain will become EU Competition Commissioner –
another much-coveted post in the EU’s executive arm. He will also be a
vice-president, like Lady Ashton.

Olli Rehn from Finland will be Economic and Monetary Affairs
Commissioner, replacing Mr Almunia in that post. He was previously EU
Enlargement Commissioner.

With his internal market job Mr Barnier will control supervision of
the EU market for financial services, most of which is in the City of
London.

Timothy Kirkhope MEP, the UK Conservative leader in Brussels, said
that "the loss of an Anglo-Saxon voice in the commission’s top
economic team is of concern, given the recent spate of
over-prescriptive economic and financial legislation to come from
Brussels".

Karel De Gucht from Belgium will be Trade Commissioner, Commission
president Jose Manuel Barroso said. Mr De Gucht currently heads the EU
development and humanitarian aid directorate.

The commission is responsible for drafting EU legislation and acts as
guardian of the EU treaties. The appointments are for five years and
each member state has a commissioner. Fourteen of the 27, including Mr
Barroso, were in the outgoing commission.

Announcing the new line-up, Mr Barroso said the commission would face
huge challenges in getting the world’s biggest trading bloc out of the
economic crisis.

Mr Barroso has included nine women in his team – one more than in the
outgoing commission. They include Danish Environment Minister Connie
Hedegaard, who will take up a new post – that of Climate Action
Commissioner.

A Czech politician, Stefan Fuele, will take charge of the EU’s
enlargement job. He will also be in charge of the EU’s neighborhood
policy concerning Ukraine and other former Soviet states.

Germany’s Guenther Oettinger was named Energy Commissioner, a
reflection of the policy’s growing importance for the EU.

The biggest countries in Eastern Europe also got plum jobs – budget
for Janusz Lewandowski from Poland and agriculture for Romania’s
Dacian Ciolos.

Three new portfolios have been created: Climate Action; Home Affairs;
and Justice, Fundamental Rights and Citizenship.

The commissioners are drawn from the main European political
groupings: the European People’s Party (EPP – centre right), the
Progressive Alliance of Socialists and Democrats (S&D – centre-left)
and the European Liberal Democrat and Reform Party (ELDR).

President Serzh Sargsyan today received famous Argentinean Armenian
businessman Eduardo Eurnekian, President’s Press Office reported.

Ernekian presented to the Armenian President the process of investment
programs in different spheres of economy. Eduardo Ernekian underlined
that the global crisis had in no way affected his programs in Armenia
and all the projects are in process.

Serzh Sargsyan attached importance to the completion of the
construction of a new complex of the "Zvartnots" airport in due time,
which will allow serving 3 million passengers annually in 2011.

President Sargsyan emphasized that Armenia encourages innovations and
fresh ideas in the field of agriculture, as well. "The implementation
of contemporary technologies, fresh approaches and new solutions in
the sphere of agriculture can lead to the development of other fields
and create a good basis for the overall development of rural regions,"
Serzh Sargsyan stressed.

Turkish Nationalist Movement Party leader Devlet Bahceli considers
groundless charges that he is to blame for incident of Kurdish
Democratic Society Party member being peppered with stones.

According to Samanyolu website, he expressed confidence that Nov. 22
occurring in Izmir city is a well-staged action and let Kurds learn
themselves whose game they are in.

As to regular trials initiated by Turkish Prime Minister against
him, Bahceli said it is better for Premier "to start taking away my
parliamentarian paycheck."

The motorcade of Kurdish Democratic Party leader was showered with
stones. The protestors carried "Fallen do not die" and "Motherland
is undividable" banners. Kurds accused Bahceli of the incident. The
latter repeatedly stated that Turkish authorities split the country
by settling Kurdish issue.

Premier considered that these accusations go beyond the bounds of
decency and sued him. Bahceli is known for his anti-Armenian rhetoric,
namely he was interested whether Armenian-Turkish commission will
decide on historical identity of Mount Ararat and whether Eastern
Turkey is Western Armenia.

trafficking, promoting police cooperation and enhancing collaboration
in frontier regions, Trend News reports.
