Turkey pleased with Azerbaijan’s restoration of Turkish flags "Turks
cemetery" (Martyrdom) was erected in Baku in honour of 1130 Turkish
soldiers died fighting within "Caucasian Islam Army" against Armenian
and Russian soldiers that occupied Azerbaijan in 1918.

move to hoist back the Turkish flag up to the pole at a war memorial
in Baku, Turkish foreign ministry spokesman said on Wednesday.

Burak Ozugergin said, "there is no doubt that Turkey and Azerbaijan
will, from now on, show full respect to two flags of the Turkish
nation."

Azerbaijani officials hauled down a Turkish flag at a war memorial
honoring Turkish soldiers in Azerbaijan’s capital, Baku, after football
fans were not allowed to carry Azerbaijani flags at a match between
Turkey and Armenia. Turkey and Armenia last month signed an accord
to normalize relations and open a border gate.

Turkish Foreign minister Ahmet Davutoglu travelled to Baku on October
22, Ouzgergin recalled and said that during this visit, Turkish
and Azerbaijani officials once again reaffirmed that Turkish and
Azerbaijani flags were not considered flags of a foreign state in
each countries.

YEREVAN, OCTOBER 29, ARMENPRESS: The two-day Euro-Caucasian Cardiology
conference kicked off today in Yerevan organized by the Armenian
Diaspora Ministry in collaboration with "Action Health Armenia-France"
organization.

About 100 cardiologists from Russia, France, Ukraine, Azerbaijan,
Turkey, Israel, Lebanon, and others participate in the conference.

Diaspora Minister Hranush Hakobyan said the goal of the conference
is to reveal and combine the potential of world spread Armenian
cardiologists for the preservation of health of the Armenian people
and development of medicine in Armenia.

She said the conference will promote the cooperation between Armenian
and Diaspora cardiologists, increase the professional qualities
and improvement.

Armenian Prime Minister Tigran Sargsyan, highlighting the conduction
of the conference, noted that in the Armenian government’s strategy
health is being assessed as a sphere having a prior importance. The
government views health as an important engine force in respect of
Armenia’s perspective developments.

"We must form such an environment to be a regional health center.

Such like programs are already declared and within the framework
of private sector-state cooperation we are trying to implement this
strategy. It is not a secret that during the recent period we have
registered certain success in cardiology sphere and many patients
arrive in Armenia from the neighboring countries to pass treatment
here. It means we have the ability and must expand and strengthen it,"
the prime minister said.

Health Minister Harutyun Kushkyan said the cases of deaths from
cardiovascular diseases are in Armenia on the first place making about
the 54%. According to him, the conference is a good opportunity to
present the new approaches in cardiology sphere.

Chairman of the "Euro-Caucasian Congress of Cardiologists" Paul Baraga
noted that Armenian cardiologists registered serious success during the
recent years. "We too have something to learn from Armenian specialists
and this conference is a great opportunity to contact with each other,
exchange experience, present leading approaches," he said.

Father of His Holiness Karekin II Enters Eternal Rest

It is with deep regret that we inform our faithful that on the evening of
October 27, Grigor Nersissian, the father of His Holiness Karekin II,
Catholicos of All Armenians, entered his eternal rest following a short
illness. He was 88 years old.

The funeral service will be offered at the Monastery of St. Gayane on
Thursday, October 29 at 6:00 p.m. The burial service will take place on
Friday, October 30 at 1:00 p.m.

Students at the University of Tennessee at Chattanooga and students
at the State Engineering University in Armenia now can run experiments
in each other’s labs.

Dr. Jim Henry, a professor of chemical and environmental engineering
at UTC, and Alan Voss, a Tennessee Valley Authority retiree, recently
traveled to Yerevan, Armenia, to install equipment to facilitate the
remote electronic access.

The equipment in Armenia is funded by a grant from the NATO Science
for Peace and Security Program and another from the Engineering
Information Foundation.

Dr. Henry said Dr. Oleg Gasparyan, a world renown control engineer in
Armenia, learned about UTC’s remote operated laboratories, e-mailed
him and suggested they apply for a NATO grant, which they received.

The grants, according to NATO, are given for cooperative projects
between principals in NATO nations such as the United States and
principals in what are called NATO partner nations such as Armenia.

The work both labs do, according to Dr. Henry, who along with Mr. Voss
spoke about the project at the Chattanooga Engineering Club on Monday,
leads to results such as improved design of industrial plants,
automobile cruise control systems and oven thermostats.

The UTC professor, who previously worked with people on similar
projects within remote access labs in Germany, Mexico, Canada,
Australia, said the state-of-the-art equipment installed in Armenia
allows for Web, audio and video links.

"It will be a 24-7 operation," he said. "They will be operating here
(at UTC) if I’m at home."

the 17th European Team Championship in the Serbian town of Novi Sad,
ended in a tie with the Azerbaijani National Team (2:2).

All Armenia – Azerbaijan meetings had a draw.

Thus, after the 5th round Armenian chess players scored 7 points and
moved from 6th to 7th places. The national team of Georgia, having
9 points in the account, continues to lead. The Azeri national team
is at the second place with 8 points and the Russia’s chess players,
with 8 points are at the 3rd place.

In the 6th round Armenian chess players will compete with the French
team with Marie Sebag, Sophie Milieu, Sylvia Stakes and Pauline
Guichard.

EU COUNCIL WELCOMES SIGNING OF TURKEY-ARMENIA PROTOCOL

The tenth meeting of the EU-Armenia Cooperation Council took place
on October 26, and a paper detailing the conclusion of the meeting
was released on the same day.

Edward Nalbandyan, Minister of Foreign Affairs of Armenia, chaired
the meeting. At the gathering, the EU delegation was led by Carl
Bildt, Minister of Foreign Affairs of Sweden, and the Commission
was presented by Benita Ferrero-Waldner, Commissioner for External
Relations and European Neighbourhood Policy. Diego López Garrido,
State Secretary for European Affairs, was there to present the incoming
Spanish Presidency.

The main topics discussed at the meeting were EU-Armenia relations
and the EU-Armenia European Neighbourhood Policy Action Plan. The
other important issues discussed were rule of law, human rights and
freedoms and the capability of the EU to support Armenian democratic
institutions.

"The Cooperation Council welcomed the signature by Armenia and Turkey
of the two protocols relating to the establishment of diplomatic
relations and the development of bilateral relations between the two
countries, including the opening of the border. The Cooperation Council
underlined that the full normalisation of bilateral relations between
Armenia and Turkey would be an important contribution to security,
stability and cooperation throughout this crucial region.

The EU will continue to offer its political and technical support to
this process," the paper says.

The Cooperation Council also pointed out the importance of the
intensified dialogue between Armenia and Azerbaijan in terms of the
Nagorno-Karabakh conflict.

The paper also mentions that before the meeting of the Cooperation
Council, a joint ministerial working breakfast was held and that the EU
and Armenia, Azerbaijan and Georgia were organized to "discuss Eastern
Partnership and prospects for deeper cooperation between the EU and
the three South Caucasian countries, as well as Conflict Resolution."

Azerbaijan is a very important state in the Caucasus, and the
United States attaches high importance to relations with it. The
USA understands Azerbaijan’s concern over the reopening of the
Armenian-Turkish border, U.S. Deputy Assistant Secretary of State Tina
Kaidanow stated in her interview with the Azerbaijani AND TV Channel.

According to her, the USA is supporting the process for permanent peace
to be established in the region. The United States attaches importance
not only to the Armenian-Turkish relations, but also the settlement
of the Nagorno-Karabakh conflict. Evidence thereof is the appointment
of experienced diplomat Bob Bradtke as OSCE Minsk Group Co-Chairman.

Turkey’s prime minister has accused the West of treating Iran unfairly
over its nuclear programme.

Recep Tayyip Erdogan told Britain’s Guardian newspaper Western fears
Iran wanted to build the bomb were "gossip".

His comments come as a team from the UN nuclear watchdog continues its
inspection of a previously secret uranium plant near the city of Qom.

Mr Erdogan is due in Tehran for talks with both President Mahmoud
Ahmadinejad and the country’s Supreme Leader.

The Turkish leader suggested that there was a dual standard in the
West’s approach towards Iran.

He said any military strike against Iran would be "crazy".

Mr Erdogan also said many of the states which objected to any move by
Iran to build a nuclear arsenal – including all the permanent members
of the UN Security Council – possessed one themselves.

"There is a style of approach which is not very fair because those
[who accuse Iran of pursuing nuclear weapons] have very strong nuclear
infrastructures," Mr Erdogan said.

"So although Iran doesn’t have a weapon, those who say Iran shouldn’t
have them are those countries which do," he added.

His comments come as world powers await Iran’s response to a new
proposed deal over its uranium enrichment programme.

Under the arrangement, Iran would send some enriched uranium to Russia
to be turned into fuel.

The proposed deal is seen as a way for Tehran to get the fuel it
needs for an existing reactor, while giving guarantees to the West
that its enriched uranium will not be used for nuclear weapons.

Mountainside plant

But opposition inside Iran to the agreement is said to be growing. The
government has promised a response this week.

The four-member IAEA team is expected to return for a second day on
Monday to the country’s Fordo enrichment facility, some 30km (20 miles)
north of the holy city of Qom.

During their mission, the inspectors are expected to compare the
engineering blueprints submitted by Iran with the actual layout of
the plant, interview employees, and take environmental samples to
check for the presence of nuclear materials.

The Iranian government says the Fordo plant – which is cut into a
mountainside, constructed of reinforced concrete and protected by
military installations including missile silos and anti-aircraft
batteries – will not be operational for another 18 months.

They claim it will be large enough to house 3,000 centrifuges, which
will produce uranium that is 5% enriched, suitable only for peaceful
purposes. Weapons-grade material is more than 90% enriched.

Iran agreed to open the site to monitoring at talks with the five
permanent members of the UN Security Council plus Germany in Geneva
on 1 October.

Iran says its nuclear programme is for purely peaceful purposes but
the revelation of the existence of the new plant had increased fears
in the West about Tehran’s intentions.

`Dear Mr. Sargsyan. I congratulate you on the 80th birthday. I am
confident that books will be written to tell about your role in the
history of Armenian theater and cinema… I wish you good health,’ the
President said.

Sos Sargsyan was born on October 24, 1929 in Armenia. He graduated
from Yerevan State Theater Institute. From 1954 to 1990 he played in
Sundukyan Theater. He was also a presidential contender in 1991.
