The Armenian Revolutionary Federation-Dashnaktsutiun continues the
drive for signatures against the pres-signed Armenian-Turkish Protocols
at Republican Square.

Syuni Gevorgian, 13, spent the weekend collecting signatures. She
even managed to take signatures from foreigners.

"Many agree to sign the document though unaware of the campaign,"
says Syuni.

There are still people who do not know what they sign.

"To tell the truth, I am not acquainted with the document but I have
signed it out of patriotism," said a woman. "We sign to win," added
her friend.

"We want Turkey to recognize the Armenian Genocide," said the third.

"Indeed, we are sorry that people sign the document without knowing
its contents. I explain to everyone that the Genocide issue is
undisputable. I’m sure that if Armenians unite the signatures will
be needless, "says Syuni.

New York – On Saturday, September 26, Archbishop Khajag Barsamian,
Primate of the Diocese of the Armenian Church of America (Eastern)
and president of the Fund for Armenian Relief (FAR), hosted a dinner
in honor of Edward Nalbandian, the Minister of Foreign Affairs of
the Republic of Armenia.

Mr. Nalbandian was accompanied by Tatoul Markarian, Armenia’s
ambassador to the United States; Ambassador Garen Nazarian, Armenia’s
new permanent representative to the United Nations; and others.

The dignitaries met with some leaders of the Armenian-American
community in the formal reception room of the Diocesan Center in
New York.

In opening remarks, Archbishop Barsamian welcomed Mr. Nalbandian, who
was in the United States to address the United Nations General Assembly
and drum up support for his controversial recent agreement with Turkey.

In greeting the guests, Oscar Tatosian, chairperson of the Diocesan
Council, and Randy Sapah-Gulian, chairperson of the FAR Board of
Directors, said that the entire Armenian-American community has been
following with serious attention the initiatives of the Armenian
government, in its effort to normalize diplomatic relations with
Turkey.

"Armenians around the world express their views and concerns about it –
and that is natural, since so much is at stake. However, we hope that
your visit and meetings here will shed light on the protocols signed
recently with the Turkish authorities, and give more comfort to our
communities in supporting the realistic and future-oriented policies
of the Armenia government," said Mr. Tatosian.

Mr. Nalbandian thanked the Primate and dinner guests for a warm
reception, and acknowledged the Diocesan Center as a "bridge between
Armenia and the diaspora," where dignitaries from Armenia’s political,
cultural, and scientific arenas are always welcomed. "This is a
house of all Armenians," he said, "and all visitors feel proud at
this center."

The foreign minister proceeded to share his views on the most
sensitive aspects of the protocols, which have generated a great deal
of reaction around the world. He recounted in considerable detail the
negotiation process with his Turkish counterparts, which eventually
led to the initialing of the documents, which he characterized as
"groundbreaking."

"In the course of the extensive public discourse around the protocols,
some allegations are being made that are either inaccurate and do
not represent reality – or . . . worse, are distorting the essence
and the letter of the signed protocols," Mr. Nalbandian claimed.

According to Mr. Nalbandian, the entire negotiating process and the
final documents were generated at the initiative of the Armenian
government, and not imposed on the Armenian side, as some have claimed.

Negotiations without any precondition

"The history of diplomatic relations proves that all sensitive issues
between countries could be better resolved at the negotiating table,
in the framework of mutual respect and trust," stated Mr. Nalbandian
in his address to the guests at the Diocesan Center.

"We have never shied away from declaring on any possible occasion,
from any international podium, that Armenia does have unresolved issues
with our neighbor, including the recognition of the Genocide," he said.

"We have made it absolutely clear to our Turkish counterparts, and
no preconditions were ever discussed or agreed upon in the process
of preparing the protocols."

Turkey’s three preconditions for the opening of the border and
establishment of diplomatic relations have been (a) recognition by
Armenia of the current borders and Turkey’s territorial integrity,
(b) an end to the campaign for universal affirmation of the Armenian
Genocide, and (c) withdrawal of Armenian forces from territories
claimed by Azerbaijan. The protocols explicitly recognize the
current border and Turkey’s territorial integrity. They provide for
a commission to examine historial issues; Turkey has sought such a
commission as a way of casting doubt on the Genocide. The protocols
do not link normalization of relations to developments in Karabakh,
but the Turkish prime minister has stated as recently as last week that
Turkey would not open the border without that precondition being met.

Mr. Nalbandian continued: "The establishment of diplomatic relations
between our two states will set the start for a long-term dialogue
between the diplomats and representative authorities, during which
the two countries will seek a resolution to many historic, and new,
bilateral problems."

An open and cordial question-and-answer session followed
Mr. Nalbandian’s formal remarks. Guests at the dinner, representing
a cross-section of the American-Armenian community, raised their own
concerns and asked the foreign minister to clarify numerous matters
that had been circulated about the protocols.

Mr. Nalbandian fielded every question, and even shared intimate
details about the documents and the processes and negotiations behind
their preparation.

"Some critics – either not deliberately, or with an obvious political
intent – are claiming to see things that are not in these documents,
and have never even been discussed in the negotiations," Mr. Nalbandian
said.

"Contrary to what is being speculated, no one-sided concessions,
no hidden or open preconditions, were made by the Armenian side. The
documents have clearly stated what has been achieved at the negotiating
table:

All issues of bilateral relations would become agenda items of
further negotiations between the two governments, after the diplomatic
relations between Armenia and Turkey are established, and the borders
are open." said Mr. Nalbandian.

the Turkish authorities will have to reckon with this fact of crime and
with pain and sufferings of the Armenian people expelled from their
motherland, Armenian President Serzh Sargsyan said at the meeting with
the Armenian communities of Europe in Paris.

The president said the only issue that needs discussion is how to help
the people of Turkey to be impartial when studying the own history. As
regards the concerns that normalization of relations with Turkey may
hinder international recognition of the Armenian Genocide, the
president said: "Of course, it will hinder this process if the
Armenians worldwide begin to believe in that. Quite on the contrary,
the process will attain a new quality if the Armenians see opening
opportunities and awake with renewed vigor." As regards the initialed
protocols, Serzh Sargsyan believes that the parties have managed to
move towards the way of establishing mechanisms to settle the problem,
which will become reality due to further combined work. "I think that
we have successfully got the document that does not make anything
inevitable and opens opportunities for working in all directions," the
president said.

Vahram Nersisyants told a news conference today. According to him,
RA President will personally present the award for significant
contributions in IT sphere.

In his turn, award co-founder, Synopsys CEO Rich Goldman noted in his
speech that 2009 contest winner has already been unanimously elected
and will be announced at award ceremony.

Rich Goldman didn’t name the total number of nominees, informing,
yet, that they were from South America and Eastern Europe.

YEREVAN, September 29, /ARKA/. Armenian Finance Minister Tigran
Davtian said today construction, mining and agriculture were the
three key sectors of Armenian economy. Speaking at a news conference
the minister said these three sectors have the biggest development
potential consuming the bulk of foreign investments.

The minister then singled out the mining sector as the driving force
of the Armenian industry, saying if prices of raw commodities grow
it may become the axis of the economic recovery. According to him,
this sector is attractive for foreign investors and although Armenia
does not have oil or natural gas resources, it boasts of rich metal
reserves.

According to minister, construction sector that suffered the biggest
decline over 50% this year is able to quickly recover. "But I am
against it being the sole guarantor of economic development. Our
economy should be diversified,’ he said.

"Regardless of future developments, these three sectors will have
the biggest growth potential,’ Tigran Davtian said.

He also pointed out IT, diamond cutting and energy sectors as
guarantees of Armenia’s economic recovery, because ‘long-term
investments in these sectors are justified bringing profits.’ Regarding
other sectors of economy, the minister said there are many questions
and it is not clear how they should be developed.

Nalbandian who is currently paying a working visit to New York had a
meeting with the OSCE Minsk Group Co-chairs Yuri Merzliakov, Bernard
Fassier, Robert Bradtke and the Personal Representative of the OSCE
Chairman-in-Office Andrzej Kasprzyk on September 26.

According to the Press and Information Department of the RA Foreign
Ministry, at the two-hour long meeting the Ministers discussed issues
of the negotiations of the settlement of NKR conflict.

They also touched upon the possibility of the Co-chairs regional visit
having the aim of organizing the next meeting between Presidents of
Armenia Serzh Sargsyan and President of Azerbaijian Ilham Aliev.

"Azerbaijani interests were always important for us. We will never
betray Azerbaijan," Turkish Prime Minister Recep Tayyip Erdogan stated
in the interview with Azerbaijani agency Trend News.

"We expressed a wish to re-establish relations with Armenia. The
normalization talks moved into a very sensitive phase. The
protocol guiding the establishment and development of relations
between our countries will be sent to the Turkish Parliament next
month for ratification. We reached a significant agreement under
Swiss mediation and I believe we can send the initialed document
to Parliament if we do not face any prejudice and steps are not
taken by thinking just about the internal politics. However, I would
like to especially explain that — our efforts are not against our
brother Azerbaijan. We will not agree upon any step conflicting with
Azerbaijani interests. We can approach the agreement but it definitely
depends on the Nagorno-Karabakh conflict settlement," Erdogan said.

Armenian and Turkish Foreign Ministers will meet on October 10 or 11,
2009 to sign the draft document. Ahmet Davutoglu and Edward Nalbandyan
will ink two Protocols, the texts of which had been agreed earlier
and internationally hailed as an important breakthrough, Erdogan added.

Speaking of Karabakh conflict settlement prospects Turkish Premier
outlined: "I think it would be easier if the OSCE Minsk Group — tasked
to find a solution to the dispute between Armenia and Azerbaijan over
the enclave of Nagorno-Karabakh — took more active measures. U.S. as
the co-chair of MG must follow its duties. I told Mr. Obama that
if it is solved that it will turn on the greenlights for regional
cooperation, including our relationship with Armenia. There was need
for dialogue that would bring together regional countries, referring
to Turkey’s proposal of a stability and cooperation platform in the
Caucasus. Turkey aimed to make the region a basin of peace and wanted
to solve Azerbaijan-Armenia, Turkey-Armenia and Russia-Georgia problems
through this platform."

Armenians, Garegin II to discuss state-church relations as well as
RA-Turkish rapprochement process.

According to RA President, the rapprochement process entered the stage
of social and political discussions. Serzh Sargsyan characterized the
discussions as a positive factor. `Whether RA-Turkish Protocols will
be signed or not, they’re a good platform for discussion of issues the
country faces. Discussions are of rather emotional nature as the
majority of our people are the generation of Genocide
victims. Besides, places, sacred to our people: churches, capital
cities, are located abroad,’ the President said.

Sargsyan informed His Holiness that on October 1 he’ll stat series of
visits to Armenian Diaspora representatives of Paris, New York,
Beirut, Los Angeles and Rostov-on-Don, where he intends to hear out
Diaspora’s opinion on RA-Turkish protocols. Garegin II approved of RA
President’s initiative, stating that Diaspora is the most important
and inseparable part of Armenian people.

WASHINGTON -Three US congressmen who are the members of the
Congressional Friendship Group on Turkey sent a letter to their
colleagues in the U.S. House of Representatives, urging support for
the rapprochement between Turkey and Armenia, and in particular the
current Armenia-Turkey protocols, the Anatolian News Agency reported
Thursday.

In their letter, U.S. congressmen Robert Wexler, Edward Whitfield and
Kay Granger supported the August 31 joint declaration of Turkey,
Armenia and Switzerland announcing the protocols that will guide the
establishment and development of relations between Turkey and Armenia.

The three congressmen called on their colleagues to support
normalization of Turkish-Armenian relations and said the trilateral
declaration made by the governments of Turkey, Armenia and Switzerland
on August 31 made public two protocols and a schedule to normalize
relations.

They also encouraged the Turkish and Armenian governments and their
parliaments to move forward with the rapprochement process, with the
support of the Swiss government, and to build a better future for
Turkey, Armenia and the entire South Caucasus.

Wexler, Whitfield and Granger said that as far as they were concerned,
Turkish and Armenian leaders would most probably meet in New York on
the sidelines of the United Nations (UN) General Assembly.

Underscoring what they considered to be a historic development in the
region, the congressmen said they hoped this meeting would bring the
two countries closer to each other, and lay the groundwork for a
planned visit of Armenian President Serzh Sarkisian to Turkey to watch
a World Cup qualifier on October 14.

The co-chairmen said Turkey and Armenia had been having internal
consultations for six weeks, and they were expected to sign protocols
at the end of the six weeks and present them to their parliaments for
approval.
The protocols claim to pave the way for improving bilateral relations
between Turkey and Armenia, particularly establishing diplomatic
relations, commercial and economic cooperation, the congressmen said.

They letter also said the protocol on improving bilateral relations
would ensure confidence for fulfillment of articles of the two
protocols and added that the significant progress of Turkey and
Armenia for normalizing their bilateral relations was encouraging.

It is high time to resolve the Nagorno-Karabakh and all other
conflicts in the Caucasus taking into account territorial integrity of
countries in the region, CNN Turk reported Turkish Prime Minister
Recep Tayyip Erdogan as saying at the UN Security Council.

"Unresolved issues in our region are problems solution of which is
very important for the whole world. Our goal is to move from passive
neighborly relations to active cooperation. This is welcomed by our
Eastern and Western friends and perceived as a contribution to the
struggle for peace in the region and around the world. A concrete
example of this is the ongoing negotiation process with neighboring
Greece,’ he said.

Erdogan said recently intensified efforts of Turkey to normalize
relations with Armenia also bear fruits.

"Especially in the last seven years, we have done our best to solve
the problems with all our neighbors. Due to the approach expressed in
the policy of "no problems with neighbors’, Turkey has improved its
relations with all neighboring countries,’ the Turkish prime minister
