Two black boxes of a passenger plane, which crashed near the Iranian
city of Qazvin, have been found and search is underway to find the
third one,Iran’s Press TV reports.

Ahmad Majidi, Head of the Crisis Working Group of Iran’s Road and
Transportation Ministry, told IRNA that experts from Iran’s Civil
Aviation Organization (CAO) have recovered the two boxes.

Majidi noted that the black boxes of the Tupolev plane were heavily
damaged but experts are trying to retrieve data from them.

"If efforts to retrieve data from the boxes fail, they will be sent
back to the country that has produced them so that they could be
repaired in order to find the reason behind the crash," he said.

/PanARMENIAN.Net/ Francis Coppola’s Tetro will be screened at Golden
Apricot Film Festival today, on July 16. The screening became possible
thanks to efforts of film producer Anahit Nazarian.

"It will be the second show after Cannes Festival," Ms. Nazarian told
a news conference.

Tetro is the second product of Coppola’s post-millennial comeback,
following the trippy Youth Without Youth. Where that project originated
with a novella by a Romanian-born author, Coppola’s new effort draws
on such 20th century American playwrights as Tennessee Williams and
Eugene O’Neill.

Tetro is shot mostly in black and white, like Coppola’s 1983 Rumble
Fish, and that’s not the only thing the two movies share. Both are
about the relationship of brothers who are nearly a generation apart
in age, and both emulate the style of 1920s German Expressionism.

Amid high-contrast monochromatic images, Coppola inserts flashbacks
in an entirely different style: the color-saturated, ballet-inspired
fantasies.

will be held on July 25-26 in Yerevan, on the initiative of the Karate
Federation of Armenia. About 300 girl and boy participants from 10
countries are registered in 7 age groups.

The tournament is named after the head of the International Association
of this type of sport, Japanese Soke Takayuki Kubota. His visit to
Armenia is expected. The competitions will be held at the Dinamo gym
in Yerevan.

Khankendi, Shusha and, then, traveled to Armenia where they met
President Serzh Sargsyan.

Later that day, the group left Yerevan for Baku where they were
received by President of Azerbaijan Ilham Aliyev.

On the Azerbaijan s stance on the Nagorno-Karabakh conflict, the Head
of State said resolution of the problem must be based on Azerbaijan
s territorial integrity and inviolability of frontiers only, with
granting high autonomy status to Nagorno-Karabakh.

Russia’s desire to take a more active part in changing the conflict
situation in the South Caucasus has opened up good opportunities to
continue a peace process, the Member of the Azerbaijani Parliament,
Asim Mollazadeh said.

If we can solve the Nagorno-Karabakh conflict by peaceful means, then
it is a very positive factor for the entire region, Mollazadeh said.

The Azerbaijani intelligentsia’s recent visit to the Nagorno-Karabakh
and their meeting in Yerevan will not be able to replace the
negotiating process and even are not called "people’s diplomacy",
and the mission is aimed at rapprochement in the process, Mollazadeh
said at a news conference on July 10.

Azerbaijani and Armenian Ambassadors to Russia Polad Bul-Bul oglu
and Armen Smbatian, as well as Head of Federal Agency for Culture
and Cinematography Mikhail Shvydko are on visit in the unrecognized
Nagorno-Karabakh Republic. Smbatian, Polad Bul-Bul oglu and Shvydko met
with the President of the unrecognized NKR Bako Saakyan in Khankandi
last week, the Armenian media reported.

A six-member Azerbaijani delegation, as well as two members of the
Azerbaijani parliament Asim Mollazade and Rovshan Rzayev and composer
Siyavush Karimi arrived in Khankandi.

The Azerbaijani delegation left for Armenia and met with President
Serzh Sargsyan.

"Our mission aims to support the peace process, and we are confident
that the peoples of the South Caucasus can live in peace, and we
should seize the opportunity to advance peace in the region," said
the parliamentarian.

We must act rationally and not emotionally to use our capacity for
peace, Mollazadeh said.

The position of the Armenian lobby and the Armenians in Armenia
differ. "In Armenia, I saw a willingness to sign a peace agreement
which President Sargsyan said at the meeting with us," he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

/PanARMENIAN.Net/ The Senate Appropriations Committee will be voting
on the foreign aid bill on Thursday, July 9th. The Armenian National
Committee of America (ANCA) is urging Armenian-Americans to encourage
their respective Senators to support Armenia foreign aid priorities
during the vote.

The ANCA has also issued an action alert to call Senate Appropriations
Committee Chairman Daniel Inouye and encourage him to support $70
million in assistance to Armenia, $10 million to Nagorno Karabakh
and to maintain military assistance parity to Armenia and Azerbaijan.

Earlier this year, President Obama followed in the tradition of
Presidents Clinton and Bush in calling for a 38% reduction in aid
to Armenia, and increase in aid to Azerbaijan and breaking parity in
military assistance to Armenia and Azerbaijan.

The House Appropriations Committee in June voted to send $48 million in
aid to Armenia, $10 million to Nagorno Karabakh and maintain military
aid parity between Armenia and Azerbaijan.

Italy for G8 summit aimed at finding common ground on how to tackle
the global economic crisis, climate change and turmoil in Iran.

G8 talks traditionally bring together the eight leading economies –
Britain, Canada, France, Germany, Italy, Japan, Russia and the United
States – but much of the discussion will be expanded to include
emerging powers such as China and India.

The talks will also focus on emerging political crises in China’s
Xinjiang region, Iran and Honduras.

German Chancellor Angela Merkel said on Tuesday she would speak to
China’s Hu Jintao about the worsening ethnic violence, in which at
least 156 people have been killed, on the summit’s margins.

Western leaders have plan to push the post-election crisis in Iran
to the top of the agenda but China and Russia are cool towards
internationalizing the issue.

The bulk of the summit is likely to focus on efforts to shore up the
global economy since London hosted a G20 summit in April where world
leaders committed one trillion dollars to help struggling economies
and revive global trade.

Berlusconi has told reporters that U.S. President Barack Obama will
contribute up to a third of an overall $US12 billion ($15.07 billion)
pledge for food security in the developing world.

Italian Foreign Minister Franco Frattini said in an interview on
Tuesday he would also propose cutting bank transfer charges that
migrants pay on their remittances, AFP reported.

YEREVAN, JULY 7, NOYAN TAPAN. The construction of St. Anna Church
and the Yerevan residence of the Catholicos of All Armenians will
start soon at the intersection of Abovian and Sayat-Nova Streets
in downtown Yerevan, in the area behind St. Katoghike Church built
in the 12th-13th centuries. The Catholicos of All Armenians Karekin
II consecreated St. Anna Church on July 4. Armenian President Serzh
Sargsyan attended the consecration ceremony.

Addressing those present, His Holiness said that the design of
architect Hrach Poghosian will be put into practice with the financial
support of Armenian American benefactors Hrayr and Anna Hovnanians
who were also present.

The Supreme Patriarch noted that St. Katoghike Church shared the
fate of over a dozen churches in Yerevan, which were destroyed to
the ground in the Soviet time, and only part of the church – its
section with the altar remained and in the 1980s people went there to
pray. "It is providential that a church bearing the name of the Virgin
Mary’s mother will be built next to St. Katoghike Church of the Virgin
Mary," Karekin I said, underlining that by the architectural design,
St. Anna Church will embrace St. Katoghike just as mother holds her
child in her arms. St. Katoghike Church will also be restored and
repaired under the project.

According to architect Hrach Poghosian, the cost of the building
may amount to 5 million dollars. St. Anna Church will be constructed
in the area behind St. Katoghike and will be 12 meters in width and
about 30 meters in length.

Those entering St. Anna Church will be able to see St. Katoghike
thanks to a stained-glass window. The new church will have seats for
280 people so sacrid music concerts can be given there. There will
be a reception hall and work offices in the two-story residence of
the Catholicos. It is also envisaged constructing a fine square with
a park, fountains and benches in the area.

Armenian Center for National and International Studies (ACNIS) Director
Richard Giragosian issued a statement today commenting on US President
Barack Obama’s two-day summit meeting with Russian President Dmitry
Medvedev and Prime Minister Vladimir Putin in Moscow:

"US President Barack Obama and Russian President Dmitry Medvedev
concluded an important new arms control agreement that will reduce
the two countries’ nuclear arsenals by as much as one-third,
as part of an update to the 1991 Strategic Arms Reduction treaty
(START). In addition, the two leaders also signed agreements on
resuming military-to-military cooperation, restoring efforts to combat
nuclear proliferation and regarding Russian permission for US military
forces to transit Russian territory and airspace to conduct operations
in Afghanistan.

Although the Moscow summit resulted in an important new improvement in
US-Russian relations, the two leaders need to be reminded of several
further imperatives. More specifically, the US and Russian leaders need
to devote greater attention to the need for cooperation in forging
security and stability in the South Caucasus. Within this context,
there are five essential points for their consideration:

1. Arms Control for the South Caucasus: There has been a dangerous
"arms race" underway in th e South Caucasus for the past several years,
as Azerbaijan has steadily increased defense spending. Most notably,
Azerbaijan has increased its defense budget from $175 million in 2004
to almost $2.5 billion for 2009.

Even more troubling is the aggressive and militant rhetoric by
Azerbaijani officials, threatening to launch a new war against Armenia
and Nagorno Karabakh. In order to counter this Azerbaijani threat
to regional security and stability, there is a need for a new "arms
control" agreement for the South Caucasus, with the US and Russia
cooperating to prevent and persuade Azerbaijan from acting on its
threats of war;

2. Russia Needs to Recognize Armenia’s Strategic Value: Russia needs to
recognize the fact that Armenia is the only reliable ally for Moscow
in the region and needs to treat Armenia with respect. Moreover,
Russian policy toward Armenia should no longer treat Armenia as a
"vassal" state, rather than as a strategic ally, and it must not
prevent Armenia from exercising its own sovereignty and independence,
including deepening ties with the European Union (EU) and NATO,
if it so desires;

3. There Are No Shortcuts to Democracy: Both the United States and
Russia seek stability in the South Caucasus. But neither country
has demanded enough from the Armenian authorities. Both Moscow and
Washington need to send a strong message to Yerevan calling on the
Armenian government to since rely and seriously resolve the country’s
ongoing political crisis by inviting a new international inquiry into
the tragic events of March 2008, which left at least ten people dead
and wounded many more, and take steps to overcome the polarization
of Armenian society. The Armenian authorities must also be reminded
that they must now learn to govern – and not just rule — the country
and must be called upon to satisfy mounting demands for change and
expectations of reform;

4. The Need for a New Approach Toward Nagorno Karabakh: If the US and
Russia sincerely seek to resolve the Nagorno Karabakh conflict, they
must adopt a new approach that includes recognizing Nagorno Karabakh as
an equal party to the conflict and engaging the democratically-elected
leaders of Karabakh as full participants in the peace talks. Only
with the participation of Nagorno Karabakh can the US and Russia hope
to achieve any meaningful progress in mediating the last "frozen"
conflict in the region;

5. Time to Pressure Turkey: Although there is a real opportunity for a
significant improvement in Turkish-Armenian relations, both Washington
and Moscow should recognize that the burden for such a breakthrough
now rests solely with Turkey and reaffirm the reality that the issue
has no direct link to the Karabakh conflict. It is also clear that
Turkey needs to take the next step by opening its closed border with
Armenia and establishing diplomatic relations and must, like Armenia,
impose no preconditions for such a move. Lastly, the US and Russia
must not mistakenly praise Turkey for opening the border and extending
diplomatic relations with Armenia; such a move is not a concession
to Armenia but is merely the basic behavior of civilized countries
and the minimum expectation of normal relations between neighbors."
