UNIBANK ANNOUNCES NEW PROGRAMS OF MORTGAGE AND BUSINESS LENDING

/PanARMENIAN.Net/ Unibank will start a new large-scale mortgage
lending program in primary and secondary markets, press office of
the bank reports. Loans to purchase and repair real estate will be
provided by the bank for the 10-year-term and at a 20-22 per cent
annual interest rate.

Minimal prepayment to purchase real estate is defined as 30 per cent,
and the maximal amount of a mortgage loan can reach $100 000. The
program enables to buy real estate not only in the capital city of
Yerevan, but also in Armenian regions.

To satisfy the growing demand for loans in Armenian market Unibank
has launched a new lending program for small and medium enterprises
in industrial production, trade, services, transport, agriculture,
and other spheres. Within the framework of the program, loans will
be provided for the term of up to 5 years, and at the annual interest
rate of 20-24 per cent. Maximal amount of loans can reach $200 000.

Iran will be organized all over the world on June 26. Four world
labor unions with more than 170 million members organize rallies, the
International Transport Workers’ Federation reports. The rallies will
be organized near Iranian embassies and consulates in Ankara, Bangkok,
Brussels, Canberra, Geneva, Jakarta, London, Madrid, New Deli, Oslo,
Hague, Tokyo, Toronto and Wellington. Labor unions of other countries
will also organize rallies to support Iranian opposition.

YEREVAN, JUNE 25, NOYAN TAPAN. Deputy Foreign Minister of Armenia
Karine Ghazinian and Ambassador of China to Armenia Hong Jiuyin signed
Agreement on Technical-Economic Cooperation between the Government of
the Republic of Armenia and the Government of the People’s Republic
of China on June 24 at the RA Foreign Ministry.

According to the RA Foreign Ministry Press and Information Department,
technical assistance of 15m yuans to Armenia is envisaged by the
agreement.

Esayi Hasan Jalaleants’ was the Kat’oghikos, that is, the Supreme
Patriarch of the Holy See of Aghuank’ (Karabagh-Artsakh and
Ganje-Utik’) located in the Monastery of Gandzasar. His tenure, from
1702 to 1728, coincided with the temporary decline of the Mother See of
Armenia, at Holy Ejmiatsin. Taking advantage of this, Esayi managed
to establish close ties with the Russians and the Georgians and was
instrumental in encouraging Peter the Great to invade Transcaucasia
and Iran in 1722.

Esayi’s Brief History of the Aghuank’ Region, that is, the historic
Armenian provinces of Artsakh and Utik’, concentrates on the
Armeno-Georgian efforts against the incursions by Lezgi tribesmen
and their hope in the arrival of the Russian army to liberate them
from Muslim rule. The work covers the years 1702 to 1723 and sheds
light on a corner of the Persian Safavid Empire during its decline
and final collapse. This, the first English translation of Esayi’s
important primary source, also confirms the large Armenian presence in
the Karabagh-Artsakh region long before its conquest by the Russians
in the nineteenth century.

established top establish dialog and cooperation between Armenia
and Diaspora, RA Diaspora minister Hranush Hakobyan told a news
conference today. Saying, that the ministry has elaborated a concept
of interaction between Armenia and Diaspora, Hranush Hakobyan stressed,
that one of ministry’s priorities to familiarize Armenia with Diaspora
and overcome some psychological problems.

Hranush Hakobyan informed, that the ministry projects organizing
professional conferences, recently All-Armenian conference of
architects was organized under the auspices of the ministry. She
attached importance to activities directed to preserving the Armenian
identity in the Armenian communities of the world.

The ministry has initiated the "Ari Tun" (Come home) program and has
already received 500 applications from Armenians to become involved.

ArmInfo. National Assembly of Armenia passed the presidential proposal
on amnesty announcement on Friday.

Justice Minister Gevorg Danielyan declared that almost al the proposals
by the parliamentarians have been actually accepted after long
discussions. The text of the presidential proposal on amnesty
announcement submitted to the Armenian National Assembly contains the
names of the persons and the categories of the crimes the expected
amnesty will fully or partially apply to. Thus, it is proposed to set
free the persons convicted for maximum 3 year of imprisonment, the
persons whose sentences were not executed conditionally or the service
of the sentence was postponed as well as the persons sentenced to
non-custodial penalties. In addition, it is proposed to set free the
disabled of the first and second groups, the persons at the age of 60,
minors below 18, the participants in the Great patriotic War, the
participants in the military actions to protect Armenia’s borders, the
repressed persons as well as the persons equalized to them, spouses,
children or parents of the persons killed in military actions when
defending Armenia. The amnesty may apply to the persons who committed
crimes during the incidents on March 1-2 inYerevan in 2008 and possible
to face maximum 5 year of imprisonment. Danielyan said it is proposed
to set free the persons who committed intentional crimes, the convicts
for maximum 5 year, who would have been served at least 1/3 of the
sentence on the day of amnesty becoming effective. To set free the
persons convicted for ten years it is necessary that on the day of
amnesty becoming effective they would have served half of the sentence.
The persons convicted for less than 5 years of imprisonment who
committed crimes negligently will be set free. If this category of the
convicts is sentenced to ten years of imprisonment, they will be set
free if on the day of amnesty becoming effective they would have served
already 1/3 of the term. It is also proposed stopping the criminal
cases initiated before June 1 2009 if the convicts are disabled, minors
and above 60 and if they are defendants on the March 1-2 case and face
no more than 3 year of imprisonment. It is proposed to commute the
sentence for a broad circle of persons. Particularly the sentences of
the persons who committed crimes negligently may be commuted by 2/3.
For the disabled of the 1-2 groups, minors, the participants in the
military actions to defend Armenia, the sentences will be halved. The
persons which are malicious breakers of order while in prison, those
who committed crimes while in prison, dangerous recidivists, that had
committed several crimes, as well as the persons being in the list of
wanted, except those who will willingly come to law enforcement
agencies till 31 June 2009, cannot be amnestied. The persons which
committed several enormous offenses cannot be amnestied either. Justice
minister said that about 2,000 people will be amnestied, 500 of which
will be set free. It is supposed that people which committed crime
before 1 June 2009 may be amnestied. The whole procedure will end till
30 September 2009. Danielyan also said that all the imprisoned
supporters of the radical opposition will be amnestied except deputy of
the parliament Sasun Mikaelyan. The former deputy prosecutor general
Gagik Jhangiryan and ex-minister on state incomes Smbat Ayvazyan will
be also discharged from prison.

On June 18 President of the National Assembly Mr. Hovik Abrahamyan
received Ambassador Extraordinary and Plenipotentiary of India to the
Republic of Armenia Mrs. Reena Pandey in connection with completion
of her diplomatic mission.

During the discussion the head of the Armenian Parliament expressed
his gratitude to Mrs. Pandey for close cooperation during the last
years. Mr. Hovik Abrahamyan highly assessed the Ambassador’s work and
stressed that she made her special contribution to the development of
bilateral relations, taking into account the rich history of friendly
relations of Armenia and India.

During the meeting the interlocutors discussed the perspectives of
coope ration between the parliaments of the two countries. Ambassador
Pandey informed the President of the Armenian Parliament that
her country aimed to support the development of one of the village
communities of Lori Marz, as well as to found an information technology
center.

Summing up the discussion Mr. H. Abrahamyan wished successes in her
endeavors and expressed hope that she would continue her friendly
relations after completing her diplomatic mission in Yerevan, too.

Legal Issues had a closed meeting to discuss presidential proposal on
"Declaration of amnesty". Amnesty proposal was approved, RA NA Press
Service reported.

Yesterday RA President Serzh Sargsyan addressed RA NA Chairman Hovik
Abrahamyan with an offer to hold a special parliamentary session on
June 19. An issue on presidential proposal of amnesty declaration
was included in session agenda.

presidents and their optimistic statements, the events around NKR
conflict settlement are taking a destructive turn," political observer,
Head of Analitika.at.ua Information – Analytical Center Marat Hakobyan
told a PanARMENIAN.Net reporter.

According to him, Ankara is using negotiations on Armenian -Turkish
border opening as a pretext to interfere in NKR conflict settlement
issue, and Azeri government is trying to form so-called shadow NKR
government, demanding participation in negotiation process which is
an overt challenge.

"This farce discredits the whole negotiation process. Yerevan’s
recognition of NKR independence should become a logical development
of eves, after which negotiations on NKR conflict settlement should
b continued. The necessity to acknowledge NKR independence has
become vital upon Azeri government’s creation of so-called shadow
NKR government.

Further delay in NKR independence acknowledgement could come at a
cost for both Yerevan and Stepanakert.

Armenia has to realistically assess the inadequacy of Baku’s position
in NKR independence recognition and make the opponents fact the
irreversibility of events with a 15 years’ history," Hakobyan
emphasized.
