On April 14, remembrance ceremony on the 95th commemoration of Armenian
Genocide victims was held in Canada. Members of Canadian Parliament,
accredited Ambassadors and Canadian-Armenian organizations attended
the event.

Official representatives of Canadian Conservative, Liberal, New
Democratic Parties and Bloc Québécois (BQ), Canadian Minister of
Education, Armenian actress Arsine Khanjyan as well as a genocide
expert Steven Jacobs delivered speeches, RA Foreign Ministry press
service informed NEWS.am.

RA Charge d’affaires ad interim to Canada Arman Hakobyan thanked
Canadian authorities for the official recognition of Armenian Genocide
and constructive posture in Armenia-Turkey relations.

On April 24, the remembrance ceremony of genocide martyrs will be
held in RA Embassy in Canada.

April 23, RA National Security Council Secretary Arthur Baghdasaryan
received OSCE PA Italian delegation head Riccardo Migliori.

Migliori informed that on April 24 he intends to visit Genocide
memorial complex to pay tribute to the victims, National Security
Council press service informed NEWS.am.

Baghdasaryan thanked Italian MP for respecting memory of 1.5 million
Genocide victims, noting that international recognition of Genocide
will prevent from reiteration of similar crimes in the future. The
official also presented Armenia’s stance on recent developments in
Armenia-Turkey reconciliation and Karabakh peace process. The sides
attached significance to establishment and maintenance of peace and
stability in the South Caucasus.

BEIRUT: Major thoroughfares in Greater Beirut will be closed or
temporarily blocked this weekend, due to commemorative events and
road works.

On Saturday, the northern lanes of the coastal highway between
Antelias and Nahr al-Mott will be closed from 11 am, as Lebanon’s
Armenian community march to commemorate the 95th anniversary of the
Armenian genocide.

The march will start at 11 am in front of the Armenian Orthodox
Catholocisate in Antelias and will end at the Bourj Hammoud municipal
stadium.

The Internal Security Forces (ISF) said Friday that the coastal
highway in the direction of Beirut will be closed to traffic until
the marchers arrive at the new Nahr al-Mott bridge.

The highway will be blocked to vehicles beginning at the
Naccashe-Demerdjian Center bridge, and traffic will be diverted to
Maritime Road.

When the procession arrives at the new Nahr al-Mott bridge,
the highway will be blocked in the direction of Saloumeh at the
following intersections: Jdeideh, Ittihad and Khabbaz, up to Bourj
Hammoud stadium.

Azerbaijan To Shoot Film On Karabakh War

Azerbaijani film director Mehriban Alekberzade is planning to shoot
a film on Karabakh war, Zaman reported.

The director visited Uzbekistan in the sidelines of "Azerbaijani
Film Days" held in Tashkent, and said her new project will be about
Karabakh.

"There haven’t been enough scripts on the theme so far. But now we
have two scripts and are intent to screen a film on one of these. We
are planning to finish shooting by next yearend," she said.

COMMEMORATIONS OF THE 95TH ANNIVERSARY OF THE ARMENIAN GENOCIDE
THROUGH EUROPE
On the occasion of the 95th anniversary of the Armenian genocide,
the European Armenian Federation for Justice and Democracy joins all
the democratic forces and the European Armenian communities to pay
homage to the 1,500,000 victims of the 20th Century first genocide
perpetrated by the Ottoman Turkish government.
Although it has been attested by a huge majority of historians and
recognized by tens of Parliaments and international institutions in
the world, this genocide still remains unpunished and denied by
successive Turkish governments.
The European Armenian Federation states that, whatever the political
and economic threats Turkey makes on the countries which recognize
this genocide, the international process of recognition will continue
until the recognition by the Turkish State itself.
Aware of the moral and material prejudices generated by the
genocide, the European Armenian Federation affirms that as for any
Crime against Humanity, the process of reconciliation between the
Armenian people and Turkey will have to pass by the re-establishment
of the truth, the recognition and the morals and material reparation.

On April 24th, the truth of the extermination of the Armenian people
will be commemorated in Armenia, throughout the world and in Europe in
particular, where a big number of survivors have found refuge for more
than 90 years.

ArmInfo. The Armenian banking sector has proved resilient to the
crisis, says the International Monetary Fund’s Third Review under
the Stand-By Arrangement.

Substantial capital and liquidity buffers, due in part to low leverage
ratios, have enabled the banking sector to absorb shocks. Despite a
significant increase in Non-Performing Loans (NPLs) and considerable
losses from the dram depreciation last March, the aggregate capital
adequacy ratio remained strong at 28.3 percent at end-2009, more than
double the prudential minimum of 12 percent. As of end-December 2009,
only 3 of the sector’s 22 banks had capital ratios below 20 percent.

Liquidity ratios remained well above minimum prudential requirements
throughout the year. On top of an effective supervision framework,
the authorities have implemented measures to help contain the
negative impact of the crisis. For example, they have strengthened
the financial safety nets (lender of last resort facility and deposit
insurance scheme), tightened prudential regulations (reinstating
foreign currency exposure limits), and encouraged capital injections
to provide increased cushion through its subordinated debt facility.

Banking sector balance sheets have improved since September 2009.

After a marked deterioration during the first 8 months of 2009, NPLs
under both the CBA and the IMF definitions have fallen to 7 percent
in January 2010. Profitability improved, but remains low. Profits
turned positive in September 2009 for the first time since March
2009, although the ROA and ROE at end-2009 were 0.75 and 3.4 percent
respectively, still significantly less than the figures of 3.1 and
13.6 percent at end-2008.

Latest stress test results indicate that banks are able to withstand a
variety of shocks, thanks to the relatively high capitalization. The
large capital cushion allows most banks to absorb losses and remain
adequately capitalized even under extreme credit shock scenarios.

Under all scenarios except for combined shocks, the CAR would decline
by no more than 4 percentage points for the system as a whole. A few
banks, however, appear to be more vulnerable than others to various
risks, due to their relatively low capitalization level. However,
the risks are contained and low, as capital injections appear to
be readily available for these banks. The CBA is closely monitoring
these cases. However, continued vigilance is still needed as risks to
balance sheets from indirect foreign currency exposure remain. Since
March 2009, deposit and loan dollarization have stabilized at around
70 and 50 percent, respectively. Exposure to unhedged borrowers
represents a main source of vulnerability in the banking sector,
especially in light of increased exchange rate flexibility. The CBA is
in the process of strengthening prudential regulations to specifically
address indirect FX risks by increasing provisioning requirements and
risk weights in capital requirements for foreign currency loans. This
will also provide the CBA with adequate information on the extent of
unhedged lending by banks to enhance supervisory monitoring.

The high capital or low leverage in the banking sector is a source of
resilience, but it has led to high interest rate spreads and hampered
financial deepening. By regional standards, financial intermediation in
Armenia is relatively low, with bank loans-to-GDP ratio at 22 percent
in 2009, up from 17 percent in 2008 largely as a result of GDP decline.

The US State Department has dismissed Azerbaijani accusations that
it takes a pro-Armenian position on the Karabakh conflict.

The United States does not support anyone in the Karabakh conflict,
the head of the US State Department’s news service, Mark Toner,
said in an interview with Voice of America yesterday.

He said that Washington appreciated and supported the efforts of the
OSCE Minsk Group to mediate in the conflict.

Mark Toner dismissed statements about a cooling of relations between
Azerbaijan and the United States. He said that the United States, as a
co-chair of the OSCE Minsk Group, sought to reach a common denominator
in agreement between Azerbaijan and Armenia: ‘The US does not recognize
the independence of Nagorno-Karabakh. We do not support any side, we
support the Minsk process and the peaceful resolution of the conflict.’

Azerbaijani officials have expressed dissatisfaction at the US position
on Nagorno-Karabakh.

Ali Hasanov, head of the public policy department at the presidential
administration, on 15 April accused the USA of often taking a
unilateral position in support of Armenia. ‘We urge the United States
to take a neutral position,’ Hasanov said.

ArmInfo. As April 24 approaches, Armenians and Turks will once again
be watching U.S. President Barack Obama to see how he describes this
day of remembrance for the 1915 mass killings and deportations of
Ottoman Armenians, director of the Europe programmes of International
Crisis Group Sabine Freizer said in an article in GlobalPost.

Recalling that last year, Barack Obama chose to call the events by
their Armenian term, Meds Yegherns or "great catastrophe." For many
Armenians, who insist that the only appropriate term is genocide,
this was not enough. But, for many Turks it was too much.

There was hope in 2009 that the two sides could do just that,
especially after Turkey and Armenia unveiled bilateral protocols,
signed on Oct. 10, to establish diplomatic relations, and recognize
and open their mutual border. But the normalization process stalled
after October, and there is little chance the texts will be ratified
in the two countries’ parliaments soon.

The Turkish government decided that it could not ignore Azeri pressure
and with difficult negotiations going on concerning constitutional
reform, it does not want to pick a fight over border opening with the
nationalist opposition in parliament. There is little chance that the
twin protocols can move until after the next round of Turkish elections
in 2011, or until Azerbaijan and Armenia sign the long-awaited
agreement on basic principles on Nagorno-Karabakh conflict resolution.

Armenian President Serzh Sarkissian is also under pressure. Even
though a quick ratification in Armenia would firmly put the ball
in Turkey’s court and give Yerevan credit internationally, domestic
opposition is strong.

The decade of confidence-building that preceded the Turkey-Armenian
protocol signing could now be lost unless there is progress soon. The
best step now would be for Ankara and Yerevan to temporarily put
aside the most difficult aspects of the protocols and move ahead with
the less controversial parts. Despite current troubles, they could
proceed with the establishment of diplomatic ties and recognition of
their mutual border. These need no parliamentary approval, are purely
about bilateral relations and are not linked to Nagorno-Karabakh.

Turkey and Armenia have a mounting number of bilateral issues to
address requiring simple consular services. There are up to 40,000
Armenian citizens living in Turkey, tens of thousands of Armenian
tourists visit the Turkish Riviera every year and countless Turkish
truck drivers and small businesses operating in Armenia.

For such basic practical matters, Obama’s speech is really a
distraction. Even in the current difficult diplomatic climate, the
leaders of Turkey and Armenia can and should take these initial steps
to ensure their people can build up a prosperous future and help them
come to terms with their shared traumatic history.

ArmInfo. Armenian servicemen will march in review in Red Square on
May 9.

According to Argumenty Nedeli, Armenia is one of the countries included
in the list of the member-states to send their military contingents
for participation in a Victory Day parade on May 9. The list has been
compiled by Russia’s Defense Ministry. Servicemen of Great Britain,
USA, France and Poland will also march in Red Square.

Among former USSR republics, servicemen of Azerbaijan, Belarus,
Kazakhstan, Kyrgyzstan, Tajikistan and Ukraine will also join the
parade besides Armenia. Moldova refused from participation in the
parade ‘invoking the economic reasons’, and Uzbekistan has not yet
taken a final decision.

Turkmenistan linked its possible participation in the parade to
obtaining a permit for march of the commander of its military unit
through Red Square riding a horse. There were some problems with that,
however, they were solved and Turkmen servicemen will be met halfway.
