Concerned that the Turkish government might open its border with
Armenia before reconciliation is reached, the Azerbaijani government
has signaled it might stop selling natural gas to Turkey, this
according to Hurriyet DailyNews.Azerbaijani President Ilham Aliyev
told third parties that Baku would cut gas supplies to Turkey if
Ankara reaches an agreement with Yerevan before substantial progress
is underway on the Nagorno-Karabakh issue, the Hurriyet Daily
News & Economic Review has learned. As a sign of how serious it is,
Azerbaijan signed a memorandum of understanding with Russia last week
for long-term supply of gas at market prices.

Turkey and Armenia are said to have come very close to an agreement
on the timetable to normalize relations. As April 24 is approaching,
the date each year when the United States issues a presidential
statement on the World War I mass killings of Armenians in the Ottoman
Empire, expectations are high that Turkey and Armenia will announce an
agreement. U.S. President Obama had pledged to recognize the Armenian
killings as "genocide" during his election campaign. A joint statement
by Turkish and Armenian officials on the normalization of relations
might prevent Obama from using the word "genocide."

This development in turn has upset the Azerbaijani government,
which argues a decision to open Turkey’s borders with Armenia would
leave Baku at a disadvantage in negotiating for the withdrawal of
Armenian troops from Azerbaijani territory. The ruling Justice and
Development Party (AKP) has been the target of severe criticism in
the Azerbaijani press with commentators there accusing the Turkish
government of selling out. The Turkish Foreign Ministry has been
informed that Aliyev has told third parties that were Turkey to open
its borders to Armenia, cooperation on energy supplies would end.

On March 30, an exhibition of the talented Brazilian-Armenian
photographer Stepan Norayr Shahinyan was opened in the Cordoba region,
entitled ExpoArmenia and was dedicated to Armenia.

The inauguration ceremony was opened by the Armenian ambassador to
Argentina Vladimir Karmishalyan and the vice-speaker of the Cordoba
parliament Francesco Fortuna. Among the guests were present members
of the regional parliaments, representatives of the Armenian community
of Cordoba, public and cultural figures and reporters.

Before this event, a working meeting between the Armenian ambassador
and the vice speaker of the parliament of Cordoba took place, during
of which possibilities for an economic and cultural cooperation were
discussed; the Armenian foreign ministry reports.

6th Annual AYF Little Armenia Beautification Project sweeps streets,
plants trees, and removes graffiti

LITTLE ARMENIA, CA–More than 300 Armenian youth adorned in bright
green t-shirts and armed with cleaning supplies made their way
throughout the streets of Los Angeles’ Little Armenia region this
past Sunday, March 29. With rakes, shovels, brooms, bags and other
utensils in hand, the young volunteers proceeded to pick up trash,
plant new trees, and remove graffiti as part of the AYF’s 6th Annual
Little Armenia Beautification Project.

"We came out here today to express our appreciation for having an area
of Los Angeles named in honor of our community and to take ownership
of what is in essence our ‘home away from home,’" said AYF Central
Executive Chairman Vache Thomassian. "I am truly proud of all of our
members and supporters for showing their leadership and taking to
the streets directly to give back to their community."

Following the official designation of Little Armenia in 2000, the AYF
has taken upon itself to consistently show its gratitude and ensure
that the area remain clean and presentable. Working in conjunction
with Councilmember Eric Garcetti’s office, hundreds of volunteers have
come together every year to revitalize the streets of this densely
populated district of East Hollywood.

This year, the task of organizing the project became the responsibility
of the community’s very own Hollywood "Musa Dagh" Chapter. Under
the direction of the AYF Central Executive, the chapter formed a
committee made up entirely of local members to organize all aspects
of this major initiative.

"It’s really fitting that the Hollywood chapter took on the challenge
of putting together this event, seeing as Little Armenia falls
directly under our jurisdiction," said Arek Santikian, one of the
main organizers from the Hollywood AYF. "The entire chapter did a
lot of work and showed a tremendous amount of collective support."

The beautification project formally began on Saturday with a
mid-morning opening ceremony at the Hollywood Presbyterian Medical
Center, a key sponsor of this year’s effort. Some of the speakers at
the ceremony included Maral Habeshian of the Hollywood Presbyterian
Medical Center and Thomassian of the AYF Central Executive.

California State Assembly Member Kevin de Leon was another one of
the honored guests who addressed the volunteers in front of the
hospital located in the heart of Little Armenia. De Leon made a
special announcement to the crowd revealing that, starting next
month, Little Armenia signs will be erected along the 101 freeway,
designating certain exits which correspond to the district.

After listening to the opening remarks, participants were quickly split
up into three groups and began canvassing the entire region making
up Little Armenia. Several AYF members took up their pre-designated
roles as group leaders and guided their fellow volunteers throughout
the various sections of the district.

Razmig Sarkissian of the Montebello "Vahan Cardashian" Chapter, for
example, was assigned the task of leading the "Red Team," which began
its morning with a tree planting ceremony attended by Assembly Member
de Leon in front of the auditorium of the Los Feliz Elementary School.

Sarkissian recalled how he first began attending the AYF’s cleanup
efforts as a badanee (junior) in 2004 and has come back every
year since. "Its fun doing good work alongside friends," explained
Sarkissian as he led his team by example and picked up trash from
the side of the street. "Plus it’s our responsibility. How can we
not clean Little Armenia? It’s named in honor of us. It’s our duty
to make sure it looks beautiful."

Another volunteer, Cynthia Momdjian of the Pasadena "Nigol Touman"
Chapter Executive, shared a similar sentiment. "It’s great that the
AYF is taking this initiative and making sure our community is a
more pleasant place to live," said Momdjian. "Helping clean up this
‘home away from home’ and making it a beautiful place to live is very
important and that is why I am here."

As they marched alongside one another cleaning the sidewalks,
volunteers could be also seen socializing as they worked. Many of the
participants–which included not only AYF members but also members
of Homenetmen, the AEO fraternity, Armenian Student Association,
and local community members–could be heard introducing themselves
and getting to make new friends in the process.

In addition, lending its assistance to the initiative for the sixth
year in a row was the Hollywood Beautification Team (HBT), a county
wide organization dedicated to enhancing the quality of life in Los
Angeles. HBT’s Founder and CEO, Sharyn Romano, was on hand personally
to partake in the cleanup and support the AYF in its commitment.

"The fact that this is an ongoing effort that happens consistently
every year demonstrates the strength of this organization [the AYF],"
commented Romano. "These young people are stepping beyond their doors
and helping the community as a whole and that is something we all
must do."

Increasing partnership and support from such community organizations
was stressed as an important aspect of what the Beautification Project
is striving to embody.

"Our collaboration, with groups such as HBT, Councilmember Garcetti’s
office, Hollywood Presbyterian, Hollywood High School, the Hollywood
Studio District Neighborhood Council, AEO and others helped make
this year’s cleanup an all-around great success," said Caspar
Jivalegian, another key organizer from Hollywood’s "Musa Dagh"
Chapter. Additional sponsors who made the Beautification Project
possible included Sardarabad Armenian Bookstore, ADIN of California,
Horizon Armenian Television, Asbarez, CRA/LA and the Armenian American
Chamber of Commerce.

"The success of the event serves an even larger purpose of getting
the residents of the community itself engaged and involved in the
year-round maintenance of Little Armenia," Jivalegian added. "As an
example of the impact the volunteers’ presence has on local attitudes,
he cited the many times passerby’s stopped to ask the group questions
and commend their efforts."

In one case, a local elderly Armenian woman walking by the volunteers
touchingly thanked Jivalegian and the youth for coming out in such
large numbers to clean the neighborhood. "She said she sees us here
every year," relayed Jivalegian following the encounter. "She hopes
that people will respect what we’re doing and continue to keep the
community clean."

Indeed, in years past, the City of Los Angeles Sanitation Department
has estimated that more than 23,000 pounds of trash has been removed
as a result of AYF volunteer efforts. Indeed, participants who have
been coming back for the cleanup consistently since its inception
acknowledge a noticeable difference.

"The streets are simply much cleaner today than they were six years
ago," concluded Jivalegian. "That shows us that what we are doing
is having an effect beyond just the several hours a year that we
labor here."

On March 17, Congressmen Adam Schiff, George Radanovich and
Congressional Armenian Caucus Co-Chairmen Frank Pallone and Mark
Kirk introduced a resolution to the U.S. House of Representatives
co-sponsored by over 70 House colleagues to recognize the Armenian
"genocide" of 1915. The resolution is identical to the one introduced
in both the House and Senate in the 110th Congress, which was adopted
by the House Foreign Affairs Committee (, March 17). The
timing of the legislation is especially critical, since President Obama
will visit Turkey on April 6-7. Obama promised his American-Armenian
supporters during his presidential election campaign that he would
recognize the 1915 "genocide," yet his trip to Ankara will seek to
improve U.S. relations with Turkey after the difficulties experienced
in recent years.

Moreover, this comes at a time when Turkey and Armenia have finally
found a way to talk directly, which could yield positive results
after the "soccer match diplomacy" that began when Turkey’s President
Abdullah Gul visited Armenia to watch the Turkish and Armenian national
soccer teams play (Cihan Haber Ajansi, September 5, 2008). Since then,
Turkish and Armenian diplomats have agreed on a successful strategy
to improve their bilateral relations. In fact, political observers
expect that the rapprochement might precipitate the reopening of the
Turkish-Armenian border, as early as April (EDM, February 10).

The debate surrounding Turkey’s border policy was sparked after
Republican People’s Party (CHP) parliamentarian Sukru Electag claimed
that "some Justice and Development Party (AKP) parliamentarians during
their visit to Washington in February 2009 stated that the AKP will
open the border after the local election in March 29" (Sabah, March
15). Despite the denials by AKP deputies regarding these claims,
following a recent visit to Washington one AKP deputy said, "Turkey
and Armenia are very close to a deal to open embassies in Ankara
and Yerevan and it is very likely that the Turkey-Armenia border
will be opened soon if the third parties do not harm the process"
(EDM, February 10). In addition, the Chairman of the CHP, Deniz
Baykal complained about the AKP’s methods in seeking to solve the
Armenian problem. Baykal has accused the AKP of failing to consult
the CHP "we learn the latest developments from the U.S. officials"
(Radikal, March 17).

Diplomatic traffic between Washington, Ankara, and Yerevan has
reportedly prepared the way for positive developments ahead of
Obama’s visit to Turkey. Ankara has intensified its diplomacy with
Yerevan in order to improve relations with Armenia before Obama’s
arrival (Cumhuriyet, March 11). It seems that Washington has also
been involved in this process and that it has produced positive
results. Armenia’s President Serj Sarkisyan and the U.S. Secretary of
State Hilary Clinton recently held a telephone conversation in which
they discussed developments between Turkey and Armenia (Milliyet, March
18). Yet, it appears that the supporters of the "genocide" resolution
do not share the concerns of the U.S. State Department. House Speaker
Nancy Pelosi stated that Obama’s visit does not change the fact that
"there was an Armenian genocide, and there are those of us in Congress
who will continue to make that point" (Reuters, March 17).

The trend towards greater economic cooperation has complemented these
political developments. For instance, indirect trade between Turkey and
Armenia has increased from $30 million in 1997 to approximately $130
million in 2005 (, March 13, 2005). Turkish and Armenian
businessmen have been actively searching for alternative ways to
develop better relations and in 2008 Turkish and Armenian cheese makers
jointly produced a new brand (Milliyet, May 24, 2008). Furthermore,
Prime Minister Tayyip Erdogan revealed that 40,000 Armenian citizens
live and work in Turkey illegally and he has authorized their continued
residence (CNNTurkey, January 28). The Armenian Energy Ministry
also revealed that it has updated its infrastructure facilitating
electricity sales to Turkey based on an agreement that was signed
during Gul’s visit to Yerevan last September. Armenia will initially
sell 1.5 billion kwh of its electricity and this will be increased
in the future to 3.5 billion kwh (Cumhuriyet, March 17).

Arguably, Turkey and Armenia have never had such close
relations. Thus, Turkey does not want this process jeopardized by
the U.S. Congress. Ambassador Ahmet Davutoglu, chief adviser to Prime
Minister Erdogan, said he was confident that the U.S. administration
would not allow the Armenian genocide issue to derail the positive
climate in Turkish-U.S. and Turkish-Armenian relations. "All of these
things could be debated from a historical perspective, but it should
not hijack the strategic vision of Turkish-American relations or
Turkish-Armenian relations" (Today’s Zaman, March 21).

Turkey has one clear objective, despite these constructive
developments: convincing Azerbaijan about its steps towards Armenia. It
appears that in every move made by Ankara it informs Baku about its
initiatives. For instance, five days after Gul’s visit to Yerevan,
he went to Baku to discuss his visit to Armenia (Hurriyet, September
10, 2008). Turkey’s Foreign Minister Ali Babacan and his Azeri
counterpart Elmar Mammadyarov, liaise closely on the subject (EDM,
February 10). However, it remains to be seen whether the Azeris will
actually accept Turkey’s policy shift towards Armenia.

Turkey’s rapprochement with Armenia will not end the issue of the
Armenian genocide claims. Turkish lobbyists have initiated new
programs in various universities, aimed at producing academic work
to turn the "lost" debate in their favor. Such an approach could
engender a lively debate about the issue. However, because of the
questionable scholarly attitudes, strategies, and shadowy relations
with the Turkish establishment, academics involved in this effort
to produce a "scholarly" presentation of the Turkish viewpoint might
undermine their cause.

Minister of Economy Nerses Yeritsyan received Michael Davey, regional
director for the European Bank for Reconstruction and Development
(EBRD), Valery Razlog, the newly appointed head of EBRD Armenian
Office and Michel Veinst, former head of the Office.

Welcoming the guests, Nerses Yeritsyan expressed confidence on
continuation of high level of collaboration with EBRD during the
administration of the new head of the Office.

During the meeting, the general trends of further partnership between
Armenia and EBRD were discussed by parties. Among the number of
key priorities Nerses Yeritsyan focused on nuclear medicine, urban
transport and other public vehicles management (metro, bus, railway
etc.), ICT and other prospective large and long-term projects.

dram against U.S. dollar increased by 0.11 percentage points and came
to 366.11 drams for $1 on March 27 against March 26 on Armenia’s

"Hrazdan" fair was closed again today. Traders were out on a strike
for the second day in a row demanding from the government to slash
their rents by 50%. The traders currently pay a 225,000 dram rent
for their shops.

The traders took minibuses and gathered near the government building
today after law-enforcement officers did not let them make their way
to the Republic Square

"The rent is too high and in addition, we pay for electricity. It
has always been like that, but we are not able to work now due to the
current global economic crisis and the drop in sales," said traders.

They were scared to give out their names saying that the market
administration demanded eight of the workers who had raised the issue
in government yesterday to hand in the keys of their shops and leave.

The traders appealed to Prime Minister Tigran Sargsyan yesterday, but
there is still no reply. Government official Alexander Ghazaryan told
"A1+" that the issue was raised yesterday and the government needs
two days to get acquainted with it. He added that the territory is the
property of the government and only the government has the last word.

"Hrazdan" traders complain about their conditions as well.

Although the market administration has told them that they would
lower the rent prices by 30,000 drams, according to protesters,
that is not a solution to the problem.

They decided to gather in front of the government building tomorrow
as well and said that they would not open up their shops.

The "Hrazdan" fair is owned by member of the Republican Party, Deputy
Ashot Aghababyan.

On March 26, the former speaker of the National Assemble Tigran
Torosyan, who was one the biggest criticizers of the opposition and
its leader Levon Ter-Petrosyan after March 1 events, stated that Levon
Ter-Petrosyan created an alternative for the public while returning in
politics. The reporters noted that there were alternatives before too,
at least figures who presented themselves as alternatives. "All right,
it may be better to say – created another alternative," corrected
Tigran Torosyan. He also noted that one should not hurry and state
that if Levon Ter-Petrosyan fails in the election that will be his
failure in politics too. Tigran Torosyan noted that few people though
that after 10 years of silence Levon Ter-Petrosyan would come back
to politics, but he returned. Tigran Torosyan noted that a political
figure decides on their own what will be their end in politics.

Armenia’s Foreign Minister Edward Nalbandian today received the Minsk
group U.S. Co-Chair, U.S. Deputy Assistant Secretary of State for
European and Eurasian Affairs, Mattew Bryza.

Mattew Bryza conveyed U.S. State Secretary Hillary Clinton’s message
to the Armenian FM in which the State Secretary recalls her recent
telephone talk with President Serzh Sargsyan, refers to
Armenian-American friendly relations, regional issues and the
prospects of bettering Armenian-Turkish ties.

Hillary Clinton voices readiness to contribute to the peaceful
settlement of the Karabakh conflict.

YEREVAN, March 25. /ARKA/. ARMENAL sold over 100 tons of aluminum
foil and tape in 2008, Press Secretary of ARMENAL Alexander Melkumyan
reported referring to the commercial service of the company.

According to the report, this is the same or a bit more than last year.

Armenian market is small and the company’s produce is mainly
export-oriented.

Yet, mediator firms purchase foil paper rolls from the factory for
sale on the domestic market, says the report.

Domestic producers order smooth foil for further finishing
– lamination, gluing a paper layer over the foil, putting of
seal. Finished foil is used for packaging of milk products and other
foodstuffs.

The factory is also selling its aluminum tape on the domestic market –
it is used for production of tableware.

In 2009, ARMENAL started using a design capacity of 25,000 tons.

Since December 2008, the factory has increased its daily output by
1.5 times owing to complex modernization of the main equipment and
application of modern technologies in foil production.

Since the beginning of 2007, after the completion of the modernization,
ARMENAL has produced about 30,000 tons of ready products.

ARMENAL established in Yerevan in May 2000 based on Kanaker Aluminum
Factory (KanAZ) is currently one of the biggest industrial enterprises
in Armenia and the only producer of aluminum foil in the Caucasus
and the Central Asia.

The factory’s staff is over 800 people. The enterprise joined RUSAL
in 2000 and, together with "Sayanskaya folga", SAYANAL and "Uralskaya
folga", is the packaging division of the company.

RUSAL is the leader in world’s aluminum industry with its products
exported to 70 countries. OK RUSAL’share is about 12% in world’s
aluminum market and 15% in alumina market. The company has its offices
in 19 countries all over the world. The company’s staff is 90,000
employees.
