in Yerevan. The symbolic ribbon was cut by Armenian President
Robert Kocharian. As US Vice-Ambassador to Armenia Anthony Godfrey
told the journalists invited, the new American diplomatic mission is
located in a territory of 90 thousand square meters (9 hectares). It
is the second on size land property the US State Department has
abroad after Germany. 5 buildings are situated in the territory
that total 14 thousand square meters. One of these buildings will
be assigned to marines. As Godfrey noted, there are 6 of them at
the moment. However, according to some reports, their number may
soon increase up to 400. The Embassy walls are 50 centimeters wide
and are made of solid concrete with metallic grid. The Embassy will
have an autonomous energy supply and storage pond, he noted. The lot
is the property of the US, bought from the Armenian Government at
$5 million. A library will be open in the Embassy every day and all
those interested can make use of it. Conditions for those wishing to
obtain US visas are considerably improved. If they had to queue in
long lines outside in the past, a special hall is designed for them in
the new building. As reported by the US Vice-Ambassador, the building
cost $76 million to American taxpayers, $18 out of which went to the
Armenian economy, as some types of local construction materials were
used in the building, as well as labor. It should be reminded that
Turkish workers and foremen also participated in the construction
works that lasted 4 years. 70 Americans and 350 Armenians work there
at present. Opening the new Embassy building US Ambassador to Armenia
John Evans stated the new building on the bank of the Yerevan storage
pond symbolized the durable relations between the US and Armenia that
are highlighted by Washington. “From the day the republic attained
independence in 1991 we jointly worked over development of democracy,
establishment of free economy and market relations,” he stated,
adding at that the US appreciates Armenia’s role in international
struggle against terror. Mr. Evans also stated that Washington will
continue work with Yerevan and Baku “to find a fair solution to the
Karabakh conflict.” “Undoubtedly compromise will be necessary from
both parties,” Evans stated, emphasizing the American party is not
imposing anything and is ready to support any decision that will
fit both parties. Armenian Foreign Minister Vartan Oskanian being
present at the ceremony stated in his turn that the building of the
Embassy “is a contribution and pledge of the faith to the US, to the
durability of our relations,” “We hope we will make much progress
with this building,” he stated, Regnum news agency reported.

Heirs of Western Armenians to convene congress in Paris

HEIRS OF WESTERN ARMENIANS TO CONVENE CONGRESS IN PARIS

YEREVAN, MAY 6, ARMENPRESS: Karen Mikaelian, the chief editor of two
Russian-language Moscow-based magazines, Armyanskiy Vestnik (Armenian
Herald) and Grazhdanin (Citizen), has assumed the initiative for
organization of the third congress of Western Armenians (Armenians who left
their homes in eastern regions of modern Turkey during World War I to escape
the genocide), which is supposed to take place in Paris. There were two such
congresses, the first was in 1917 and the second in 1919, both were held in
Yerevan.
The main objective of the congress will be to form a National Assembly
and a National Council to represent the interests of a new generation of
Western Armenians’ successors dispersed around the globe. The two bodies are
supposed to bring together the Armenian Diaspora’s entire potential, to
develop and carry out all-Armenian programs and initiatives, to promote
building of stable, safe and dynamically developing Armenian state, to seek
for the most effective mechanisms to support Armenians’ interests worldwide.
Some 500 prominent Armenians from all Diaspora communities, politicians,
representatives of the three, so-called ‘traditional Armenian parties’-the
Armenian Revolutionary Federation/Dashnaktsutyun, the Henchak (Social
Democratic) and Ramkavar Azatakan (Liberal Democratic), heads of
non-governmental organizations are expected to participate in the gathering.
Mikaelian argues that it would be unjust to expect the Republic of
Armenia to lay territorial claims to Turkey, that would create tension. He
says this should be done by the heirs of the genocide victims, spread all
over the world.
The congress is expected to specify next steps of Western Armenians in
terms of what is known as “Armenian Cause.” Meliksetian says establishment
of bodies representing the interests of Western Armenians’ successors would
give an opportunity to make a distribution of labor among various segments
of Armenians.
He emphasized programs aimed to prevent assimilation of Armenians in
foreign countries, preservation of their national identity, language and
culture, to press for international recognition of the 1915 Armenian
genocide together with Armenian lobbying organizations.
The two bodies will be authorized to conduct talks with Turkish
government on condemnation of the crime, compensations of damages incurred
by Armenians, as well as seeking permission for those Armenians who would
like to return to their ancestral land.

ANKARA, Turkey (AP) – Turkey on Thursday criticized a decision by
Argentina’s Senate to call the mass killing of Armenians during World
War I “genocide.”

Argentina’s Senate last month backed a resolution condemning the
killings by Ottoman Turkish forces. The April 20 resolution came four
days before the 90th anniversary of the date Armenians mark as the
start of the killings.

Armenians say some 1.5 million of their people were killed as the
Ottoman Empire forced them from eastern Turkey between 1915 and 1923
in a deliberate campaign of genocide.

Turkey denies it was genocide, saying the death count is inflated
and insisting that Armenians were killed or displaced as the Ottoman
Empire tried to secure its border with Russia and stop attacks by
Armenian militants.

Turkey accused the Argentines of being “irresponsible,” and said the
South Americans were taking a one-sided and wrong decision.

“It is obvious that the Argentine Senate’s acceptance of such a
document, which lacks historical information and which is full of
mistakes, is not a responsible act,” the Foreign Ministry said in
a statement.

Several countries, including Poland, Canada, France and Russia, have
declared the killings a genocide, and there is strong pressure from
Armenians worldwide for U.S. Congress to recognize the killings as
genocide as well.

Turkey has said it might establish political ties if Armenia agrees
to set up a joint commission to investigate the killings.

Armenia says it is ready to re-establish relations with Ankara,
but without any preconditions.

The issue has gained new urgency as Turkey seeks membership in the
European Union.

“Countries that sincerely want the normalization of ties between
Turkey and Armenian should support Turkey’s goodwill gesture,” the
Foreign Ministry statement said.

Ankara, 3 May: “Turkey has fulfilled its promises to the EU so far. I
believe it will fulfil its promises until 3 October as well,” said
German Chancellor Gerhard Schroeder.

Turkish Premier Recep Tayyip Erdogan hosted a dinner in honour of
Schroeder on Tuesday [3 May].

Schroeder conveyed his views to Erdogan about economic, political,
commercial and cultural relations between Turkey and Germany as well
as EU, Armenia and Cyprus issues.

Schroeder said, “we welcome Turkey’s steps regarding Cyprus issue. I
hope Turkey will sign Ankara Agreement Protocol before 3 October”.

“We welcome the proposal which was presented to Armenian President
Robert Kocharian. We will support every step which will be taken to
develop relations between Turkey and Armenia. We support the proposal
of opening archives mutually and historians to be included in the
issue. Joint study of historians will be an important step,” he said.

Erdogan and Schroeder expressed pleasure over positive and dynamic
relations between Turkey and Germany.

Both leaders agreed to pursue relations in trade and investment areas
with further cooperation between two countries.

Valery Odin by bouncing back with a solid points win over Varuzhan
Davtyan at the Plymouth Pavilions on Friday night. Boxing The 29
year-old Stroud fighter imposed his authority from the start of
the four-round light heavyweight clash by launching a succession of
straight rights off the jab.

Davtyan was repeatedly placed on the back foot and had no means of
escape when Alliss rattled his chin with a looping right hand towards
the end of the opening period.

But the punch landed too late in the round for the Gloucestershire
fighter to build upon and the Birmingham-based Armenian was able to
lift himself off the deck and escape to the sanctuary of his corner.

Davtyan then rallied during the second period before Alliss reasserted
his authority by proving more nimble on his toes and landing with a
succession of precise two and three-punch combinations in the second
half of the fight.

“It was very important to bounce back with a win,” said Alliss.

“The knockdown came too close to the end of the first round for me
to follow through, otherwise I might have been able to finish it early.

“But a win is a win and if it has to be on points then that is what
happens.

“I was pleased that I got my jab going early in the fight, but there
are some things I need to concentrate on.” Alliss is back in action
on June 24 at Ashton Gate.

Baku, 2 May, Correspondent Y. Aliyev: The international working group
to search for missing people and to release captives and hostages
stopped negotiations about a week ago with the leaders of Nagornyy
Karabakh on the release of three Azerbaijani soldiers (Ruslan Bakirov,
Xayal Abdullayev and Hikmat Tagiyev) who were taken captive on 15
February 2005, the group’s coordinator for Azerbaijan, Avaz Hasanov,
has told Trend.

The negotiations with the separatist regime in Nagornyy Karabakh were
suspended after the working group appealed to the OSCE Minsk Group
co-chairmen for assistance in the release, he said. The mediators
promised to deal with the issue, Hasanov noted.

“Now we are waiting for the results of talks between the co-chairmen
and the ruling regime in Nagornyy Karabakh. We will resume our activity
in this regard depending on the outcome of the talks,” he said.

Hasanov is not aware of whether the Minsk Group co-chairmen have
started negotiations with the separatist regime. However, he is
convinced that at this stage there cannot be more influential
negotiators for this type of problem. “There is no higher body to
deal with the Karabakh settlement process than this one. Therefore,
I hope that this will be understood in Nagornyy Karabakh as well,”
Hasanov concluded.

by the Committee to Protect Journalists, 56 journalists were killed,
124 detained and 19 missing in 2004.

The Day of Freedom of Press has been marked in Armenia for already 12
years under the aegis of the UN. This year the subject of the event
was «Mass Media and Efficient Management».

Are mass media free in Armenia at present? This year Freedom House
rated press in Armenia as «Not Free». In this view the Yerevan Press
Club reminds of continuing violence against journalists and media.

Head of the Yerevan Press Club Boris Navasardyan is concerned over the
fact that «A1+» TV Company is still without air despite numerous
claims of the local and international organizations. Two regulating
bodies – the National Commission on TV and Radio and the Council of
Armenian Public Television and Radio Company – are controlled by
the executive power and consequently depend on it. B. Navasardyan
is convinced that this fact inevitably causes the dependence of

Who is behind the shady Jaffa Gate deal?

Who is the mysterious Jewish party behind the purchase of the Greek
Orthodox properties inside the Old City’s Jaffa Gate? Could it be the
Israeli government itself?

It was first reported more than a month ago that the Greek Orthodox
patriarch of Jerusalem, Irineos I, had sold two buildings to an
unknown Jewish investor – the Palestinian-run Imperial and Petra
hotels, a row of shops and some houses in the Jaffa Gate plaza in
Jerusalem.

The report triggered off stormy reactions. Palestinian Prime Minister
Ahmed Qureia and other Palestinian Authority officials came out with
sharp denunciations of the deal, as did Jordanian leaders. The Greek
government also demanded that the matter be examined. In Israel, in
contrast, the affair did not stir much interest.

Irineos denied the report, but not always unequivocally. I didn’t
sell, I didn’t authorize the sale, I was misled, documents were
forged. Two weeks ago he published a notice in the media in English,
Greek, Arabic and Hebrew, declaring that any power of attorney that
he may have given, at any time, is null and void.

In view of the patriarch’s denials, the buyers were expected to step
forward and say, Yes, we bought the property, we have proof, and
present the documents. But the mystery buyers kept mum.

The most vociferous protest came from the Arab Orthodox community.
Many of its members called for the patriarch’s dismissal, deportation
from Israel and replacement by an Arab patriarch rather than a Greek
one.

The community has been demanding the Arabization of Jerusalem’s Greek
Orthodox patriarchy for decades. The patriarch and the 17 members of
the Holy Synod of the Church of the Holy Sepulchre in Jerusalem, all
of whom are natives of Greece, manage vast holdings of lands and
buildings all over the country. The Arab Orthodox community says the
property belonged to their ancestors. The Greek priests did not bring
the houses and lands with them on the boat to the Holy Land, they
say. The Arabs complain that the Greek priests, some of whom are
corrupt, have been selling large chunks of the property to Jews, not
allowing Arabs any control of the assets.

Fickle and unreliable

Jordan, Greece and the PA have each appointed an inquiry committee to
examine the property sale at the Jaffa Gate. The committees started
work immediately and summoned Irineos for questioning. Their swift
action was apparently prompted not by the sale itself, the like of
which is frequently carried out by the patriarchy throughout Israel,
but the properties’ sensitive location.

The Jaffa Gate Plaza is a site of historic, symbolic and strategic
importance. The Tower of David, overlooking the city, stands in the
plaza, and the roads leading to the Christian, Armenian and Jewish
quarters branch out from it. Kaiser Wilhelm II, for whom the Ottoman
rulers destroyed part of the wall to create the New Gate, marched
into the city from the plaza in 1898 and the armies of General
Allenby, the city’s British conqueror, held their parade there at the
end of World War I. Most visitors to the Old City enter via the Jaffa
Gate. In a sense, whoever owns the property inside the Jaffa Gate
holds the key to the entire Old City.

The Greek Orthodox Patriarchy has already sold – or rather, leased on
a long-term basis – properties to Jews in Jerusalem – in the Rehavia
neighborhood, the Valley of the Cross, San Simon in Katamon and
Liberty Bell Garden – and in Jaffa – on Andromeda Hill and in the
Flea Market. But these deals never sparked off demonstrations and
protests like the Jaffa Gate deal has.

The committees’ work has brought to light some details of the various
governments’ positions on the affair. Irineos, summoned to Amman by
the Jordanian committee, denied having made the deal and promised to
include more Arabs in the properties’ management, in accordance with
the patriarchy’s constitution and regulations. The Jordanians
realized that appointing an Arab patriarch would be a significant
diplomatic move that could not be made at present, and for the last
few days they have been trying to calm things down.

The Greek Foreign Ministry sent a senior delegation to Jerusalem to
question the patriarch and speak with the patriarchy’s senior
priests. According to reliable sources, the delegation concluded that
Irineos should be replaced by another Greek priest because he is
weak, isolated, frightened and feels persecuted, and therefore finds
it difficult to function.

The Greeks want a strong patriarch in Jerusalem, to prevent his being
replaced by an Arab. The Arabs – Palestinians, Jordanians and others
– on the other hand, prefer a weaker man at the head of the
patriarchy if an Arab patriarch cannot be appointed.

Irineos was called for a clarification meeting with Qureia, after
which he promised to cooperate with the Palestinian inquiry
committee. The committee is headed by Dr. Emil Jarjoui, a Christian
PLO activist and a member of the Palestinian Legislative Council. The
committee consists of leaders of Christian communities from the
Bethlehem area and three attorneys.

The Palestinian committee met with Irineos and asked him for
documents and information regarding the Jaffa Gate affair. They asked
for a power of attorney, to be used to obtain information on changes
in the properties’ ownership from Israeli institutions such as the
Lands Administration, Tax Authority, Jerusalem Municipality and
others. Irineos refused. The committee found him fickle, evasive,
secretive and unreliable, according to sources. The other committees
formed the same impression.

Irineos blamed his former financial manager, Nikos Papadimas, who
fled Israel some four months ago. Irineos said Papadimas had forged
documents and used an authorization he had to sell a shop to make the
Jaffa Gate deal.

Papadimas, who is in hiding in the United States, confirmed to a
Greek journalist that he had signed the Jaffa Gate deal, but said he
did so at the patriarch’s orders. Another senior patriarchy official
told the Jordanian committee that Irineos had asked him to sign the
deal papers in the patriarchy’s name, and when he refused, took the
papers to Papadimas.

A long term investment

The leaks from the various committees indicate that the first steps
toward selling the Jaffa Gate properties had been made. But to whom?
It has been suggested that the investor or investors might be a
settlers’ group buying up properties in Jerusalem’s Arab quarters, or
perhaps a government agent.

According to Papadimas and other sources, the buyer was to pay $135
million to the patriarchy to lease the properties for 99 years. This
is a vast sum, not economically justified, since the properties are
occupied. Both hotels and all the shops are inhabited by protected
tenants who pay very low rent and cannot be evicted, unless they are
paid large sums of money. It is hard to believe that a supporter of
the settlers would spend so much money, especially if he could not
profit from the deal in the foreseeable future.

Settlers have always demonstrated an impressive ability to raise
funds for their cause from government and other public bodies. It is
possible therefore that the buyer is none other than the Israeli
government, directly or indirectly, as was the case for another
patriarchy property – Saint John’s Hospice, adjacent to the Church of
the Holy Sepulchre. The money for that deal came from the Housing
Ministry at the instruction of then-housing minister David Levy,
acting under the guise of a foreign company.

The Israeli government has a clear interest in taking over properties
in the Jaffa Gate area before negotiations on Jerusalem’s future.
Ownership of the Jaffa Gate area and the Armenian Quarter would
enable Israel to create a contiguous Jewish presence from the city’s
west to the Jewish Quarter and the Western Wall. For Israel, this
would be a long term strategic investment.

It is possible that an agent acting for Israel’s government is lying
low for fear that exposure would lead to harsh international
criticism. Many countries would see the purchase of properties at
Jaffa Gate, located outside the pre-1967 borders, as a provocative
step in the light of efforts to revive the peace process.

It is not clear why Irineos would get involved in such a deal,
arousing the wrath of the Arab world and others. It could be because
of acute financial distress. The patriarchy’s debt totals tens of
millions of dollars. Many church properties have liens against them
and the patriarch is having difficulty paying wages and operating
church institutions.

Meanwhile, Irineos is subject to threats, pressure and extortion by
his opponents within the patriarchy, various governments and agents
of powerful economic bodies that would not hesitate to employ
violence. Irineos seems to be maneuvering among them all, but many
believe that the Jaffa Gate affair will finish him off as the
patriarch of Jerusalem.

Armenia bearing series of diplomatic failures, in particular,
undergone criticism in the Parliamentary Assembly of the Council of
Europe and officially represented in a number of documents of the
Council of Europe as a country – aggressor, resorts to the most
various provocations.

In 2001, when Azerbaijan and Armenia were admitted to the Council of
Europe, among their basic obligations was peace settlement of the
military conflict. However, Armenia uses various means to prevent
settlement of the conflict by diplomatic way. At the same time, it
declares that Azerbaijan is ostensibly going to solve the problem in
military way. Consecutive infringement by Armenia of ceasefire regime
testifies to its intention to involve Azerbaijan in open military
operations.

Addressing in the Ministerial Committee of the Council of Europe, the
Armenians, taking out from the context of interview which during
various times were given by a number of Azerbaijani officials,
distort ideas, trying to create such representation that Azerbaijan
ostensibly supports the military way of settlement of the conflict.

In the next document prepared by member of the permanent delegation
of Azerbaijan in PACE Rafael Huseynov, exposing this false activity
of the Armenians, it is marked, that, as a matter of fact, Armenia
itself tries to untie military operations. In the document submitted
in the Ministerial Committee, titled `Intentions and attempts of
Armenia to continue aggression against Azerbaijan in the military
way’, it is stated:

`During admission into the Council of Europe, one of the basic
obligations of Armenia consisted in achievement of peace settlement
of the Nagorno-Karabakh problem, the Armenia-Azerbaijan conflict.
However, it is already for 5 years Armenia evidently shows absence of
intention to carry out this task, as well as a number of other
obligations accepted before the Council of Europe. Recently, in
particular, in second half of 2004 and in the first months 2005,
Armenia with a view of provocation consistently breaks the ceasefire
regime proceeding already for 10 years. Besides, it is carried out
not only in the territories which are directly included in zone of
the conflict, but also on the Armenia-Azerbaijan border which are
taking place far enough from zone of the conflict and in completely
other direction. In result, for the expired period, besides soldiers
of national army of Azerbaijan, as a result of bombardment by the
Armenian armed forces, were lost tens peaceful citizens of
Azerbaijan.

All these actions of the Armenian side have openly provocative
character, solution of the problem are directed to diplomatic way on
prevention by all means and mean instigation to settlement of the
conflict in military way.

As Armenia, which the Council of Europe in the official documents
openly recognizes as aggressor, and the Nagorno-Karabakh regime which
it regards as separatist, realizes persistence of the international
public in settlement of the question in diplomatic way and their
unfair, unprofitable position in this sense, they see a way out to
kindling military operations, transformation of temporarily frozen
military conflict into open war. Infringement with special intensity
by Armenia of ceasefire is connected to it. While the truth consists
in it, the Armenian side distributes messages and accusations that
Azerbaijan is ostensibly interested in settlement of the conflict by
military way’.

Taking into account the listed facts, deputy R. Huseynov has
addressed to the Ministerial Committee with the following question:

`What measures the Committee of Ministers is going to take for
prevention of attempts of Armenia to expand scales of aggression
against Azerbaijan, its initiatives to proceed active military
operations, its instigations to military way of settlement of the
conflict and whether there has come time to apply against Armenia –
aggressive member of the Council of Europe – resolute sanctions, to
exclude it from this structure which is not worthy?’

Predictably, the document in the near future will be discussed in the
Ministerial Committee, and the Azerbaijan side will present for these
discussions and other facts openly testifying to falsification of the
Armenians.

Georgian Foreign Minister Salome Zourabichvili has said that the
pullout of the Russian military bases from Georgia will not create
problems for ethnic Armenians living in [the southern Georgian]
Akhalkalaki [District]. Zourabichvili said she was confident that the
authorities would be able to offer alternative employment
opportunities to Akhalkalaki residents after the completion of the
pullout.

Commenting on the position of local Armenians who oppose the pullout
[of the Akhalkalaki base], Zourabichvili said that in a democratic
country citizens should not be distinguished by their ethnic
background. “This [inappropriate distinction] goes back to Soviet
times,” she noted. “We are all citizens of Georgia. There is a local
problem, that’s all there is to it, and we are going to resolve this
problem,” the minister said.

“The Russian side is trying to prove to us that there will be problems
after the pullout of the bases, but this is an ordinary “game” which
came as no surprise to us,” Zourabichvili noted. “We even discussed
this issue with the Armenian leader [President Robert Kocharyan] and
assured him that there was no problem at all,” she added.
