Azerbaijan’s council to Kars, Hasan Zeynalov, informed the
Azeri525Gazetthat Abid Sharifov, deputy prime minister of Azerbaijan,
highlighted the need of establishing direct communication between
Azerbaijan and Turkey’s eastern regions (Western Armenia – ed.) during
his meetings with Kars authorities. They also discussed the
possibility of establishing bus routes from Kars to Nakhijevan and
Baku-Kars-Istanbul air route. According to preliminary agreements,
Kars authorities should present concrete suggestions for economic
cooperation.

Kars delegation headed by the governor Nevzat Tarkhan will visit
Azerbaijan and Nakhijevan in February of the coming year. “Direct
communication between Azerbaijan and Kars will turn futile the efforts
of those wishing to see Armenian-Turkish border-gates open. Those
forces were agitating that Kars’ economic well-being hangs on opening
of the Armenian border”,Zerkalowrote.

Nearly a month ago the mayor of Kars, Naif Alibeyoghlu, gathered 50
thousand signatures for opening the Turkish-Armenian border-gate. The
mayor’s viewpoint was that both Armenia and Turkey will benefit if the
roads and Kars-Gyumri railroad are open. But few days ago Alibeyoghlu
stated: “There may be no need of border-gate opening if Azerbaijan
makes investments into the regionâ=80=99s economy”.

Adhésion, le scénario gagnant

Politiquement fondée, l’intégration de la Turquie à l’UE serait le
signe d’un progrès mutuel.

S’il avait fallu attendre les «peuples» français et allemand pour
la réconciliation, cette modalité inédite de gouvernance apparue avec
l’UE devenue désormais notre «way of life», n’existerait tout
simplement pas.

Aucune loi ne préexistait à la volonté politique d’abandonner le
schème de la guerre au profit du pacte qui a rendu possible la
coexistence pacifique de générations ralliées au projet
antitotalitaire européen. Le dessein de recomposition politique des
Etats démocratiques à travers l’Europe nous a permis de déterminer
notre existence selon le mode de la co-responsabilité. Aujourd’hui
celle-ci, dans le monde tel qu’il est advenu, nous amène à produire
«le miracle du Bosphore».

Cet objectif ambitieux requiert, d’une part, une aptitude à opérer
les mutations nécessaires à notre mise en phase avec le monde actuel
tout en nous préparant à celui de demain, d’autre part, et
simultanément, il présuppose une Turquie assumant ses responsabilités
dans la réalisation effective sur tout son territoire des réformes
démocratiques avec, évidemment, des changements importants de
mentalité. Par suite, un assouplissement nécessaire du nationalisme
kémaliste autoritaire imposant notamment d’innover dans les modes de
coexistence pour les minorités kurdes, religieuses ou autres.
L’assomption critique du génocide des Arméniens, d’ailleurs en partie
perpétré par des Kurdes, sera également le symptôme d’une
métamorphose permettant l’acculturation à la pratique européenne de
la souveraineté partagée.

Je n’ai jamais cru un seul instant que l’opération était simple. Je
partage même les critiques à l’encontre de la politique du fait
accompli qui a prévalu en matière d’élargissement : avec beaucoup
d’autres, j’avais plaidé en faveur de l’approfondissement avant
l’élargissement. Pourtant, pas plus que «la» différence culturelle
qui, sciemment ou non, finit par faire vibrer les cordes xénophobes,
cet argument ne constitue une raison suffisante pour exclure la
Turquie. Dans une dizaine d’années ni la Turquie ni l’UE ne seront et
ne pourront être ce qu’elles sont aujourd’hui. La Turquie devra
intégrer une Union régie par un traité constitutionnel qui, je
l’espère, nous aura permis de progresser dans la communautarisation.
Cela veut donc également dire que l’Union européenne de demain aura
atteint un degré d’exigence plus grand vis-à-vis d’elle-même mais
aussi vis-à-vis des candidats. Par ailleurs, elle aura également dû
prévoir les conditions d’«absorption» d’un pays aussi vaste et aussi
peuplé que la Turquie et qui n’est donc pas simplement comparable aux
anciens ou futurs membres.

A ce stade, une remarque importante que j’adresse particulièrement à
mes amis français : la Turquie a bien fait une demande d’adhésion qui
a été acceptée à l’unanimité. Et comme l’a répété la Commission
européenne, il n’existe pas de «plan B». Prétendre le contraire ou
feindre l’engagement en faisant miroiter un «partenariat privilégié»
au seul pays lié à l’UE par une union douanière, c’est tout
simplement prendre les gens pour des imbéciles ! Dès lors, je suis
intimement convaincu que le Conseil européen du 17 décembre doit
donner une date précise pour entamer les négociations. Toute autre
attitude serait irresponsable.

Quand on considère la complexité de notre monde où se mêlent un
terrorisme islamiste radical, la quête d’un mode d’existence pour
l’UE sur la scène internationale, et où les minorités musulmanes
constituent une part importante de nos populations, la perspective
d’une Turquie au sein de l’UE est non seulement politiquement fondée
mais correspond, en plus, à un scénario gagnant-gagnant. C’est cette
perspective qui a mené à la Turquie d’aujourd’hui et qui continuera
de signifier pour ce pays mais aussi pour l’Islam une évolution
culturelle.

Cela ne nous autorise pas pour autant à minimiser les rétractions
identitaires rencontrées dans certains pays européens. Nous ne
pouvons pas faire comme si les «croisés de l’identité culturelle»,
souverainistes de tout bord ou autres «réincarnés» du «peuple»
avaient chanté leurs derniers psaumes. Ces tentatives de colmater les
brèches dans notre ordre symbolique sont autant de signes nous
obligeant à affronter la crise identitaire contemporaine en évitant,
si possible, les mythes qui cloisonnent les communautés. Cela nous
empêche également d’utiliser les concepts comme des formules
incantatoires. «Le peuple», qu’est-ce que ça veut dire ? Les Turcs
nés en Allemagne appartiennent-ils ou pas au «Volk» allemand ?
Qu’est-ce que le peuple allemand ? Jusqu’où peut-on aller dans la
«discrimination» quand on sait que plus de trois millions de Turcs
résident dans l’UE ? Une chose est claire : la viabilité du processus
d’intégration de la Turquie dépend de notre capacité à instaurer une
publicité des débats et une pédagogie susceptibles de délier les
strates de l’imaginaire collectif. Il ne s’agit pas là d’un ersatz du
relativisme culturel. Celui-ci, en effet, ne peut qu’aboutir à une
impasse tant pour la reconnaissance des spécificités que pour celle
de l’autonomie des individus et des principes universalistes légués
par la modernité, et désormais inhérents à notre culture politique.
En revanche, la culture européenne qui a depuis longtemps tourné le
dos aux dogmes révélés, a suffisamment intégré le concept de la
diversité pour s’affirmer à travers une identité dynamique, capable
d’évoluer avec les changements. C’est à nous seuls que revient
l’exploitation de ces ressources mises historiquement à notre
disposition afin de nous penser comme «société ouverte».

Ashkarh on 9 December headlined “Armenia has no right to stay out of
this process”

An interview with Defence Minister Serzh Sarkisyan.

[Hayots Ashkarh correspondent] Mr Sarkisyan, the Constitutional Court
has adopted a positive decision on sending troops to Iraq. When will
it be submitted to the National Assembly for ratification?

[Serzh Sarkisyan] It does not depend on me. There is a regulation
according to which the president of the country sends a bill to the
parliament for ratification. I think this will happen soon.

[Correspondent] Are you sure that the National Assembly will ratify
it?

[Sarkisyan] Nothing can be guaranteed. But I think that a great
majority in the parliament are people who stand for our national
interests and they will not make a negative decision.

[Correspondent] But Ukraine wants to withdraw its 1,500-strong
military contingent from Iraq, but it does not have money for
that. There is a similar mood in Britain as well. That is, some
countries seem to have changed their mind on sending troops to
Iraq. Is it correct that Armenia is going to send its military
contingent to Iraq?

[Sarkisyan] First, how do you know that they have changed their mind?
Second, at the time these countries sent troops to Iraq, the situation
was no better than today. That is, one should conclude that the
existing situation in Iraq is not the reason for this mood. In that
case we do not have the right to be guided by other countries’
interests.

[Passage omitted: Sarkisyan says how many countries and in what way
take part in Iraq’s restoration]

We have no right to be sidelined from this process.

[Correspondent] Is Kazakhstan’s military contingent in Iraq a
supporting force?

[Sarkisyan] Yes, it is. Just the same way as in our case. Today I
mentioned in the Constitutional Court that in case of joining the
relevant memorandum we shall mention reservations that should be
applied to our contingent. They are different. For instance, our
contingent may only take part in defence and humanitarian
actions. Moreover, we cannot take part in any actions together with
the Azerbaijani units.

[Correspondent] Moreover, our contingent may not be deployed in the
same place with the Azerbaijanis.

[Sarkisyan] Certainly. We have chosen in advance where our contingent
will be deployed in case of going to Iraq.

[Correspondent] There are opinions that if the contingent is
dispatched to Iraq, in this way Armenia will stress that it is
pro-Western, shrugging off Russia.

[Sarkisyan] This is not so. Those who think so are not aware of the
processes taking place in the world. They simply try to impose their
view on other people. If they learn the list of the countries that
help restoration of Iraq, they will see that Russia is among them as
well. Why do these people try to make any action look like
contradicting Russia or the USA? I am sure that such approaches will
not benefit our country.

[Correspondent] People worry that by this step we may put at risk our
Armenian community of Iraq.

[Sarkisyan] This is why we approach this problem very seriously. But I
can ask: if we do not send our contingent to Iraq, does it mean that
their attitude towards our community will be better? Everybody knows
that the first church blown up in Iraq was an Armenian one. That
happened when there was no word in Armenia about joining the
coalition. I simply see no connection, though different ways out are
possible. But I am absolutely sure that if Armenia does not join in
and stay out of this process, which involves 94 countries of the
world, it will be simply unclear.

Azerbaijan’s defense spending will increase by 30 percent next year
and may eventually grow by 200 percent, Azeri President Ilham Aliyev
said late Dec. 7, linking the hike to his country’s conflict with
neighboring Armenia.

“Next year, defense spending will be increased to $250 million (186
million euros), which is 30 percent more than in 2004,” Aliyev told
a cabinet meeting.

“And in the future, we will continue to increase defense spending. As
long as our land is occupied,” he added, in a reference to the disputed
territory of Nagorno-Karabakh, which is now under Armenian control.

“It will be (raised) by 50 percent, by 100 percent, by 200 percent,
and more,” Aliyev said.

Armenian and Azeri forces have been locked in a tense stand-off
since fighting a war in the early 1990s over the disputed territory
of Nagorno-Karabakh.

The two sides are observing a ceasefire, but cross-border shootouts
are a frequent occurrence.

Armenian troops last month shot dead an Azeri army officer along the
volatile border that separates the two warring former Soviet republics,
bringing the Azeri death toll to close to a dozen soldiers since the
start of the year.

Years of negotiations backed by the so-called Minsk group — chaired by
France, Russia and the United States and mandated by the Organization
for Security and Cooperation in Europe — have failed to resolve
the conflict, and today no transport or communication lines link
the neighbors.

YEREVAN, DECEMBER 7, ARMENPRESS: In May 2004, the Laboratory of
Plant Genetic Resources at the Armenian Agricultural Academy (AAA)
was provided with a grant from USDA CSREES International Cooperation
for Agricultural Research (ICAR) in Central Asia and the Caucasus
(CAC) Project ()
to implement its research proposal on “Conservation and utilization
in breeding of wild relatives of cereals in Armenia”.

According to Michael Gyulkhasyan, head of the group, the main goal of
the project is to conserve genetic resources of wild cereal relatives
and save the unique plant gene pool in Armenia. Wild wheat samples were
collected during the expeditions in Ararat and Vayots Dzor marzes, and
Erebuni reservation in Yerevan. Usage of these wild cereal species as
initial breeding materials and crossing them with cultivated varieties
will create new hybrids with economically important features, such
as resistance to diseases, pests, and drought.

The AAA group collaborates with Kansas State University within the
project. According to Dr. Gyulkhasyan, USDA CSREES ICAR provides an
excellent opportunity for Armenian agrarian research institutions to
achieve breeding improvements and introduce these achievements into
breeding practice. Professor Gyulkhasyan’s project was one of the
three winners from the 125 project proposals. The project started with
a visit by USDA CSREES ICAR, Washington State University and CYMMIT
representatives. It’s a two-year project and will continue next year.

Armenian President Robert Kocharyan met representatives of the
Association of Armenian-Georgian Business Cooperation in Yerevan
today.

Kocharyan said that the establishment of the association has created a
favourable atmosphere for the development of bilateral cooperation and
wished the activity of the structure to yield practical results,
Mediamax new agency reports. The president said that the Armenian side
is doing everything possible to strengthen the association.

In turn, the Georgian side said that they are intending to create a
similar format of cooperation with Azerbaijani entrepreneurs,
attempting to create a basis for regional cooperation. Kocharyan rated
this initiative positively, recalling that Armenia has always
supported the settlement of relations by means of cooperation.

During the meeting, the sides also discussed prospects for
Armenian-Georgian cooperation in the sphere of transport, tourism,
etc.

Trial begins in two deaths at jewelry story

The guilt or innocence of a man accused of robbing a downtown jewelry
store and slaying the owners, a mother and daughter, may come down to
whether or not a jury believes in the credibility of the science and
reliability of surveillance videotape.

Avetis Archanian, 46, is facing the death penalty, charged with the
Nov. 29 murders of Elisa Del Prado, 65, and her mother, Juana Maria
Quiroga, 86, owners of World Merchants Importers in downtown Las
Vegas.

Archanian was originally charged with attempted murder of Del Prado,
who died in after being in a coma in March, but a grand jury changed
the charge to murder.

In opening arguments on Wednesday, District Attorney David Roger said
DNA evidence and videotape recovered from the jewelry store’s
security cameras would clearly show the jury “there is a killer in
the courtroom” and that killer, he said, is Archanian.

Roger alleges that shortly after Del Prado and Quiroga opened their
store on the morning of Nov. 29, Archanian, who worked as a part-time
jewelry repairman, arrived and “exchange(d) pleasantries” with the
women.

Roger said Archanian, who was wearing all black, then headed back to
his repair room. Five minutes later Del Prado walked back to the
repair room and never returned. Seven minutes later, Roger said,
Quiroga “walk(ed) quickly” back to the repair room before a second
later being seen struggling to get out of the room.

Roger said Archanian then “knocks her down” and proceeds to open the
jewelry display cases and begins looting the contents. After making
sure the victims are dead, Roger said, Archanian leaves the store
with a briefcase and heads west to a parking garage.

About 15 minutes later, Roger told the jury, the tape shows Archanian
pacing in front of the store.

When the police arrived, Roger said, Archanian told them he came to
the store at 10 a.m. that morning, and when no one let him in, he
looked inside and saw two bodies lying motionless on the flood. He
said authorities allowed Archanian to leave, but soon realized he was
the suspect.

Roger said when the police found a VCR seemingly hooked up to the
store’s security cameras, they were dismayed to discover the tape was
missing. But when Del Prado’s son arrived on the scene, he told the
police that the tape “was a dummy,” explaining that the cameras
really recorded digitally.

After reviewing the footage the officers recognized the man
committing the acts as Archanian and set up surveillance at his home,
according to the district attorney.

Roger said Archanian was pulled over by officers after leaving his
home with his wife and he “immediately started sweating” and “feeling
weak at the knees” once the officers explained he was under arrest
for murder.

Officers later searched Archanian’s home and found a briefcase, black
pants and leather gloves all stained with blood. DNA analysis
indicated that the blood came from Del Prado and Quiroga, according
to Roger.

Blood from the victims was also found on the exterior of Archanian’s
driver’s side door, and inside the car, under the driver’s seat, a
toolbox containing jewelry stolen from the store was found.

Roger said the evidence shows Archanian used a hammer and a
ring-sizer to commit the murders. The coroner’s office determined
both women died of multiple blunt force trauma to the head.

After listening to Roger lay out a case supported both by DNA and
video evidence, Archanian’s attorney, Mace Yampolsky, asked the jury
a question that they may well have been wondering: “Why are you
here?”

Yampolsky explained Archanian is granted a trial by jury by law. He
said while there is DNA evidence, “science is fallible.”

The defense attorney argued that “images can be changed and the video
is extremely grainy.” He also suggested “computers are not
infallible” as he explained to the jury that the security tape came
from a computer.

He told the jury Archanian was a man who in 1977 at the age of 20
escaped the Soviet Union and came to America with only $1,500 in his
pocket and supported his family as a jewelry repairman.

Yampolsky patted Archanian, who’s first language is Armenian, on the
back as he told the jury his client has been married for 21 years and
has a 19-year-old son. He asked them to “defend your opinion” as they
hear the case.

The prosecution was scheduled to begin its case this afternoon before
District Judge Donald Mosley.

SUFFOLK — Laura Pritchard Dobrin, an English teacher at
Nansemond-Suffolk Academy, recently returned from a two-and-a-half
week educational and cultural exchange program in Armenia. She was
one of 36 teachers nationwide selected by the US-Eurasia Awards for
Excellence in Teaching Program.

As an educational ambassador, Dobrin visited schools, gave lectures on
U.S. culture and teaching methods and discussed educational challenges.

She taught in two schools and talked with students and future English
teachers attending an university in Armenia. She gave presentations
on the use of technology in the English classroom, independent
school education in the United States, and strategies for successful
teaching of English at the Association of English Language Teachers
in Armenia chapter meeting, the Teacher Resource Center in Vanadzor,
and a workshop for teachers at a school in Vanadzor.

The program, which began in 1996, provides teachers from the United
States the opportunity to serve as education ambassadors in Armenia,
Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan
and Uzbekistan.

l’ipotesi di fare ricorso all’amministrazione straordinaria. Un passo

dell’arrivo di centinaia di dipendenti, i consiglieri che temevano
contestazioni hanno deciso di far slittare tutto al pomeriggio, come
inizialmente previsto dalla società. Nel cda serale, iniziato dopo le
18, prima dell’analisi dello stato finanziario e dell’ipotesi
insolvenza sono stati presi in esame i bilanci di tutte le società
del gruppo che ha un indebitamento superiore ai 240 milioni di euro.

I competitor in azione. Meridiana è stata la prima a gettarsi nella
mischia. La compagnia aerea sarda è interessata «a rilevare
l’attività sul mercato nazionale». Anche Air One, nonostante dalla
sede non arrivino conferme ufficiali, sta valutando l’ipotesi di
scendere in pista. Del resto il gruppo che fa riferimento a Carlo
Toto come risulta a MF è «aperto a qualsiasi opportunità e
valutazione». E se« ci fossero delle opportunità», potrebbe
«guardarle». Esce allo scoperto Blue Panorama interessata «ai voli a
lungo raggio, rilevando l’attività e acquisendo gli aerei in leasing
(il 767 bloccato a Dubai) e parte del personale», sostiene a MF il
presidente Franco Pecci, candidatosi anche al ruolo di commissario,
«dopo 39 anni di attività nel settore». Entrare nel capitale’ «No,
non se ne parla. Guardiamo solo ai rami aziendali, alle rotte ai

OF ARMENIAN ALPHABET HOLDS FIRST SITTING

YEREVAN, NOVEMBER 27. ARMINFO. The governmental commission for
celebration of the 1,600th anniversary of creation of the Armenian
alphabet, headed by Prime Minister of Armenia Andranik Margarian,
held its first sitting Saturday.

ARMINFO was informed in the press office of the Armenian government,
during the sitting the members of the commission stressed the necessity
of giving the holiday a national nature. They also considered necessary
to hold festivities within the whole year and complete them in Oct
of 2005. The members of the commission decided to establish a task
group attached to the commission, which will elaborate a full Program
of festivities. Andranik Margarian instructed the participants of the
sitting to submit for consideration of the commission the project of
the aforementioned Program till Dec 15, 2004.
