did not curtail its staff during the current year. On the contrary,
since the beginning of 2009, it has enlarged its staff from 175 to
226 employees, as well as increased salaries twice, the bank’s press
service reported.

Besides, the bank offered New Year discounts to several trade and
entertainment centers and issued medical insurance certificates to
its staff members, which will be valid beginning January 1, 2010.

ANKARA, Dec 25, 2009 (AFP) – Turkish Foreign Minister Ahmet Davutoglu
voiced optimism Friday that "peace is very close" in intertwined rows
between his country, Azerbaijan and Armenia.

Speaking after talks with Azeri counterpart Elmar Mammadyarov,
Davutoglu hailed revived efforts to resolve the Nagorny Karabakh
conflict between Baku and Yerevan, seen as key to also normalising
Turkish-Armenian ties.

"Our faith is growing that peace is very close in the Caucasus," he
told reporters. "Everybody should do their best not to squander this
opportunity."

Resolving the Nagorno Karabakh conflict "will lay an important ground
for normalising both Azeri-Armenian and Turkish-Armenian relations,"
he said.

In October, Turkey signed deals to normalise ties with arch-foe
Armenia, but has signalled the accords will not be put for
ratification in parliament unless Yereven’s ties with Baku improved.

Turkey and Azerbaijan are close allies.

Azerbaijan is concerned that Turkish-Armenian fence-mending will
lessen pressure on Yerevan to compromise on Nagorno Karabakh.

Earlier this month, US and Russian diplomats involved in mediation
efforts between Azerbaijan and Armenia reported progress in talks to
resolve the issue.

The conflict dates from the early 1990s when ethnic Armenian forces
backed by Yerevan seized the Nagorny Karabakh region and seven
surrounding districts from Azerbaijan in a war that claimed an
estimated 30,000 lives.

In a show of solidarity with Azerbaijan, Turkey closed its border with
Armenia, dealing a heavy economic blow on the impoverished nation.

The move added to century-old Turkish-Armenian hostility over claims
that Ottoman Turks committed genocide against their Armenian subjects
during World War I.

Azerbaijan has slammed the Turkish-Armenian deals, which call for
establishing diplomatic ties and re-opening the border between the two
neighbours.

The Turkish and Azeri foreign ministers both played down the chill
between their countries Friday.

"We will never let dissent be sowed between Turkey and Azerbaijan…
If we have disagreements we know how to discuss and settle them,"
Davutoglu said.

Armenia has threatened to walk away from the deals with Turkey if
Ankara continues to link their ratification to the Nagorny Karabakh
dispute.

Armenian government is currently negotiating with Russia on another
loan of 100 million. It will be completely directed to the sphere
of diamond industry. Tigran Sargsyan also dwelt on the prospective
of opening the Upper Lars checkpoint saying that it will enhance the
cargo transportation which will be favorable for the Armenian economy.

Tigran Sargsyan also noted that Armenia is following the developments,
the Russian and Georgian negotiations and expects a positive result.

115 Auditors Have Qualification Certificates In Armenia

results of the last qualification exam for auditors, the Ministry’s
press office said.

13 applicants were qualified as auditors. In all, 8 qualification
exams were held in 2009. Qualification certificates were given to
29 auditors.

As of December 24, 2009, 115 auditors have qualification certificates
in Armenia.

Today, a conference with the participation of the Minister of
Agriculture, heads of regional administrations and the Executive
Director of "The Assistance to Village and Agriculture Fund" at the
NKR Ministry of Agriculture was convoked at NKR Prime Minister Ara
Haroutyunyan. Issues related to agricultural activities, particularly,
those of ploughing and sowing processes implemented in the Republic
were discussed at the conference. Minister of Agriculture A.Tsatryan
presented the latest data according to which 50 thousand hectare
tillage and more than 46 thousand hectare sowing activities were
implemented in the Republic. These activities are still in process,
part of the lands will be left fallow. The Director of "Assistance
to Village and Agriculture Fund" was charged with a task to carry
out inspections based on the data by December 30, so that land users
having fulfilled land cultivation within the defined terms will be
rendered the state financial assistance for fallowing activities. Armo
Tsatryan presented some information about the procurement of chemical
weed- and pest- killers and seeds of spring sowing plants, about
their quantity and distribution. Further on, heads of regional
administrations provided some information about the implemented works.

They noted that combating against rodents yields desirable results.

The Government Head assigned to be consistent and to conduct everyday
monitoring in the zones of pest control. The damages caused by
phylloxera and the ways of insect control were touched upon as well.

The perspective of development of swine-breeding was discussed at
the conference.

The stock-breeders who have experienced loss of swine that was recorded
by the corresponding committees created by that time and who have
not received pecuniary compensation will be rendered piglets by the
state since January 1. According to the primary records more than 6
thousand livestock compensation must be rendered. The Prime Minister
charged the fund with a task to carry out inspections since January
1 aimed at specifying the records.

At the conference issues concerning the process of credit repayment,
maize realization and other ones were discussed.

The Head of the Government stated that his estimation of the
implemented works and assigned tasks will be given during his tours
to NKR regions at the beginning of January.

Armenian government approved the foundation agreement and regulations
of Metsamorenergoatom CJSC to be set up for the construction of a
new nuclear power unit(s) in Armenia, the RA Government Information
and PR Department reported.

Prime Minister Tigran Sargsyan said that with the foundation of
Metsamorenergoatom, the legal stage of this initiative is completed
and a period of practical work starts.

Armenia has decided to build a new nuclear power station next to the
existing one. When this new third block is finished the two old ones
will be switched off and eventually dismantled.

Armenian Minister for Energy and Natural Resources Armen Movsisian,
announcing this, stated that taking the first steps in this direction
had been one of the most important Armenian achievements of 2009. A
joint Russian-Armenian company has been created which will provide
the necessary technical support. Russia is represented in the project
by the RosAtom company.

The Minister expressed his confidence that this construction will be a
profitable venture. He suggested that as a joint stock company it will
be open to multiple investors, with only 20% of it being State owned.

He also explained that Russia had been selected as its national
business partner because Russia has the greatest experience in the
world of constructing nuclear power stations. Yerevan has undertaken
to shut down the existing power station blocks by 2016.

According to preliminary estimations the project will cost from USD
4 to 5 billion. The Minister highlights that Armenia is the only
country in the region which can both produce enough electric energy
to satisfy its own needs and export it to neighbouring countries.

Events in Yerevan during this holiday season will begin on December 25
and run through till January 13, said head of the culture department
at Yerevan City Hall, Lusine Martirosyan.

According to her, the new year celebrations will begin with the
symbolic ceremony of lighting the country’s main Christmas tree in
central Yerevan.

This year, specialists from Moscow participated in designing the
large Christmas tree in Republic Square. In addition to this tree,
under the supervision of the Russian specialists, two other trees
have also been designed and erected in the country’s capital: one
next to city hall and the other in French Square (near the Opera).

Organizers of this year’s festivities have already made a small
change in the traditional New Year’s Eve event at Republic Square:
there will be DJs performing instead of well-known Armenian singers
in the square. The New Year’s event in Yerevan will also be celebrated
with fireworks from 15 different points in the city.

City hall has also considered children in planning for this year’s
festivities. With that in mind, specific events will be organized
for children during the holidays in Republic Square, including the
creation of a small fairytale wonderland with different attractions
and the presence of Santa Claus and the Snow Maiden.

Martirosyan also noted that, taking into account the early closing of
schools and kindergartens (in order to curb the spread of contagious
diseases, most notably the A/H1N1 flu virus), all children will
receive gifts and tickets to holiday plays.

European Union on visa requirements, as it opened accession talks
with the 27-nation bloc on one of the most extensive policy chapters,
environment, during a ministerial conference in Brussels, Today’s
Zaman reported.

Turkish Foreign Minister Ahmet Davutoglu, speaking at a press briefing
following the meeting with EU officials, said Turkey would soon take
steps to meet the bloc’s conditions for visa-free travel – such as the
introduction of biometric passports and the signing of an agreement
on readmission of illegal immigrants — and warned that the EU would
impose double standards if it still refuses to allow Turkish citizens
to travel to member countries freely.

The EU lifted visa requirements for three Balkan countries, Serbia,
Montenegro and Macedonia, over the weekend despite the fact that none
of these countries has started even accession talks with the bloc.

Davutoglu said Turkey backed the EU decision to lift the visa
requirements for Balkan nations and called on the bloc to lift visa
restrictions for citizens of Albania and Bosnia and Herzegovina as
well. "But there is no excuse for why this right has not been granted
to citizens of Turkey, a country negotiating membership," he added.

"We do want to know what technical conditions must be met to freely
be able to visit the Schengen region. … We can be ready in one to
two months and believe that the EU will have no excuse after that. If
the visa requirement is still in place despite all this, then we will
consider this as an act of imposing double standards," Davutoglu said.

"The EU doesn’t say it will not accept Turkey, a Muslim country, but
it puts various obstacles to our bid. We will not burst in anybody’s
life. We will remain true to ourselves. We have a huge territory
to build our house on. We will cherish our culture and national
mentality," Sabah newspaper quoted Davutoglu as saying.

Day.Az interview with Secretary member and deputy of Turkey’s Grand
National Assembly (parliament) from the Nationalist Movement Party
(NMP) Murat Ozkan.

Day.Az: Has Turkish Prime Minister Recep Tayyip Erdogan’s U.S. trip
led to any progress in ratification of the Turkey-Armenia protocols?

Murat Ozkan: There is no progress in this regard yet. It is impossible
to discuss this issue without deoccupation of Nagorno-Karabakh
and seven surrounding regions. First, because a forced change in
geographical boundaries of Azerbaijan is contrary to international
laws and principles. Secondly, Turkey considers Azerbaijan’s problems
as its own and will never agree to open borders with Armenia under
current situation.

Recently, Armenian President Serzh Sargsyan announced that "Turkey
must fulfill its obligations under the protocols." We are outraged by
this statement. A person who took part in occupation of Azerbaijani
territories and committed Khojaly massacre cannot make ultimatum
to Turkey. If the U.S. acts in unison with Armenia on this issue,
it will bring no good results.

Armenian media says Sargsyan stressed a need to amend the Constitution
so that Armenia will have a right to withdraw its signatures from
under the international documents. If these changes are implemented,
Armenia will be able to recall its signature from the protocols. Do
you think Sargsyan’s proposals mean pressure on Turkey?

How Sargsyan can put pressure on Turkey? Neither Armenia nor anyone
else can put pressure on Turkey. If they dare, they will get an
adequate response. After signing of the protocols, Sargsyan stated
that they are not going to liberate occupied lands. This happened
in front of eyes of the U.S. and the EU which call for warming of
relations between the countries. Armenia has no right to demand
something from Turkey untill Armenia withdraws from the occupied
territories and the refugees return to their homes.

After all, they will withdraw from all occupied Azerbaijani lands and
pay compensation to Azerbaijan for damages from the occupation. Only
after this we can sit at the negotiating table with them and decide
what to do next. Amendments to the Constitution are Armenia’s internal
affair. With regard to withdrawal of signatures, Armenians have
never stood up for their signatures throughout the history. They are
known for their treachery and abandonment of their promises. They
will not stand up for their signatures even without amendments to
the Constitution.

Are reports claiming that President Obama has urged Prime Minister
Erdogan to accelerate ratification of the protocols true?

The prime minister did not spoke of this issue. But it became known
from the backstage conversations that Obama touched upon this issue.

Erdogan has also outright stated the parliament will not debate the
protocols without resolution of the Karabakh conflict. He recalled
that the Turkish government has fulfilled its task and now it’s up
the parliament and the Turkish people. The parliament and the Turkish
people are opposed to any official relations with the Armenia untill
the Karabakh problem is resolved.

Turkey is a democratic country. People elect deputies and deputies
are obliged to comply with people’s interests and fulfill their will.

Today, people are urging not to ratify the Turkish-Armenian protocols.

This issue is not solved by someone’s call. If you remember, the U.S.

had the consent of the Turkey’s government to attack on Iraq through
Turkish airspace, but parliament rejected this move. So, the deal
never took place.

The Turkish government cannot violate the law. Moreover, Erdogan
announced at the Azerbaijani parliament that Turks would never betray
their brothers. History of Turkey is much more ancient than the history
of the United States. The Turkic empires covered the map of the world
at a time even the U.S. did not even exist.

What is the true reason for resignation of Turkish ambassador to
the U.S.?

This ambassador was true diplomat with great experience. He has never
been negligent of his duties. I think the ambassador did not make
any mistake.

The United States has decided to introduce a package of assistance
to the separatist Nagorno-Karabakh…

This question has a negative effect on the U.S. credibility throughout
the world. Although Obama is Nobel Peace Prize winner, he helps
the separatist group that has killed thousands of people. U.S. and
Barack Obama cannot find any truthful reasons for this help. They
have declared war on terrorism their top priority while they aid
Armenian terrorists. U.S. helps the terrorist regime ignoring one
million Azerbaijanis who have been subjected to terrorism. Why they
do not allocate funds for the Azerbaijani community of Karabakh? I
think the Turkish MPs should support their Azerbaijani counterparts
in this matter and protest the United States.

The OSCE Minsk Group efforts to resolve the Karabakh conflict have
been fruitless so far. In your opinion, will further activities of
the group yield fruits in future?

The Minsk Group has moved not a jot in settlement of the problem for
several years. This mission should go to the archives of history. I
think the co-chair countries should admit their failure and resign.

These three countries should assess outcomes of their activities.

Either new moderators should be tasked with resolving the conflict
or the conflicting sides should resolve it themselves. Azerbaijani
and Armenian leaders have sufficient experience in joint negotiations.

They can talk without mediators. The co-chairs cannot compel the
parties to anything.

According to the media, the Turkish Diaspora in the U.S. has addressed
the Congress to contribute to reconciliation with the Armenian
Diaspora …

There is no Turkish Diaspora the U.S. due to small number of Turks.

They cannot influence the Congress or the Armenian Diaspora. We
studied this issue through our channels. I can responsibly say that
there was no such a request. This is a lie of the Armenian Diaspora
and the media.

Azerbaijani MPs have proposed to declare 2010 the year of Khojaly.

Will Turkey take steps to recognize Khojaly genocide in the coming
year?

This is a great initiative and I support it. NMP brings recognition
of Khojali genocide to the agenda of the parliament each year. We
will do our best in this regard in future. When we see TV footage on
the Khojaly massacre, it cannot hold our tears.

Sargsyan, who has brutally killed innocent children, women and elderly
in Khojaly, is now the president of Armenia. Such a notorious criminal
travels freely around the world carrying out his policies. He once said
that they committed the Khojaly massacre not in order to scare the
Azerbaijanis, but to show what they are able to do. He is a criminal
who committed war crimes and must be brought to justice. His place
is not presidency, but international tribunal. Armenians should be
ashamed of a man who rules them.

Armenians will not be able to erase this dirty trick from pages
of world history. I was in Igdir during the Khojaly massacre. We
periodically visited Nakhchivan and discussed with our friends the ways
to help Khojaly. Unfortunately, executioners like Sargsyan reached
Khojaly before us, and committed the massacre. The Turks should not
forget history, in particular, Khojaly events.
