YEREVAN, NOVEMBER 10, ARMENPRESS: National Assembly Speaker Hovik
Abrahamyan received today Permanent Coordinator of United Nations
Organization in Armenia Consuelo Vidal on the occasion of ending her
diplomatic mission in Yerevan.

Media and Information Department of Armenian National Assembly told
Armenpress that at the conversation the head of the Armenian parliament
expressed gratitude to Mrs. Vidal for the close cooperation of the
previous years. Abrahamyan highly assessed her work and mentioned
that Armenian authorities are grateful for the support displayed by
UN different institutions.

Summing up the conversation H. Abrahamyan wished successes to Mrs.

Vidal in her undertakings and expressed hope that she will keep the
friendly tie with our country after accomplishing her diplomatic
mission as well.

ArmInfo. Over the past week the Azerbaijani party broke cease-fire
regime firing at the positions of the NKR Defence Army in different
direction of the line of contact.

As ArmInfo correspondent reported from Stepanakert, according to the
data of the NKR Defence Ministry, in particular, on 6 November the
enemy fired the Karabakhi positions in Hadrut, Martuni, Askeran and
Martakert directions. On 7-8 November the cease-fire regime was broken
in the south, south-eastern, eastern and north-eastern directions of
the line of contact. The relevant respond measures were taken by the
NKR Defence Army.

A group of radical American-Armenians launched a new campaign Monday
that aims to obtain formal U.S. recognition of what they call the
"Armenian genocide."

The Armenian National Committee of America, or ANCA, said in a written
statement that the campaign was launched to coincide with Turkish
Prime Minister Recep Tayyip Erdogan’s upcoming visit to Washington.

U.S. President Barack Obama and Erdogan are scheduled to meet at the
White House on Dec. 7.

The Armenian effort is "aimed at educating and inspiring President
Obama, on Dec. 7, to tell Prime Minister Erdogan, to his face, that
America stands for a truthful and just resolution of the Armenian
genocide," ANCA said.

"The first week of the campaign will address the U.S. Senate, the
second the U.S. House, followed by the media in the third week and
then a final push in the last seven days directly to the White House,"
the group added.

American-Armenians and their backers in Congress are calling on the
U.S. administration and Congress to qualify World War I-era killings
of Armenians in the declining Ottoman Empire as "genocide." Turkey
warns that any such formal recognition by the United States would
hurt bilateral relations in a serious and lasting way.

Although Obama pledged to back the Armenian cause during last year’s
election campaign, as president he has declined to characterize the
deaths as genocide, instead actively supporting a reconciliation
process between Turkey and Armenia.

Normalization process

The Turkish and Armenian foreign ministers signed a set of agreements
Oct. 10, stipulating that Ankara and Yerevan set up normal diplomatic
relations and reopen their land border.

Ankara closed the border in 1993 during a war between Armenia and
Azerbaijan, Turkey’s close friend and ally. Armenians occupied the
mainly Armenian-populated enclave of Nagorno-Karabakh in Azerbaijan
and part of Azerbaijan proper during that war.

The Ankara-Yerevan deal needs to be ratified by the parliaments of
the two neighbors before it can be implemented.

Analysts suggest that as long as the reconciliation process moves
forward, American-Armenians have little chance at winning formal
genocide recognition from the United States. But if the process fails,
U.S. congressional resolutions for genocide recognition are likely
to gain momentum, they said.

A resolution calling for U.S. recognition that genocide occurred has
been pending in the House of Representatives, Congress’ lower chamber,
since February. Two pro-Armenian senators introduced an identical
resolution at the Senate, Congress’ upper chamber, last month.

During his visit to Mush,, Eastern Armenia, Turkish Minister of
Transport and Communication Binali Yildirim stated no one has the
right to dream of Turkish territories. He threatened to gouge the
eye of all those laying such claims.

The Turkish Vatan newspaper quoted the Minister as saying: "When
Turkey quarreled with its neighbors it had no friend. But now we have
normalized relations with Syria, started military cooperation with
Iraq, development of relations with Iran and Russia, as well as with
Armenia. The Armenian community, however, is laying claims to Turkish
territories. We are not going to harm anyone, but we will gouge the
eye set on our lands."

Minister Yildirim addressed his statements not only to Armenians, but
also to Kurds, as Kurds constitute a majority in Mush. Although Mush
is an ancient Armenian city, Kurds made it part of "Kurdistan." One
of the high-ranking officials in the province of Mush recently stated
that eastern regions of Turkey densely populated by Kurds are part of
"Kurdistan"

NEWS.am reminds the readers that on May 27, 1907, Armenian troops led
by Gevorg Chaush defeated Turkish janizaries near the Sulukhi bridge
in Mush.

Publishing Department of Echmiadzin with the blessing of the Catholicos
of All Armenians Garekin II has published the Volume IV "Church
Chronicle": St. John Vorotnetsi (Hovhannes Vorotnetsi) speeches.

The book contains seven original analytical-spiritual speeches of the
church leader, theologian, philosopher and educator of XIV century
John Vorotnetsi. The book also includes studies prepared for the
publication by Anush Minasyan. The work was published under patronage
of "Sarkis Gabrielian" foundation.

Hovhannes Vorotnetsi (John Vorotnetsi) (1315-1386) – Armenian
philosopher, educator, church and political figure. He studied
philosophy at the Gladzor University. In 1345 he founded the Tatev
University – the largest scientific and cultural center of medieval
Armenia. He developed the tradition of Aristotelianism. The greatest
works of Hovhannes Vorotnetsi are interpretations to the "Categorie"
and "On the interpretation" of Aristotle, to the "Introduction" of
Porfiry. Grigor Tatevatsi was a disciple and follower of Hovhannes
Vorotnetsi.

News bureau chiefs in Cairo know who their local spies are but can’t
dismiss them

Amira Hass was spot on when she said last week that her lifetime
women’s award was an award for failure. The West Bank correspondent of
the Israeli paper Haaretz eloquently explained herself on al-Jazeera’s
English channel. She received an award for failure, she said, because
despite all the facts that she and her journalistic colleagues had
explained about Israeli occupation in Palestine, the world still
did not understand what occupation meant and still used words like
"terror" and "war on terror". Amira was absolutely correct. Most of
our Western press and television are as gutless as ever when they
have to participate in what Noam Chomsky described as "the manufacture
of consent".

Once government and editors and television management have decided
on the "story", you can be sure that an Israeli "wall" will become
a "security barrier" or a "fence", a pro-Western Arab dictator a
"strongman" and "occupied" Israeli territory will become "disputed";
the unjustly treated will thus become generically violent, brutality
softened and occupation legalised. Fred Halliday of the LSE is
coming out next June with a book called Shocked and Awed about the
artillery and minefields used in the battlefield of language. The
"War on Terror" – yes, let’s give this trash the capital letters
it deserves, as in "South Sea Bubble" – has given us "Gitmo" and
"extraordinary rendition" ("extraordinary" indeed!) and imported,
as Halliday observes, perversions of imported words such as "jihad".

But I think the problem goes further than this. It’s not just a White
House-State Department-Pentagon-CNN-Downing Street-Defence Ministry-BBC
military-political-journalistic complex. Our masters prefer us not
to tangle with the bad guys as well as good guys. Years ago, a Time
magazine reporter in Cairo packed his note-book with facts about the
routine Egyptian police torture of prisoners. But the US ambassador
in Cairo persuaded the bureau chief to hold off because he understood
that Mubarak was going to "crack down" on such abuses. Ho ho! Time
didn’t run the story and, of course, the abuses got worse.

Shortly afterwards, jail guards were forcing Egyptian prisoners to
rape each other.

And nothing has changed. The big Western news agencies which have
headquartered their Middle East offices in Cairo are as loath to touch
these stories today as they were more than a decade ago. It’s just
the same in that other friendly Muslim ally of ours, Turkey. But let’s
start in Cairo. When the "peace process" – remember that tacky phrase?

– was about to reach fruition almost 15 years ago, the big wire
agencies poured millions into new offices and staffs in Mubarak’s
gleaming capital of democracy. And what happened? As usual, the
Egyptian Mukhabarat security agencies inserted their own lads into
the bureaux – or blackmailed Egyptian reporting staff – to spy on
the journalistic output. All bureau chiefs in Cairo know who their
local spies are. But, of course, they can’t dismiss them.

Nor can they report the news that their "news" agency is supposed to
be telling us about. The mere hint of an anti-Mubarak story – I am
omitting from this the courageous coverage of the shameful behaviour
of the cops in mauling and beating female as well as male protesters
during the anti-Mubarak "Enough movement’s demonstrations – and the
Ministry of Information will be calling in the relevant bureau chief
for a chat. Even a formal Egyptian denial won’t do you much good.

There will be serious consequences if there is a repeat. Closing down
the bureau, perhaps, having wasted all those millions on installing
the office in the first place?

Which is why almost all Cairo-datelined coverage of police savagery in
Egypt contains only reports on London-issued protests from Amnesty or
Human Rights Watch, followed by the necessary Egyptian condemnation
of the human rights groups. In other words, the investment in such
Western news bureaux has now become more important than the news
for which the original investment was made. But let’s move to my old
favourite, Turkey.

Now we all know that the Armenian genocide of 1915 was a fact of
history, that one and a half million Armenian men, women and children
were raped, knifed, burned and shot to death by the Ottoman Turks. But
I was reminded of the historical depths of this first holocaust of
the last century when a friend of mine, Catherine Sheridan, gave me a
leather-bound book from her late husband Don’s library. It’s called
Syria, the Holy Land and Asia Minor by John Carne Esq, printed by
Fisher, Son and Co of Newgate Street, London, in 1836. And what did
Mr Carne Esq see at Antioch?

"Among those visited by the cruelties of the Greek revolution was
an Armenian lady of Constantinople, a young and handsome widow,
whose husband was recently murdered… dejection and sorrow were
stamped on her pale… features… the blow had been too sudden and
ruthless; her home, her husband, her love, to all of which her heart
clung intensely, were cruelly taken…" Her husband, of course, was
a victim of the Greek war of independence against the Ottoman Turks –
the same war during which Lord Byron died at Missolonghi in 1823. So
Armenians were being murdered almost a century before their genocide;
and indeed were slaughtered by the tens of thousands towards the end
of the 19th century, again before the genocide.

So how do our defenders of the Western press refer to the Armenian
genocide? Here is Reuters on 13 October this year, referring to
"hostility stemming from the First World War mass killings of
Armenians by Ottoman Turks. Armenia says it was genocide, a term
Turkey rejects". And here’s the Associated Press next day: "Armenia
and many historians say Ottoman Turks committed genocide against
Armenians early in the last century, a charge that Turkey denies."

Can you imagine the uproar if Reuters referred to the "mass killing"
of Jews by Germans with the words: "Jews say it was a genocide, a term
right-wing Germans and neo-Nazis reject." Or if AP were to report that
"Israel and many historians say German Nazis committed genocide against
Jews in the Second World War, a charge (sic) German right-wingers,
etc, deny". It would be an outrage. But no one, of course, is going
to close the Reuters or AP bureaux in Berlin. In Ankara and Istanbul
bureaux, however, it’s clearly another matter.

Well, I suppose those staff could always ask to be transferred to their
Cairo offices – where they can indulge in the same kind of sophistry.

No, Chomsky was wrong. It’s not about consent. It’s about the
manufacture of social, political and historical denial. The motto is
familiar and simple: always give in to the bully.

IMF Completes Second Review Under Stand-By Arrangement with Armenia,
Approves Request for Waiver of Nonobservance of Performance Criterion,
Modification of Performance Criteria, and Rephasing of Purchases

The International Monetary Fund issued the following news release:

The Executive Board of the International Monetary Fund (IMF) has
completed the second review of Armenia’s economic performance under
a program supported by a Stand-By Arrangement (SBA) and approved a
request for a waiver of nonobservance of end-September 2009 fiscal
balance performance criterion, modification of the quantitative
performance criteria for end-December 2009 to reflect the revised
macroeconomic framework and rephasing of purchases to make the amounts
scheduled to become available following the second and third review
available upon completion of the second review.

These decisions enable the immediate release of SDR 37.72
million (about $60US million), bringing the total disbursed
to SDR 301.94 million (about $479US million). The 28-month
SBA was approved on March 6, 2009 (see Press Release No. 09/68
( pr0968.htm)), with
access augmented on June 22, 2009 (see Press Release No. 09/228
( /pr09228.htm)).

Following the Executive Board’s discussion on Armenia, Mr. Takatoshi
Kato, Deputy Managing Director and Acting Chair, stated:

"The global crisis has continued to have a serious impact on the
Armenian economy. While output appears to be stabilizing, the fall
in remittances and the collapse in the construction sector have
caused a more severe economic contraction and lower fiscal revenue
than anticipated in the first review. The authorities have fully
implemented their economic program, which calls for the continuation
of fiscal and monetary easing and a flexible exchange rate.

"In light of continuing weak domestic demand, the authorities will
maintain fiscal easing this year, with external resources taking up
the revenue slack. Expenditure will focus on undertaking anti-crisis
measures, increasing capital spending, and protecting social spending.

The authorities are committed to starting fiscal consolidation in
2010, with a view to ensuring medium-term debt sustainability. The
program allows for additional spending should more donor financing
become available to smooth the withdrawal of fiscal stimulus.

"An accommodative monetary policy stance remains appropriate given
low inflation. The move to a more flexible exchange rate has served
Armenia well, helping the economy avoid significant overvaluation and
increasing the effectiveness of monetary policy. However, given the
remaining weaknesses in the monetary transmission mechanism, targeted
measures now being implemented to stimulate credit are crucial.

"The short-term outlook remains challenging. As external conditions
improve, growth is expected to resume gradually in 2010, although
risks remain, including a slower recovery of the global economy.

Continued reforms, particularly in the areas of tax policy and
tax reform administration, the financial sector, and the business
environment will be necessary to boost the medium-term growth potential
of the economy," Mr. Kato said

Competition After Vahan Tekeyan To Be Held In Nine Nominations This

COMPETITION AFTER VAHAN TEKEYAN TO BE HELD IN NINE NOMINATIONS THIS YEAR

literature and science annual competition after Vahan Tekeyan,
outstanding classic of Armenian literature, have already been accepted
for three days. Last year the number of applications reached 130. This
year’s competition is conducted in nine categories: "Fiction", "Music,"
"Painting", "Radio and Television", "Socio-political satire," "Best
program for children and students", "Sculpture ", " Theater" and
"Best publication in the Azg newspaper ".

According to the head of the Tekeyan society in Armenia Ruben
Mirzakhanian , the competition has gained a new quality, since in
recent years representatives of Diaspora took part in it.

In 2010 the Tekeyan society will mark its 20th anniversary in Armenia.

"We have decided to publish a book, with works of all winners of
the contest, including the Catholicos of All Armenians Karekin II,
Charles Aznavour, Baroness Caroline Cox, " Ruben Mirzakhanian said.

Applications are accepted until December 15. The authoritative jury,
consisting of writers and art historians, will select the winners,
who will be awarded prizes in mid-January of 2010.

Vahan Tekeyan was born in 1878 in Constantinople. In 1901 first
collection of Tekeyan’s poems "Meditations" was published in Paris.

Tekeyan is the author of "Wonderful Sunday" (1914), "From midnight
to dawn" (1920), "Love" (1933), "Armenian Songs" (1943) collections.

Tekeyan is also known as the founder of the "Chirac" magazine (in
Cairo), he published the newspapers "Arev", "Bartsravank". Vahan
Tekeyan died in 1945.

Icann Approves Plans Non-Latin-Script Web Addresses

ICANN APPROVES PLANS NON-LATIN-SCRIPT WEB ADDRESSES

non-Latin-script web addresses, in a move that is set to transform the
online world. The board of Icann voted at its annual meeting in Seoul
to allow domain names in Arabic, Chinese and other scripts. More than
half of the 1.6 billion people who use the internet speak languages
with non-Latin scripts. It is being described as the biggest change
to the way the internet works since it was created 40 years ago.

The first Internationalized Domain Names (IDNs) could be in use next
year. Plans for IDNs were first approved at a meeting in June 2008,
but testing of the system has been going on for two years.

The move paves the way for the internet’s Domain Name System (DNS) to
be changed so it can recognise and translate non-Latin characters. The
DNS acts like a phonebook, turning easily understood domain names into
strings of computer-readable numbers, known as Internet Protocol (IP)
addresses. The Internet Corporation for Assigned Names and Numbers
(Icann) said the "fantastically complicated technical feature" allowing
IDNs would represent the "biggest change" to the coding that underlies
the internet since it was invented four decades ago.

Icann said it would accept the first applications for IDNs by 16
November, with the first up and running by "mid-2010". It is likely
the majority of early non-Latin net addresses to be approved will be
in Chinese and Arabic script, followed by Russian. Some countries,
such as China and Thailand, have already introduced workarounds that
allow computer users to enter web addresses in their own language.

However, these were not internationally approved and do not work on
all computers.

"Of the 1.6 billion internet users today worldwide, more than half
use languages that have scripts that are not Latin-based," said
Icann president and CEO Rod Beckstrom earlier this week. "So this
change is very much necessary for not only half the world’s internet
users today but more than half, probably, of the future users as the
internet continues to spread."

Icann, set up by the US government, was founded in 1998 to oversee the
development of the net. Last month, after years of criticism, the US
government eased its control over the non-profit body. It signed a new
agreement that gave Icann autonomy for the first time. The agreement
came into effect on 1 October and puts it under the scrutiny of the
global "internet community", BBC reported.
