"Azerbaijan demands the freeing of all territories, but in the first
stage we agree to the freeing of 5 regions, while mentioning the date
of withdrawing from the other two regions at the same time.

"After we reach an agreement with Armenia over this issue, all means
of communication will be open between the two countries, the regions
will return to Azerbaijan’s territory and negotiations related to
Nagorno-Karabakh’s status will take place," said Azerbaijan Ministry
of Foreign Affairs representative Elhan Polukhov.

KIRK CHALLENGES OBAMA SUPPORT FOR "HISTORICAL COMMISSION"

WASHINGTON, DC – Congressman Mark Kirk (R-IL), the Co-
Chairman of the Armenian Caucus, has sharply criticized the
Obama Administration’s support for the creation of an
"official commission" on the Armenian Genocide, an
initiative long pursued by the Turkish government to cast
doubt on the settled history and thoroughly documented
record of this crime against humanity, reported the
Armenian National Committee of America (ANCA).

In a reference to the President’s many pledges to recognize
the Armenian Genocide and his record in the Senate calling
for the full and proper condemnation of this crime,
Congressman Kirk stated that, "Despite repeated pledges to
recognize the Armenian Genocide, the State Department now
supports the establishment of an official commission to
review whether a genocide happened at all. The United
States should be leading the world in calling for
recognition of the Armenian Genocide — not supporting
efforts to rewrite history."

Earlier this month, Congressman Kirk, who has emerged as a
leading contender for the Illinois Senate seat vacated by
President Obama, joined with his Armenian Caucus Co-
Chairman Frank Pallone (D-NJ) and Armenian Genocide
Resolution sponsors Adam Schiff (D-CA) and George
Radanovich (R-CA), on the eve of the October 10th signing
of controversial Turkey-Armenia Protocols, in describing
the establishment of a historical commission as "a
thoroughly discredited idea." The four legislators
stressed that, "Turkey cannot be allowed to re-invent this
tragic part of its history as a price for normal relations
with Armenia. To do so means acquiescence in a charade that
demeans the memory of so many victims."

Armenia’s membership at European Fair Play Movement is under question

Azerbaijan, Baku, Oct. 15 /Trend News, M.Aliyev/

The European Fair Play Movement (EFPM) held the Congress in Baku on
Oct. 15, which involved 48 representatives from 24 countries.
President of the Movement Carlos Goncalves said that the main theme of
the Congress was "fair play regarding intercultural relations."

The Chairman of the EFPM in Azerbaijan, Khazar Isayev said that this
event will contribute to the development of the Azerbaijani youth
principles of fair play. "We will try to extend the principle of fair
play in the regions of the country, as well," he said.

The Armenian delegation, which is part of this organization, was
invited to the event, but did attend it.

According to Goncalves, the Armenian federation has a four-year debt,
and its continued presence in this organization is under question.

In the EFPM includes 40 countries.

SCHOLAR PETER BALAKIAN VISITS BERGEN COMMUNITY COLLEGE TO DISCUSS
ARMENIAN PLIGHT

PARAMUS, N.J., Oct. 16 — Bergen Community College issued the
following news release:

Bergen County native, Armenian scholar and author Peter Balakian
conducted two discussions at Bergen Community College on October 8,
outlining the history of genocide and the plight of the Armenian
people.

Approximately 200 students, faculty and members of the community
attended the morning and evening lectures organized by the College’s
Peace, Justice and Reconciliation Center and the Center for the Study
of Intercultural Understanding arms of the institution that promote
cultural diversity, awareness and recognition.

During his visit, Balakian discussed the Armenian genocide and
participated in a dialogue with students.

"What human crime plagues the planet more than the crime of genocide,"
he asked, calling the systematic murder of Armenians in 1915 through
1917 as the "template for genocide in the modern era."

Balakian serves as the current Donald M. and Constance H. Rebar
Professor of the Humanities and director of creative writing in
Colgate University’s English department. Balakian won the PEN/Albrand
Prize for his memoir, "Black Dog of Fate," which earned New York Times
Notable Book honors. He was the recipient of a 1999 Guggenheim
Fellowship, a 2004 National Endowment for the Arts Fellowship and the
2005 Raphael Lemkin Prize for his book, "The Burning Tigris: The
Armenian Genocide and America’s Response."

Bergen Community College is a public two-year coeducational college,
enrolling nearly 17,000 students in Associate in Arts, Associate in
Science, and Associate in Applied Science degree programs and

"The degeneracy of the lowest weight representations of the quantum
superalgebra osp(q)(1 vertical bar 2) and their tensor products
at exceptional values of q is studied," researchers in Yerevan,
Armenia report.

"The main features of the structures of the finite-dimensional lowest
weight representations and their fusion rules are illustrated using
realization of group generators as finite-difference operators acting
in the space of the polynomials. The complete fusion rules for the
decompositions of the tensor products at roots of unity are presented,"
wrote D. Karakhanyan and colleagues.

The researchers concluded: "The appearance of indecomposable
representations in the fusions is described using Clebsh-Gordan
coefficients derived for general values of q and at roots of unity."

Karakhanyan and colleagues published their study in the Journal of
Physics a – Mathematical and Theoretical (Fusion rules of the lowest

signed Armenian-Turkish Protocols held October 16 at the Embassy of
Armenia in Georgia. As the press center of the Armenian community
in Georgia told PanARMENIAN.Net in, the rally was organized by the
Armenian community in Georgia, Armenian Center for Cooperation of
Georgia and Armenian Student Association of Georgia.

Representatives of Union of Armenian veterans of Georgia joint
the action.

The purpose of the event is to prevent ratification of these
documents. The Ambassador of Armenia in Georgia Hrachya Silvanyan was
handed a letter addressed to the chairman of the National Assembly

of the first and beginning of the second stage of Armenian-Turkish
process. The first stage was crowned by the signature of bilateral
Protocols pending ratification at the second stage, NAS Oriental
Studies Institute Director Ruben Safrastyan told a news conference
in Yerevan. "The second stage is going to be as difficult, but it’s
hard to say how long it will last," he finds.

Turkey, in his view, agreed to sign Protocols considering several
factors. "First, Ankara wishes to prevent U.S. Congress from
moving forward with Armenian Genocide Resolution. Secondly, Turkey
strategically strives for EU membership whereas a close border with
Armenia does not pave way towards EU. And thirdly, Turkey seeks to
acquire a new image in the region, by becoming a transit center of
energy resources," Armenian expert said.

will be discussed with public in the fringes of Arevordi film festival
from October 27 to 29 in Yerevan. The discussion is organized on
the initiative of the "Wildlife and conservation of cultural values"
foundation and OSCE.

The discussions will be attended by experts in the field of
environmental protection, representatives of state agencies. Films
on the topics discussed will be demonstrated.

Discussions will be held with support of the Research Center of
Environmental Law of the Yerevan State University.

"The meeting in any case will take place as the denial of the
Municipality is not in the framework of the law", – announced Vahan
Hovhannisyan, the head of the ARF in National Assembly.

The Armenian Revolutionary Fraction was planning to hold a meeting
next the "Moscow" cinema on October 16, which was forbidden by the
Municipality of Yerevan.

According to V. Hovhannisyan "The Municipality, according to the law,
had to offer an alternative place for the same day and the same time,
or the same place but another day".

"It wasn’t done it means the denial is not in the limits of the law
and they have informed us orally that there on that time will take
place another event for children", – told us V. Hovhanisyan.

The head of the fraction informed also that they have inquired what
type of event is going to be held there "they said that the information
about the event is available on the official site of the Municipality."

According to V. Hovhannisyan his employees have looked for such
information on the Municipality and similar sites but have not found
any kind of event. Besides that he informed that when they during
there oral talk have informed the Municipality about there intention
to make the meeting in another place the latter has told them "we
will organize another event in that place too."

"This makes clear that the problem is not in organizing an event,
but the desire of preventing. Such a wish can’t be considered by us",
– underlined V. Hovhannisyan summing up is speech.

Turkey closed the border with Armenia in 1993 due to the
Nagorno-Karabakh conflict and now the Turkish society will not
understand why it will be opened without the conflict resolution,"
says coordinator of the "Hurriyet" newspaper Eyup Jan.

According to him, Turkey will favor Azerbaijan because "Turkey is
both nationally and economically tied to Azerbaijan."

But what is the most essential part in the Turkish-Azerbaijani
relations? In response, the Turkish journalist took note that
Azerbaijan has the gas and petroleum and there are rumors from the
Azerbaijani side that "Azerbaijan will cut off gas supply to Turkey
if the border opens."

Although the official Yerevan assures that the Protocols on
normalization of Turkish-Armenian relations signed on October 10
have nothing to do with the Nagorno-Karabakh conflict, the Turks tend
to differ.

Editor-in-chief of the Istanbul-based Armenian "Zhamanak" daily
Ara Gochunyan recalled the words of the Turkish Foreign Minister:
"Davutoglu constantly says that concrete things happen thanks
to Turkey’s interference, claims and Turkey’s warning that the
Nagorno-Karabakh conflict cannot remain frozen."

By the way, today it became clear that a 14-member Azerbaijani
delegation will leave for talks in Ankara.

Perhaps this is not by chance since the protocols will be sent to
the Turkish parliament for ratification on October 21.

Ara Gochunyan says that sending the protocols doesn’t imply that
the border will soon be opened. The Turkish parliament has yet to
include the issue in its agenda and, based on Gochunyan’s prediction,
the issue will once again get "heated" before the day of commemoration
of the victims of the Armenian Genocide next April.

Gochunyan believes that the signing of the bilateral protocols is just
the beginning and recalls the panic when the signing was delayed for
a couple of hours.

Let us remind that the Turkish and Armenian Foreign Ministers did not
make any statement after the signing of the protocols and no other
speeches were made as well. The Armenian side claims that the signing
of the protocols was delayed because the Turkish Foreign Minister
had tied the normalization of relations with the Nagorno-Karabakh
conflict. In fact, there is nothing mentioned about Karabakh in
the speech transmitted to the presses by the Turkish Ministry of
Foreign Affairs and it seems as though the issue is more related to
the creation of a historical commission.

Ara Gochunyan believes that there is no reason to be concerned about
the protocols. "This doesn’t mean we forget about the past. There are
simply new conditions and the sides are trying to establish relations
and communicate for the first time."

As for the concerns, Mr. Gochunyan sees one way. "If there are
Armenians who are worried, there is only one thing for them to do
and that is to give strength to Armenians in order for Armenia to be
strong. These countries are just beginning to establish contacts and
nobody knows what will happen next," said Ara Gochunyan.
