Ali Hasanov The Karabakh talks process is based on the Madrid
principles for a conflict settlement and the parties are coordinating
their positions.

This is what Ali Hasanov, head of the public policy department at
Azerbaijan’s Presidential Administration, told reporters today.

There is no need to comment on the statement by Azerbaijan’s defence
minister, Safar Abiyev, because he is well aware of the responsibility
of his remarks, Hasanov said.

He was commenting on remarks made on Thursday by Safar Abiyev that war
is inevitable if Armenia does not withdraw from occupied Azerbaijani
land.

"The head of state has repeatedly said that the overall potential
of the Karabakh settlement within the framework of Azerbaijan’s
territorial integrity has not been exhausted and he is continuing
to take part in the negotiation process. But when Azerbaijan feels
that the potential is exhausted, official Baku will take all steps
to restore the violated rights, sovereignty and territorial integrity
of the country."

The Madrid principles include the return of the territories surrounding
Nagorno-Karabakh to Azerbaijani control, an interim status for Karabakh
providing guarantees for security and self-governance, and the future
determination of the final legal status of Nagorno-Karabakh through
a legally binding expression of will.

/PanARMENIAN.Net/ A delegation of Turkey-U.S. Interparliamentary
Friendship Caucus led by Suat Kiniklioglu will hold meetings in the
United States between February 28 and March 6.

The delegation will make lobbying activities against the adoption of a
draft on 1915 incidents which will be discussed at U.S. House of
Representatives Committee on Foreign Affairs on March 4. Kiniklioglu
told reporters that carrying such a draft onto the agenda was a lack
of foresight as well as unfortunate while a normalization process was
carried out between Turkey and Armenia.

Kiniklioglu said that they would stress the strategic and long-term
importance of Turkey-U.S. relations during their meetings.
Turkey and Armenia signed two protocols on October 10, 2009 to
normalize relations between the two countries. The protocols envisage
the two countries to establish diplomatic ties and open the border
that has been close since 1993.

Turkey and Armenia also agreed to take steps to operate a
sub-commission on impartial scientific examination of the historical
records and archive to define existing problems and formulate
recommendations, in which Armenian, Turkish as well as Swiss and other
international experts would take part. However, on January 12, 2010,
the Constitutional Court of Armenia declared a decision of
constitutional conformity on the protocols. Turkey thought the fifth
article of Armenian Constitutional Court’s verdict regarding the
protocols was against the target and basis of the protocols.

Also, in 2005, Turkey officially proposed to Armenian government the
establishment of a joint commission of history composed of historians
and other experts from both sides to study together the events of 1915
not only in the archives of Turkey and Armenia but also in the
archives of all relevant third countries and to share their findings
with the public, AA reported.

Armenian President, Serzh Sargsyan, arrived in Georgia’s Black Sea
town of Batumi on February 27 as part of his two day visit to Georgia.

`I want to welcome my and our country’s great friend the President of
Armenia. These two countries have never had before such cloudless
relations and close partnership,’ President Saakashvili said after
taking a walk together with his Armenian counterpart in central
streets of Batumi.

President Sargsyan thanked the Georgian counterpart for `warm welcome’
and said that the two countries had `really very good relations.’

Kottayam: India’s unity in diversity and diversity in unity is unique
and a model for all nations, Catholicos Aram-I of the Holy See of
Cicilia of the Armenian Apostolic Church said today.

The heridity, culture and diversity of the country deserve attention,
the Catholicos, who is Chairman of World Council of Churches, said,
adding, the Indian legacy was testimony to inter-religious and
inter-community co-operation and harmony.

The Catholicos said he was ready to intervene in settling the conflict
between Orthodox and Jacobite sections of Christian community.

There exists differences of opinion between Orthodox and Jacobite
groups over power and possession of wealth.

Addressing a press meet, the Catholicos said this was the third time
he was visiting the country and the purpose of visit was not for
settling the issue, but following an invitation from the Malankara
Orthodox Syrian Church.

He called on Baselius Marthoma Didymos-I, Catholicos of Malankara
Orthdox Syrian Church, yesterday.

The Catholicos will be awarded the highest medal instituted by the
Orthodox church, "Order of St.Thomas" by Catholicos Marthoma Didymos-I
tomorrow at a public function near here.

Catholicos Aram-I and his entourage will leave on Monday.

Today Serge Sargsyan signed the resignation of the head of
the Commission for the protection of economic competition David
Harutyunyan. As always, the Armenian society will not be given a full
explanation of what happened that a person who was appointed for a
term of five years resigns after 4 months.

The essence of the Armenian government is this way. Its staff and
other policy is not decided by the Constitution but by a completely
other logic. If honest people appear in this logic, they are forced
out very soon sure if they do not agree to become servants of the
activities of separate groups.

We do not know whether David Harutyunyan belongs to the number of such
people. In any case, there is no reason to think otherwise. His tenure
coincided with the crimes in the market of medicines. Market medicines,
as well as other markets in Armenia, are someone’s monopolies. The
Commission imposed fines on companies that import drugs, and they
tried to appeal the decision. But the commission remained adamant
and did not overturn the decision.

Perhaps this was the reason for his resignation. It is obvious that in
the commission you should have to fit in the current logic of quotas
and zones of influence, or to withdraw. No other way, as they say,
"one commission cannot conquer alone".

BAKU, Azerbaijan, Feb. 25 (UPI) — Azerbaijan’s defense minister says
his country can’t wait another 15 years for diplomats to solve the
conflict with Armenia over Nagorny Karabakh.

Safar Abiyev has told the French ambassador the threat of military
action is becoming "more imminent," the Russian news agency RIA
Novosti reported Thursday.

"If occupying Armenia does not free our lands, a large conflict will
be inevitable in the South Caucasus," Abiyev said.

The United States, Russia and France have been trying to mediate the
territorial dispute between Azerbaijan and Armenia that has resulted
in the deaths of some 30,000 people.

Nagorny Karabakh, which declared independence in 1991, lies inside
Azerbaijan but has a population that is predominantly ethnic Armenian.

It has been under Armenian control since a Russian-brokered cease-fire
in 1994.

Interview of the ABBYY Company’s Chairman of the Board of Directors
David Yang to Mediamax Agency

Recently, in Armenia people have been talking actively about the
necessity to develop science-intensive economy, involve the scientific
potential, which successfully fulfills itself in different countries
of the world, in the republic’s development. Mediamax correspondent
asked David Yang, the Chairman of ABBYY Company’s Broad of Directors,
to present his understanding of these processes.

David Yang was born in 1968 in Yerevan. In 1992, he graduated from the
faculty of General and Applied Physics of Moscow Institute of Physics
and Technology (MIPT). As a fourth-year student, David founded his
first company – BIT Software, which was later on renamed into ABBYY.

David Yung is one of the founders of Ayb Club and Educational
Foundation, which plans to establish Ayb Learning Hub (ALH) in Yerevan.

– A lot of Armenian specialists, who deal with promising scientific
activities, work abroad today. It is obvious that it is quite
comfortable for them to live and work there. According to you, can
one organize the process of attracting them to Armenia?

– What can Armenia offer scientists that the USA, Europe or Russia
cannot? According to foreign scientists of Armenian origin, the most
important thing Armenia can give is the student environment. Students
and young scientists are people, whom they can pass their knowledge to;
students, who will become a basis for revival of a strong academic
scientific school. Many successful figures in science at a certain
moment acquire a special attitude towards passing their knowledge to
new generations. The very student atmosphere may serve as a point
of attraction for compatriots, who would like to do something for
Armenia. At the initial stage, there is the necessity of setting up
educational-scientific laboratories under the best higher educational
institutions. After that stage, in a few years, there will be people,
who will manage to continue this process. And then investors and
governmental financial means, necessary to equip more serious labs,
will become available. Even if the government allocates millions of
dollars for setting up advanced labs in Armenia today, who will work in
those labs? I do not have much faith in the possibility to establish,
using reasonable money, labs, which will provide the quality necessary
to invite scientists only for scientific work. It is more realistic
to attract scientists into especially set up educational-scientific
laboratories and organize an "army" of young specialists around
them. In particular, China has taken that path.

China attracts scientific personnel not so much into laboratories,
as into educational institutions and small scientific laboratories
under those institutions. At the same time, one should realize that
this process will not be easy either, since a higher school in Armenia
needs serious reforms.

– What is your attitude towards the concept of "Armenian World",
within the framework of which they plan to turn not only residents
of Armenia, but also the representatives of all Armenian nation,
into consumers of intellectual and material production?

– I believe that successful implementation of this concept in many
respects depends on concrete services and products, which will be
offered to consumers. If we talk about the sphere of culture here,
of course, one should produce products in the sphere of theatre,
cinematography, music, literature, where the target audience represents
ethnic Armenians. But if we talk about material production, everything
that takes place in the world today, dictates a diametrically opposite
approach: integration into the global market.

In this view, Armenia should find points of growth for products, which
will be consumed by not only Armenians, but also the entire world. If
we want to make technology competitive, one should take competitive
basis as foundation, be guided by the existing level in the world
and create something new basing on it. Israel is a bright example
for this. A country, which has small population, which exists in
conditions of constant war, managed to become one of the world leaders
in the sphere of bio- and information technologies in the course of
20 years. Another example is Finland. It is also a small country,
with complex climatic conditions and with weakness of a part of the
population for alcohol. Nevertheless, they set up wonderful industrial
parks, the largest ones in Europe. One industrial park in Finland is
larger than all industrial parks in Russia taken together. There is
nothing impossible, one should simply study the best examples, chose
an efficient strategy and thoroughly follow it. China is a gigantic
country with gigantic population and with complex social situation.

Nevertheless, China found the correct path of cooperation with
its compatriots, working abroad, they started to return and what
happens there now simply boggles minds. Another bright example is
Taiwan. This is a small island without natural resources, 80% of the
territories of which is covered by mountains. The population lives
in conditions of full blockade by mainland China. Nevertheless, this
country produces up to 60% of electronic components for the entire
world. Thus, all this is already done in the world. One should set
up a workgroup with participation of scientists, industrialists and
patrons, who will study the practice of the above-mentioned countries:
the necessary steps to attract investment capital, basing on which
schools and higher educational institutions start to grow. Given the
entrepreneurship talent Armenia possesses, given the creative mind of
the people living hear, this is absolutely possible. Will, desire and
thought-out governmental policy, headed by people, who enjoy trust of
investors, are necessary. And then investment funds in Armenia will
be established not only by people with Armenian origin. Residents of
Armenia need full realization of the fact that success, both personal
and the success of the country in general, depend only on them.

NA APPROVES BILL ON MAKING CHANGES IN THE LAW "ABOUT INTERNATIONAL AGREEMENTS" IN THE FIRST READING

YEREVAN, FEBRUARY 24, ARMENPRESS: With 88 for, 5 against and 2
abstained the parliament approved in the first reading the bill on
making changes in the law "About International Agreements". It was
presented to the parliament by the Armenian Foreign Minister Edward
Nalbandyan.

With the bill the president may annul or suspend the procedures
of signing of international agreements and give assignments to the
foreign ministry to inform about it the other party of the agreement.

RA president, prime minister, foreign minister and corresponding
ministry may come forth with the initiative of suspending an
international agreement.

On the basis of the suggestions of the parliamentarian a new provision
has been added in the bill according to which in case of suspension
of signing procedures the President of Republic may restart the
signing procedures. The bill has received positive conclusion by the
NA foreign relations standing committee.

Armenian Foreign Minister noted that according to the law on
international agreements the signing of the agreements must pass by
concrete procedures if other ones are not intended.

With the suggestion of Edward Nalbandyan the bill is discussed in
the NA in a speeded-up regime and the discussion with the second
reading will take place during the 24 hours after its approval in
the first reading.

Iran Eyes Oil Pipeline To Armenia

TEHRAN, Feb. 24 (UPI) — Iran aims to increase oil exports to northern
neighbor Armenia through a 217-mile pipeline, the Iranian deputy oil
minister said Wednesday.

Armenia would receive 70,000 barrels of oil through the proposed
Shahnazi-Zadeh pipeline, reports state-funded broadcaster Press TV.

The estimated cost for the project is $350 million.

"The construction of the pipeline and oil terminal would increase
the exports of oil products to this northern neighboring country,"
said Deputy Oil Minister Noureddin Shahnazi-Zadeh.

No time frame was mentioned for the Armenian oil pipeline.

Iran sits on some of the largest oil and gas deposits in the world,
though refining capacity and economic sanctions prevents the country
from full exploitation of its resources.

The country relies partially on imports, meanwhile, as the mountainous
terrain in its northern provinces prevents transits from energy-rich
regions in the south of the country.

Existing infrastructure would allow Iran to import more than 17
billion cubic feet of gas from Azerbaijan each year.

Baku, however, expressed concern recently that U.S. sanctions targeting
the Iranian energy sector could undermine its trade relationship
with Tehran.
