The former commander of the defence army of [Azerbaijan’s breakaway]
Nagornyy Karabakh Republic, Lt-Gen Samvel Babayan, who has been
released from custody before the expiry of his prison term, does not
link his premature release to the process of a peaceful solution to
the Nagornyy Karabakh conflict.

In an interview with Iravunk newspaper, he said that his release has
nothing to do either with the settlement or with any other political
issue. Nobody negotiated with him in this regard and no agreement was
reached.

“Nevertheless, I don’t think that the Nagornyy Karabakh conflict will
be resolved soon,” Babayan said. He did not agree with the term
“Nagornyy Karabakh conflict”, calling it an all-Armenian problem. The
resolution of the problem is being dealt with through negotiations,
“on which I would not elaborate”.

It is necessary to search for new ways of solving the conflict. The
general said the dialogue between Baku and Stepanakert is
appropriate. The obstacle to the negotiations is the very fact that
official Stepanakert is not involved in them, Babayan stressed.

possible support to their resolution were discussed during the
December 1 meeting of RA Prime Minister Andranik Margarian with
Catholicos of All Armenians Karekin II. According to the RA
government’s press service, the RA Prime Minister and the Patriarch
also touched upon the problems concerning struggle against the
sectarian religious organizations, the involvement of a representative
of the Armenian Apostolic Church in the Jubilee Commission on
Celebration of the 1600th Anniversary of the Creation of the Armenian
Alphabet, as well as participation of the Church in the national
arrangements foreseen in the jubilee year.

ARMENIAN DEFENSE MINISTER MEETS IRANIAN AMBASSADOR

YEREVAN, DECEMBER 3, ARMENPRESS: Armenian defense minister Serzh
Sarkisian received today Iran’s ambassador to Armenia, Ali Reza
Haghighyan to discuss, according to a press release by the ministry,
regional security issues and Nagorno Karabagh conflict regulation
pace. The ministry said the two men also spoke about Armenian defense
minister’s upcoming visit to Tehran.
Mr. Haghighyan expressed his willingness to help organize Farsi
language courses at the Armenian Military Academy in Yerevan. This
willingness was hailed by the minister, who said it may become the
second Armenian establishment, after Yerevan State University, to
provide extensive teaching of Farsi.
The two men were said to touch upon the recent progress in
Armenian-Iranian economic cooperation. The ambassador was quoted as
saying that Iran emphasizes Armenia’s stability and sustainable
economic development. He said some new ideas emerged in the course of
high-level bilateral meetings, related to building an Iran-Armenia
railway, imports of oil products. These ideas were likewise welcomed
by Armenian defense minister, who described them as “brilliant” and
said their implementation would be beneficial to Armenia.
Sarkisian also spoke about Armenia’s individual plan of
partnership with NATO stressing again that Armenia does not seek
membership with the Alliance.

Estonia has painted itself into a corner by joining the Russian
initiative at the UN to mark 8 and 9 May as days of remembrance and
reconciliation. Ruutel will have no option but to go to Moscow, as
invited by his Russian counterpart, on 9 May and, with a bit of luck,
he and the other Baltic presidents will issue a statement to clarify
the significance of World War II for the Baltic states before they
leave for Moscow. The following is the text of the article entitled
“Ruutel cornered” by Erkki Bahovski published by the Estonian
newspaper Postimees web site on 3 December.

In the light of the question as to whether President Arnold Ruutel
should go to Moscow on 9 May or not, Estonia has done quite a lot to
paint itself into a corner in terms of foreign policy. The deadlock
seems quite so serious that there are only weak recipes for a way
out. Evidently the visit is on.

During his visit to Armenia, our president issued an appeal, in itself
a correct one, that Turkey should recognize the 1915 genocide against
the Armenians. There is, however, a “but”. If Estonia is fighting
against genocide and crimes against humanity in front of the world
public at large, then why should the Estonian president go to Moscow
to mark an event that continued the genocide and crimes against
humanity on Estonian territory?

On the other hand, Armenia is among the CIS countries that supported
the Russian initiative to declare 8 and 9 May as so-called UN days for
remembrance and reconciliation. The way these days were created is
quite interesting: on 10 November a letter was sent by the Russian UN
mission to the Netherlands, the holder of the EU presidency,
containing a Russian request for EU support for a resolution to this
end to be adopted at the UN General Assembly on a consensus basis.

This is how things indeed went: the EU supported the idea of a
consensus and only Lithuania abstained at the General Assembly, as its
representative recalled that those days in May commemorated the start
of a peacetime Soviet occupation in the Baltic states.

The simple question is: what did Estonia do? The decision was taken on
the basis of a consensus and Estonia, consequently, voted in favour. A
resolution to this end discusses 8 and 9 May additionally not only as
days for remembrance and reconciliation but also in terms of an appeal
to all UN member states to remember these days, or one of them, “in an
approved manner” every year so as to commemorate all the World War II
dead. Is the [Soviet-style] Victory Day returning to Estonia?

Since Estonia at the UN General Assembly supported the Russian
initiative to mark the end of World War II in Europe it would be quite
strange to explain to the world that well, you see, we are not going
to Moscow.

Meanwhile Estonia, which has always been seeking an EU common policy
on Russia, has not simplified its position through Prime Minister
Juhan Parts’s visit to Israel. When Parts said that the EU should be
softer towards Israel, he cast doubt on the EU policy hitherto on the
Middle East.

It would now be quite strange to go and seek, say, from France a more
unified policy on Russia. Perhaps, having painted itself into a
corner, a weak way out of the corner for Estonia would be for the
Baltic states’ presidents to issue a joint statement to the world
ahead of their travel to Moscow to explain what happened during World
War II in the Baltic states and what the Baltic states’ position is on
the war. This, however, would still not be a final solution.

The Azerbaijani delegation at the OSCE Parliamentary Assembly has
rejected the proposal of this organization to hold a meeting of
Azerbaijani and Armenian MPs in Brussels in January 2005 with the aim
discussing the problem of settling the Nagornyy Karabakh conflict, the
head of the Azerbaijani delegation at the OSCE Parliamentary Assembly,
Sattar Safarov, has said.

He said the proposal was put forward by the rapporteur of the OSCE
Parliamentary Assembly for the Karabakh problem, Goran Lennmarker,
during his visit to Baku last week.

Lennmarker substantiated the refusal of the Azerbaijani side with a
lack of trust in the productivity of meetings between the
parliamentarians of the conflicting sides.

CONSTRUCTION OF ARMENIAN SECTION OF IRAN-ARMENIA GAS PIPELINE WILL BE STARTED
ON 30 NOVEMBER, 2004

YEREVAN, NOVEMBER 26. ARMINFO. Construction of the Armenian section
of Iran-Armenia gas pipeline will be started on 30 November, 2004,
Director General of ArmRosgazprom CJSC Karen Karapetyan told ARMINFO.

He said that the construction of the gas pipeline is of great strategic
importance from the point of view of energy safety of Armenia and
diversification of the sources of natural gas. Karapetyan said that the
CJSC Yerevan TPP will order the necessary volumes of gas pledging to
pay in terms of electricity. As regards ArmRosgazprom, he said that
the company will come out as an operator of gas supply. Karapetyan
added that CJSC AromRosgazprom will also participate in a tender for
subcontract works on the Armenian section.

It should be noted that the client of the Iran-Armenia gas pipeline
construction is CJSC High-voltage Power Transmission Lines with an
Iranian company “Sanir” being its contractor. To note, on September 8,
2004, a contract on financing of the project of construction of the
Meghri-Kajaran section was signed in Yerevan. Under the contract,
Iran will issue a $30 mln credit to Armenia for construction of the
Armenian section of the gas pipe-line Iran-Armenia under 5% annual
interest for 7.5 years. The agreement on supply of Iranian natural
gas to Armenia and on construction of the gas pipeline was signed on
May 13, 2004. The sides intend to construct the gas pipeline within 2
years and to put it into exploitation by Jan 1, 2007. In conformity
with the agreement, within 20 years Iran will supply 36 bln cubic
meters of natural gas to Armenia.

November 13, His Eminence Archbishop Hovnan Derderian, Primate of the
Western Diocese of the Armenian Apostolic Church of North America,
presided over and was the guest speaker during the annual banquet of
the Armenian Apostolic Church of Phoenix, Arizona.

“Tonight’s banquet is another milestone as we approach the most
significant date of the construction of the new church. As Armenian
Christians we are challenged to maintain our Christian identity. This
year as we prepare to commemorate the 90th anniversary of the Armenian
Genocide and to celebrate the 1600th anniversary of the creation of the
Armenian alphabet, we are challenged to reawaken in us our commitment
to guard our Christian faith, our culture and language. With your
presence today I witness the reawakening of our Christian faith.

Diocese.”

According to the Press Office of the Western Diocese, during the
banquet the Chair of the Parish Council formally informed the guests
of the transfer of two funds. The State of Arizona Department of
Transportation has compensated the Armenian Church of Arizona with a
sum of 5,114, and a donation of ,414 has been made by the Dockmejian
Trust which has identified the Church of Phoenix as a beneficiary of
the Dockmejian Estate.

According to information given by the Parish Council, the construction
is estimated to have a budget of .5 million, of which roughly million
has already been raised.

On Sunday, November 14 Archbishop Hovnan Derderian celebrated Divine
Liturgy and delivered the Sermon on the theme of “humility”. Following
Divine Liturgy a fellowship hour and a meeting took place between all
auxiliary organizations of the church, during which each body presented
its activities, and a question and answer forum took place. In his
closing remarks the Primate commanded the Parish Council and the
auxiliary bodies for their exemplary dedication.

According to the Azeri newspaper Ekho.Baku, Nagorno-Karabakh,
Abkhazia, South Ossetia, Transdnestr are rooting for the independence
of Kosovar Albanians. Karabakh separatists together with “friends in
misfortune” Prednestrovie, Abkhazia and South Ossetia continue to
consolidate their efforts to achieve recognition by the international
community.
The Azeri paper comments on a recent report by the newspaper
Moskovski Komsomolets that these separatist states are close to the
creation of a union of unrecognized states. According to Ekho.Baku,
these four ‘countries’ have held joint trainings where they agreed to
render mutual military assistance in case of a security threat to any
of the regimes.
But Moskovski Komsomolets reports their chief expectation is
connected to the fate of Kosovo. Many leaders from the four
separatist states think that soon this Serbian autonomy will receive
complete independence and recognition by the international community.
Such an event would give them a precedent and a chance, the paper
writes, “to draw themselves up to their full height.”
But commentators in Ekho caution that all the regions should be put
in the same basket. “First of all, we have to distinguish the
situation in Kosovo from the Armenian-Azeri conflict,” said Director
of the Peace and Conflict Resolution Center Elkhan Mekhtiev, adding
that the final decisions of the UN recognized Kosovo as an integral
part of Serbia.
He said that despite the fact that there is international decision
over that territory, there is no talk regarding the giving Kosovo
sovereign status. Moreover, according to Ekho.Baku, Mekhtiev said
that Serbia is adhering to the path of the European democratic
development and this is a further guarantee that the country will
retain its territorial integrity.
But in the case of the Nagorno-Karabakh conflict, he noted that
international organizations have decreed that they will not recognize
the independence of Nagorno-Karabakh or Abkhazia. “On the contrary,
OSCE and UN as well as other organizations confirm the territorial
integrity of Georgia and Azerbaijan. So, in this case, the issue of
status is the prerogative of Azerbaijan, because the Minsk Group of
OSCE says that it can recognize everything if Azerbaijan will agree
with that,” Mekhtiev said.
Conflict specialists in Azerbaijan think that the article in
Moskovski Komsomolets has a propagandistic character. A member of the
delegation of Azerbaijan in the Parliamentary Assembly of the Council
of Europe Asim Mollazade thinks that Moskovski Komsomolets write “the
things they want to happen in reality but does not.”
“The depicted situation will never occur, because the world will
never recognize these formations created by Russia so that it could
create problems for independent Georgia, Azerbaijan and Moldava.
These separatist structures will always be recognized by the world as
parts of those countries. Any efforts of separatists to aggravate the
situation will not lead to the good either for them or for those
forces who are behind them,” he said. Mollazade also is sure that
Kosovo will never be recognized as an independent state.

Damascus Theatre Festival kicks off Tuesday

DAMASCUS, Nov 16 (KUNA) — The 12th Damascus Theatre Festival kicks
off Tuesday after a 16-year halt in an attempt to revive the Syrian
theatrical movement and create an opportunity to interact with Arab
and international theatre companies.

Plays to be performed in Damascus, as well as in Aleppo for the first
time during this event, are from Syria, Iraq, Saudi, Qatar, Jordan,
Lebanon, Tunisia, Sudan, Yemen, Algeria, Egypt, Turkey, Finland, and
Armenia. The festival also includes three seminars on “theatre and
other means on communication”, “Arab theatre and the contemporary
identity”, and “the impact of politics on theatres’ communiqu{“.

After this long absence of the festival, it returns with reprinting
of eight books on the Arab theatre and its progress and another
publication that includes most of the documents relating to the
festival since its launch in 1969.

The opening ceremony is to take place at Dar Al-Assad for Culture and
Arts which was inaugurated earlier in the year and includes
distribution of awards to honor many creative figures, Syrian and
Arab.
