YEREVAN, FEBRUARY 18, ARMENPRESS. Prime Minister Nikol Pashinyan met with the President of Latvia Egils Levits within the framework of the Munich Security Conference.

Prime Minister Pashinyan and President Levits discussed the Armenian-Latvian relations and other issues of mutual interest, the Prime Minister’s Office said in a read-out.

Prime Minister Pashinyan spoke about the ongoing institutional reforms in Armenia and attached importance to the EU’s continual support in effectively implementing them. The PM noted that the development and strengthening of democracy is of strategic importance for the Armenian government.

Prime Minister Pashinyan and President Levits exchanged views around the processes taking place in the South Caucasus region and the Nagorno Karabakh conflict.

Both sides attached importance to the EU civilian mission’s activities in Armenia. The Armenian PM and the Latvian President expressed hope that the mission will contribute to peace and stability.

Armenia and Azerbaijan have a genuinely historic opportunity to secure an enduring peace after more than 30 years of conflict, United States Secretary of State Antony Blinken said before the meeting with Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev within the framework of the Munich Security Conference.

“Well, good afternoon, everyone.  I want to thank President Aliyev, Prime Minister Pashinyan for being here today.  We believe that Armenia and Azerbaijan have a genuinely historic opportunity to secure an enduring peace after more than 30 years of conflict.  The parties themselves have renewed their focus on a peace process, including through direct conversation as well as with the EU and ourselves.  The United States is committed to doing anything we can to support these efforts, whether it’s directly with our friends, whether it’s in a trilateral format such as this, or with other international partners.

But I’m very grateful for the presence of both the president and the prime minister today, and look forward to a good conversation.  Thank you,” the US State Department quoted Blinken as saying.

Prosecutor-General recommends reinstating capital punishment for high treason

YEREVAN, SEPTEMBER 1, ARMENPRESS. Prosecutor-General of Armenia Artur Davtyan is recommending creating the constitutional-legal basis, constitutional amendments, that would allow capital punishment for high treason.

Davtyan said in a statement that the investigations into the multiple cases of state treason committed during the 2020 war, recruitment of Armenian citizens by enemy intelligence agencies are creating the need to strengthen the criminal-legal fight against this type of crime and requiring stronger punishment.

“The kind of disgusting manifestations of state treason which are being recorded in which case the urgent issues of ensuring social justice and security are causing the need to apply the strongest punishment against perpetrators of such actions, up to the use of death penalty,” Davtyan said.

Armenia doesn’t have a direct international-legal obligation on defining a total ban of death penalty.

Although the constitution bans death penalty, the ban can be overcome through constitutional changes.

At the same time, the constitution also defines that during state of emergency or martial law it is possible to deviate in human rights area within the framework of international obligations.

Davtyan has applied to the Minister of Justice Karen Andreasyan, who is the Chairman of the Constitutional Reforms Council.

YEREVAN, SEPTEMBER 2, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan released an address on the occasion of the 31st anniversary of the proclamation of the Republic of Artsakh.

“31 years ago on this day, the joint session of lawmakers from all levels of the Nagorno Karabakh Autonomous Oblast and the Shahumyan Region invoked the right to self-determination and made a decision on adopting the declaration of independence of Nagorno Karabakh.

This decision of our compatriots was a response to an existential threat, manifestations of which were the pogroms of Sumgayit, Baku and Kirovabad. This decision was made as a guarantee for the security and protection of rights of the Armenians of Artsakh.

The declaration of independence was followed by the 1991 December 10 referendum, the First Artsakh War, the Four-Day War and the 44-Day War. The fact that our compatriots continue to live in Nagorno Karabakh or in a part of it remained. And they have the right to live in their [home], in a safe environment, where their rights will be protected. Basically, this is the essence of the Nagorno Karabakh conflict.

All statements claiming that Nagorno Karabakh doesn’t exist as a territorial entity and that the Nagorno Karabakh conflict is resolved are inappropriate as long as the issues of the security and protection of rights of the Armenians of Artsakh aren’t irreversibly addressed, and subsequently also the issue of the status of Nagorno Karabakh, for which the OSCE Minsk Group Co-Chairmanship has a mandate approved by the international community, which is still in force.

The international community must put efforts to address the humanitarian issues that are caused by the 44-Day War and not allow the implementation of the policy of ethnic cleansing in Nagorno Karabakh.

The Republic of Armenia will continue to provide support for ensuring normal livelihood, security and human rights protection issues in Nagorno Karabakh. Today, we address our words of appreciation to the person embodying Nagorno Karabakh and our objective is to ensure through civilized means, negotiations their inalienable right to live peacefully and to create.

Today, we bow in commemorating our brothers and sisters who fell for the protection of the rights of our compatriots in Nagorno Karabakh, and it is our obligation before them to ensure a peaceful Nagorno Karabakh, peaceful Armenia, peaceful South Caucasus,” the PM said in the address.

Argentina Vice-President Cristina Fernandez de Kirchner escapes assassination as attacker’s gun jams

YEREVAN, SEPTEMBER 2, ARMENPRESS. Argentina's Vice-President Cristina Fernandez de Kirchner has avoided assassination after a gunman's weapon jammed as he aimed at her.

Cristina Fernandez de Kirchner was greeting supporters outside her home when a man emerged from the crowd and pointed a handgun in her face, the BBC reports.

President Alberto Fernandez said the gun was loaded with five bullets but failed to fire when the gunman triggered it.

Fernández de Kirchner is involved in a corruption trial and was returning from court. She denies the charges.

Police said the gunman, who local media identified as a 35-year-old Brazilian man, has been taken into custody. They are attempting to establish a motive for the attack.

Addressing the nation late on Thursday night, President Fernandez said: "Cristina remains alive because, for a reason not yet technically confirmed, the gun, which contained five bullets, did not fire."

He went on to condemn the attacker and said the attempt on de Kirchner's life was one of the "most serious" incidents since the country returned to democracy in 1983.

"We can disagree, we can have deep disagreements, but hate speech cannot take place because it breeds violence and there is no chance of violence coexisting with democracy," the BBC quoted President Fernandez as saying.

YEREVAN, 2 SEPTEMBER, ARMENPRESS. Deputy Minister of Education, Science, Culture and Sport of Armenia Alfred Kocharyan received today General Director of the Department of Cultural Heritage, Tourism and Handicrafts of Iran’s East Azerbaijan province Ahmad Hamzehzadeh, the ministry said in a news release.

During the meeting Deputy Minister Kocharyan said that the friendly relations between Armenia and Iran continue for centuries, by strengthening and developing with time.

“The ongoing and future programs are the evidence of this. Particularly, there is an experience of preparing joint applications to UNESCO in the field of cultural heritage. At the moment we have an ongoing application. The Blue Mosque in downtown Yerevan is a good example of preservation of heritage”, he said. 

Touching upon the cooperation in tourism sector, Alfred Kocharyan stated that Iranian citizens capture the 3rd place with visits to Armenia. He said that exhibitions also contribute to this, which the sides are participating on mutual principle. 

The Deputy Minister assured that the Armenian side is ready to discuss the possibility of implementing new projects and initiatives. 

In his turn the Iranian official said that the close ties between Iran and Armenia have a history of centuries. He stated that one of the priorities of the new government of Iran is to develop the relations with neighbors, and for that the bordering provinces serve as a linking hub. Ahmad Hamzehzadeh said their province is implementing numerous effective programs with neighboring countries. He said there are around 4000 cultural heritage objects in the province, 4 of which have got a world conformation, including 5 churches. 

“We carry out the preservation of all these churches in cooperation with the Armenian community of Tabriz, and this is a vivid evidence how important the Armenian cultural heritage is for us. 

No matter whether they are Armenian or Iranian, these monuments belong to the whole world”, he said.

He also proposed to organize mutual visits to the churches of the two countries that got world confirmation aimed at developing tourism. Ahmad Hamzehzadeh thanked for the preservation of Iranian literature in Yerevan’s Matenadaran, as well as the Blue Mosque. He proposed to jointly achieve the world confirmation of the Mosque.

In his turn Deputy Minister Alfred Kocharyan thanked for the preservation of Armenian culture in Iran. “Cultural heritage has no nationality, it is universal and belongs to all of us”, he stated.

Educational reform in Armenia

“Every child is talented, but in order for their talent to be revealed, it is necessary to provide them with an education. They need proper conditions in the school building, the necessary equipment, a quality educational program, and professional teaching staff,” Prime Minister Pashinyan declared on the Day of Knowledge in Armenia.

On September 1, the Day of Knowledge, problems in the field of education and the progress of reforms were discussed.

A few days ago, the Ministry of Education published preliminary data on how many children had entered the first grade. So far, 40,000 students have entered schools. The final figure will be known on September 10, when schools finish entering their students’ data into the system.

In universities, according to the Center for Assessment and Testing, of 11,587 applicants, 7,246 people matriculated. In state and private universities, 550 free and more than 15,000 paid places remained vacant.

According to Nikol Pashinyan, there are many problems in the field of education. In particular, educational institutions are not always accessible and do not always provide students with the proper professional qualifications.

“Many universities are just in agony. A university degree does not always mean higher education. As a result, there is more and more bewilderment and complaints that people with higher education, sometimes with two diplomas, cannot find a job and are doomed to a miserable existence,” Pashinyan said.

Pashinyan described the current situation as “a mine laid under the future of the country”, and announced large-scale educational reforms. Pashinyan said that the current “ridiculous salaries” of teachers would be tripled if they passed voluntary certification.

The Prime Minister believes that the future of the country depends on the fulfillment of a state plan for the development of education by 2030. The bill was approved by the government at the end of July. Further refinement is expected during discussions in parliament.

“The plan defines our activities in the areas of preschool and general education, vocational education and training, as well as higher and postgraduate education,” Pashinyan said.

According to the prime minister, many villages have been deserted because there are no opportunities of getting a normal education.

He also believes that kindergartens and schools opening in rural settlements will become the “cornerstone of the revival” of many villages in Armenia. Moreover, according to Pashinyan, they will not only provide education to children, but also open up opportunities for their mothers to “participate in social and economic life.”

The government intends to open more state universities. The prime minister said that this will happen through integration with research institutes. Up to eight state universities will thus operate in the country.

“With full state funding, these universities will meet international standards, from the level of education, research, sports infrastructure, to international educational programs and qualified teaching staff,” Pashinyan stated.

In the meantime, as the prime minister himself says, Armenian universities “often do not meet international standards” both in terms of infrastructure and the educational process. His conclusion: the start of higher education reform “can no longer be delayed.”

This year, mentor schools have been introduced in Armenia to help out students from remote or borderline villages with teacher shortages

“This year we are preparing for the biggest change that will happen next school year. This is the introduction of a new state standard for general education in all our schools. These are large-scale changes in terms of the assessment system, curriculum development, subjects, new textbooks. We need to implement large teacher training programs,” Zhanna Andreasyan, Deputy Minister of Education, said.

Speaking of changes this year, she said that schools and teachers were given the opportunity to organize their work more flexibly and freely. According to the Deputy Minister:

  • there is no longer a mandatory requirement for written work for half a year,
  • schools have the option of group lessons, for example art and physical education,
  • according to the state standard of general education, directors will deal only with the quality of education.

Air raid sirens go off in US embassy in Iraq

YEREVAN, AUGUST 30, ARMENPRESS. Air raid sirens went off in the US embassy located in the "green zone" of Baghdad, TASS reports citing SHAFAQ News.

According to the report, explosions are heard in the "green zone," where government buildings and foreign embassies are located. Meanwhile, Al Arabiya reports that rockets were fired at the "green zone."

A security source told Al Arabiya that multiple launch rocket systems were fired at the "green zone," causing the embassy sirens to go off.

No further details are currently available. There were no reports of killed or injured in the strike.

On Monday, hundreds of supporters of Shia imam Muqtada al-Sadr, who announced his decision to quit politics, have occupied Baghdad’s "green zone," where government buildings and foreign embassies are located, surrounded the Republican Palace and entered the building. Despite the nationwide curfew, clashes continue in the capital and a number of regions of Iraq. According to the latest reports, 20 people were killed in armed clashes, and over 300 were injured.

Artsakh FM on US, France ambassadors not visiting Shushi: We consider it important political, humanitarian step

Azerbaijan has once again attacked the OSCE Minsk Group, using its appropriate diplomatic lexicon. One of the reasons was the refusal of the French and US ambassadors to travel to the [Azerbaijani-] occupied Shoushi [city of Artsakh]. We welcome this waiver and consider it an important political and humanitarian step. Artsakh (Nagorno-Karabakh) Foreign Minister David Babayan wrote this on Facebook.

“However, the reasons for Azerbaijan's actions to break up the Minsk Group lie elsewhere. The main reason for Baku’s interest in the collapse of the OSCE Minsk Group, and, in particular, the institution of this group’s co-chairmanship, is that through this, Azerbaijan is trying to destroy the de-facto and de-jure international diplomatic status of Artsakh, which is a recognized party to the Azerbaijani-Karabagh conflict and negotiation process. And most of the relevant documents, statements and other political and legal acts are in the sphere of activity of the Minsk Group and the Minsk process. The disbandment of the Minsk Group and the co-chairing of this group, according to the logic of #Baku, should actually level the de-facto and de-jure international diplomatic status of Artsakh. 

Here Baku and Ankara act together, making every possible use of the contradictions between Russia and the collective West, which also affects the activity of the co-chairmanship of the Minsk Group. But this emotional flirting, through which the Azerbaijani-Turkish alliance is trying to deceive Russia, is naturally tactical and temporary in its nature. It is quite obvious that both Turkey and Azerbaijan are doing everything possible to undermine the Russian peacekeeping mission in Artsakh, knowing full well that with Russia's withdrawal, Artsakh will also be destroyed, the destruction of Artsakh in its turn will lead to tectonic geopolitical shifts in the Transcaucasus and in adjacent vast geopolitical spaces, which will create existential threats for a number of countries, primarily for Russia. This poses a threat, by the way, to the West as well, just in the longer term.

It is also possible that such a maximalist policy of Baku is also aimed at this kind of blackmail to achieve the inclusion of Turkey in the co-chairing countries of the Minsk Group as a kind of compensation for Baku to soften its tough position.

I am confident that this and many other things are well understood in Moscow, Washington, and Paris.

It is also obvious that the OSCE Minsk Group and its current co-chairmanship have no alternative yet,” added the Artsakh FM.

Pensions, benefits to rise in Armenia from Sep 1, 2022

YEREVAN, AUGUST 24, ARMENPRESS. Pensions and benefits will rise in Armenian starting September 1, 2022.

During the Cabinet meeting today, Minister of Labor and Social Affairs Narek Mkrtchyan introduced the draft, stating that labor pensions will be set at 21,000 drams instead of 18,000 drams, military pension -20,000 drams instead of 18,000 drams, and minimum pension – 30,500 drams instead of 28,600 drams.

Military disability pensions will also rise:

-from 43,000 to 45,000 drams for a disabled person of the first group

-from 33,000 drams to 35,000 drams for a disabled person of the second group

-from 30,000 drams to 32,000 drams for a disabled person of the third group

The benefits will also rise from 28,600 to 30,500 drams.

Prime Minister Nikol Pashinyan said that quite good economic figures have been registered, adding that the state revenues in terms of tax revenues have been overfulfilled by more than 70 billion drams.

“We decided to implement the increase in pensions and benefits from September 1, 2022 instead of January 1, 2023. The basic pension increased by 17%, and the average pension rise by 7%. I also want to note that the increase in pensions and benefits on July 1 of the next year remains in force”, the PM noted.
