Azerbaijani Armed Forces shelled Armenian village of Yelpin

ArmInfo.On Jule 7, at approximately 16:15, units of the Azerbaijani armed forces opened fire from various types of small arms, including large-caliber small  arms, on Armenian military positions located in the western part of  the Armenian- Azerbaijani border. The RA Ministry of Defense reports.

In particular, the fire was opened in the direction of the Yelpin  village of the Vayots Dzor region, as well as along the road leading  to the village. <As a result of the shelling, a civilian car was  damaged. By retaliatory actions from the Armenian side, the fire of  the Azerbaijani units was suppressed. There are no losses from the  Armenian side>, the RA Ministry of Defense said in a statement.

German Federal Minister for Economic Cooperation and Development to visit Armenia

YEREVAN, JUNE 29, ARMENPRESS. German Federal Minister for Economic Cooperation and Development Svenja Schulze will arrive in Armenia on a two-day visit on June 30, the German Embassy in Armenia said.

She will also visit Georgia.

In Armenia, Svenja Schulze will meet with Prime Minister Nikol Pashinyan and Minister of Economy Vahan Kerobyan.

According to the German Embassy’s statement, the Federal Minister will propose the Armenian side to raise the cooperation on development policy to a level of bilateral firm partnership. The visit will greatly contribute to strengthening and expanding the cooperation between Germany and Armenia over development policy.

“This year Germany and Armenia are celebrating the 30th anniversary of their diplomatic relations. The visit of the Federal Minister is an important step to mark this occasion. Through the contacts with our partners I would like to know how Germany could at best assist Armenia”, the Federal Minister said as quoted by the Embassy.

The accents put at Armenian Premier Nikol Pashinyan's last news conference in the context of the last signals in negotiations with Azerbaijan and  settlement of the Nagorno-Karabakh conflict suggest planned further  concessions to Azerbaijan rather than an imminent war, political  engineer Vigen Hakobyan said in an interview with ArmInfo. 

Commenting on Baku's accusations against Yerevan that Armenia is  unwilling to start negotiations, Mr Pashinyan stated that Azerbaijan  is thus trying to legalize a new war, whereas Azerbaijan is  deliberately delaying the unblocking of regional transport links.

The Armenian premier's statements are, in fact, his desire to justify  the planned further concessions to Azerbaijan. In other words,  Pashinyan is suggesting that a new war is the only alternative to  territorial concessions or concessions on Artsakh, Mr Hakobyan said. 

In fact, however, there is no insidious threat of resumed hostilities  now. And a permanent threat of a new war over the unsettled Artsakh  conflict does not at all justify the Armenian premier's intention to  prepare Armenian society for new concessions. The expert does not  rule out local skirmishes, without seeing any conditions for a new  full-scale war, including due to the fact of Yerevan not opposing the  Baku-exerted pressure, which could have been a casus belli.

"We realize that no war breaks out at the warring sides' pleasure.  Rather, a number of geopolitical, international and economic factors  account for wars, with the factors themselves often having nothing in  common with the warring sides. In this context, it is clear that a  new war in the Transcaucasus requires consensus among different  centers of power, which cannot be reached amid the ongoing Ukraine  conflict," Mr Hakobyan said. 

In other words, the reason for the Armenian-Azerbaijani negotiations  losing momentum now is not Yerevan's opposition. Rather, it is the  global or regional actors' positions, which, in turn, are the result  of the ongoing confrontation between their interests in Ukraine. And,  of course, it has its, Mr Hakobyan influence on their positions in  the Yerevan-Baku negotiations said.

YEREVAN, JUNE 17, ARMENPRESS. Human Rights Defender of Armenia Kristinne Grigoryan met with Erika Olson, the United States Deputy Assistant Secretary of State, the Bureau of European and Eurasian Affairs, in Washington D.C., the Ombudsperson’s Office said.

Presenting the main activity directions, Kristinne Grigoryan shared her information on the situation of rights of people living in Nagorno Karabakh, as well as presented the Azerbaijani policy of ethnic hatred against the Armenians of Artsakh.

“The people’s right to life, safe environment, education, healthcare, ownership and other rights are being violated in Artsakh on a daily basis”, the Ombudsperson said.

Erika Olson was interested in the process of police reforms in Armenia.

The sides outlined concrete directions for the cooperation.

Film: 2022 Golden Apricot international film festival to reflect global agenda

ArmInfo. July 10 to 17, Yerevan will be hosting the most significant cultural event, Golden Apricot Yerevan International Film Festival. 

At a news conference on Friday Karen Avetisyan, Artistic Director of  the festival, said that this year's event "bears post-apocalyptic  symbols" as the global tribulations the year 2020 was marked by are  still continuing. 

"Every year we focus our attention on the fact and recreation and  entertainment is of secondary importance for us in the context of the  festival. We are having our finger on the pulse of the present-day  global agenda.  The festival is not a festive event. Rather. It is  kind of laboratory with debate raging there. So we should not isolate  ourselves. Our goal is becoming part of this agenda," Mr Khachatryan  said. 

According to tradition, the 2022 festival programme consists of three  components: International Competition, Regional Panorama and Apricot  Stone. Armenian films will participate in all the competitions. 

The festival feature is the films about the Artsakh was shot by both  Armenian and Greek, Egyptian and Argentine directors. The 19th Golden  Apricot Yerevan International Film Festival will kick off with  "Amerikatsi"  (American) by director Michael Goorjian. The film is  dedicated to the Armenian Genocide.  The documentary Invisible  Republic by Garin Hovannisian will be the last in the series  dedicated to the Artsakh war. 

This year, the festival jury will be headed by Terence (Terry)  George, an Irish screenwriter and director, who is known for The  Promise. Among the jury member will be Orwa Nyrabia, Director of  International Documentary Film Festival Amsterdam (IDFA), won the  Vulcan Award of the Technical Artist for Petrov's Flu, Isaki  Lacuesta, a Spanish film director from Catalonia, and Armenian film  director Nora Martirosyan (director of the film Should the Wind  Drop). 

This year, the Golden Apricot Yerevan International Film Festival  will be sponsored by the RA Ministry of Education, Science, Culture  and Sport and the Yerevan Municipality. 

Armenia-Iran cooperation will always contribute to strengthening of regional peace – Iranian FM receives Alen Simonyan

President of the National Assembly of Armenia Alen Simonyan, who is in the Islamic Republic of Iran on an official visit, met with the Minister of Foreign Affairs of the Islamic Republic of Iran Hossein Amir Abdollahian on June 16, ARMENPRES was informed from the National Assembly of Armenia.

After the exchange of greetings, the parties spoke about 30 years of diplomatic relations between the two countries, which gave a start to the process of development of Armenian-Iranian interstate cooperation, the foundation of which was laid hundreds of years ago. Alen Simonyan noted that the bilateral relations with friendly Iran, built on mutual respect and trust, are of great importance for the Republic of Armenia, as Iran is not only a neighboring country, but also an important, reliable trade partner for us.

The sides also attached importance to the development of inter-parliamentary cooperation, agreeing that the intensification of parliamentary contacts in both bilateral and multilateral formats contributes to the strengthening of mutual understanding and trust, the expansion of scope of common positions and the development of cooperation between the countries.

The President of the National Assembly of Armenia noted that Armenia, always taking into account the interests of friendly Iran on various platforms, supported its position as much as possible and expects a respective attitude from Iran, adding that the Armenian-Iranian cooperation has always contributed and will contribute to the strengthening of regional peace and stability.

The sides touched upon the war unleashed by the Azerbaijani-Turkish tandem against Nagorno Karabakh and the situation created as a result, as well as many unresolved humanitarian issues, in particular, the return of prisoners of war.

"I think that friendly Iran's impartial approach to pro-Azerbaijani initiatives circulating in the international and regional arenas will make a significant contribution to the peaceful settlement of the Nagorno-Karabakh conflict," Alen Simonyan said.

During the meeting the sides highlighted the importance of the strategic dialogue with Iran and hoped for significant progress of bilateral relations in all directions.

During the discussion, the parties spoke about the investment interests of the Iranian side in the Syunik region of Armenia.

In this regard, the President of the National Assembly of Armenia highlighted the establishment of the Consulate General of the Islamic Republic of Iran in Kapan, as well as the need to open a Consulate General of the Republic of Armenia in Tabriz.

The Iranian Foreign Minister expressed confidence that the Armenian-Iranian cooperation has a great potential for development and expansion and is ready to support the development of Armenia-Iran mutually beneficial cooperation for the benefit of our friendly peoples.

Armenian Speaker Wants ‘More Active’ Iranian Role In Region

Parliament speaker Alen Simonian has reportedly called on Iran to play a “more 
active role” in the region during an official visit to Tehran.

During his separate meeting with Iran’s president, parliament speaker and 
foreign minister held on Wednesday and Thursday, Simonian also reaffirmed 
Armenia’s desire to deepen ties with the Islamic Republic.

He briefed the Iranian leaders on the situation in the Nagorno-Karabakh conflict 
zone in the aftermath of the 2020 war which he blamed, according to the Armenian 
parliament’s press office, on “the Azerbaijani-Turkish duo.”

“We hope that the Islamic Republic of Iran will play a more active role in 
developments in the region,” the Iranian Foreign Ministry quoted Simonian as 
telling President Ebrahim Raisi. He praised Tehran’s “constructive position” on 
those developments, reported the ministry.

Raisi discussed Armenian-Azerbaijani peace talks with Prime Minister Nikol 
Pashinian in a phone call on June 1. Iran remains opposed to any change in the 
“geopolitics of the region,” he stressed in an apparent reference to Azerbaijani 
demands for a land corridor that would pass through Syunik, the only Armenian 
province bordering Iran.

Raisi assured Pashinian earlier that Tehran supports Armenian sovereignty over 
all roads passing through Armenia. Iranian Foreign Minister Hossein 
Amir-Abdollahian likewise said in October that any “changes in the region’s map” 
are unacceptable to his country.

Meeting with Amir-Abdollahian, Simonian said that Armenia has always supported 
“friendly Iran” in the international arena and expects a “corresponding 
attitude” from the Islamic Republic.

“I think that Iran’s impartial approach to pro-Azerbaijani initiatives 
circulated on international and regional platforms would seriously contribute to 
the peaceful resolution of the Nagorno-Karabakh conflict,” the speaker said.

According to an Armenian parliament statement on the meeting, Simonian also 
stressed the importance of “strategic dialogue” between Armenia and Iran, saying 
that it will pave the way for “substantial progress” in bilateral ties.

The Armenian ambassador in Tehran, Arsen Avagian, reportedly said in April that 
Yerevan wants to turn relations between the two neighboring states into 
strategic partnership.



Pashinian Aide Set To Become Armenia’s Chief Prosecutor

The ruling Civil Contract party moved on Thursday to install an aide to Prime 
Minister Nikol Pashinian as Armenia’s next chief prosecutor.

The current prosecutor-general, Artur Davtian, will complete his six-year term 
in office on September 15. He was appointed in 2016 by the country’s former 
parliament dominated by then President Serzh Sarkisian’s loyalists.

Pashinian and his political allies, who control the current National Assembly, 
decided not to appoint Davtian for a second term.

Their candidate for the post, Anna Vardapetian, served as a deputy minister of 
justice in 2019 and became Pashinian’s assistant on legal affairs in March 2020.

Vardapetian refused to talk to reporters both before and after meeting with 
Civil Contract’s parliamentarians behind the closed doors on Thursday. She did 
not honor her promise to “answer all your questions after the meeting.”

The ruling party’s parliamentary leader, Hayk Konjorian, insisted that 
Vardapetian will not act on government orders in her new capacity.

“I can express confidence that Ms. Vardapetian will definitely act within the 
bounds of Armenia’s constitution and laws and her conscience,” Konjorian told 
journalists.

Vardapetian became embroiled in a scandal last year after an Armenian media 
outlet published purported evidence of her interference in a criminal 
investigation into a fugitive businessman critical of Pashinian’s government.

The online publication, 168.am, posted what it described as screenshots of an 
e-mail sent by Vardapetian to a senior law-enforcement officer leading the 
investigation. It said that the letter contained instructions regarding 
businessman Ruben Hayrapetian’s indictment.

Hayrapetian’s lawyer seized upon the allegation, saying that Vardapetian 
committed a crime and must be prosecuted.

The Office of the Prosecutor-General cleared Pashinian’s aide of any wrongdoing, 
however, saying that she advised, rather than pressured, the investigator. 
Vardapetian has still not publicly commented on the scandal.

Davtian, the outgoing prosecutor, has also been accused by government critics, 
including ex-President Sarkisian’s allies, of covering up government abuses and 
bringing politically motivated cases against Pashinian’s foes. He has denied 
such allegations.



Aliyev Warns Armenia Against Raising Karabakh’s Status

Azerbaijani President Ilham Aliyev on Thursday warned Armenia against bringing 
up the status of Nagorno-Karabakh in peace talks with Azerbaijan and again 
demanded a land corridor passing through Armenian territory.

“Armenia’s leadership must give up attempts to rewrite history,” Aliyev told an 
international conference in Baku. “History has already been written and there is 
oral agreement that nobody will talk about the status. Unfortunately, there is 
talk about that, which could lead to very serious consequences.”

“If Armenia continues to call into question Azerbaijan’s territorial integrity 
then Azerbaijan will have no choice but do the same [against Armenia,]” he said.

In that context, Aliyev again described Armenia’s southeastern Syunik province 
as a “historically Azerbaijani territory.”

Baku has been pushing for a peace treaty with Yerevan that would commit the two 
sides to recognizing each other’s territorial integrity. Yerevan says that 
issues relating to the future of status of Karabakh and the security of its 
population should also be on the agenda of planned talks on the treaty.

Aliyev already ruled out any discussions on Karabakh’s status and threatened to 
lay claim to Armenian territory late last month. The Armenian Foreign Ministry 
deplored his “bellicose” statements. It said that “negotiations on the 
normalization of relations between Armenia and Azerbaijan should be held on the 
basis of proposals of both sides.”

Aliyev on Thursday also reiterated his demands for a corridor that would connect 
Azerbaijan to its Nakhichevan exclave through Syunik. He said it should be 
similar to the existing Russian-controlled Lachin corridor connecting Karabakh 
and Armenia.

Aliyev implicitly threatened to resort to military action if the Armenian side 
continues to oppose such an overland link for Nakhichevan.

“If they don’t ensure that link for us it will be very hard to speak about 
peace,” he warned.

Armenian leaders have repeatedly rejected such demands. They maintain that 
Armenian-Azerbaijani agreements brokered by Russia and the European Union call 
for only conventional transport links between the two South Caucasus states.

Visiting Yerevan last week, Russian Foreign Minister Sergei Lavrov insisted that 
Armenia will control the planned road and railway that will connect Nakhichevan 
to the rest of Azerbaijan. Lavrov said the Armenian side will only simplify 
border crossing procedures for Azerbaijani cargo and travellers.



Armenian Opposition To Seek No-Confidence Vote In Pashinian

A leader of the Armenian opposition said on Thursday that it will push for a 
parliamentary vote of confidence in Prime Minister Nikol Pashinian in addition 
to holding more street protests against him.

The country’s two main opposition forces tried unsuccessfully to topple 
Pashinian during more than six weeks of virtually daily demonstrations launched 
on May 1. They dismantled their tent camp in the center of Yerevan on Wednesday 
after announcing that they will now rally supporters on a weekly basis.

“Nikol Pashinian’s removal continues to top our agenda,” said Ishkhan 
Saghatelian, the main speaker at the anti-government protests. “Starting from 
August, we will have a new tool in our arsenal: the process of deposing [the 
prime minister.]”

“To that end, we need to work in two directions,” he told reporters. “First, 
creating political and legal grounds for the impeachment … and demonstrating 
popular, public demand for this. And second, nominating the people’s candidate 
for prime minister.”

Under the Armenian constitution, the parliament cannot oust the prime minister 
through a vote of no confidence during their first year in office. Pashinian was 
formally reelected by the current National Assembly on August 2, 2021.

Pashinian’s Civil Contract party enjoys a comfortable majority in the 
parliament. The opposition Hayastan and Pativ Unem blocs hold just under 
one-third of the parliament seats needed for filing a no-confidence motion 
against the government.

Saghatelian did not clarify whether they are confident about provoking 
defections from the parliament’s pro-government majority.

“We will start the impeachment process only when there are sufficient conditions 
for its success,” he said vaguely.

Pashinian and his political allies have dismissed opposition demands for his 
resignation. They say that the opposition has failed to attract popular support 
for regime change.

Saghatelian again put a brave face on Hayastan’s and Pativ Unem’s failure so far 
to unseat the prime minister. He reiterated that they have at least succeeded in 
disrupting Pashinian’s “timetable for new concessions” to Azerbaijan.

The opposition blocs launched their campaign on May 1 two weeks after Pashinian 
signaled his readiness to recognize Azerbaijan’s territorial integrity and 
“lower the bar” on the status of Nagorno-Karabakh acceptable to the Armenian 
side.
