Turkish press: A solution without Turkey is impossible amid tension in Black Sea

The repercussions of the crisis that has reignited tensions between Ukraine and Russia in recent weeks have reached a new dimension with successive statements from NATO, Turkey, the United States and the European Union.

Relatively positive messages have been sent by Russia and Ukraine in response to Turkey's offer to act as a mediator between the two sides to overcome differences while red line warnings and retaliatory messages from both Moscow and the NATO alliance have been coming almost on an hourly basis.

Although initially messages from Moscow made it apparent that Ankara's mediation in the crisis was not needed, things seem to be different now and the topic is expected to be on the agenda of a telephone conversation between President Recep Tayyip Erdoğan and his Russian counterpart Vladimir Putin due to take place on Friday.

“Russia is not part of the crisis in Donbass," Kremlin said Monday in an initial reaction to Erdoğan's statement indicating that Turkey could mediate between Kyiv and Moscow. On his return flight from an official visit to Turkmenistan, while talking to journalists, Erdoğan said: “It is our desire that the attitudes in this matter take a positive direction. There could be mediation in this, we will discuss this issue with them (Russia and Ukraine), we would like to play a part in the solution by holding talks with Ukraine and with Mr. Putin.”

Initially, Kremlin spokesperson Dmitry Peskov dismissed Ankara’s mediation offer while speaking to journalists. “The fact is that Russia is not a party to the conflict in Donbass, it will be impossible to find solutions to the problem at such a summit,” he said.

However, Moscow must have realized the importance of Turkey's proposal later as it revised its stance with Peskov releasing another statement mid-week. This time, he emphasized the mediation of Turkey and the power and influence of President Erdoğan in managing crises in the international and regional arena.

Speaking at a daily press briefing in Moscow, Peskov praised Erdoğan's "significant influence in regional and international affairs" and said if Turkey and President Erdoğan are able to use their influence to encourage Ukraine to implement the 2014 Minsk Protocol, Russia would welcome it, he said.

"If Mr. Erdoğan can somehow use his influence, and this influence is absolutely unambiguous both regionally and in world affairs in many aspects, if he can use his influence to encourage Kyiv to begin fulfilling its obligations under the Minsk package of measures, the Paris agreements and so on, then this will be welcome," the spokesperson said. This issue could be raised during the telephone conversation between Russian and Turkish presidents on Friday, he added.

The Minsk agreements were signed to stop the ongoing conflict between the pro-Russian separatists and the Kyiv administration. The agreements included a cease-fire in the region and prisoner exchange while also allowing the Kyiv administration to make a constitutional amendment that would give Donbass special status. The pro-Russian separatists, on the other hand, were supposed to withdraw their weapons from the Ukrainian-Russian border. However, the agreements' implementation has been hampered as the two sides accuse each other of violating the cease-fire.

Furthermore, Ukraine also welcomed Turkey’s offer.

"We will welcome any efforts that can help us to put an end to this war, to return Ukraine's territories which are currently under Russian control," Ukrainian Foreign Minister Dmytro Kuleba told a news briefing.

Throughout the crisis, Turkey has been in contact with both Russia and Ukraine, Foreign Minister Mevlüt Çavuşoğlu said Wednesday, noting that Ankara advised both sides to remain calm and de-escalate the situation.

Meanwhile, Çavuşoğlu and his U.S. counterpart Anthony Blinken are due to hold another bilateral meeting Wednesday and the warming trend of the waters of the Black Sea is also likely to be one of the main items on the agenda.

Moscow has so far taken a stance that unilaterally considers the problem, ignores it and rejects Turkey's offer from the very first moment. In short, it will be worth seeing if Moscow has the luxury of refusing Turkey's mediation and to confront NATO, the United States, the EU and the entire Western alliance, at this point.

This is not the first time that the two countries have reached a point where battle cries are being raised. Last April, Russia and Ukraine were on the brink of crisis once again and Turkey had to conduct shuttle diplomacy with the countries to resolve the crisis.

At that time, Ankara said that it was in favor of observing mutual law in this conflict and establishing cease-fire, peace and stability as soon as possible. Even Ukrainian President Volodimir Zelensky and his accompanying delegation had come to Turkey for a meeting of the high-level strategic council. At that time, Ankara also conveyed that it would continue to support Ukraine's territorial integrity both in bilateral relations and within the framework of NATO. Turkey had also once again declared to the whole world that it was extremely sensitive about Crimea, which Russia annexed at the end of the Donbass-based war in 2014.

The tension in the Black Sea, which restarted in March of this year, when Russian separatists in Donbass killed four Ukrainian soldiers, had peaked with Moscow's military fortifications in the sea of Azov. The ensuing tensions with the entry of American and British warships into the Black Sea were partially reduced by mutual steps back.

Unlike Moscow's shifting stance, Turkey has always pursued a policy that favors both bilateral relations with Moscow and dialogue and cooperation in regional areas such as Libya, Syria, the Caucasus. In particular, as the second most powerful country in NATO, the constructive role played by Turkey in regional crisis while fulfilling critical tasks of the alliance, may have helped Moscow change its stance.

Turkey neither supports the sanctions of NATO and the Western alliance against Moscow for not backing down nor does it want Russia to take a more extreme position. However, Turkey is also trying to ensure that there is no actual conflict between Russia and NATO over Ukraine with this issue.

Ankara once again made its stance very clear at the National Security Council held last week. In the face of the developments in the Black Sea and the Caucasus, Turkey declared that it was in favor of deciphering the disputes between its neighbors in the north as soon as possible by peaceful means within the framework of international law and with respect for the territorial integrity of the countries.

Now all eyes are on Ankara which may ask Kyiv whether it will accept the terms of Russia in accordance with the Minsk agreement. The most important topic in the Putin-Erdoğan conversation will also be the possible response from Kyiv and possible scenarios on Western reactions. Moscow's acceptance of Turkey's mediation in this sense is a guarantee of security in the much larger conflict that it could become.

Let's see if Moscow acts arrogantly or listens to Turkey, which is probably the only power that can help it. If Moscow wants Ankara's friendship to continue, it will also have to fulfill Ankara's expectations. Turkey wants Russia to reconsider its relations with some terrorist organizations being hosted in Moscow, ensuring security and stability in Syria, restraining Armenian Prime Minister Nikol Pashinian in the Caucasus, and goodwill wishes for the Organization of Turkish States.

The definition of the status of Nagorno-Karabakh based on the realization of the right to self-determination, the safe and dignified return of the displaced Armenian population throughout the entire territory of Nagorno-Karabakh should be substantive issues of negotiations. Equally, the resolution of pending humanitarian issues such as unconditional return of all Armenian POWs and all other captives, inquiry into the cases of enforced disappearances, protection of cultural heritage necessitates the strong engagement of the OSCE and its relevant mandates, Foreign Minister of Armenia Ararat Mirzoyan announced at the 28th Meeting of the OSCE Ministerial Council.

Dear Colleagues,

Ladies and Gentlemen,

At the outset I would like to join my colleagues in thanking the OSCE Swedish Chairpersonship for steering the Organization throughout the year.

One year after the war of aggression unleashed by Azerbaijan against the people of Nagorno-Karabakh and the conclusion of the November 9 Trilateral Statement, the situation in Nagorno-Karabakh and borders between Armenia and Azerbaijan remains tense. Since May 2021 Azerbaijani armed forces have infiltrated across the borders of Armenia. Up to now, they maintain and continue strengthening their illegal presence on the sovereign territory of Armenia. 

By its aggressive actions Azerbaijan is flagrantly violating the Charter of the United Nations and the principles of the Helsinki Final Act. Needless to say, Azerbaijan’s actions also violate its obligations under the trilateral statement of 9 November on the cessation of all hostilities.

Another feature of the use of force is a constant attempt of Azerbaijan not merely to hold but capture Armenian servicemen and civilians. Not only does Azerbaijan continue to ignore the calls of the international community for the immediate and unconditional release of all Armenian prisoners of war and civilian hostages, but on number of instances, most recently on 16 November, its armed forces captured more military personnel in the course of its attack on the territory of the Republic of Armenia. 

No pretext can justify these violent actions. The continued presence of Azerbaijani armed forces on the territory of Armenia is a factor of destabilization in our region.

We hope that the November 26 trilateral meeting organized by the Russian Federation will pave the way for undertaking certain measures towards de-escalation of the situation in the region. 

Dear Colleagues,

The use of force has never been a way to peace in general and in particular in our region.  The use of force can defreeze dormant conflicts for a certain period of time but they will get frozen again once there is no negotiated and peaceful solution. War can come as a unilateral choice but peace always requires consent of all sides. 

Armenia is willing to achieve lasting stability in the South Caucasus and is ready for negotiations to achieve that. 

The sooner Azerbaijan embarks on the resumption of the peace process, the better will be chances to achieve comprehensive and durable settlement in our region. The definition of the status of Nagorno-Karabakh based on the realization of the right to self-determination, the safe and dignified return of the displaced Armenian population throughout the entire territory of Nagorno-Karabakh should be substantive issues of negotiations. Equally, the resolution of pending humanitarian issues such as unconditional return of all Armenian POWs and all other captives, inquiry into the cases of enforced disappearances, protection of cultural heritage necessitates the strong engagement of the OSCE and its relevant mandates. 

With this in mind, Armenia will further contribute towards the resumption of a full-fledged NK peace process under the auspices of the OSCE Minsk Group Co-Chairmanship in close cooperation with all OSCE Minsk Group Co-Chair countries.

In closing, I would like to welcome Poland as an upcoming Chair of the OSCE and wish them every success.

Turkish press: Kazakhstan buys 3 Turkish Aerospace-made Anka UCAVs: Report

Turkish Aerospace Industries (TAI) will sell a total of three of its medium-altitude, long-endurance (MALE) unmanned combat aerial vehicle (UCAV), Anka, to Kazakhstan, according to a media report.

Negotiations between the company and the Central Asian country have been ongoing for a while and resulted in an agreement signed in October, a report by Turkish daily HaberTürk said.

Back in May 2021, a military cooperation agreement was signed between Turkey and Kazakhstan that also foresees sharing tactical and experience of reconnaissance and attack unmanned aerial vehicles (UAV).

The report also claimed that negotiations are currently ongoing with two other potential purchasers of the Anka UCAV.

TAI made its first export of this particular drone to Tunisia. The company is to deliver three Anka UCAVs and three Ground Control Systems to the Tunisian Air Force Command as part of the agreement announced last year.

Anka UAV, developed entirely by TAI engineers domestically within the country, made its maiden flight on Dec. 30, 2010. A mass production agreement for the armed version of the drone, Anka-S, was signed in October 2013 and entered the Turkish Armed Forces (TSK) inventory in 2017.

Armenian newspaper: Identities of remains of 11 servicemen transferred to Armenia established

The remains of the boys of Tsori D-20 division who were deemed to be missing for nearly a year and three months, have been found; the Requiem Service for the nine servicemen will be held on Dec. 2 through a military protocol, the relative of one of the servicemen told Pastinfo Armenian newspaper.

“The Requiem Service for the boys of the D-20 artillery division of the Tsor military unit will be held on Dec. 2 at 4:30 p.m. at the St. Gregory the Illuminator Church in Yerevan. At the parents’ request, the money for the wreaths can be transferred to Priest Bardughimeos Hakobyan for organizing the pilgrimages of the missing servicemen’s relatives (bank account: 163548011010, Varuzhan Hakobyan),” the serviceman’s relative informed.

Earlier, Pastinfo had touched upon the fact that the servicemen of the artillery division were missing.

On Nov. 2 of this year, Azerbaijan transferred the remains of servicemen to the Armenian side.

As reported yesterday, after long talks and with the accompaniment of the Russian peacekeeping contingent, at the intersection of the Karmir Shuka village of Martuni region of Artsakh (Nagorno-Karabakh), the Azerbaijan transferred to the Armenian side the remains of 11 servicemen who were killed during the third war in Artsakh and were deemed to be missing. Their identities were confirmed through a forensic medicine expert examination.

The Requiem Service for nine of them (Davit Azatyan, Hayk Antonyan, Karen Danielyan, Artak Mikayelyan, Narek Ohanyan, Artur Papyan, Mher Papikyan, Ruben Poghosyan and Samvel Poghosyan) will be held on Dec. 2,” the source reports.

Prime Minister Pashinyan participates in annual meeting of Hayastan fund’s board of trustees

YEREVAN, NOVEMBER 27, ARMENPRESS. Prime Minister Nikol Pashinyan is participating in the 30th session of the Board of Trustees of Hayastan All-Armenian Fund, where he serves as member of the board of trustees.

The President of Armenia Armen Sarkissian, who is also the President of the Board of Trustees of Hayastan fund, as well as the President of Artsakh Arayik Harutyunyan are also in attendance.

The meeting began with a moment of silence in memory of fallen soldiers.

The agenda of the meeting includes the discussion of the results of a study conducted into the government’s use of the 52,703,114,113 drams which was donated by the fund from October 8, 2020 to November 1, 2020; the re-appointment of Haykak Arshamyan as executive director and other reports.

Armenian president: Hayastan All-Armenian Fund needs modernization

President Armen Sarkissian of Armenia on Saturday chaired the 30th meeting of the Board of Trustees of the Hayastan All-Armenian Fund.

"As Chairman of the Board of Trustees of the Hayastan All-Armenian Fund, President of the Republic of Armenia, a donor to the fund and an Armenian, I feel pain for the words of distrust and reactions. I expect that the results of the relevant studies will shed light on the situation and will help build an atmosphere of trust,” Sarkissian said.

“The All-Armenian Fund must do everything possible to correct the mistakes and restore the confidence,” he stated.

The president noted that the 30th meeting of the Hayastan All-Armenian Fund is being held in a difficult period “full of trials and challenges”, referring to the war unleashed by Azerbaijan against Artsakh, the military aggression against the sovereign territory of Armenia, as well as the impact of the Covid-19 pandemic.

Wishing tenacity to the families of Armenian captives and missing soldiers, the president pledged to make every effort to get back the captives and find the missing.

Sarkissian stated that the Hayastan All-Armenian Fund needs modernization. "It is necessary to adopt a new mindset, widely use new technologies and find new organizational models," he noted.

The president thanked all compatriots, donors and benefactors, wishing productive work to the participants.

Among the issues on the agenda of the meeting is the report on the targeted use of funds raised during the “We Are Our Borders; All For Artsakh" campaign and donated to Armenia under nine contracts from 8 October to 1 November 2020.

The Armenian skies reveal a bright perspective for Air Sports - Ballooning in Armenia: Actors and Pioneers

The territory of the Republic of Armenia is composed of ten administrative-territorial units (marzes). The city of Yerevan is the capital. The region is located in Europe's South Caucasus and is known worldwide for its mountains, for example, Mount Ararat – the symbol of the Armenian people.

This article tells the story of Nairi Barseghyan, an Armenian hot air balloon pilot, the very first one of his country, and how he helped to open the Armenian skies for new adventures. Nairi flies in all ten regions of Armenia, bringing attention to air sports. During the last five years, Nairi has been flying mainly in the Garni region.

Garni is a unique place for hot air balloon flights. It is a small flying area, only two by three kilometres. However, the calm and shifting winds compensate for the small area and can create particular flight routes and trajectories.

The flight area is part of the largest nature reserve in Armenia, the Khosrov Forest State Reserve (SNCO). This historical area has ancient cultural amenities, historical architectural monuments, unique plant and animal species and wonderful scenic landscape.The Reserve has been preserved for 17 centuries by Armenians.In 2013, the Khosrov Forest State Reserve was awarded the European Diploma of Protected Areas.

It all started back in 2005. I was interested in why balloons fly worldwide, and there were none in Armenia. Unfortunately, it took as long as nine years to obtain permission to fly the hot air balloon as there was no legal basis for small aircraft in Armenia. Finally, in 2014, we ordered our first balloon in Russia, and I went there to study to be a pilot.

For a long time, I have been studying the FAI world record lists, looking for the name of my country, Armenia, or a surname of an Armenian origin.  Unfortunately, I did not find a single case. This became the main reason for the decision to try to break the world record. And this I will definitely do!

The whole idea to set a world record was made when the black balloon “Karas” entered our fleet.  The attempt to establish a world record was an excellent reason to reunite the Air Sport Federations in Armenia and join as an active member in the FAI.

These are the three Armenian Federations.

  • National Committee of Aeromodelling and Spacemodelling Sports – President Armen Vardanyan
  • Ballooning Sports Federation – President Nairi Barseghyan
  • Paragliding Sports Federation – President Armen Sarkisyan.

Now, in close cooperation, we are all working together to develop all these sports in Armenia.

Duration in sub-class 09. The actual world record is held by from Ivan Menyaylo (RUS) with 32h 12min 47sec accomplished in 25 January 2016. We started our preparations for the record, but it had to stop in the year 2020 due to the coronavirus and the war in Armenia. But still, with the help of my friend, Russian balloon pilot, Sergey Bazhenov, in mid-January 2021, we decided to attempt the record.

Most importantly, he is a like-minded person and my best friend. Sergey Bazhenov is a very famous and experienced pilot of Russia. He has been engaged in ballooning since 1992 Sports category – Master of Sports. He has the current Russian record for the range of flight on a hot air balloon in the AX-8 class with 612 km accomplished. His experience was very helpful in our preparations for the record attempt.

Well, for this record attempt, we did not have a sponsor. But the important thing is to have friends who can help make it happen! We contacted our friends from all over the world and asked them to join forces and to help us.

Our team flew from Armenia to Moscow on 19th February and planned to make the first flight attempt on 21st February in the morning. Meanwhile, our friend, Sergey Bazhenov was handling the preparations related to all the technical issues for the flight.

We had very little time. That’s why we worked seven days a week, twenty-four hours a day. There was a lot to do, and one of them was the legal documentation for the record recognition. This important part of the project could only be made with the help of my dear friend, Aline Anuch Kalousdian.

Aline helped me with the whole process of activating the membership of Armenia within the FAI, Fédération Aéronautique Internationale. In addition to the work with the record attempt, being close to the FAI is an essential step for all the Armenian Air sports in total. This membership and collaboration will surely bring other good results for the future.  For example, Armenia was represented for the first time in a European Hot Air Balloon Championship, at the 22nd FAI European Hot Air Balloon Championship in September 2021 in Szeged, Hungary.

My experience in Szeged was unforgettable. Competing with balloonists from all around the European region, in such a high-level competition, taught me a lot. I had never experienced a competition like this. The number of balloons approaching a target at the same time, the 3D tasks, the declaration of goals and points, the virtual dropping marker in the logger, everything was new for me!

Until the beginning of the European championship, I mainly followed such competitions online and sometimes competed in Russia to enter into sports flying. However, the challenges were different and exciting in Szeged. In summary, I can tell you all one thing: this is only the beginning. I am willing to keep meeting my balloonist friends from all over the world and compete with them in other championships, improving my skills. 

The starting place was chosen in the Nizhny Novgorod region, the village of Sergach in Russia

Our problems started as we could not find good propane gas in this area. They had only summer gas everywhere with a high percentage of butane.

Then we came to another problem; the air temperature was lower than predicted. In the morning at the launch site, it was minus 38 Centigrade. So cold that all gas cylinder connections started to leak, so we were 2 hours delayed from the planned launch time. We changed all the rubber seals, but it didn't help either.

We added nitrogen, but the pressure in the cylinders was still very low. One burner blast valve didn't turn off; it was permanently working ON. Adding more problems to our attempt, our accompanying teams had two snowmobiles, scheduled to pick up the discarded cylinders, but neither one of the two machines started their ignition due to severe frost.

We took off with two hours delay, with all these issues, but after 3 hours of flight, Sergey and I decided to land ahead of time. In short, three factors interfered with us:

  1. Gas problems
  2. Temperatures/frost minus 38 degrees Celsius,
  3. Lack of snowmobiles for recovering the discarded cylinders.

Most importantly, we have not given up! We will spend this year planning more carefully, and next winter, we will definitely make this record. So, this is one more dream of mine, added to my dream that one day I will see 100 balloons flying in my beautiful Armenia.

After a rough start, Armenia has now two active pilots, Nairi Barseghyan and Manuk Gasparyan.

Nairi Barseghyan

Nairi Barseghyan is the pioneer balloon pilot of Armenia.  Nairi studied at the Aviation Training Center in Velikiye Luki in Russia.   

Nairi is married and has two children, a boy, and a girl. His son, Vahe, is eleven years old and very active in ballooning, always interested in participating with his father. His daughter, Mari, is nine years old and follows the same path. The activities for his whole family tick around an aeronautical schedule. Everyone wakes up early in the morning and helps Nairi to prepare for the flights, take off and retrieve the balloon at landing.

His dream is to see more than 100 balloons in the sky of Armenia and show the whole world how beautiful his country is.

Manuk Gasparyan was introduced to the sport by Nairi, participating actively in the ground crew operations. After gathering experience in the operation, the instruction flights followed… Manuk Gasparyan studied in Ukraine.

Three more student pilots will start their balloon instruction flying in 2022.

Skyball

We have managed, with close cooperation with Civil Aviation Authorities, to start and follow all the necessary regulations for flying hot air balloons during these years. Now, our Skyball company has an Air Operator Certificate and four balloons. We have organized two international ballooning festivals:

  • Discover Armenia from the Sky 2017
  • Discover Armenia from the Sky-2019:

Nairi and Manuk have now four balloons. They do not have specific sponsors, but they cooperate with many Armenian Companies.

  • Two balloons from Rusbal Manufacturer One is 3950 cubic meters and the other 5500 cubic meters. Karas and Vega balloons.
  • One balloon from Aeronatc Manufacturer. This balloon is 2550 cubic meters. Armenian Flag Balloon.
  • One balloon from Kubicek Manufacturer. This balloon is a 3000 cubic meter.  Coopoliva Balloon.

 

We have a very close relationship with the Ballooning Sports Federation of Russia and different ballooning clubs there. During the year, we participate in many festivals and competitions in Russia. Our friends from Russia are happy to share their experience and skills with us. Without their support, it would be tough for us to move forward.

I want to thank all the friends who helped us and did their best to make this record attempt happen.

  • Aline Kalousdian and Marina Kalousdian did a very big job so that the issue of my sports license was resolved in a very short time.
  • Aviacompany Armenia gladly agreed to organize the hot air balloon transport from Yerevan to Moscow free of charge.

  • Our friends from different regions of Russia sent us gas cylinders to use during the flight.
  • Ivan Menyaylo, as President of the Russian Ballooning Sports Federation, took upon himself the receipt and maintenance of the record flight in the airspace.
  • Aerowaltz Club - helped us with everything with the matching equipment and experienced teams.
  • Our friend Georgy Zimenko – President of the Ballooning Sports Federation of the Nizhny Novgorod Region – and his team took over the flight direction.
  • Anton Morev was the head starter.

Our country is very small, but, has a great potential for the development of air sports and touristic ballooning flights. I am sure that our efforts to develop aeronautics in the country will give positive results and in the next world ballooning map our country will attract pilots from different parts of the world.

We are working to expand the geography of the pilots participating in our festivals and, as a result, will soon organize official sports events.

Welcome to Armenia. Armenia is waiting for all balloon pilots.

While Armenia is talking about peace, Azerbaijan is multiplying xenophobic statements – FM

Armenia makes every effort to establish lasting peace in the region. However, for this process to be effective, the efforts must be bilateral, Armenian Foreign Minister Ararat Mirzoyan said in an interview with Le Figaro.

“The rhetoric of the two sides is very different. Armenia speaks of opening all channels of communication, while Azerbaijan insists on the so-called “corridor” (with Nakhichevan). Armenia, as a manifestation of goodwill, is ready to hand over all the maps of mines located in the region at its disposal, but Azerbaijan, despite its obligation, does not release the Armenian prisoners of war,” the Foreign Minister said.

“While we are talking about peace, Azerbaijan is multiplying xenophobic statements. Testament to that are the speeches of the President of Azerbaijan, the so-called “Military trophy park” that opened in Baku this spring,” the Foreign Minister noted.

Asked how far this hate speech can go, the Foreign Minister said. “The answer to this difficult question is in Baku. Hatred can lead to annihilation or genocide. The Armenian people know that.”

“Lasting peace is important, but it is difficult to imagine the presence of the Armenian population in the territories controlled by Azerbaijan. As a result of the war, no Armenians live in the territories under the control of Azerbaijan, which is a factual proof of ethnic cleansing,” Ararat Mirzoyan stated.

2020 war death toll is 3788, another 222 missing-in-action

YEREVAN, NOVEMBER 17, ARMENPRESS. According to the data updated in October 2021 of the Investigative Committee, the death toll in the 2020 war stands at 3788, which includes 3712 servicemen and 76 civilians, the Armenian Minister of Labor and Social Affairs Narek Mkrtchyan said in parliament in response to a question from Hayastan faction.

Another 222 servicemen are missing-in-action, and 21 civilians are also missing.

The total number of Armenian prisoners of war held in Azerbaijan is 40, 37 of whom are servicemen and 3 are civilians, he said.

Mkrtchyan added that 114 servicemen and civilians were returned to Armenia from Azerbaijan during this period.

EPP calls for international investigation of military clashes on Armenia-Azerbaijan border

YEREVAN, NOVEMBER 17, ARMENPRESS. The EPP is greatly concerned by recent military hostilities at the Armenian-Azerbaijani border.

“We strongly condemn the violations of the internationally recognised border between Armenia and Azerbaijan. We unequivocally reject the use of force or threat of force as a means to achieve political goals in the region.

We underline the vital need for international prevention mechanisms and for an international investigation of military clashes, including meaningful relevant sanctions against aggressors.

Long-lasting peace in the region is possible through comprehensive and negotiated resolution of the Nagorno-Karabakh conflict, grounded on the Basic Principles proposed by the OSCE Minsk Group Co-chairs”.
