Kremlin Says ‘Regrets’ Armenia Snubbing Defense Summit

The Kremlin said Thursday that it "regretted" Armenia's decision to skip a summit of a Moscow-led security alliance, amid a souring of relations between the two ex-Soviet allies.

Neither Armenian Prime Minister Nikol Pashinyan nor his defense minister showed up to a meeting of the Collective Security Treaty Organization (CSTO) in Minsk on Thursday, which comes as Russia worries Yerevan could pull out of the alliance altogether.

When asked to comment on the absence of Armenia's delegation, the Kremlin said: "We can express regret in this regard."

"We hope that Armenia does not change the vector of its foreign policy and remains our ally… We will continue to talk to them," President Vladimir Putin's spokesman Dmitry Peskov told a state TV reporter.

Tensions between the two countries have run high since September, when Russian peacekeepers failed to intervene in Azerbaijan's lightning offensive against ethnic Armenians in Nagorno-Karabakh.

In a televised address after the conflict, Pashinyan denounced Armenia's traditional security alliance with Russia as "insufficient" and called on Yerevan to seek new partners.

Russia's Foreign Ministry said Wednesday it was "reckless" for Armenia to think it could rely on the West for security, and slammed Yerevan for "radically" changing its foreign policy.

Armenia's high-level snub marks yet another blow to bilateral relations, after Pashinyan shunned a summit attended by Russian President Vladimir Putin in October.

YEREVAN, NOVEMBER 22, ARMENPRESS. Speaker of Parliament Alen Simonyan has commented on Azerbaijan’s discontent regarding Armenia’s arms acquisitions.

Simonyan said that Azerbaijan is complaining about Armenia’s defense acquisitions while Baku itself continues to buy arms.

“Armenia is buying a couple of vehicles and Azerbaijan starts complaining. Azerbaijan has everything except a nuclear weapon and tries to misrepresent to the whole world that Armenia is getting armed because it has some plans to attack. I am officially announcing that Armenia doesn’t have any plans to attack any country. The international community must focus today on the fact that Azerbaijan is buying billions of dollars’ worth weapons. And a question arises, what does Azerbaijan need so much arms for,” Simonyan said.

He added that Azerbaijan’s statement on the peace process must be backed by actions, if the statements aren't just for PR. 

“If Azerbaijan speaks about peace, there are many steps that could be done to prove it, starting from releasing the captives up to the implementation of the principles that have been agreed upon,” Simonyan said, referring to the three principles that Armenia and Azerbaijan have agreed upon in Brussels.

“Armenia is ready to engage in negotiations again,” was the official Yerevan’s reaction to Azerbaijan’s proposal to hold direct talks on the border. In response, the Armenian side offered Baku to hold a meeting of delimitation commissions on the state border.

In fact, Armenia did not express readiness for direct negotiations with a broader agenda.

The Armenian Foreign Ministry said in a statement that the sixth edited version of the text of the peace treaty was handed over to the Azerbaijani side. The deputy speaker of the Armenian parliament said the previous day that “the exchange of written proposals is also a negotiation, which the Armenian side has never avoided.”

Political scientist Gurgen Simonyan believes that Yerevan should refuse the offer of direct negotiations, as they do not correspond to the country’s interests. In his opinion, Armenia should insist that Azerbaijan “appear at the negotiations on impartial platforms of Europe and the United States.”

The Azerbaijani Foreign Ministry said in a statement that Yerevan and Baku should jointly decide the future of their relations.

Azerbaijan has recently refused to negotiate with Armenia on Western platforms. At the same time, declares that “stagnation in peace talks does not contribute to stability and prosperity in the region.” The Foreign Ministry urged the Armenian side “not to allow new unnecessary delays.”

“Azerbaijan is ready for direct bilateral negotiations with Armenia to conclude a peace agreement as soon as possible. Both countries are responsible for the continuation of the peace process, including the choice of a mutually acceptable location or the decision to meet at the state border”.

The Armenian Foreign Ministry’s response to Baku’s proposal says that peace can be achieved if there is an appropriate political will on both sides. And in confirmation, on November 21, the next version of the agreement on normalization of relations was handed over to the Azerbaijani side.

The Armenian Foreign Ministry emphasizes that the text could have been presented earlier, during the pre-agreed meetings in Granada and Brussels, but Azerbaijan refused to participate in them:

“One of the expressions of the existence of political will [to achieve peace] is also the fact that Armenia proposed to Azerbaijan to hold a meeting of the delimitation commissions on the state border between the two countries.”

However, the Armenian Foreign Ministry statement says nothing about the proposal to negotiate directly, without mediators.

At the same time, it expresses confidence that there is a “real possibility of establishing peace” despite all the difficulties and challenges. In this regard, the Foreign Ministry recalls the principles that are undeniable for the Armenian side:

  • “mutual recognition and respect for each other’s territorial integrity without ambiguities,
  • realization of further delimitation process on the basis of the Alma-Ata Declaration and the last legitimate Soviet maps,
  • unblocking of the region’s infrastructure on the basis of the principles of full respect for the sovereignty and jurisdiction of states, equality and reciprocity”.

Why does Baku refuse to negotiate with Armenia on Western platforms, how likely is the signing of a peace agreement by the end of the year? Commentary by political scientist Robert Ghevondyan

Political scientist Gurgen Simonyan warns: before entering into direct negotiations, one should realize that Azerbaijan is backed by two countries – Russia and Turkey. And Armenia will not be able to negotiate and balance alone against the three major players. In his opinion, the main problem of direct talks is the absence of “the institution of eyewitnesses.”

“If we go for bilateral negotiations on the border, how will we be able to justify and explain to the world that Azerbaijan is grossly violating the agreements? We see that it violates even those agreements that were reached on international platforms,” he said.

The analyst emphasizes that if Armenia’s military-political leadership agrees to negotiate on the border, it will not only lose the institution of moderation, but also “will face the Russian-Turkish alliance threatening the country with aggression.” I am convinced that this proposal should be rejected:

“Baku should be returned to Western negotiating platforms, where balanced solutions can be worked out. But I have no illusions that Azerbaijan will come to the negotiations. Baku’s goal is not peace and regional coexistence, but the dismantling of Armenian statehood”.

This, according to Simonyan, is evidenced by “false, unsubstantiated talks about West Azerbaijan”, with the help of which Baku is trying to challenge Armenia’s territory.

He is convinced that the Armenian authorities should announce their withdrawal from the Russian military bloc CSTO as soon as possible, before the end of the year.

In the interests of the country, according to him, “step by step to associate with the EU and the North Atlantic security system”.

The expert believes that Armenia can develop military-technical cooperation with Canada and the United States, as well as with EU countries, India, Egypt, North Korea, Japan and Singapore.

‘ No one will be interested in talking to Armenia unless it is ‘dangerous.’ Armenia should be able to raise its danger level until it becomes a force majeure, an irresistible force for Azerbaijan and its allies. And in that case they will want peace. This is a simple calculation,” the political scientist summarized.

Gyumri, Armenia—Government officials, staff, friends, and supporters all gathered for the official groundbreaking on October 30 th , 2023, of The Paros Foundation’s new housing,vocational training and children’s center building in Gyumri. Once completed, this new facility will have a significant impact on Gyumri’s housing problem with at least 22 new apartments for domik families. In addition, a second location of the Debi Arach Children’s Center will be located on the building’s first floor, which will provide services for more than 150 children daily.
Finally, the Assarian Vocational Training Program and social enterprise consisting of training in the garment making industry will train and employ an estimated 50 people a year. In all, it is
expected that the economic impact of this new facility will top $1 million its first year of operation.

“Today is an exciting day that we have been working towards for the past year,” said Peter Abajian, Executive Director of The Paros Foundation. “I would like to thank the Municipality of
Gyumri for its trust in us by suggesting this project, and to everyone that worked with such dedication in helping to transfer the property to us. Now our work will begin to develop this
exciting project.”

Following seismic upgrades and the construction of one more story, the facility will house three floors of residential apartments. In addition, space on the first floor will be allocated for a
sewing and vocational training center that will be The Paros Foundation’s second social enterprise in Gyumri. The project budget to complete construction on the entire building is
estimated to cost $800,000. $300,000 has already been raised towards this important effort. Construction is estimated to take between 15 and 18 months depending on weather conditions.

YEREVAN, NOVEMBER 9, ARMENPRESS. The meeting between Prime Minister Nikol Pashinyan and French President Emmanuel Macron took place at the Élysée Palace.

The President of France first expressed his condolences to the Prime Minister on the death of Christian Ter-Stepanyan, Permanent Representative of the Republic of Armenia to UNESCO, Personal Representative of the Prime Minister of Armenia to the International Organization of La Francophonie. Emmanuel Macron once again emphasized France's support to Armenia in the direction of further development and overcoming existing challenges.

Nikol Pashinyan thanked for the warm hospitality and condolences. The Prime Minister emphasized the development of Armenian-French cooperation in all fields, stressing the interest of the Armenian government in this matter.

The interlocutors discussed issues related to the process of normalization of Armenia-Azerbaijan relations. The importance of the principles set down in the four-sided Granada declaration of the Prime Minister of Armenia, the President of France, the Chancellor of Germany and the President of the European Council was emphasized in the matter of the normalization of relations between Armenia and Azerbaijan.

Reference was made to the humanitarian problems of more than 100,000 persons forcibly displaced from Nagorno-Karabakh as a result of Azerbaijan's ethnic cleansing policy, as well as to the steps taken by the Armenian government to overcome them. The support of the international community in solving the existing problems was highlighted.

Issues related to further deepening and expansion of Armenian-French cooperation in economy, infrastructure development and other fields were also discussed. The parties expressed their willingness to consistently continue the work in that direction.

Nikol Pashinyan and Emmanuel Macron exchanged thoughts on the issues of regional peace and stability, as well as Armenia-European Union cooperation.

Armenia, Italy discuss defense cooperation

German top diplomat visits Armenia and Azerbaijan on crisis mission

German Foreign Minister Annalena Baerbock is calling for a rapid continuation of the peace talks between Azerbaijan and Armenia under the mediation of EU Council President Charles Michel.

"People throughout the region are hoping for peace. This requires a willingness for the benefit of all Azerbaijanis and Armenians to find a new way of living together," the Green party politician said on Saturday after talks with her Azerbaijani counterpart Jeyhun Bayramov in the capital Baku.

This was the only way to achieve lasting peace, she said, adding that this would also be in Azerbaijan's interests.

The two former Soviet republics have fought over the region of Nagorno-Karabakh for decades. Nagorno-Karabakh is located on Azerbaijani territory, but was mainly inhabited by Armenians. The region broke away from Baku in a bloody civil war in the 1990s with the help of Yerevan. The Azerbaijani army forced the surrender of the local army in Nagorno-Karabakh on September 19. More than 100,000 ethnic Armenians have fled the region since then.

Baerbock offered Azerbaijan German support in clearing mines: "Three decades of conflict have literally turned Karabakh and the surrounding provinces into a dangerous minefield."

Bayramov was open to continuing the peace talks with Armenia, but accused Yerevan of unlawful territorial claims. He said that they were ready to continue the dialogue, according to an official translation. The format and location of the negotiations were of secondary importance, he said.

In addition to negotiations mediated by the EU, Iran and Turkey are also potential mediators.

However, Baerbock – without naming Iran – expressed her concern as to whether "some actors would act as honest brokers in the interests of both countries."

Against the backdrop of talks on the return of the more than 100,000 people who had fled Nagorno-Karabakh, the German foreign minister said: "Trust and confidence are of course crucial for this." We have to be realistic here, she said. "It will take time to rebuild precisely this trust."

Earlier Saturday, Baerbock travelled to Armenia's border with the autonomous Azerbaijani exclave of Nakhchivan on Saturday, the second day of a trip to the South Caucasus.

Baerbock was standing in the centre of the quadrangle between Armenia, Azerbaijan, Iran and Turkey. Ararat, Turkey's highest mountain, is very close by, covered in snow, an almost idyllic scene.

But there is trouble in the region: Tehran and Ankara are trying to strengthen their influence on the former Soviet republics as Moscow concentrates on its war in Ukraine.

A member of the foreign minister's mission described how two workers were injured in a steelworks here in mid-June when Azerbaijani snipers fired on them.

Baerbock participated in a patrol by the civilian EU Mission in Armenia (EUMA) around 70 kilometres from the capital Yerevan near the border with Nakhchivan, which sits to the south-west of Armenia.

EUMA is tasked with monitoring the security situation along the Armenian side of the border.

EUMA began its work at the end of February, employing some 85 staff from 22 EU states by mid-September. Germany currently deploys the largest contingent with 16 members and a federal police officer as head of mission.

The costs of the two-year mission are estimated at just under €31 million ($33.2 million). Baerbock said on Friday that she was in favour of increasing the size of the mission, adding that Germany is ready to become more involved.

Azerbaijan, she said, would also benefit from more security due to the neutral observation mission.

According to German government foreign policy expert Michael Link, Azerbaijan has increasingly threatened to seize Armenian territory, primarily to create a land link to Nakhchivan, which has some 400,000 inhabitants and is located between Armenia and Iran. It also shares a short border with Turkey.

A strip of Armenian territory, some 40 kilometres wide, separates Nakhchivan from Azerbaijan in the east.

The territory was declared autonomous within Azerbaijan at the beginning of the Soviet era. Azerbaijan has long been campaigning for a new road and rail link to its exclave.

At the beginning of October, Azerbaijan's authoritarian government concluded an agreement with Iran on a transport link across Iranian territory. New border crossings into Iran are also planned.

Baerbock on Friday urged Armenia and Azerbaijan to return to the negotiating table and seek a political solution to their decades-old conflict over Nagorno-Karabakh.

During his trip to the Iranian capital city of Tehran, Lavrentiev met and held talks with Secretary of Iran's Supreme National Security Council (SNSC) Ali Akbar Ahmadian on Wednesday, the IRNA news agency reports.

''The two sides discussed the latest developments in the region, the situation in Gaza, and the ways of cooperation between the two countries under such circumstances.

 Lavrentiev conveyed the message of Russian President Vladimir Putin to Ahmadian to hand over to the Iranian president,'' the agency said.
