STEPANAKERT. – President of the Artsakh (Nagorno-Karabakh) Republic, Bako Sahakyan, stated during Thursday’s plenary sitting of the National Assembly that there will be no return to the past, both in terms of territories and status, according to ArtsakhPress.

Referring to Russian Foreign Minister Sergey Lavrov's recent statement that plans that assume a phased option for resolving the Nagorno-Karabakh conflict had been presented to the parties to the conflict, Sahakyan said that their colleagues in Armenia partners have already officially stated that there is no document such document being discussed, and the Artsakh authorities will continue to use diplomatic capabilities, as well as to continue the work with the organizations operating on the common national front.

"When reflecting on the Karabakh issue, we are talking about our destiny," Sahakyan said, in particular. "I have had the opportunity to present the views of our country. I have repeatedly stated publicly that I respect and will continue to respect the mission which the OSCE Minsk Group is carrying out, as I believe that relative peace is ensured also thanks to their mission."

The President of Artsakh stated that during the meetings that were held he had noted that the security and independence of Artsakh are not subject to bargaining.

"During these years, we [Artsakh] have not deviated in any way, either from our position or from the principles," Bako Sahakyan added. "The Azerbaijan-Karabakh conflict, in my deep conviction, is one of the most complicated issues in the world, which includes many demands. And taking all this into account and respecting the interests of the international community, we are obligated to achieve a peaceful resolution of the issue; however, continuing to remain in our position. We have respected and will respect the proposals of the Co-Chairs, their sincere efforts to resolve the conflict."

Coronavirus: Armenia economy minister forecasts low economic indicators in second quarter of 2020

YEREVAN, APRIL 29, ARMENPRESS. Minister of Economy of Armenia Tigran Khachatryan is forecasting low economic indicators from the beginning of the second quarter of 2020.

“We need to take into account that only two weeks of March 2020 faced a major negative economic affect due to the novel coronavirus. The fact that we had a positive economic activity in the first quarter was more due to the high economic activity in the first two months and the high economic activity in 2019. Unfortunately, starting from the beginning of the second quarter we will have low economic indicators, but we hope that the restoration will start in the third quarter”, the minister said at a press conference today.

Armenia’s economic activity index grew by 4% in January-March 2020 compared to January-March 2019, according to the data released by the National Statistical Committee.

In particular, the industrial production volume rose by 8.7%, that of the gross agricultural output – by 4.5%. Construction volume declined by 9.4% compared to January-March 2019. The trade turnover also registered a growth, 0.2%, and the volume of services increased by 5.5%. Consumer price index and the industrial production price index decreased by 0.1%. Electricity production grew by 14.8%.

Average nominal monthly salary increased by 9.2%, comprising 190,136 drams.

Foreign trade turnover declined by nearly 4%. But the export grew by 0.2%, the import decreased by 6.2%.

Due to the spread of the novel coronavirus (COVID-19) Armenia’s government on March 16 declared a state of emergency which was effective until April 14. But the state of emergency was extended until May 14 to further tackle the disease.

The Armenian Genocide Museum-Institute is presenting a new online exhibition titled “Self-Defense in Cilicia during the Armenian Genocide”, the Museum-Institute told Armenpress. The exhibition is dedicated to the centennial of self-defense battles of Marash, Hadjin and Aintab.

“2020 marks the 100th anniversary of Marash, Hadjin and Aintab self-defense battles and the Armenian Genocide Museum-Institute together with the Catholicosate of Cilicia have planned an international conference and a temporary exhibition to be held on April 16-17. However, due to the current situation with the pandemic, the conference was postponed while the exhibition will be presented to the public in an online format on the official website and the Facebook platform of the Armenian Genocide Museum-Institute.

“The temporary exhibition “Self-Defense in Cilicia during the Armenian Genocide” is bilingual (Armenian and English) and is composed of eleven panels. Various episodes of the history of the Armenian Genocide related to the Cilician Armenians are presented starting from their status, occupation and contribution in the Ottoman Empire before the Armenian Genocide till their deportation and massacres, international diplomacy and the emptying of Cilicia of Armenians. Special emphasis has been put on the self-defense battles fought by the Armenians of Cilicia, first against the genocidal policy of the Young Turk regime (self-defense of Fendejag, Musa Ler, Amanos in 1915), and then against the Kemalists (self-defense of Marash, Hadjin, Aintab in 1920). These self-defense battles were heroic battles fought for family, life, dignity and faith in extremely unequal conditions. The exhibition highlights the exceptional role of Armenian women in this struggle. In almost every place where the self-defense battles took place, women actively participated not only in preparatory and organizational works such as digging trenches, building barricades, but also in the actual fighting together with their husbands. 

The statistical table presents the number of Armenians in Cilicia on the eve of the Armenian Genocide and as of April 1.

Unique exhibits from the Armenian Genocide Museum-Institute and the History Museum of the Cilician Armenians (Nor Hachn) with their relevant stories will also presented revealing human destinies, horrors and heroic episodes of the Armenian Genocide”, the statement of the Museum-Institute says.

The friends and relatives who think there is no tangible change in their lives after the revolution are another source of disappointment. This is what Prime Minister of Armenia Nikol Pashinyan stated live on Facebook, adding the following:

“They say I was a deputy, a journalist and a prisoner before that and now I am the Prime Minister, but nothing has changed in their lives. From my point of view, this is good because effective is a government that manages to set limits on friends, relatives and close ones.

In this sense, our government has also worked quite effectively, but this has also led to tension and disappointment,” he said and emphasized that, from his point of view, it’s good that he hasn’t done anything merely as a friend.

YEREVAN, APRIL 18, ARMENPRESS. The number of confirmed cases of the novel coronavirus (COVID-19) in Georgia has reached 385, Novosti Gruzia reported citing the government-led StopCov.ge website.

15 new cases have been confirmed in the past one day.

So far, 84 people have recovered.

3 patients have died, aged 81, 86 and 76.

Georgia confirmed the first case of coronavirus on February 26.

4,971 citizens are under quarantine.

According to his Facebook post, crisis management packages can be developed in one or several, full and final versions; steps should be clearly articulated, interconnected, economically sound and feasible; the dynamics of the discussion platform implies that the group participating in the development – 11 participants max.- can be replenished with new participants in the framework of the issues discussed. Everyone should be able to present their professional points of view; discussions should be as intense as possible.

Adonts also presented a list of those economists who have recently come up with substantive approaches.


Relay of Victory arrives in Armenia

The solemn event of the Relay of Victory within the borders of the CIS member states, and dedicated to the 75th anniversary of the victory in the Great Patriotic War, took place at the Department of Border Troops of the National Security Service (NSS) of Armenia.

Commander of the border troops, V. Sargsyan, and the head of the Border Guard Service of the Frontier Department of the Russian Federal Security Service in Armenia, R. Golubitsky, took part in the ceremony of launching the Relay of Victory through Armenia, the NSS reports.

On Friday, the Relay of Victory will be handed over to the representatives of the Border Guard Service of the Frontier Department of the Russian Federal Security Service in Gyumri. It will then continue its journey through the units of this Russian service in Armenia.

The goal of the Relay of Victory is to perpetuate the heroic deeds and unity of the CIS peoples.

The Relay of Victory passes along the 9 CIS countries’ borders with a length of more than 60,000 km.

The closing ceremony of the Relay of Victory is scheduled for May 28 in Moscow.

In the recent days, a number of Iranian high-level officials, politicans, public figures and media agencies actively comment on the RA decision to open an embassy in Israel.  Iranian figures, condemning the official Yerevan’s decision, call to review it. The first to comment on the topic was Iranian Parliament Speaker's Aide Hossein Amir-Abdollahian, who declared that the opening of the embassy in Tel Aviv will have a negative impact on the security of the region.

Armenpress have talked with the expert on the Iranian affairs Zhanna Vardanyan on the topic.

 

-How will you explain the manipulations by some Iranian MPs and number of media agencies on the topic of opening the embassy of Armenia in Israel.

-Iran is very sensitive to the activities demonstrated by its opponents Israel and the United States in the region and especially in the neighboring countries. From time to time we have witnessed the same reaction towards Azerbaijan’s relations with Israel on the background of weapon purchases. The same reaction was  expressed during the visit of the US president’s adviser John Bolton to the region.

During Bolton’s visit, Yerevan once more proved that in contrast to the other neighbors, is a transparent and reliable partner for Tehran. Despite the difficult situation around Iran, Armenia always supported the friendly relations with the neighboring country, while in  case of emergencies helped the neighboring people. Taking this into consideration, the convulsions among some circles in Iran are irrelevant and give an impression of being directed by the third side, or worse, it can be ordered.

What refers to the official Yerevan’s  position, the Armenian authorities have declared many times, that any new or deepening cooperation will not be at the expense of other relations, especially will not undermine the relations with friendly and neighboring countries. This principle is more obvious in case of the relations with Iran: the  relations with no actors can harm the relations with Tehran, and, of course, Armenia-Iran friendly relations cannot be an obstacle for Yerevan’s political path to deepen partnership with other countries.

-Can one  assume  from your comments that such a  reaction  by the Iranian side is possibly a directed anti-Armenian campaign. If, yes, what is its aim?

-The first remarkble reaction was the statement of the Iranian Parliament Speaker's Aide Hossein Amir-Abdollahian, which was followed by the publications of Iranian popular media agencies. It shows that there were some direction and coordination. Before that, a limited number of marginal, pro-Azerbaijani and not so popular Iranian media agencies touched the topic, they still continue to keep the topic active these days. The Turkic-speaking circles also refered to the topic, which are famous for their pro-Azerbaijani stance.

What refers to Hossein Amir-Abdollahian, it should be stated that he is from the conservative group, the other members of which also commented on the topic. And the popular media agencies, which published critical articles on the topic, are also conservative ones. And  it is not a secret that the conservatives have tougher rethoric on the issues relating to Israel.

I want to conclude that such reactions are mainly in the context of Iranian internal politics and do not have a foreign track. Particularly, the government of Iran and the ones who come up with these critical statements are from different political fronts. And possible the conservatives gather dividents against reformists at the expense of Armenia, which is still unaccaptable and  is not in the interests of bilateral relations.

What impact can such a course have on Armenian-Iranian relations?

-The majority of Iran's newly elected Parliament are conservatives. In addition, in 2021, presidential elections will be held in this country. According to the preliminary estimates, a conservative candidate will winagain. And if the conservatives continue to make such statements, it will again be necessary at different levels to present them Armenia's policy towards neighboring states.

Armenian-Iranian relations are bilateral relations and should not be conditioned by a third party. Armenia, like Iran, forms its foreign cooperation based solely on its own interests.

Moreover, if Armenia excludes actions against Iran in its relations with Israel, then it is logical to expect such an approach from Iran as well. Armenia understands Tehran's friendly and neighboring relations with Baku, but Yerevan does not accept the rare anti-Armenian demonstrations in them. It hasn't been once, that, for example, exhibitions dedicated to the so-called "Khojaly genocide", conferences dedicated to the "theme of the liberation of Karabakh", anti-Armenian statements etc. were made in Iran.

Statements on the Artsakh conflict made at various meetings in the Iran-Azerbaijan-Turkey format are also unacceptable to Armenia. Such behavior of friendly Iran and participation in such initiatives does not follow the logic of bilateral friendship.

On the other hand, we have common interests with Iran in the region, including on the issue of "coming danger from Israel".  It is not a secret that Azerbaijan buys a significant part of its weapons from Israel. These weapons can be used not only against the armed forces of the Armenian states, but also against Iran, and there was such a precedent.

Tehran's concern is that neighboring countries won't turn into an anti-Iranian platform. In case of Armenia, such concerns are inappropriate, taking into consideration historically –proved  friendship of the two neighboring states.

Armenia will not take actions that will harm relations with Iran. However, Armenia itself decides what kind of relations it will have with other countries. I am sure that such inappropriate convulsions by some Iranian circles can not leave a trace on the millennial friendship of the two peoples.

CoE Commissioner warns against undermining media during pandemic

Council of Europe Human Rights Commissioner Dunja Mijatovic warned on Friday that the measures imposed in a number of countries during the coronavirus pandemic are limiting media freedom and obstructing journalists.

“The global health problems caused by COVID-19 require effective measures to protect people’s health and lives. This includes combating disinformation that may cause panic and social unrest. Regrettably some governments are using this imperative as a pretext to intro-duce disproportionate restrictions to press freedom; this is a counterproductive approach that must stop. Particularly in times of crisis, we need to protect our precious liberties and rights,” Mijatovic is quoted as saying in a press release.

She warned that the authorities in some CoE member states have introduced regulations hampering journalists and restricting the public’s right to receive information.

“Journalists covering the pandemic in Hungary and the Russian Federation are facing a variety of sanctions, including the risk, under new laws, of prison terms of up to five years for spreading “false information”, while in Azerbaijan, recent amendments impose an obligation on owners of internet news outlets to prevent the dissemination of “harmful information” online,” read the statement.

In reference to Armenia the Commissioner notes that number of newspapers and websites had to delete some information, following the adoption of strict rules prohibiting the publication of information of a medical and epidemiological nature about the virus outbreak describing not fully consistent with official sources.

“I therefore urge all Council of Europe member states to preserve press and media freedom and ensure that measures to combat disinformation are necessary, proportionate and subject to regular oversight, including by Parliament and national human rights institutions. Measures to combat disinformation must never prevent journalists and media actors from carrying out their work or lead to content being unduly blocked on the Internet,” the statement concluded.

YEREVAN, MARCH 19, ARMENPRESS. Doctors of the Nork Infectious Diseases Hospital of Yerevan, which is currently serving as coronavirus-only hospital, called on all citizens of Armenia to stay home to battle the COVID-19.

“We stay here for you, please stay home for us. Be healthy”, the doctors said in their call, which was posted on the hospital’s Facebook page.

On March 16 Armenia declared a 30-day state of emergency to fight against the spread of the novel coronavirus. The state of emergency is effective until April 14, at 17:00. As of now, the total number of COVID-19 cases in the country is 115, one patient has recovered.
