Canadian Armenian Genocide Survivor Passes Away at Age 105

Eugenie Papazian

TORONTO (Horizon Weekly)—A Toronto woman believed to have been one of the last Canadians to have survived the Armenian genocide died on Thursday, four months shy of her 105th birthday. Eugenie Papazian (Kokorian-Yerganian) passed away on January 14, 2020.

Papazian was born in Turkey, in the Ionia district of Samsun by the Black Sea in 1915. She never knew her parents. Her father was taken to the army in 1915 and did not return home, while her mother died when she was still a newborn. She had a large family: two sisters, Arousiag and Azniv, three brothers, as well as three maternal aunts and uncles, whom she has not met or seen.

At the start of the 1915 deportations, the members of her extended family gathered and found refuge in the mountains, and then descended into the gorge, where she was born. Seeing how frail her mother was, many advised and almost forced her to leave Eugenie there on the road, in order to avoid hard times. Naturally, her mother could not agree. Others argued against abandoning her, considering it a sin committed against God’s will. Due in part to her beauty and golden hair, they named her Voski (Gold). After Eugenie’s birth, her mother, exhausted, died in a place her daughter would never know.

Following her mother’s death, her maternal grandmother struggled to look after her for three years, and gave her to an orphanage when she was no longer able to feed her. So began her painful odyssey through three children’s homes in Greece, where an American relief organization had arranged the placement of Armenians in 13 orphanages.

An Armenian couple took Papazian to Egypt, and she spent her early teens in Cairo where she met her husband, Garabed Kokorian. She was 15-years-old when she married Garabed.

In 2019, Horizon Weekly special correspondent Sarine Poladian interviewed Eugenie Papazian and her son, Bedros Kokorian.

Eugenie Papazian had five children, nine grandchildren, 14 great grandchildren and one great-great-grandchild.

Armenian High Court Chief At Risk Of Prosecution

        • Nane Sahakian

Armenia -- Constitutional Court Chairman Hrayr Tovmasian (C) reads out a ruling
on an appeal lodged by former President Robert Kocharian, Yerevan, September 4,
2019.

Lawyers for Hrayr Tovmasian accused Armenia’s political leadership on Tuesday
of putting “illegal pressure” on the embattled chairman of the Constitutional
Court after a law-enforcement agency recommended criminal charges against him.

The Investigative Committee claimed to have collected sufficient evidence that
Tovmasian abused his powers when he served justice minister from 2010-2013. It
said that he colluded with a former senior Justice Ministry official, who was
arrested recently, and officials from Yerevan’s municipal administration to
effectively privatize an office in the city center.

The committee stopped short of indicting Tovmasian. It announced instead that
it has sent the case to another law-enforcement body, the Special Investigative
Service (SIS), for further investigation.

The announcement marks the latest in a series of criminal proceedings launched
against Tovmasian following the Constitutional Court’s refusal on October 15 to
oust him. The high court chairman is under growing pressure from the current
Armenian authorities accusing him of maintaining ties to the country’s former
government toppled in last year’s “Velvet Revolution.”

In a written statement, Tovmasian’s legal team categorically rejected the
Investigative Committee’s allegations, saying that he has never had any “direct
or indirect connection” to the property in question or been in a position to
influence its privatization. It described the allegations as “yet another
example of illegal pressure exerted on the chairman of the Constitutional Court
in recent months.”

The statement also alleged “blatant violations” of the due process in “the
proceedings against Hrayr Tovmasian guided by the political authorities.”

The SIS and the National Security Service (NSS) announced on October 17 other
criminal investigations related Tovmasian. Five days later, the SIS effectively
declared illegal his appointment as court chairman in March 2018, saying that
it was part of a “usurpation of power” by former state officials. One of them,
former parliament speaker Ara Babloyan, was indicted on Monday.

Armenia -- Supporters of Constitutional Court Chairman Hrayr Tovmasian protest
outside the National Security Service headquarters in Yerevan, October 18, 2019.

Like the Investigative Committee, the NSS is also scrutinizing Tovmasian’s past
activities as justice minister. The former Armenian branch of the Soviet KGB
said late on Monday that it has detected financial abuses committed in
2011-2015 by “a number of high-ranking officials of the Justice Ministry.” It
did not mention Tovmasian by name.

The NSS raised eyebrows last week by questions his 75-year-old father and two
young daughters. It denied opposition claims that the authorities are targeting
Tovmasian’s relatives as part of their efforts to force him to resign.

Tovmasian again rejected government calls for his resignation on October 24. In
a newspaper interview, he also warned that the authorities will violate the
Armenian constitution if they arrest him without the consent of most other
Constitutional Court judges.

Critics, among them representatives of former President Serzh Sarkisian’s
Republican Party of Armenia, say that Prime Minister Nikol Pashinian is seeking
to purge the Constitutional Court in order to gain unlimited power. Pashinian
and his political allies deny this. The prime minister has repeatedly pledged
to establish a “truly independent” judiciary in Armenia.

Alen Simonian, a senior member of Pashinian’s My Step bloc, declined on Tuesday
to comment on the opposition claims. Simonian said he does not want to give the
critics more ammunition to allege government interference in the “legal
process.”

Gevorg Petrosian, a senior lawmaker representing the main opposition Prosperous
Armenia Party (BHK), said the criminal cases against Tovmasian smack of
political persecution ordered by the government.

“If Hrayr Tovmasian is a criminal let him be punished … But one gets the
impression that the authorities want to unseat Hrayr Tovmasian at all costs,”
Petrosian told RFE/RL’s Armenian service.

Russian Defense Chief Visits Armenia, Praises Close Ties

Armenia -- Defense Minister Davit Tonoyan (C) greets his Russian counterpart
Sergey Shoygu in Yerevan, .

Defense Minister Sergey Shoygu described Armenia as Russia’s key regional ally
and said Russian-Armenian military cooperation will continue unabated during a
visit to the South Caucasus state on Tuesday.

Shoygu met with Prime Minister Nikol Pashinian and Defense Minister Davit
Tonoyan after inspecting Russian troops stationed in Gyumri.

“Russia highly appreciates its cooperation with friendly Armenian and considers
the republic an ally and key partner in the Transcaucasus,” he told Pashinian.

“We note the Armenian side’s support for Russia’s main positions on the
international agenda,” he said, according to the Russian Defense Ministry.

After their separate talks in Yerevan, Shoygu and Tonoyan signed a plan of
Russian-Armenian military cooperation for next year. It reportedly includes
more than 60 joint activities by the armed forces of the two nations.

“We are planning to continue our partnership just as intensively, without
reducing the accumulated tempo,” the RIA Novosti news agency quoted Shoygu as
saying during the talks with his Armenian counterpart.

Earlier in the day, Shoygu visited the Gyumri headquarters of the Russian
military base in Armenia. “The base is combat-ready and, being a guarantor of
stability, is ready to confront emerging threats and challenges jointly with
the armed forces of Armenia,” he told Pashinian.

Both Pashinian and Tonoyan also praised the current state of bilateral defense
ties and, in particular, “military-technical cooperation,” an official
euphemism for Russian arms supplies to Armenia.

Russia has always been the principal source of military hardware supplied to
the Armenian army. Membership in Russian-led Collective Security Treaty
Organization (CSTO) allows Armenia to acquire Russian weapons at knockdown
prices and even for free.

Russia has also trained scores of Armenian army officers and cadets at its
military academies. Shoygu said that 248 Armenians are currently studying at 25
such institutions. Moscow and Yerevan are planning to “increase this number,”
he said.

U.S. House Recognizes Armenian Genocide

        • Emil Danielyan

U.S. – Capitol Building dome detail with US flag waving.

After decades of lobbying by the Armenian community in the United States, the
U.S. House of Representatives overwhelmingly passed on Tuesday evening a
landmark resolution recognizing the 1915 genocide of Armenians in Ottoman
Turkey.

The resolution adopted by 405 votes to 11 calls on the U.S. government to
“commemorate the Armenian Genocide through official recognition and
remembrance” and to “reject” Turkish efforts to deny it. It says the government
should also “encourage education and public understanding of the facts of the
Armenian Genocide” and their “relevance to modern-day crimes against humanity.”

The resolution was introduced by several pro-Armenian U.S. lawmakers, including
House Intelligence Committee Chairman Adam Schiff, in April. It reached the
House floor after being backed by Speaker Nancy Pelosi and Majority Leader
Steny Hoyer. They both reaffirmed their support during an hour-long debate on
the bill that preceded the vote.

“It’s a great day for the Congress,” Pelosi said, urging a “strong vote” for
acknowledging “one of the greatest atrocities of the 20th century.”

“This was genocide and it is important that we call this crime what it was,”
House Foreign Affairs Committee Chairman Eliot Engel said as he presented the
resolution to fellow legislators. He called on them to finally “set the record
straight.”

U.S. -- House Speaker Nancy Pelosi and House Intelligence Committee Chair Adam
Schiff, D-CA, speak during a press conference in the House Studio of the US
Capitol in Washington, October 2, 2019

More than a dozen other lawmakers, most of them Democrats representing
constituencies with large numbers of Armenian Americans, spoke during the
ensuing debate. They all made a case for recognizing the World War One-era
slaughter of some 1.5 million Armenian subjects of the Ottoman Empire as
genocide.

“This is a vote which I have waited for 19 years to cast,” declared a visibly
emotional Schiff.

"We cannot pick and choose which crimes against humanity are convenient to
speak out against,” said the prominent Democrat from California. “What we must
do is to state the fact that the Ottoman Empire committed this grotesque crime
against the Armenians."

“Genocides, whenever and wherever they occur, cannot be ignored,” said Gus
Bilirakis, a Florida Republican and a co-sponsor of the resolution.

Another Republican congressman, Christopher Smith of New Jersey, blasted Turkey
for its “well-funded aggressive campaign of genocide denial”

The two leading Armenian-American lobby groups swiftly hailed the passage of
the resolution. Bryan Ardouny, the executive director of the Armenian Assembly
of America, said it “reflects the best of America.”

“Today’s watershed vote for human rights represents the culmination of decades
of tireless work by members of Congress, the Armenian Assembly of America and
the Armenian American community from across the country,” Ardouny told RFE/RL’s
Armenian service.

The Armenian National Committee of America (ANCA) likewise praised the U.S.
House for ending “Ankara’s gag-rule against American remembrance of the
Armenian Genocide.”

The Assembly and the ANCA have spent decades campaigning for such a measure.
Genocide resolutions drafted by pro-Armenian lawmakers have been repeatedly
approved by congressional committees in the past. But they never reached the
House or Senate floor because of opposition from former U.S. administrations
worried about their impact on U.S.-Turkish relations.

U.S. -- Demonstrators commemorating the 103rd anniversary of the Armenian
genocide rally outside the Turkish Consulate in Los Angeles. April 24, 2018.

Like his predecessors, U.S. President Donald Trump avoided using the word
genocide in his annual statements on the mass killings and deportations of
Armenians. But Trump, whose relationship with the Democratic leadership of the
House is very strained, appears to have made no attempts to thwart the passage
of the latest genocide bill.

Successive Turkish governments have vehemently denied a deliberate Ottoman
government effort to exterminate the Ottoman Empire’s Armenian population.

The Turkish ambassador in Washington, Serdar Kilic, sent last week letters to
House members warning that the resolution will “considerably poison the
political environment between the United States and Turkey.” Ankara was quick
to condemn its adoption as a “meaningless political step” and “grave mistake.”

The Turkish Foreign Ministry also said that it will damage U.S. interests in
the region. “On the other hand, it is also noted that the attitude of the U.S.
Administration on 1915 events remains the same,” it added in a statement.

Predictably, Armenia welcomed the U.S. recognition of the genocide, with Prime
Minister Nikol Pashinian describing it as “historic.” “Resolution 296 is a bold
step towards serving truth and historical justice that also offers comfort to
millions of descendants of Armenian Genocide survivors,” Pashinian wrote on
Twitter early on Wednesday.

“Thank you, U.S. Congress,” Foreign Minister Zohrab Mnatsakanian tweeted for
his part. The U.S. lawmakers have sent a “massive message” against Turkish
denial of the genocide, he said.

The resolution made rapid progress in the Congress following Turkey’s military
incursion into northern Syria largely controlled by U.S.-backed Kurdish forces.
The operation was strongly condemned by many Democratic and Republican
lawmakers.

Immediately after passing the Armenian bill, the House voted overwhelmingly for
a resolution calling on Trump to impose sanctions on Turkey.

1,000 Strong Capacity Crowd Celebrates ANCA-WR and Its Accomplishments

LOS ANGELES—More than 1,000 activists, community leaders, public officials, supporters, and generous donors attended the Armenian National Committee of America – Western Region’s Annual Gala on October 20, 2019 in Beverly Hills.

The community celebrated ANCA-WR’s accomplishments and bestowed the “Legislator of the Year” Award upon Congresswoman Judy Chu, the “Woman of the Year” award upon LA County Supervisor Kathryn Barger, the “Khrimian Hayrig” award upon Archbishop Hovnan Derderian, the “Excellence in Media” award upon news anchor Araksya Karapetyan, and gave recognition to last year’s ANCA-WR interns. A special tribute was made in memoriam to Hacop Baghdassarian to honor his lifelong commitment and unwavering dedication to the advancement of the Armenian Cause.

With over 50 elected officials in attendance, opening and closing remarks were made by City of Los Angeles Mayor Eric Garcetti and California Lieutenant Governor Eleni Kounalakis, as participants enjoyed a memorable evening at the community’s largest and most prestigious event of the year. In addition to U.S. officials, representatives from three other countries were also present to join the festivities and congratulate the ANCA-WR: High Commissioner for Diaspora Affairs Zareh Sinanyan from the Republic of Armenia; Deputy Foreign Minister of the Republic of Artsakh Armine Aleksanyan; and Consul General of Japan to Southern California and Arizona, the Honorable Akira Muto.

Held at the iconic Beverly Hilton Hotel in Beverly Hills, California, the evening began at 4:30pm with cocktails, hors d’oeuvres, and a silent auction. A three-course dinner followed at 6:00pm with a powerful program and presentation of awards kicked off by the national anthems performed by Anahit Nersesyan.

Prelate of the Western Prelacy of the Armenian Apostolic Church, Archbishop Moushegh Mardirossian, conducted the invocation for the evening, commending the work of the ANCA-WR and congratulating all the honorees.

Following the prayer, 2019 ANCA-WR Gala Banquet Committee Chair Marie Filipian welcomed guests and thanked committee members for making the sold-out event a big success.

Following Filipian’s remarks, LA Mayor Eric Garcetti addressed the gala attendees commending the critical work of ANCA and expressing his support for the Armenian community that he has represented for years. first as a member of the LA City Council and then as Mayor. “In this room I see possibility, I see potential, and I feel power,” noted Garcetti. “We know that the bonds between Los Angeles and Armenia are unbreakable, but friends, we have to speak truth to power always. Whether it’s when we fill the streets to say that we remember the 1.5 million lost or whether it’s right now when we see Turkish tanks going over another border yet again to cause the suffering for another people. We have to speak truth amid aggression with the power that we have in this room.”

ANCA-WR Chair Nora Hovsepian, Esq. then took the stage to deliver the organization’s message focused on community-wide cooperation and unity, calling on Armenians of all political and religious persuasions to unite as one, to strive to be not just “good” Armenians, but “effective” Armenians to bring the collective strength of the vast Armenian-American Diaspora to rally U.S. support for Armenia, Artsakh and justice for the Armenian Genocide, and to be civically engaged as American citizens to accomplish the goals of the Armenian Cause. Noting that 2019 marked the 100th anniversary of the founding of the ANCA’s precursor organization, the American Committee for the Independence of Armenia, and the 50th anniversary of the founding of the ANCA-Western Region, Hovsepian paid tribute to the first secretary of the ACIA in California and the founding chairman of the ANCA-WR, Hagop Manjikian, who had sadly passed away just days before the event.

In her remarks, Hovsepian expressed the organization’s deep gratitude to banquet sponsors Gevik & Peter Baghdassarian and their families and to all of the ANCA’s generous donors who continue to inspire the work of the ANCA year-round with their support and encouragement. Providing attendees with details of the organization’s accomplishments in 2019, Hovsepian highlighted the success of the ANCA-WR’s recent legislative trip to Yerevan as part of its effort to bolster relations between U.S. states and the Republic of Armenia, noted the latest milestone in the Divest Turkey initiative, with Governor Gavin Newsom signing AB1320 Turkey Divestment Bill into law, and announced the latest initiative of ANCA-WR in creating the Impact Media Institute tasked with monitoring and engaging with media outlets in defense of human rights and justice.

Before the brief dinner break, Armenia’s Ambassador to the United States Varuzhan Nersesyan – who traveled from Washington, DC for this occasion – took the stage to congratulate the ANCA-WR and to greet the attendees. In his remarks he particularly noted that, “Sometimes it may seem that Washington, DC is a 5-hour flight away from Los Angeles, but what you do here, what you initiate here resonates in Washington, DC and we see and witness it on a daily basis. You spare no efforts to make an impact on all the Armenian-related issues.” Ambassador Nersesyan went on to say that, “During this past year you have continued to work tenaciously on an agenda from advocating for the recognition of the Armenian Genocide to Genocide Education, from generating support for the Republic of Armenia to the recognition to the Republic of Artsakh, from developing grassroots programs for the Armenian-American community in western half of U.S. to institutionalizing partnerships with ethnic communities, such as Assyrian and Greek communities, to building new coalitions between Armenian, Jewish, Korean, and Hindu communities. ANCA-WR’s Divest Turkey initiative is yet another benchmark where it was made clear that Turkey’s policy of denialism has its consequences.”

ANCA National Board Member Levon Kirakosian, Esq., ANCA-WR Board Member Raffi Sarkissian, and Southern California Armenian Democrats (SCAD) Chair Araz Parseghian presented the “Legislator of the Year” Award to Congresswoman Judy Chu in honor of her steadfast dedication and commitment to advancing the Armenian Cause. Rep. Chu had just recently returned from a Congressional Delegation Trip to Armenia and Artsakh.

“For over a decade, Congresswoman Judy Chu has been championing the Armenian Cause in the halls of Congress, proving time and again her commitment to the issues and concerns of her Armenian-American constituents,” noted Kirakosian, continuing, “Congresswoman Judy Chu has worked closely with the ANCA to sponsor the Chu amendment endorsing the bipartisan Royce-Engel Peace Proposal for Artsakh… that legislation was overwhelmingly adopted in July 2019 by the U.S. House of Representatives.”

In her acceptance speech, Rep. Chu said, “It is such an honor to get this from an organization I respect so much; the Armenian National Committee. And it’s especially wonderful to receive this, ten days after I’ve come back from Armenia. In each visit, I told them how proud I was to represent a district with the oldest and one of the largest Armenian population in America. That is why I was determined to visit Artsakh.” Congresswoman Chu went on to continue, “Being in Artsakh, made me even more gratified to have introduced the amendment into the National Defense authorization act to reinforce the ceasefire in Artsakh while ensuring that any violators that any violators would be held accountable… and we visited the HALO Trust and watched them demonstrate their mine clearing work. I came home and discovered that because of my visit I have been officially blacklisted by the country of Azerbaijan, so I guess that besides the honor you give me tonight, I have another badge of honor. And by the way, considering how Congress feels about Turkey right now, I think now is the perfect time for Congress to vote “yes” on the Armenian Genocide Resolution.”

ANCA-WR Board Members Lina Davidian, Esq. and Hermineh Pakhanians then took the stage for the Special Tribute in Memoriam to Hacop Baghdassarian to honor his lifelong philanthropic efforts in furtherance of the Armenian Cause. His sons Gevik and Peter Baghdassarian accepted the Tribute on behalf of the family and offered remarks celebrating the life of the great benefactor and community leader Hacop Baghdassarian, highlighting that their father instilled in them a sense of duty to serve the Armenian Nation and that they are committed to continuing the legacy he left behind.

“If you were to look up the call to action or call for help, from major Armenian organizations in Armenia and the Diaspora, you would most likely see Hacop Baghdassarian listed as one of the first responders,” remarked Hermineh Pakhanians. “Hacop Baghdassarian was a very humble man… even after his passing, through endowment funds established by his family, Hacop Baghdassarian continues to support many students in completing their higher education. We will never forget him, his legacy will be carried forward not only by his sons and grandsons but also by all those whose lives he touched.”

In his remarks, Gevik Baghdassarian noted, “I want to thank ANCA-Western Region board from the Baghdassarian Family for bestowing this amazing honor, you know how much this would mean to my father. He was a man who taught by action and not by words. One of the best lessons he taught me was the meaning of the word “Azgayin”… and we are here today supporting ANCA-WR because they’re “Azgayin” and they do the hard work that we need everyone to do and get done.”

The “Woman of the Year” award was presented to LA County Supervisor Kathryn Barger by ANCA-WR Board Members Sako Berberian and Anahid Oshagan, Esq. as well as National Organization of Republican Armenians (NORA) Chair Harry Leon for her unwavering support for the Armenian Cause. Supervisor Barger had earlier joined the ANCA-WR Legislative Trip to Armenia together with other state-level officials from California, Arizona, and Colorado, and she represents the largest Armenian-American constituency in the country.

Anahid Oshagan remarked during her introduction of the award, “Elected to office in 2016, Supervisor Barger hit the ground running as an advocate, voice, and a dear friend, to the Armenian community. She proudly serves the county’s largest district…. giving Supervisor Barger the distinction of representing the largest concentration of Armenian-American constituents in the United States.” Oshagan continued, “The Supervisor’s contributions to our community are countless… Supervisor Barger proclaimed, not just the day, but the entire month of April, as “Armenian History Month.” To acquire even a greater understanding of our community, the Supervisor visited Armenia as part of this year’s ANCA-WR Legislative Delegation. Lastly, Supervisor Barger generously donated one million dollars towards the realization of the Armenian-American Museum in Glendale, CA.”

In her acceptance speech, Supervisor Barger said, “All I can say is that I’m deeply humbled to receive this honor from this incredible organization and the people who represent the ANCA-WR. I’m so grateful for your guidance, your mentorship, but more importantly your friendship. Visiting Armenia this summer truly did give me a perspective to strengthen my representation of the Armenian people… There is no question that I am going back, I will forever be grateful to the ANCA-WR for the unforgettable experience, it truly has changed my life and it’s something I will carry with me forever.”

ANCA-WR Board Vice-Chair Raffi Kassabian, Esq. and Board Member Lena Bozoyan presented the “Khrimian Hayrig” Award to Archbishop Hovnan Derderian in honor of his exemplary service and devotion to the Armenian Cause.

“Tonight we honor a man whose dedication and commitment to the cause keeps Khrimian Hayrig’s vision very much alive,” said ANCA-WR Vice-Chair Raffi Kassabian. “As the leader of the Western Diocese, Archbishop Derderian, has used the power of spirituality, holy tradition, and the faith of the Armenian Church to unite segments of the Diasopran community to pursue the advancement of the Armenian Cause in a structured and collaborative environment.”

In his acceptance speech, Archbishop Hovnan Derderian particular noted that “Dreamers are the architects of the future. Tonight, we’re celebrating ANCA in the life of our community. Today, as I receive the Khrimian Hayrig, I bow my head in admiration and reverence before Khrimian Hayrig, pledging to continue his eternal legacy to the best of my human abilities.”

The “Excellence in Media” award was presented to Araksya Karapetyan for her ongoing contribution toward advancing awareness of the Armenian Cause. Presenting the award were ANCA-WR Board Members Ayk Dikijian, Esq., Gev Iskajyan, and Joseph Kaskanian.

“There is no weapon in the arsenal of Hye Tad like the ability to tell our story to the masses,” remarked Dikijian. in introducing the award. “And to make this objective a reality it takes Armenian Diasporans with the courage to dream and dedication to reach the heights of their professional fields; to utilize their platform and tell the story of our Cause to the millions. A shining example of this is personified in our very special and talented honoree tonight, our community’s diamond Araksya Karapetyan.”

In her acceptance speech, Karapetyan noted, “What brings me this energy, what gives me this passion, what fuels my drive, and what is all about the purpose and the meaning that I am looking for is the fact that I am able to be a part of this community and to give back… As Armenian-Americans we have a duty and a responsibility to never forget who we are and to never forget where we come from and to always try to give back in whatever capacity we can. We have shown the world what is possible when we as Armenians come together. We can make and bring about instrumental change.”

Following a video presentation of the last year’s ANCA-WR interns, ANCA-WR Executive Director Armen Sahakyan took to the podium to recognize the 2019 ANCA Western Region and ANCA Leo Sarkisian Internship Program participants, Hakop Hajibekyan, Gregory Mikhanjian, Sarnell Antabian, and Areg Jangozian. Joining on the stage were ANCA-WR Government Affairs Director Arsen Shirvanyan, ANCA-WR Government Relations Coordinator Serob Abrahamian, ANCA-WR Community Development Coordinator Simon Maghakyan, and ANCA-WR Projects Coordinator Lori Sinanian.

“Youth is the backbone, it is the future, and each generation has a responsibility to equip with the necessary tools and skills the following one to carry the torch of truth and justice forward,” Sahakyan noted in his remarks.

The Lieutenant Governor of California Eleni Kounalakis offered the closing remarks, during which she congratulated all the evening’s honorees and expressed appreciation for being invited as part of the ANCA-WR’s 2019 Legislative Trip to Armenia, adding that her commitment as a California leader and as a Greek-American to Armenian issues is strong and unwavering.

The evening concluded with a rousing a cappella rendition of Armenian folk music by Anahit Nersesyan in honor of Gomidas Vartabed’s 150th birthday.

The Gala Committee included Marie Filipian (Chair), Lina Davidian, Esq. (Board Liaison), Anita Altounian, Steve Artinian, Clara Fermanian, Harry Geozian, Anita Gevorkian, Elizabeth Gourjian, Edgar Hayrapetyan, Silva Kechichian, Vanna Kitsinian, Esq., Carolyn Peroomian, Suren Seropian, Astine Suleimanyan, Nora Tchaparian, Vahagn Thomassian, Krestina Torossian, Sarin Vartanian, Harry Geozian, Lusine Yarian, and Armine Zakaryan.

Asbarez: Governor Signs ‘Divest from Turkish Bonds’ Act

Gov. Gavin Newsom signs ‘Divest from Turkish Bonds’ Act with Assemblymember Adrin Nazarian (right) and LA City Councilmember Paul Krekorian at his side

SACRAMENTO—Governor Gavin Newsom on Thursday signed the Divestment from Turkish Bonds Act, into law.

“California stands on the side of justice and remembers the 1.5 million souls lost during the Armenian Genocide,” stated Governor Gavin Newsom. “Today and every day, let us recommit ourselves to making certain that we never forget and that we always speak out against hatred and atrocities anywhere they occur. I am proud to stand with friends and sign AB 1320 into law.”

“California, the 5th largest economy in the world, just told Turkey to end its deceitful campaign of genocide denial,” stated Assemblymember Adrin Nazarian. “I want to thank my colleagues, Governor Newsom, and all those who have fought with me on this long path to recognizing the 1.5 million Armenian souls lost to genocide.”

“This is a significant victory for the Armenian Cause after a long and hard-fought battle, but the war is not over by any means. We are exceedingly grateful to Governor Gavin Newsom for remaining steadfast in his commitment for justice for the Armenian Cause by keeping his promise to sign the Divest Turkey bill into law once he assumed office after publicly voicing his support during his term as Lt. Governor and after our meeting with him in August,” said Armenian National Committee of America-Western Region chairperson Nora Hovsepian, Esq.

“The persistence and perseverance of Assemblymember Adrin Nazarian and the unflinching support of his colleagues in the State Assembly and State Senate in working with us to advance this agenda have been immeasurable, and we greatly appreciate the hard work it took to achieve this result,” added Hovspeian.

“After this movement was initiated by the Armenian Youth Federation and the All-Armenian Students’ Association on college campuses throughout California, the ANCA-WR worked hard to bring it to the legislative floor. This was truly a team effort, and the result speaks for itself. We will continue to spread the message of Divest Turkey to other entities, now being able to use this newly-enacted law as an example of how the State can align its human rights policies with its fiscal policies.” explained Hovsepian.

California has a long history of divesting from countries that violate human rights, such as South Africa (apartheid policy), Sudan (Darfur genocide), and Iran (international terrorism, human rights violations). Threatening to divest from Turkish bonds over its denial of the Armenian Genocide would end the continued funding of a campaign of genocide denial. This bill sends a strong message internationally that California demands justice for the murder of 1.5 million Armenians.

AB 1320 prohibits the boards of the California Public Retirement System (CalPERS) and California State Teachers’ Retirement System (CalSTRS) from making additional or new investments, or renewing existing investments issued or owned by the government of Turkey after federal sanctions are imposed on Turkey.

The boards shall liquidate investments only upon action taken by the federal government. More specifically, CalPERS and CalSTRS must liquidate any of the investments described above within eighteen months of the passage of federal sanctions on Turkey.

This bill also requires the boards of CalPERS and CalSTRS to submit reports to the Legislature and the Governor, within a year of when the federal government issues sanctions against Turkey. The report will detail a list of investments that they have already liquidated and a list of investments that potentially can be liquidated. CalPERS, estimated that the exposure to the fund from Turkish investment vehicles ranges between $77 million up to $350 million as of December 31, 2018.

From its July analysis, CalSTRS estimates the holdings of debt securities issued by the government of Turkey is approximately $3.2 million. Global equities and currency investments subject to possible divestment have a potential combined market value of up to $8.3 million.

“I want to thank the Armenian Assembly, the Armenian National Committee of America – Western Region, Armenian Youth Federation and Armenian Student Associations throughout the UC and Cal State system and all the other college campuses for helping advocate for AB 1320,” stated Assemblymember Nazarian.

California is home to the largest Armenian-American population in the United States and one of the largest Armenian Diaspora communities in the world. Annually, the Los Angeles Armenian Diaspora organizes a march and protest on April 24th, to the Turkish Consulate to condemn Turkey’s denial of their history of human rights violations and targeted murder of the Armenian people in 1915. AB 1320 sets precedent that we will not support Turkey, as it continues to savagely violate human rights today as it did over a century ago.

Assemblymember Nazarian added: “I am not finished fighting for justice and reparations. My next fight is federal recognition of the Armenian Genocide.”

Turkey meddles in Armenian Patriarch election, changes conditions

PanArmenian, Armenia
Sept 24 2019

PanARMENIAN.Net – Ahead of the election of the 85th Patriarch of the Armenian Patriarchate of Turkey, the Ministry of Interior has laid down a condition that the candidates must be from Turkey. An HDP MP of Armenian descent, Garo Paylan has described the movie as "an attempt to usurp the right to be elected," bianet reports.

The Ministry has issued a directive to the Patriarchate and the Enterprising Council who prepare to elect the 85th Patriarch, stipulating the condition of "being part of the class of bishops of the Armenian Patriarchate of İstanbul" to be elected.

There are only two high cleric candidates who meet these requirements.

Paylan said there have been many patriarchal elections in Turkey and all of them were attended by Armenian clerics from around the world.

"The Armenian Patriarchate has the right to appeal the decision. In fact, when Mesrob Mutafyan was being elected 20 years ago there was a similar attempt but the enterprising committee of the time objected to the decision and the situation was corrected," the lawmaker said.

"Now the same objection must be made and this restriction must be removed by the ministry officials. Otherwise, it cannot be called an election.

Mutafyan, the late Patriarch, was elected as top religious leader of the Armenian community in Turkey in 1998.

Since 2008, Mutafyan suffered from health issues that prevented him to fulfill his duties. He died in March 2019.

Bishop Sahak Mashalian was recently elected a patriarchal locum tenens of the Armenian Patriarchate of Istanbul.

Mashalian is reportedly one of the candidates, including Archbishop Aram Ateshyan, the vicar, to succeed Mutafyan.

Kocharyan supporters, critics protest outside Yerevan court

Panorama, Armenia
Sept 12 2019

Supporters and detractors of Armenia’s second President Robert Kocharyan on Thursday staged demonstrations outside the Shengavit Residence of the Yerevan Court of General Jurisdiction.

The court was set to start the first hearing in the case of Kocharyan, former Defense Minister Seyran Ohanyan, ex-CSTO Secretary General Yuri Khachaturov and former Deputy Prime Minister Armen Gevorgyan, at 1pm. The case has been assigned to judge Anna Danibekyan.

The ex-president’s supporters demand the court to implement September 3 ruling of the Constitutional Court to release Kocharyan.

A Kocharyan supporter, Zaruhi Sargsyan stressed their protest was peaceful and expressed conviction the justice would prevail.

“We hope Anna Danibekyan will find inner strength and will be smart enough to make a decision to immediately release Robert Kocharyan,” she said.

The former president’s supporters next marched towards Komitas Pantheon to lay flowers at the graves of cultural figures and prominent people.
