CIVILNET.OPEC+ Orders Unprecedented Supply Cuts, But Expensive Crudes Still At Risk: Petrostrategies

On April 9, during an extraordinary eleven-hour video conference (webinar), the OPEC+ countries agreed to slash their production by an official volume of 10 million b/d for May and June 2020, as compared to a benchmark production level of 43.85 million b/d, corresponding to a cut of 22.8%. The implementation of their agreement, however, will depend on the attitude of two countries, Mexico and the United States. Will Mexico pledge to reduce its output by the volume requested by other OPEC+ countries (i.e. 400,000 b/d), or will it persist in wanting to reduce it by only 100,000 b/d? OPEC+’s final statement ends as follows: “The agreement is conditional on the consent of Mexico”, a sentence which was allegedly added at the request of the Saudis. The Mexican minister left the conference before it ended. The decision is now in the hands of his President, Andres Manuel Lopez Obrador (AMLO), one of whose main policy goals is to increase his country’s oil production. During the video conference, AMLO was called by his Venezuelan counterpart, but when PETROSTRATEGIES went to press, he had not yet given an answer. The OPEC+ agreement has therefore not been signed by the countries that negotiated it.

The second question is: how big will the drop in US production be over the coming months, and will it be deemed sufficient by Russia, a key OPEC+ country whose Energy minister seems to have played a central role during the video conference? In Russia, influential political currents refuse to accept that the Americans may continue to increase their oil market share at the expense of the OPEC+ countries which are reducing theirs to support prices. Vladimir Putin’s support for this viewpoint in early March was one of the main reasons why the previous OPEC+ meeting failed on March 6, after which Saudi Arabia launched a price war

The production cuts by OPEC+ countries will be implemented on the baseline of the levels reached in October 2018. However, Saudi Arabia and Russia will have to reduce their output compared to a reference level of 11 million b/d. In so doing, the two countries would therefore theoretically cut their production by 2.5 million b/d each. Together, OPEC+ countries (including Mexico) would reduce their crude oil production to 33.85 million b/d. But although the output of other OPEC countries is currently almost at the same level as in October 2018 (it has fallen by around 500,000 b/d, according to PETROSTRATEGIES’ estimates), that of Saudi Arabia and Russia has varied. The Wahhabi kingdom’s current production is thus estimated at 12.3 million b/d – furthermore, this level has not been confirmed by so-called secondary sources ; the cut actually accepted by Riyadh would therefore be 3.8 million b/d. Conversely, current production in Russia is only 10.4 million b/d; the actual reduction in Russian production would therefore be only 1.9 million b/d. In reality, therefore, the reduction in OPEC+ production from the current level would amount to some 10.9 million b/d.

After the initial reduction of 10 million b/d planned for May and June, the OPEC countries have agreed to lower their production by 8 million b/d over the following six months (from July 1 to December 31, 2020), then by 6 million b/d over the following sixteen months (from January 1, 2021 until April 30, 2022), compared to the agreed baselines. “The agreement will be valid until 30 April 2022, however, the extension of this agreement will be reviewed during December 2021”, said the final OPEC+ statement. In addition, on June 10, 2020, OPEC+ will hold a video conference to “determine further actions, as needed to balance the market”.

The OPEC+ countries are hoping that other countries will join their effort to cut supply (Saudi Arabia’s Minister of Energy, Abdulaziz bin Salman, mentioned the United States, Canada and Brazil). “They will do it in their own way, using their own approaches, and it is not our job to dictate to others what they can do based on their national circumstances”, said the Saudi minister. The main question-mark is the United States of course. Donald Trump praised the OPEC+ deal, saying in his peculiar style that it was “a great day”. A senior Trump administration official welcomed the deal, saying: “These commitments would send an important signal that all major oil producing states will respond in an orderly manner to market realities caused by the Coronavirus pandemic”. According to the EIA, US oil output declined by 600,000 b/d during the week ending April 3, to 12.4 million b/d. The DoE agency is forecasting a fall of 2 million b/d until the first quarter of 2021. American officials worked hard to convince OPEC+ countries that although free market rules prevent them from telling companies what to produce, low prices prevailing on the market will be responsible for shifting the US oil supply towards lower levels.

Perhaps the most important aspect of the OPEC+ agreement is the duration of the planned reductions: two years, which is unprecedented. This can be explained by uncertainty about how long the pandemic will last, and how serious its impact on oil demand will be; and also, no doubt, by the fact that it was almost impossible for countries in this group to decree and apply a more massive reduction volume, i.e. 15 to 20 million b/d. Of course, no one expects all OPEC+ countries to faithfully meet their reduction commitments, let alone over such a long period. One may deduce that even if oil prices recover somewhat over the coming months, and after the end of the pandemic, they will not rise very much. The huge excess stocks that are piling up all over the world will burden prices for a long time to come. One is therefore justified in thinking that crude oil prices will remain moderate and that production of expensive oils (from sands and shale) will decline.

Armenia further tightens restrictions during extended coronavirus lockdown

Armenia has imposed further restrictions on public life as the nationwide lockdown has been extended for at least ten days untill April 12 in an effort to curb the spread of coronavirus.

The government initially imposed one-week lockdown from March 24-31.

According to the Armenian Unified Infocenter, a new decision signed by Commandant Tigran Avinyan envisages the following changes:

– The public transport is suspended, except for rail transport. Taxis are allowed to operate.

– Inter-regional movements of people are restricted. Movement is allowed with the work-home route and with one or two other exceptions.

– Movement of family members and employees of the same organization by a light passenger car is allowed without restrictions.

– From now on, people will need to submit a form filled out by their employers.

– The movement sheet will need to be presented in other provided cases.

– The current restrictions on types of economic activity have mostly been maintained.

Some restrictions will take effect later than others, giving citizens time to adapt to them, the center said.

YEREVAN, APRIL 4, ARMENPRESS. More than 500 coronavirus infected patients of Armenia receives no treatment since they do not even have temperature, ARMENPRESS reports PM Pashinyan said during a consultation on the process of the implementation of capital projects.

''By now we have 770 recoorded cases of coronavirus, unfortunately 7 deaths and 43 recoveries. At the moment there are 720 active cases'', Pashinyan said, adding that over 500 of them do not receive any treatment, since they even do not have temperature. ''Anyway, they are carriers of virus and they have to be kept isolated to prevent the spread of the virus'', Pashinyan said.

By 11:00, April 4 the number of confirmed coronavirus cases in Armenia is 770. 7 cases of fatality have been recorded. 720 are active cases.

On March 16 Armenia declared a 30-day state of emergency to fight against the spread of the novel coronavirus. The state of emergency is effective until April 14, at 17:00. Strict limitations have been imposed.

Foreign ministry reminds Armenian citizens cannot return from Russia by land routes

YEREVAN, APRIL 3, ARMENPRESS. Armenia’s foreign ministry once again reminds that the citizens of the Republic of Armenia cannot return from the Russian Federation to Armenia by land routes: they have been closed since March 18. The Upper Lars checkpoint is open exclusively for cargo transportation.

“For information on the restrictions applied by different countries within the fight against the novel coronavirus, as well as on possibilities of movement for our citizens abroad, please, follow exclusively the updates provided by Commandant’s Office, the Ministry of Foreign Affairs and diplomatic representations of the Republic of Armenia abroad”, the ministry said in a statement.

YEREVAN. – Past daily of the Republic of Armenia (RA) writes: As the number of aviation flights is low, to put it mildly, these days, especially in our region, a plane departing from Baku to Luxembourg, which was passing through the Republic of Armenia airspace at about 13:25, caught the eye on flightradar24 website yesterday amid the overall “emptiness.”

To find out whether it is normal that an aircraft departing from Azerbaijan, or heading to Azerbaijan, passes through our territory, Past applied to the RA Civil Aviation Committee.

 “There are international agreements signed that civil aircrafts have the right to enter our airspace without special permission. We repeat, if they are civilian aircrafts, are not transporting dangerous cargo and public officials,” (…) an employee from the Civil Aviation Department said.

Azerbaijan also bombarded Koti village of Armenia’s Tavush Province today, as resident of Koti Susanna Saratikyan told Armenian News-NEWS.am, adding that Azerbaijan bombarded the village for nearly 30 minutes.

As reported earlier, Azerbaijan also bombarded the Baghanis and Voskevan villages today, and a 14-year-old was wounded. At around 7 p.m., Azerbaijan made an attempt of sabotage penetration in the direction of the Armenian military posts in the Noyemberyan region of Tavush Province. Thanks to the operations of the Armenian border guard troops, the adversary was thrown back, and the information about the casualties is being specified. The Armenian side doesn’t have casualties, two servicemen were slightly injured as a result of the operations and are at the medical center in Noyemberyan.

Armenian Healthcare Minister Arsen Torosyan, Aurora Humanitarian Initiative Co-Founder Noubar Afeyan, and IDeA Foundation Co-founder, Aurora Humanitarian Initiative and UWC Dilijan International School Co-founder Ruben Vardanyan, Lord Ara Darzi, Director of the Institute of Global Health Innovation at Imperial College, London, McKinsey & Company executive Andre Andonian and Dr. David Nabarro participated in an online conference today titled “COVID-19: Challenging General Fear”.

During the online webinar the participants shared views on the current situation around the globe and also in Armenia caused by the spread of the novel coronavirus.

In his remarks Dr. David Nabarro said in order to be protected from coronavirus it’s necessary to understand what kind of a disease it is. In terms of fighting the virus he made comparisons with other pandemics faced by humanity.

Thereafter, Healthcare Minister Arsen Torosyan introduced the panelists on the COVID-19 situation in Armenia and the country’s fight against the disease.

“In the fight against coronavirus we isolate patients and urge citizens to self-quarantine if they had contacted infected people. We also isolate those citizens who are coming from the risky countries. At this moment the number of these countries is nearly 20”, the minister said.

Noubar Afeyan informed that the vaccine created by his company is currently at the stage of clinical testing. He expressed hope that the results will be ready in spring.

McKinsey & Company executive Andre Andonian commented on the topic from the perspective of economic impact. He said there are several scenarios in terms of the COVID-19 economic impact, from the best to the worst. Mr. Andonian said coronavirus will have the greatest impact on the US economy after the Second World War.

In late December 2019, Chinese authorities notified the World Health Organization (WHO) about an outbreak of a previously unknown pneumonia in the city of Wuhan, central China. WHO declared the outbreak of the novel coronavirus a global pandemic and named the virus COVID-19. Cases of coronavirus have been reported in over 195 countries.

In Armenia, the total number of confirmed cases is 372 according to the latest data. 28 patients have recovered. One death case has been registered on March 26.

Asbarez: AEF Students Step Up to COVID-19 Challenges

The Republic of Armenia has declared a 30-day state of emergency over the coronavirus, imposing border restrictions that include a ban on citizens leaving the republic. As people everywhere try to find ways of coping with the spread of the virus, Armenian Educational Foundation students have chosen to step up during this moment of crisis.

The current pandemic of COVID-19 has caused a global call to action and cooperation with AEF sponsored students, from Yerevan State Medical University, at the forefront in Armenia. Amongst them is Sushan Amazaryan, who alongside her friends from YSMU, is currently volunteering and providing much needed care for at-risk patients in hospitals and lightening the load for doctors to continue their work.

Another AEF student who has stepped in ism Tamarik Aleqyanwho is currently preparing masks with her neighbors and friends and later dispersing these masks to the elderly for free. As many might know, there is currently a shortage of masks in stores across the country and those that are available are high in cost.

Students Andranik Haroyan and Mery Marandyan are also actively involved as volunteers for the Ministry of Health, coordinating the situation in regions across the nation, and putting themselves at high risk.

AEF is proud and thankful for its students, staff, and all those who have taken the steps required to prevent further escalation of the spread of the virus and in doing so selflessly put their own lives at risk to help those in need.

We encourage the public to continue taking important steps to preventing the spread of the virus by washing your hands, covering your mouth with your elbow when coughing, sanitizing commonly used surfaces, and practicing social distancing.
