Yeni Şafak: Turkish specialists to leave for Azerbaijan to examine S-300 air defense systems

A group of Turkish military will leave for Azerbaijan to learn and train the S-300 command and control systems, Ermenihaber reported, citing Yeni Şafak report.

According to the source, the Turkish Ministry of National Defense and the General Staff have made a decision to send a delegation of 100 people to Azerbaijan this year, before heading to Russia where Turkish troops will be trained to operate the S-400s ahead of the system’s deployment by October.

The source reminds that Ankara and Moscow inked a $2.5 billion contract on the delivery of four battalion sets of S-400s to Turkey in 2017 in a move that’s been strongly criticised by the United States.

According to the same report, the S-400s purchased by Turkey would first be deployed at the Murted Air Base, formerly known as Akinci Air Base, located northwest of Ankara. Citing military sources, the report reads, the base will become the main centre for the dispatch of Russian air defences, but later the S-400s may be moved to other regions.

The Azerbaijani State Commission on Prisoners of War, Hostages and Missing Persons has asked the International Committee of the Red Cross (ICRC) to facilitate the return home of a mentally disabled resident of the Qazakh district who crossed the Armenian-Azerbaijani border and was injured by Armenian servicemen.

"The state commission asked the ICRC to help return home resident of the Qazakh district Elvin Ibrahimov. It is noted in the address that Ibrahimov is a mentally disabled person and is retarded," the state commission said in its address.

The State Commission on Prisoners of War, Hostages and Missing Persons stresses "the need of carrying out the all-for-all exchange of prisoners."

The Azerbaijani State Border Service has earlier said that Ibrahimov had attempted to cross the Armenian border.

"A number of Armenian media outlets reported the arrest of an Azeri citizen on border crossing charges. In view of these reports, the Service hereby informs that on the night of March 15-16 there was an instance of state border violation by an unknown individual from Azerbaijan. This unknown man turned out to be Elvin Arif oglu Ibrahimov, born 1986, from the village of Salahli, Qazakh district. An inquiry found that he had a Group II disability and suffered from a mental disorder," the agency said.

The Azerbaijani citizen was unarmed during the attempt at illegal Armenian border crossing, the Armenian defense minister's spokesman, Artsrun Hovhannisyan said on Saturday.

"On March 16, at around 1:30 p.m., Armenian servicemen detected, warned and disarmed after disobeying the warning an unidentified individual, who had violated the state border of the Republic of Armenia, in the northeastern sector of the border," Hovhannisyan said on Facebook.

"After sustaining a gunshot wound to his lower limb, the man received first aid and was taken to a medical facility. His life is not in danger," he said.

According to the documents found on the trespasser, he is Elvin Arif oglu Ibrahimov, a resident of the Qazakh district, Azerbaijan, born in 1986. The investigative department of the Armenian National Security Service has initiated a criminal case, the inquiry is underway, Hovhannisyan said.

Forum at CSUN Highlights Current Situation in Javakhk

NORTHRIDGE, Calif.—Students and guests gathered on March 5 at California State University, Northridge for a public forum regarding Javakhk, a historically Armenian region in modern day Georgia. The ARS Javakhk Fund Committee, CSUN Armenian Student Association (ASA), and the Armenian National Committee of America – Western Region joined efforts to organize the forum, with the purpose of educating students about the history of Javakhk and the current state of the Armenian population in the region, especially because many students shared that this was their first time hearing about Javakhk.

CSUN ASA Board Member Lia Kechichian welcomed guests and introduced panelists ANCA-WR Communications Coordinator Dickran Khodanian and ARS Javakhk Fund Committee member Carnie Armenian. Among attendees were ARS Regional Executive Board Member Nancy Bederian, ARS Javakhk Fund Committee Chairperson Lena Bozoyan, as well as educators.

Khodanian provided a historical introduction on Javakhk, after which he spoke about the strategic significance of the region. Thereafter, Armenian explained the challenges faced by Javakhk Armenians including institutionalized oppression from the Georgian government, lack of employment opportunities and emigration, and difficult living conditions. Armenian discussed the varied living conditions from the cities and towns of Javakhk to its rural villages and how each group of counselors at Camp Javakhk were embraced by the locals.

Both Khodanian and Armenian have served as counselors and directors at Camp Javakhk, which is held every summer in different cities in Javakhk including Akhalkalak, Akhaltskha, Ninostminda, and Tsalka. They shared that through their time and experiences there, they learned more about the local customs of the people and daily living challenges, but most importantly they made strong connections with the people of Javahk and formed unbreakable bonds.

The camps are held at the Armenian youth centers in the cities, two of which are supported by the efforts of the ARS of Western USA’s Javakhk Fund Committee. They both stressed the significance of the centers as it is a place where the youth gathers to learn about their Armenian culture and history, which is not permitted to be taught in the local Georgian schools.

On the occasion of Javakhk Awareness Month in March, the committee aims to educate the community about this historically Armenian region and stresses the importance of continued support. The ARS Javakhk Fund Committee continues to collect funds for the youth centers to ensure the continuation of vital programs and services provided for the people of Javakhk.

Armenian Patriarch in Turkey, Mesrob II, Dies at 62

ANKARA, Turkey (AP) — Patriarch Mesrob II, the leader of the Armenian Orthodox Christians in Turkey, has died. He was 62.

Turkey’s state-run Anadolu Agency said Mesrob Mutafyan, the 84th Armenian Patriarch of Constantinople, died Friday at Istanbul’s Armenian Surp Pirgic hospital where he was being cared for. He had been incapacitated since 2008 with an early onset of dementia.

Mesrob was elected Patriarch in 1998, replacing the late Karekin II. He withdrew from his duties in 2008 and Archbishop Aram Atesyan was appointed as the acting patriarch for the Armenian community which numbers an estimated 70,000.

Turkish President Recep Tayyip Erdogan and other Turkish officials called Atesyan to offer their condolences.

Garo Paylan, a member of the Armenian community and a legislator in Turkey’s parliament said on Twitter: “Patriarch Mutafyan will remain in our minds as a memorable spiritual leader.”

Mesrob was born Minas Mutafyan in Istanbul in 1956. He was ordained in 1979 following studies in Germany and the United States.

Funeral details weren’t immediately available.

Preparations for the election of a new patriarch for Turkey were expected to begin after a 40-day mourning period.

Last year, the Turkish government intervened to halt elections at the patriarchate, on the grounds “that the necessary conditions for the electoral process had not been met” and that Mesrob was still alive.

YEREVAN, MARCH 2, ARMENPRESS. The conventional patient’s evacuation by the Ambulance helicopter has been tested in Armenia on March 2, Healthcare minister Arsen Torosyan said live on Facebook, reports Armenpress.

Earlier the healthcare ministry said it is planning to set up a sanitary aviation service in partnership with the Armenian Helicopters LLC.

In 2019, landing areas for helicopters will be created in the territories of St. Gregory the Illuminator and Erebuni medical centers of Yerevan.

Sports: Seventh Pan-Armenian Summer Games to be held in Armenia from August 5 to 17

ArmInfo. The Seventh Pan-Armenian Summer Games will be held in Armenia from August 5 to 17. The decision was made at the February 28 sitting of the RA  government.

According to the certificate – the rationale of the draft decision,  in order to successfully hold the games an organizing committee was  formed, the composition of which was also approved by today's  decision of the Cabinet of Ministers. Deputy Prime Minister Tigran  Avinyan became the chairman of the organizing committee, included  Deputy Speaker Lena Nazaryan, Foreign Minister Zohrab Mnatsakanyan,  Minister of Education and Science Arayik Harutyunyan, Minister of  Territorial Administration and Development Suren Papikyan and others.

Pan-Armenian international competitions have been held since 1999,  with athletes from all over the world participating in them. The goal  of the Pan-Armenian Games is to unite Armenians from different  countries through sports, to strengthen ties between Armenia and the  Diaspora.

The Armenian Nation lost a dedicated servant who remained true to her family’s legacy and lived and worked with the understanding of serving the Armenian people and the homeland.

Her presidency at the AGBU coincided with Armenia’s independence. Manoogian Simone advanced Armenia-centric projects, bridged the Diaspora and the Homeland and established the AGBU headquarters in Armenia.

We offer our heartfelt condolences to Louise Manoogian Simone’s family and relatives, as well as to the members and directors of the Armenian General Benevolent Union on this great loss.

Lydian Armenia to sue MP Sergey Bagratyan

Lawyers of Lydian Armenia have filed a lawsuit against NA MP Sergey Bagratyan demanding public rejection of the statement he voiced on February 17 in Jermuk and in particular the following, “Dear people, the issue is very simple, there is trivial truth, it is not serious for us to treat it seriously, as the former authorities took bribe from them and allowed, I state about it with the whole responsibility…”

The company demands publishing rejection in at least 1,000 examples, in a newspaper spread throughout the whole country in a week after the verdict enters into force, under the title “Rejection” with the following content: “The information voiced by Sergey Bagratyan on 17/02/2019 in Jermuk educational center at the familiarizing meeting with the MPs considered defamatory and relating to giving bribe to former authorities by Lydian company, does not correspond to reality.”

The company also demands money compensation from the MP.

As ARMENPRESS was informed from the press service of MFA Armenia, the measures aimed at the development of trade and economic relations between Armenia and Lebanon were discussed during the meeting.

The interlocutors noted that the upcoming visit of the Lebanese PM to Armenia will foster the partner relations between the two countries.

Միջոցառման կազմակերպման մասին բացառիկ պայմանավորվածություն էր ձեռք բերվել դեռևս 2018 թվականի սեպտեմբերին, երբ Հայաստանի Հանրապետության նախագահ Արմեն Սարգսյանը որպես գլխավոր բանախոս մասնակցում էր ամենամյա «Մտքերի գագաթնաժողովին»:
