Pros and cons of extraordinary parliamentary elections, through eyes of political scientists and heads of extra-parliamentary parties

The early parliamentary  elections in Armenia were in many ways a step forward and had a  number of advantages, but at the same time, it is impossible not to  notice the disadvantages that, of course, took place during them.  About this December 20 at a press conference, said the head of the  party "In the name of social justice" Arman Gukasyan.

He noted that this time the intrigue was not about who would take the  first place, as it was initially obvious, but about who, in addition  to the ruling block My Step, would go to parliament. "That is, the  initial question was who will be the opposition, and what goals will  it set for itself," Ghukasyan stressed.

He said that the undoubted advantage of these elections was the fact  that a dialogue was established between the political forces and the  policy of mutual accusations was not applied. In addition, as  Ghukasyan stressed, a big acquisition during the past elections was  that the political forces communicated with voters at the leadership  level. "Almost all candidates had their own pages in social networks,  on which they shared their thoughts, programs, went on the air. And  of course, another achievement during these elections was that  representatives of political forces tried to bring some creative  "They carried out agitation campaigns in public transport, went home  and even distributed tangerines to voters, trying in every way to  arouse interest in the elections," said Ghukasyan.  At the same time,  he could not overlook those minuses that, in his opinion, were  obvious. "The first and perhaps the biggest drawback, in my opinion,  is that the political forces paid minimal attention to their  programs, in particular, economic ones. As a result, voters did not  understand how, for example, the government intends to ensure  economic growth in country, and what reforms will be carried out in  the near future. That is, we have not seen a single clear-cut  economic program, and the struggle was personal rather than  ideological, "he said. The second disadvantage, according to  Ghukasyan, was that there was no intrigue in the election regarding  the favorite of the race. "During the election campaign, political  forces should not fight for 2nd place, but for the first," he said.  Finally, Gukasyan also complained that some political forces rushed  from one extreme to another: someone vehemently declared that they  needed to have close contact with the West, and someone on the  contrary, noted that cooperation with Russia was important. "As we  can see, such extremes did not bring the political forces to the good  that went to the parliament, which conducted a more sensible and  balanced policy," the head of the party In the name of social justice  concluded.

In turn, political analyst Grigor Balasanyan also noted that the  elections, although they had a number of positive aspects, were far  from ideal. "Among the advantages, I can single out the fact that for  the first time since the time of the third republic in Armenia, early  elections were held. In addition, for the first time, elections were  held without any excesses and falsifications," the political  scientist said. He considered television debates between rival  forces, especially at the level of their leaders, as another  significant advantage. As for the minuses, Balasanyan also, like  Ghukasyan, noted that the parties did not begin to present a clear  political program and were more a personal struggle. The political  scientist also noted that representatives of various political forces  were extremely tolerant of each other. This was especially clearly  manifested in relation to the former ruling Republican Party, the  expert noted. Another negative factor Balasanyan considered the fact  that the acting. Prime Minister Nikol Pashinyan, who heads the "My  Step" bloc, used incorrect statements and harsh rhetoric during the  campaign.  Among the bad sides, he pointed out the fact that the  participants in the pre-election race had spent on her very large  financial resources. "Well, it's bad that there was a sharp  polarization of the political field – that is, one force claimed by  far the first place, all the other 10 struggled to somehow overcome  the passing barrier," the expert summarized.

Armenian president to move to Baghramyan 26 residence in January – newspaper

YEREVAN, December 18. /ARKA/. Armenian President Armen Sargsyan signed Monday a decree, in accordance with which, the 26th building in Baghramyan Avenue in Yerevan will become his residence, Haraparak reports.  

The newspaper’s source says the president is likely to move to the residence in January. 

Now, negotiations are being conducted over the joint usage with the prime minister of halls for receptions. -0– 

Armenian government seeks to liquidate the company set for construction of new unit for NPP

YEREVAN, November 29. /ARKA/. The government of Armenia decided today to vote for the liquidation of Metsamorenergoatom company that was established for handling the construction of a new nuclear power unit for Armenian nuclear power plant (NPP), when its shareholders meet for a general meeting.

This company was established in 2009. It is a joint Russian-Armenian venture in which each sides holds 50% of shares. The founders of the company are Atomstroyexport, a subsidiary of Russian Rosatom that builds nuclear power plants abroad and the Ministry of Economy and Natural Resources Of Armenia.

However, since its inception the company did not carry out any activity. By this decision, the government ordered the Minister of Energy Infrastructures and Natural Resources to participate in the general meeting of the company’s shareholders on behalf of Armenia and vote for its liquidation.

The Armenian Nuclear Power Plant is located some 30 kilometers west of Yerevan. It was built in the 1970s but was closed following a devastating earthquake in 1988. One of its two VVER 440-V230 light-water reactors was reactivated in 1995. Armenian authorities said they would build a new nuclear power plant to replace the aging facility. The new plant was said to operate at twice the capacity of the Soviet-constructed facility.  The plant currently generates some 35 percent of Armenia's electricity. 

In March 2014, Armenian government decided to extend the plant’s service life up to 2026 because of delay in building a new unit. The service life extension has become possible thanks to Russia’s financial resources. The country was to provide $270 million to Armenia as a loan and $30 million as a grant. -0-

The International Federation of Association Football (FIFA) on Thursday issued its new World Ranking.

Accordingly, the Armenian national squad headed by Amren Gyulbudaghyants are still 101st in the current FIFA standings. The squad’s once 30th ranking, however, was a record-breaking high for the country.

Top ten includes Belgium, France, Brazil, Croatia, England, Portugal, Uruguay, Switzerland, Spain and Denmark.

Crocodile of zoo dies this time

The crocodile of the zoo died, Ruben Abrahamyan, spokeswoman for the park, told “A1 +.”

Ruben Abrahamyan denied the information that the animal caregiver was dismissed.

To remind, this is not the only case of animal death in the zoo. On November 13, the zebra of the park died, too. According to laboratory findings, a large amount of arsenic content was found in the animal’s blood and urine.

Armenian acting PM demands legal grounds not allowing march two days before official election campaign

Armenia’s acting Prime Minister Nikol Pashinyan urged all the lawyers present legal norms not allowing conduction of march two days before the official launch of the election campaign or carry out provincial visits, the PM stated speaking to reporters today.

He said his actions are not legally banned.

“Do you mean to say that the acting PM should not leave his office? Is any citizen restricted in conducting march any day he wants?” Pashinyan said, urging lawyers, and especially Republican ones, find any legal norm that restricts a citizen to conduct march any day he wants.

He said no one is banned to make campaign calls before the official campaign launches. “I have always contacted with people, I am doing it now and will do in future as well,” he said.

Asked about the nature of upcoming Saturday march in Yerevan, Pashinyan said, “It is of walking nature. Let them show me all the international norms which do not allow it. Let us stop groundless speeches. I call on all citizens of Armenia to vote for My Step bloc, what have I done now? Have I violated administrative resources? My election campaign started yet in 2007 and will continue till the end of my political activity,” he said.

Art: Arshile Gorky to receive first Italian retrospective during 2019 Venice Biennale

With the opening of the 2019 Venice Biennale less than six months away, many participating nations have picked artists for their pavilions, and details about the central show, curated by Ralph Rugoff, are trickling out.

Now there is news of another contribution to the glorious bounty of art that will overtake the Most Serene Republic when the Biennale opens in May: a retrospective for the painter Arshile Gorky, the Armenian-American’s first in Italy, to be staged at the Ca’ Pesaro museum of modern art, a sumptuous baroque palace along the Grand Canal, ARTnews reports.

Titled “Arshile Gorky: 1904–1948” (the years that bracketed Gorky’s painfully short life, which he ended by suicide), the exhibition will chart the full span of his career, from early experiments in an array of modes informed by historical painters to his astonishing late work, which was a sturdy, ingenious bridge between Surrealism and Abstract-Expressionism. The show will sport some 80 works, from Tate in London, the National Gallery of Art in Washington, D.C., the Centre Pompidou in Paris, and elsewhere, and is being presented in cooperation with the Arshile Gorky Foundation, which is represented by Hauser & Wirth gallery.

Handling curatorial duties for the show, which runs from May 8 through September 22, 2019, are Gabriella Belli, the director of the Fondazione Musei Civici di Venezia (which includes Ca’ Pesaro) and Edith Devaney, the curator of the Royal Academy of Arts in London, where she organized the landmark exhibition “Abstract Expressionism” in 2016.

Asked about the thrust of their plan, Devaney noted that no less a figure than Alfred H. Barr, Jr., the founding director of the Museum of Modern Art in New York, once derided the artist’s work up until 1943 as derivative, overly indebted to greats of the past. But “what we can see from our perspective now, and what this retrospective survey seeks to demonstrate,” she said, “is that Gorky’s artistic voice can be detected from the very start—even when he appears to be immersed in an interrogation of the work of others.”

Gorky, Devaney said, was “synthesizing a new approach to painting,” and his interest in mining the work of his predecessors and peers in order to do so can be seen even in some of his later works. For instance, in The Beginning, a loan from the Israel Museum in Jerusalem, which the artist painted in 1947, one can sense “Miró’s line, restrained elements of Kandinsky’s color, and Matta’s balancing of imagery of reality with abstractions from the imagination,” she said.

“As one of his late works, executed only a year before his death,” Devaney said, “there is a cruel irony to the title.”

The spokesperson for Belarusian Foreign Ministry A. Glaz commented on the statement of the Armenian acting Prime Minister Nikol Pashinyan.

The corresponding comment was published on the website of the Foreign Ministry of Belarus.

“Apparently, the Acting Prime Minister of Armenia thinks he is  an international prosecutor authorized to punish or pardon.

Perhaps this was acceptable in the case of the former CSTO Secretary General, Armenian citizen Yuri Khachaturov. But in interstate relations there are quite clear rules of protocol and etiquette,” the statement said.

According to the statement, Pashinyan has not yet realized that the rules of the so-called “street democracy” are not acceptable in big politics.

Earlier, Pashinyan demand explanations from Belarusian President Alexander Lukashenko for discussing the present-day situation at the CSTO with the ambassador of Azerbaijan, a non-member country of this organization.

Armenia’s acting PM added that this matter was discussed also during his telephonic conversation on the same day with Russian President Vladimir Putin, and that Armenia continues the discourse with its CSTO partners so that they ultimately reach mutual understanding.

Armenian Gas Operator Accused Of Tax Evasion

Tax authorities have accused Armenia’s national gas distribution owned by 
Russia’s Gazprom giant of evading millions of dollars worth of taxes.

The State Revenue Committee (SRC) announced the launch of criminal proceedings 
against the Gazprom Armenia operator on Wednesday. The SRC claimed that the 
company inflated its expenditures and underreported its earnings in 2016 and 
2017. It said that translated into “several billion drams” in unpaid taxes.

No Gazprom Armenia executives have been formally charged yet.

The head of the SRC’s investigative division, Eduard Hovannisian, told RFE/RL’s 
Armenian service (Azatutyun.am) on Thursday that tax inspectors are still 
“ascertaining” the scale of the alleged tax evasion. “The criminal 
investigation has only just started,” he said.

Gazprom Armenia strongly denied the accusations. “I insist that they are 
baseless,” its chief executive, Hrant Tadevosian, told a news conference.

“Our company has repeatedly received SRC certificates of a ‘law-abiding 
taxpayer,’ most recently in September,” he said.

Tadevosian also accused the government agency comprising the Armenian tax and 
customs services of damaging the gas operator’s business reputation. He claimed 
that the criminal case has called into serious question Gazprom Armenia’s plans 
to obtain a multimillion-dollar loan from a Russian commercial bank.

The SRC brought the tax fraud case amid ongoing negotiations between the 
Armenian government and Gazprom on the price of Russian natural gas delivered 
to Armenia. The most recent Russian-Armenian gas agreement set the price at 
$150 per thousand cubic meters. It expires in December.

The government hopes that Gazprom will cut the tariff or at least keep it 
unchanged. The Russian gas monopoly has given no such indications so far.




Pashinian Demands Clean Elections

Prime Minister on Nikol Pashinian on Thursday told relevant government bodies 
to ensure the freedom and fairness of Armenia’s upcoming general elections 
which he is expected to win by a landslide.

“We must not just hold the best elections in the history of the Third 
[Armenian] Republic. We must hold elections meeting the highest international 
standards,” he said at a weekly cabinet meeting in Yerevan.

In this context, Pashinian warned against any abuse of government levers that 
could influence the election outcome. He said that civil servants, school 
teachers and other public sector employees must not be forced to campaign for 
any political force, something which was commonplace in past Armenian elections.

Pashinian went on to warn that any election official miscounting ballots or 
committing other types of fraud would be strictly punished. He also ordered 
law-enforcement bodies to prevent vote buying, which was reportedly widespread 
in the last parliamentary elections held in April 2017.

The Armenian police chief, Valeri Osipian, has already promised tough action 
against any attempts to hand out vote bribes. He issued similar warnings ahead 
of the September municipal elections in Yerevan that were marked by very few 
reports of serious fraud.

In their assessment of the 2017 polls won by Serzh Sarkisian’s Republican 
Party, Western observers cited “credible information about vote-buying and 
pressure on civil servants and employees of private companies.”

Pashinian tops the list of his My Step alliance’s candidates for the December 9 
snap elections. The bloc is widely regarded as the election favorite thanks to 
the 43-year-old premier’s popularity.




Former Sarkisian Bodyguard Again Arrested

A high-ranking officer who headed former President Serzh Sarkisian’s security 
detail for over two decades was again arrested on Thursday almost five months 
after being charged with corruption.

Vachagan Ghazarian stands accused of failing to declare to a state 
anti-corruption body more than $2.5 million in cash that was mostly held in his 
and his wife’s bank accounts.

Ghazarian was obliged to do that in his capacity as deputy head of a security 
agency providing bodyguards to Armenia’s leaders. He held that position until 
the end of May.

Ghazarian, was first detained on June 25 five days after police raided his 
apartment in Yerevan and found $1.1 million and 230,000 euros ($267,000) in 
cash there. The National Security Service (NSS) said he carried a further 
$120,000 and 436 million drams ($900,000) in a bag when he was caught outside a 
commercial bank in Yerevan.

A district court in Yerevan promptly allowed investigators to keep Ghazarian 
under pre-trial arrest on charges of illegal enrichment and false asset 
disclosure. But Armenia’s Court of Appeals ordered his release from custody on 
July 20 after he offered to post a 1 billion-dram ($2.1 million) bail.

The higher Court of Cassation struck down that ruling on Thursday following an 
appeal lodged by prosecutors. The Special Investigative Service (SIS), a 
law-enforcement body conducting the high-profile probe, took him into custody 
later in the day.

Ghazarian’s lawyer could not be reached for comment. The once influential 
officer denies the accusations leveled against him. He is the first person in 
Armenia facing such charges.

Sarkisian has still not publicly commented on the corruption case against one 
of his most trusted men.




Kocharian Risks Renewed Arrest

Armenia’s Court of Cassation overturned on Thursday a lower court’s decision in 
August to release former President Robert Kocharian from custody following coup 
charges leveled against him.

Kocharian was controversially arrested on July 27 on charges stemming from the 
deadly breakup of opposition demonstrations during the final weeks of his 
1998-2008 rule.

He is specifically accused of illegally using the armed forces against 
opposition supporters who protested against alleged fraud in a disputed 
presidential election held in February 2008. Law-enforcement authorities say 
that amounted to an overthrow of the constitutional order.

Eight protesters and two police personnel were killed when security forces 
quelled those protests on March 1-2, 2018.

Kocharian strongly denies the accusations, saying that Armenia’s current 
government is waging a political “vendetta” against him.

The Court of Appeals freed the 64-year-old ex-president on August 13, saying 
that the Armenian constitution gives him immunity from prosecution in 
connection with the 2008 violence. Both state prosecutors and Kocharian 
appealed against that ruling. The latter claimed that there were also other 
legal grounds for his release.

The Court of Cassation, the country’s highest body of criminal justice, 
rejected Kocharian’s appeal and only partly met the prosecutors’ demands. It 
ordered the Court of Appeals to examine the case anew. This means that the 
ex-president will not be held in detention pending another court ruling on his 
pre-trial arrest.

Kocharian announced his return to active politics just days after his release 
from prison. He has since repeatedly accused Prime Minister Nikol Pashinian’s 
government of endangering the country’s national security, undermining its 
relations with Russia and lacking economic programs. Still, he has decided not 
run in snap parliamentary elections slated for December 9.

Pashinian, who played a key role in the 2008 protests, has strongly defended 
the criminal case against Kocharian. “All murderers will go to prison,” he 
declared on August 17.

“Haykakan Zhamanak” says the upcoming parliamentary elections will be 
significantly different from past Armenian elections not just because there 
will be no more vote buying and abuse of administrative resources but also 
because they will lack a “political component.” The paper edited by Prime 
Minister Nikol Pashinian’s wife says that campaign platforms of the election 
contenders will hardly of interest to voters this time around. It says this 
will be especially true for the former ruling Republican Party (HHK). Also, it 
says, Armenians supporting Pashinian’s My Step bloc will not really care about 
its election manifesto. They will vote for My Step simply because they “pin 
great hopes on Nikol Pashinian,” according to the paper.

“Past” notes that a number of well-known parties have decided not to 
participate in the December 9 elections. They claim to be thus giving Pashinian 
and his team a chance to live up to the popular expectations. The paper laughs 
off these explanations, arguing that none of these parties can win more than 1 
percent of the vote at the moment. “These forces and politicians need to 
realize that if they give someone a chance then that someone is themselves,” it 
says. “By not participating [in the elections] those forces are getting a 
chance not to vanish from the political arena and to take part in future 
political cycles.”

“Zhoghovurd” reports that Belarus’s ambassador to Azerbaijan has briefed 
Azerbaijani President Ilham Aliyev on recent developments relating to the 
Collective Security Treaty Organization (CSTO). The paper views this as a 
further manifestation of Belarusian President Alexander Lukashenko’s 
pro-Azerbaijani stance.
