Le génocide arménien va-t-il à nouveau devenir une pomme de discorde entre la France et la Turquie? Ce mardi 30 janvier, Emmanuel Macron a promis l’instauration d’une journée commémorative et surtout, la pénalisation de la négation du génocide arménien. Une initiative qui a fait vivement réagir des dirigeants turcs.

«M.Macron falsifie les faits historiques en les utilisant comme un instrument de politique intérieure. C'est une approche inadmissible. Ce n'est pas aux politiciens d'adopter des décisions de ce genre. C'est à l'Histoire d'examiner les événements de 1915. Il ne s'agit pas d'un génocide.»

Macron va commémorer le génocide arménien… sans condamner la Turquie

Le vice-président du parlement turc, Ahmet Aydin réagit, pour la rédaction de Sputnik Turquie, à l'annonce, passée inaperçue en France, d'Emmanuel Macron au sujet du génocide arménien. En effet, ce mardi 30 janvier, le chef de l'État participait au dîner annuel du Conseil de coordination des organisations arméniennes de France (CCAF).

Devant près de 500 personnes, le Président a réaffirmé sa position sur le dossier arménien et a promis qu'il inscrirait au calendrier une journée de commémoration des victimes du génocide de 1915. S'il a refusé de condamner la Turquie comme l'auteur de ce génocide, Emmanuel Macron a de plus déclaré:

«Il est essentiel en effet, que la représentation nationale se ressaisisse dans les prochains mois de ce sujet [la pénalisation de la négation du génocide arménien, ndlr] et à nouveau, le porte jusqu'à son terme».

À l'instar de ses prédécesseurs Nicolas Sakozy et François Hollande, le Président veut que les institutions françaises adoptent une loi qui punirait ceux qui conteste l'existence du génocide arménien de 1915.

En effet, à la suite de la reconnaissance de ce génocide par l'Assemblée nationale en janvier 2001, les députés avaient voté une loi criminalisant les dénis des génocides en 2012. Mais quelques mois avant la fin de son mandat, Nicolas Sakozy avait vu le Conseil des sages rendre cette loi anticonstitutionnelle. L'histoire s'est renouvelée en 2017 sous le mandat de François Hollande.

Considérant que le souhait d'Emmanuel Macron est une «initiative inacceptable», le vice-président du parlement turc rappelle que ce n'est pas à la juridiction d'un État de définir les massacres d'arméniens de 1915 comme un génocide:

«La Cour européenne des droits de l'homme (CEDH) a adopté en 2015 une décision très importante sur ce dossier. Le gouvernement suisse et le citoyen turc Dogu Perincek ont été parties au procès. La Cour a décrété que le tribunal suisse avait violé la liberté de parole en condamnant Dogu Perincek à la privation de liberté vu son refus de reconnaître les événements de 1915 comme un génocide. En 2017, la CEDH a prononcé un verdict analogue.»

Mécontent des annonces d'Emmanuel Macron, Ahmet Aydin rappelle de plus que les Nations unies estiment que seul un tribunal international compétent peut considérer un certain évènement comme un génocide. Et il ajoute:

«Il devient clair que ces initiatives évoquant les aspects historiques et juridiques en vue de satisfaire les intérêts politiques intérieurs sont infondées, illégales et inadmissibles. Les politiciens doivent contribuer à réunir les conditions nécessaires pour le consensus et le dialogue au lieu de tolérer des falsifications et des spéculations dans l'interprétation des sujets prescrivant un examen historique minutieux.»

                   

En effet, les dirigeants turcs et les diasporas résident dans les pays européens n'ont, par le passé, jamais accepté cette «approche». En France, en 2012 devant le Sénat, 15.000 manifestants d'origine turque avaient manifesté contre la loi sur les génocides. Il faudra donc scruter les réactions de la communauté turque en France et celle des hommes politiques à Ankara lors de la commémoration du génocide arménien le 24 avril prochain et quand l'Assemblée nationale présentera sa nouvelle loi pour pénaliser les négationnistes du génocide arménien.

Si aucune menace n'a encore été proférée par les officiels trucs contre leurs homologues français, il faudra attendre le jour du vote au parlement, comme cela a pu être le cas en 2012 où Ankara avait menacé Paris de sanctions.

Mais un autre homme politique turc n'a pas attendu ce jour. En effet, Yusuf Halacoglu, ex-président de la Turkish Historical Society et député du Bon parti (IYI Parti), a confié à Sputnik les mesures que pourrait adopter son pays si la France votait pour la pénalisation de la négation du génocide arménien:

«La décision du parlement [français, ndlr] ne sera pas juridiquement valable. Si une telle décision est adoptée, nous pourrons entreprendre des démarches appropriées. Par exemple, nous reconnaîtrons comme génocide leurs actes en Algérie, au Rwanda.»

YEREVAN. – A delegation from the Ministry of Defense (MOD) of Armenia, and led by Levon Ayvazyan, head of the MOD Department of Defense Policy, took part in the Armenian-Lithuanian consultations on politico-military and bilateral cooperation, in the Lithuanian capital city of Vilnius.

The parties discussed regional and international security and exchanged views on the ongoing defense reforms in the two countries, the MOD informed Armenian News-NEWS.am.

Also, they summed up the results of their bilateral cooperation in 2017 and agreed on the future domains of their collaboration.

At the end of the consultations, they signed the Armenian-Lithuanian cooperation program for 2018 in defense.

President Sargsyan's speech at PACE received positively by European MPs



YEREVAN, JANUARY 25, ARMENPRESS. Arpine Hovhannisyan, head of the
Armenian delegation to the Parliamentary Assembly of the Council of
Europe (PACE) says that President Sargsyan’s speech in the assembly
has received positive responses among European lawmakers.

“Today, already reflecting on the President’s speech at PACE, I can
say for the record that the speech, the signals in the speech, signals
addressed to the international community, his ideas on democratization
of Armenia and realization of reforms in the country and the
presentation of historic realities about the Nagorno Karabakh war by
he Armenian leader received a positive response among European
colleagues”, Hovhannisyan told ARMENPRESS.

She mentioned that there are several important emphases in the
president’s speech and the subsequent answers during the Q&A.

“Naturally, first I would like to point out the fact that the
president voiced from that platform that Armenia was able to succeed
in various integration processes and the agreement with the EU signed
on November 24 and the decision to join the EEU, essentially, are
combined realities. This is also very important from the point of view
that 5 years ago, when the President was again in PACE, and Armenia
had decided to join the Customs Union one month earlier, from this
very floor various discussions were held whether or not Armenia has
changed its priorities and substituted the European path with another
one. Both yesterday and on November 24 Armenia showed with the signed
agreement with the EU that it has succeeded as an honest partner and
was able to combine both”, she said.

She also highlighted the president’s remarks about the NK conflict in
terms of his personal contribution in the self defense and survival
struggle of the people of Artsakh.

“From this perspective I attach importance to the worthy response to
the Azerbaijani delegate”, she said.

Hovhannisyan also pointed out the part of the president’s speech about
the fight against corruption, reforms in the judicial sector, the
necessity of having an independent judicial system and Armenia’s
actions for it.

Henrikh Mkhitaryan’s national coach says he thinks the Armenia midfielder “had a problem” with Jose Mourinho.

Mkhitaryan moved to Arsenal earlier this week in a straight swap deal with Alexis Sanchez after failing to fulfill his potential at Old Trafford.

Mkhitaryan joined United from Borussia Dortmund in 2016 for £26.3million, but he finished his United career with just five goals and six assists from 39 Premier League appearances.

And Artur Petrosyan says Mkhitaryan had been frustrated by Mourinho’s defensive approach.

Petrosyan said: “We are very happy with this transfer from Manchester United. His style of play will be better suited at Arsenal.

“It is my impression that I think Henrikh had a problem with the coach [Jose Mourinho at Old Trafford] and, at Arsenal, it will be another thing and not the same situation.

“There will not be so much pressure on him defensively. I think Wenger is better for Henrikh.

“He is always one of the best players in the Premier league but, under this manager he will become even stronger.”

The Armenia coach also said he was “not happy with Mourinho’s decision not to play him.

“It is his club, his team, he knows what he wants. I was sad he did not play the last matches. It is good he has left.”

Mourinho this week admitted Mkhitaryan’s form could have been better for UNited, but believed the deal was a fantastic one for both clubs.

“Could he perform better with us, could I take more from his talent, maybe, could he give a little more also to adapt to us, maybe but I don’t think regrets, he’s in our history, so good feeling for everybody and a very specific transfer between rivals in a big country which I have to say must happen more times,” said Mourinho.

Armenia’s next president to be elected on March 2

YEREVAN, January 15, /ARKA/. Armenia’s next president (the fourth since it gained independence from former Soviet Union in 1991) will most likely be elected on March 2 by the parliament of the country, the head of the parliamentary faction of the ruling Republican Party of Armenia Vahram Baghdasaryan told journalists on Monday.

Baghdasaryan said the faction has not yet decided who to propose as a possible candidate for the presidency, adding that the party will begin discussions on this issue this week. "This week we are planning to discuss possible candidates, and if they are approved, we will present them to the public," Baghdasaryan said.

He recalled that, according to the Constitution, the presidential candidate should be non-partisan. This means that in case of nomination of a candidate from the governing party, he/she will have to renounce party membership. Baghdasaryan said also that the party did not yet discuss any possible candidacy as a prime minister.

According to the new Constitution, the president of Armenia is elected by the National Assembly not earlier than forty, and not later than thirty days before the end of the powers of the incumbent head of state.

In fact, the candidates for the presidency should be nominated during the last ten days of February 2018. At least one quarter of the total number of deputies has the right to nominate a presidential candidate. The nomination is expected to start on February 19. 

Under a package of constitutional reforms, endorsed in a national referendum in 2015, Armenia will change the governance system of the country from a semi-presidential to a parliamentary republic in 2018 April after president Sargsyan steps down.

The president of Armenia, whose powers will be significantly curtailed, will be elected for a term of seven years (instead of the current five) by the parliament, not in a national vote. Presidents will be limited to one term of office. 

To be elected in the first round the candidate must be backed by three-fourths of votes. If this cannot be done, the candidate must be elected by three-fifths of votes.  According to the new constitution, the president of Armenia will be head of state, embodying national unity and ensuring the observance of the Constitution. The president cannot be a member of a political party.

Under the approved changes the president is to appoint a candidate for prime minister from the party or party bloc that wins parliamentary elections. If parliamentary forces are unable to agree on the candidacy of the head of government, parliament is to be dissolved. A vote of no-confidence in the prime minister can be passed no sooner than a year after their appointment.

The armed forces are subordinated to the government, and the prime minister is the supreme commander of the armed forces in times of war.-0—0–

The rise in prices continued along with the New Year in Armenia. According to Pan-Armenian National Movement (PANM) board member Hovhannes Igityan, they have objective and subjective reasons for this.

“One of the objective reasons is sanctions imposed on Russia which also affect our country. One of the subjective reasons is that people from our political field consider themselves temporary. Also, instead of decreasing corruption in Armenia, it is increasing, which also has a great impact on the prices of goods,” he says.

According to sociologist Aharon Adibekyan, the reason for inflation is the decline in the international economic situation and the sanctions imposed on Russia.

“Our external debt is about $ 7 billion. Our country lives with debt,” he says. According to him, investments are not made in the country, only 40% of the population lives with salaries, 26% with pensions, 19% lives better, since they have income, and 10% lives due to the help from outside. If 10 big factories are opened, 100,000 jobs will be provided to people, and also a few small factories, unemployment will drop dramatically.

“There is hope that entering the EEU will bring  investments to Armenia,” he says.

It was difficult for him to predict the future, saying that he could give an evaluation within a year, when it would be clear how the parliamentary system works.

The Armenian looked totally devoid of confidence against the Championship opposition before being hooked off for the second period.

He was greeted by jeers from the Old Trafford faithful when his cross was massively over hit when United were on the attack.

And he barely had a kick as he struggled to make a statement to boss Jose Mourinho before being replaced by Romelu Lukaku.

Fans have taken to Twitter to slate the attacking midfielder with many claiming it's time the Portuguese boss cashed in.

One said: "Mkhitaryan is finished at Utd I'm telling you."

Murder in Yerevan City

Shortly before the murder occurred in Yerevan. At 11.50 am, a citizen was taken to “St. Grigor Lusavorich” medical center. The latter was stabbed in Yerevan City, Nor Nork administrative district.

As photojournalist Gagik Shamshyan reports from the scene, the latter received the injury on the neck and died on the way to the hospital.

At the moment, an operative group of the Yerevan City Police Department, led by the head of the department, the police Colonel Sargis Martirosyan, the deputy head of the operational department, police Colonel Artak Pogosyan and the head of the criminal investigation department, police Colonel Garik Ghukasyan arrived to the scene.

Freedom has finally been given to three brown bears in Armenia who spent their lives living in tiny cages, with minimal sunlight and no room to move.

One ten-year-old female bear had been kept as an attraction – used to entertain diners at a restaurant in Armenia's capital Yerevan.

Her teeth were so badly damaged when rescued that she had barely any left and her poor diet had led to her being severely overweight.

The golden grizzly was one of three bears rescued by local group FPWC (Federation for the Preservation of Wildlife and Cultural Assets) – which joined with International Animal Rescue (IAR) to launch the Great Bear Rescue campaign in October this year.

Since being rescued she has been fed entirely on soft food and chopped fruit and vegetables.

The first bear set free was a young male, only around three years old, who was discovered hidden away in a dark corner of a warehouse in Aparan.

The former Soviet country has long had a tradition of capturing and keeping bears, and despite progress in many other areas, animal rights are behind the times in Armenia.

It is not uncommon to spot a bear in a tiny cage at a restaurant, bus depot, shopping centre or a factory. They are often caught as cubs and spend their lives in captivity in order to attract tourists or simply entertain its owners.

As heavy snow fell, the rescue team came to the aid of a third bear being kept at Golden Hill restaurant in Gyumri.

As the vet prepared to sedate her, she could be seen pacing frantically around her small cage, desperate for freedom.

All the bears are now safely settled in the quarantine quarters at Yerevan zoo and receiving expert attention and care from a veterinary team.

Sports: Armenian cyclist grabs silver at int’l championship

Leading Armenian cyclist Edgar Stepanyan has claimed a silver medal at the Troféu Internacional (International Trophy) taking place in Anadia, Portugal.

Competing in the U23 group, the Armenian cyclist won the silver in the scratch race, lagging behind Ivo Oliveira of Portugal, the National Olympic Committee reported.

Edgar Stepanyan collected important ranking points in a struggle to be qualified for the 2018 Track Cycling World Championships to be hosted by the Netherlands.

He will compete in the scratch race of the elite tournament (among adults) on Saturday.
