The Azerbaijani leaders’ bellicose statements must not be viewed as an
imminent threat of war, Minister of Defense of the Nagorno-Karabakh
Republic (NKR) Movses Hakonyan stated in his interview with the
Goyamart (Battle) TV program.

"The NKR Defense Army controls the front line with greater confidence
than before and takes retaliatory measures," Hakobyan said. He stressed
that no grounds for resuming hostilities are available.

According to the Minister, the situation on the frontline has not
changed in any way since the ceasefire was established.

Hakobyan is sure that the NKR Defense Army would gain victory even
if hostilities were resumed. "In all the wars victories were gained
by the nations that fought national wars. This is a guarantee of our
victory," the Minister said.

Hakobyan said that regular military maneuvers involving reservists
enable the NKR Defense Army Command to maintain the army’s combat
readiness.

Dmitry Medvedev and U.S. President Barack Obama have agreed to hold on
April 8, 2010 a meeting in Prague for signing the Treaty between the
United States and Russian Federation on measures for further reduction
and limitation of strategic offensive arms.

This agreement will replace the START Treaty of 1991, completed its
action on Dec. 4, 2009. It will also replace the Treaty between the RF
and the U.S. on Strategic Offensive Reductions of May 24, 2002 (SORT),
the Kremlin press service reported.

The agreement duration is 10 years, before expiry of this period it
will not be replaced by a subsequent agreement on reduction and
limitation of strategic offensive arms. During the telephone
conversation mutual satisfaction was expressed.

The presidents agreed that the new agreement marks the transition of
Russia – U.S. strategic relations to a higher level. It will
demonstrate the continuing commitment of Russia and the U.S., the
largest world nuclear powers, to reduce their strategic offensive
arsenals in accordance with the spirit of the NPT.

Next month the leader of Israeli Meretz faction Haim Oron intends to
retable the discussion of Armenian Genocide resolution in the Knesset,
IzRus reports.

Since 1990s, the recognition of Armenian Genocide has been a matter of
heated discussions. According to the source, this year the issue is in
focus of state organizations inside and outside Israel more than ever.
For a number of reasons, the issue is no more considered in the
context of relations between two states or two nations, but obviously
gets geopolitical coloration.

Firstly, the process is affected by increasing Israel-Turkey tension.
Other regional processes, such as Ankara’s shift in foreign policy
line, namely change from close ties with West to convergence with
Muslim world, Armenia-Turkey reconciliation, strengthening of
Armenian-Iranian strategic partnership, as well as intensification of
Azerbaijani-Israeli cooperation play role as well.

Washington’s aspiration to resume Israeli-Palestinian talks by all
means urged some officials to recall `Armenian factor’ in the context
of final determination of Jerusalem final status. The point is
Armenian Apostolic Church fully or partially controls many Christian
sanctuaries in the city (including part of the Church of the Holy
Sepulcher). Besides, Armenian block is located in the heart of Old
City, thus western actors of `negotiation process’ consider that
Jerusalem’s future redivision might to some extent depend on stance of

district representative. Mary will handle outreach and assistance, and
she will assist constituents with business and technology, education,
emergency preparedness, and homeland security related issues, Mr. Sean
Oblack, spokesman for Rep. Schiff, told PanARMENIAN.Net.

"Mary is a welcome addition to our office and she is already proving
what a valuable asset she is going to be to our team," said Schiff.

ANC HOLLYOOD CONGRATULATES NEIGHBORHOOD COUNCIL ELECTION WINNERS

HOLLYWOOD, CA—On March 20th, Christina Khanjian, Sam Kbushyan and Shahan
Suzmeyan were elected to the Greater Griffith Park Neighborhood Council and
East Hollywood Neighborhood Council.

Based on unofficial results, the first count of votes shows it was a big win
for GGPNC- District B candidate Christina Khanjian who was the third highest
vote getter in the field of candidates. Mrs. Khanjian was running as a part
of a 10-person slate that proved very successful as all the members of the
slate was elected. It was the first time in the history of GGPNC that so
many voters showed up to the polls to elect their neighborhood
representatives.

"The ANC of Hollywood would like to congratulate Christine and all the
candidates that won. We look forward to working with all the members of the
Greater Griffith Park Neighborhood Council, as well as other Neighborhood
Councils whose decisions affect the Armenian-American community in the

In the East Hollywood Neighborhood Council elections 2 out of the 4
Armenian-American candidates were elected. Sam Kbushyan was re-elected as

"It was a bittersweet victory in East Hollywood" said Rostom Sarkissian,
chair of the ANC Hollywood. "On one hand, we congratulate two very capable
Armenian-Americans who were elected, but on the other hand we lost the
intelligent voice of Lucy Varpetian and Edgar Makhshikyan was defeated in
the Little Armenia West District." Sarkissian continued, "Saturday’s
elections are a message to our community that if we don’t vote, we will lose
our voice".

The Armenian National Committee of Hollywood advances the social, economic,
cultural, and political rights of the area’s Armenian American community and
promotes increased Armenian American civic participation at the grassroots

la fletrissure de cette decheance marque au front ceux qui denient
les faits evidents de leur politique, la transformant en un vulgaire
marchandage…

Dans le desert de Der Zor, les actes les plus monstrueux ont ete
commis, ce fut une tragedie indicible dans le langage humain, mais
ceux qui la nient la connaissent.

Les historiens et les journalistes comparent souvent Der Zor a
Auschwitz.

Au lieu de dire Der Zor est le Auschwitz des Armeniens, je dirais
plutôt Auschwitz est le Der Zor des Juifs. Et j’ajoute : "Où et quand
se tiendra notre Nuremberg ?"…

Je suis ici aujourd’hui pour prier pour la majorite de notre population
qui a ete victime d’une extermination physique et culturelle.. Je ne
rappellerai qu’un seul fait : la majeure partie des dialectes de l’une
des langues indo-europeennes – l’armenienne – ete irreversiblement
eradiquee…

In early March, the political wrangling between the righteous and
corrupt politicians in Washington before, during and after the voting
by the House Foreign affairs committee sparked a series of articles
critical of genocide-denying corrupt U.S. politicians both in the
House and the White House.

In a 12 March article in Huffington Post, Stephen Zunes wrote that
failure to acknowledge the genocide "is a tragic affront to the
rapidly dwindling number of genocide survivors as well as their
descendents. It’s also a disservice to the many Turks who opposed
the Ottoman Empire’s policies and tried to stop the genocide, as
well as the growing number of Turks today who face imprisonment by
their U.S.-backed regime for daring to publicly concede the crimes
of their forebears. For example, Orhan Pamuk, the Turkish novelist
who … was prosecuted and fled into exile to escape death threats
after making a number of public references to the genocide.

"Some opponents of the resolution argue that it is pointless for
Congress to pass resolutions regarding historical events.

Yet there were no such complaints regarding resolutions commemorating
the Holocaust, nor are there normally complaints regarding the
scores of dedicatory resolutions passed by Congress in recent years,"
added Zunes.

Opponents of the resolution also falsely argue that its passage by the
Congress can harm the U.S.-Turkey relations. "The United States has
done much greater harm in its relations with Turkey through policies
far more significant than a symbolic resolution acknowledging a
tragic historical period. The United States clandestinely backed
an attempted military coup by right-wing Turkish officers in 2003,
arming Iraqi and Iranian Kurds with close ties to Kurdish rebels in
Turkey who have been responsible for the deaths of thousands of Turkish
citizens. The United States also invaded neighboring Iraq. As a result,
the percentage of Turks who view the United States positively declined
from 52 percent to only 9 percent," asserted Zunes.

The Obama administration, also controlled by the neo-cons, insists that
"this is a bad time to upset the Turkish government.

However, it was also considered a ‘bad time’ to pass the resolution
back in 2007, on the grounds that it not jeopardize U.S. access to
Turkish bases as part of efforts to support the counter-insurgency
war by U.S. occupation forces in Iraq. It was also considered a ‘bad
time’ when a similar resolution was put forward in 2000 because the
United States was using its bases in Turkey to patrol the ‘no fly
zones’ in northern Iraq. And it was also considered a ‘bad time’
in 1985 and 1987, when similar resolutions were put forward because
U.S. bases in Turkey were considered important listening posts for
monitoring the Soviet Union during the Cold War. For deniers of the
Armenian genocide, it’s always a ‘bad time,’" he pointed out.

In 1981, at a time when the neo-cons failed to control the White
House, President Ronald Reagan brushed off strong diplomatic protests
from Turkey and used the term genocide in relation to Armenians,
yet U.S.-Turkish relations did not suffer.

How come U.S. acknowledgement of the Jewish Holocaust does NOT upset
the German government, which also hosts critical U.S. bases?

"Obama is sending a message to future tyrants that they can commit
genocide without acknowledgement by the world’s most powerful
country." In 1994, the Clinton administration "refused to use the word
‘genocide’ in the midst of the Rwandan government’s massacres of over
half that country’s Tutsi population, a decision that contributed to
the delay in deploying international peacekeeping forces until after
the slaughter of 800,000 people. … The Obama administration’s
position on the Armenian genocide isn’t simply about whether to
commemorate a tragedy that took place 95 years ago. It’s about where
we stand as a nation in facing up to the most horrible of crimes,"
confronted Zunes.

In a March 16 HuffingtonPost.com article, titled "Why the Armenian
Genocide Matters,", Writer of words and music, rider of waves, world
traveler Robbie Gennet wrote: "You may ask yourself why the Armenian
genocide currently matters, or more accurately, why Turkey is so
resolute against it being recognized as such. One would think after
almost a hundred years, an official apology for killing or displacing
2 million Armenians would be a welcome and long overdue occasion for
Turkey to make peace with Armenia. … Germany has made great steps to
publicly acknowledge and profusely apologize for the Jewish Holocaust,
even paying reparations, making holocaust denial and the display of
symbols of Nazism a criminal offense and establishing a National
Holocaust Memorial Museum in Berlin. But Turkey? They won’t even
allow the US to label the Armenian genocide as such or acknowledge
it in any way. Here is why: land."

She outlined: "Take a look at a map of pre-genocide Armenia here, here
and here. What you will notice is that a huge chunk of what is now
Turkey was then considered Armenia. If the 1915 Turkish actions were
indeed recognized as a genocide, current day Armenia could potentially
petition for the return of its land. Note that this may even include
the area known as Cilicia, a separate but ethnically connected entity
bordering the Mediterranean Sea that dates back to the Kingdom of
Cilician Armenia in the early part of the second Millenium. These
historically grounded lands could rightfully be considered Armenian if
they could establish that they were unlawfully taken from them via the
genocide. The evidence is there and so is the history. Armenia itself
was officially named way back in 512 BC when it was annexed to Persia,
while Cilicia was established as a principality it 1078. After years
of struggle under Turkish, Kurdish and Mongol rule, the Ottoman Empire
ruled Armenia from 1453-1829, after which the Russian Empire ruled
through the rest of the 19th century. After the Genocide and WWI,
what’s left of Armenia was annexed by Bolshevist Russia and became
part of the Soviet Union from 1922-1991, after which Armenia declared
its independence. But let’s back up for a moment for a glimpse at
what happened during WWI".

She revealed: "In 1913, three so-called Young Turks took over the
Turkish government via a coup with a goal of uniting all of the
Turkic peoples in the region and creating a new Turkish empire called
Turan with one language and one religion. They wanted to expand their
borders eastward but standing in their way was historic Armenia. Hence,
the Armenian Genocide."

Gennet asserted: "Judging from Turkey’s recalcitrance to discuss or
acknowledge it, that stain may never go away. But that doesn’t mean
it will ever be forgotten, no matter how much Turkey wishes it would
fade into history. Though they would like to take advantage of the
world’s collective amnesia, the internet has made it impossible to
forget and erase" the facts of the genocide by Turkey. In answer to
Adolph Hitler’s infamous quote, "Who still talks nowadays about the
Armenians?" she rebutted: "We all do, Mr. Hitler, and long after your
genocidal dreams have faded, long after the last survivors of those
inflicted generations have passed, they will not be forgotten."

Turkish writer Lale Kemal interestingly wrote in Today’s Zaman:
"Turkey has currently been paying the price of sweeping under the
carpet its chronic and historic problems, such as the events of 1915,
in which, it is claimed, over 1 million Armenians were subjected
to a genocide campaign under the rule of the Ottoman Empire, the
predecessor to modern Turkey. … The Armenian Diaspora has moved
tobring this topic to the agenda of the Spanish Parliament after the
regional Catalonian Parliament passed a bill recognizing the events
as Armenian genocide. … The adoption of the genocide resolution
by the Committee on Foreign Affairs has already set an encouraging
example for Sweden to be followed by Britain."

Speaking of the Turkish-occupied Armenian lands, Kemal wrote: "But
Ankara believes that adoption of such a resolution by the full US House
would have a snowball effect, raising the danger that Armenians will
initiate legal measures seeking land and compensation from Ankara."

"While awareness of anti-Semitism is fortunately widespread enough
to marginalize those who refuse to acknowledge the Holocaust,
tolerance for anti-Armenian bigotry appears strong enough that it’s
still considered politically acceptable to deny their genocide,"
lamented Zunes.

The U.S. congressional mid-term elections in November is the number
one source for pre-occupation among the incumbent congressional
candidates in battle-ground districts and states.

Armenian Americans and their friends across the nation should move to
politically punish the deniers. Denial of the crime of any genocide –
from Turkish-occupied Western Armenia and Cilicia to Darfur, should
be made politically unaffordable. The neo-cons and their lackeys do
not understand the language of morality. But they readily comprehend
the language of deterrence.

According To Arman Melikian, Armenia’s Diplomacy In Issue Of Karabak

YEREVAN, MARCH 24, NOYAN TAPAN. RA President Serzh Sargsyan’s proposal
to the Azeri side on signing an agreement on non-use of force is an
important measure undertaken just in time. RA NA RPA faction member,
Chairman of the NA Standing Committee on Financial-Crediting and
Budget Affairs Gagik Minasian expressed such an opinion at a March
24 dispute. In his words, discussions over the main principles
in the Nagorno Karabakh negotiations will be efficient if only the
mentioned agreement is signed. However, according to G. Minasian, today
Azerbaijan has adopted a "deconstructive, simple-minded position,"
which does not permit to arrive at a peaceful, final outcome.

In the opinion of former NKR Foreign Minister Arman Melikian, today
to make a proposal on signing such an agreement means that either the
Maindorf Agreement containing a provision on non-use of force does not
work or the RA President undertakes purely a strategic measure. He
also spoke about S. Sargsyan’s interview to the Al Watan Syrian
newspaper where the President said that "returning to Azerbaijan
territories surrounding Karabakh can be considered Armenian side’s
compromise." A. Melikian declared that ceding those territories is
not in Armenia’s interests at all as they were liberated with the
efforts of all Armenians and fairly belong to 500 thousand Armenians
repressed from Azerbaijan.

G. Minasian opposing to him said that the Armenian side spoke about
those compromises as far back as 1, 5, 15 years ago, and words are one
thing but real life absolutely a different thing. "Our proposals can be
fulfilled if the opposite side is ready for it, which can never concern
Azerbaijan: that country becomes more and more deconstructive," the RPA
deputy said. A. Melikian in response noted that Armenia’s diplomacy
has been always built on the wrong conviction that Azerbaijan will
turn down all proposals. In his words, it is a "defective, imperfect,
short-sighted and poor diplomacy."

The statement of the Turkish PM Erdogan on expelling the RA citizens
living in Turkey was tended to break down the ratification process
of the protocols, said the ANC member Davit Shahnazaryan on the
conference.

The speaker assured that Turkey will not ratify the protocols and the
"anti democratic" statements of Erdogan and other Turkish officials
are not emotional and imbalanced but are calculated.

"Turkey started to lose the superiorities which he gained as a result
of the rough mistakes of the Armenian authorities, it was obvious for
him that Armenia was going to ratify the Protocols in the NA first,"
D. Shahnazaryan said and added that if Armenia was the first to ratify
the documents, the Turkish side would have serious problems.

"Turkey did everything with its emotional expressions to halt the
process. The standstill of the ratification of the protocols occurred
due to its efforts," mentioned the politician and added that after
the statements of Erdogan the pressure of the international community
over Armenia will weaken.

"There is a kind of "Tremodynamic" situation created for Armenia in
the frameworks of the Armenian – Turkish relations. It is impossible
to win, not to losing is impossible too, and leaving the game is also
impossible," the speaker thinks.
