/PanARMENIAN.Net/ Chairman of the International Aviation Committee’s
technical commission on the investigation of Armavia-owned A-320 crash
informed that June 17, 2006 the IAC completed the decoding of the
parametric flight recorder and the synchronization of the airborne
and landline facilities. Earlier the decoding of the sound flight
recorder was completed, reported the Russian Transport Ministry’s
press service. The parametric flight recorder registered information
on 8 flight, including the last one, during the period of April 30-
May 3, 2006. The general duration of the record made some 26 hours
and 20 minutes, including the record of the last flight (1 hour and
26 minutes).

It was ascertained that the plane did not go to ruin in the air;
the engines worked till the plane crashed into the water; the fuel
was sufficient to accomplish the flight; during the last minute the
flight proceeded in a directory regime with the robot pilot turned off.

Upon completion of a complex analysis a conclusion on the cause of
the aircraft incident will be made and recommendations on safety of
flights will be given.

To remind, on May 3 night Airbus-320 owned by Armavia national carrier
crashed in the Black Sea 6 km away from Adler airport killing all of
113 people aboard, including 6 children and 8 crewmembers. Among them
were 26 Russian citizens, one Ukrainian and one Georgian citizen,
while the rest were Armenian citizens.

Police killed the Chechen rebel leader acting on a tip from within
his network, a possible blow to efforts to spread the increasingly
Islam-inspired insurgency throughout southern Russia.

Abdul-Khalim Sadulayev was shot Saturday during a raid on a hideout
in his Chechen hometown of Argun, nine miles east of Grozny. He had
been planning a terror attack in Argun to coincide with the Group of
Eight summit of leading industrialized nations in St. Petersburg in
mid-July, the Moscow-backed Chechen premier said.

Wearing combat fatigues, Prime Minister Ramzan Kadyrov posed for TV
cameras next to a half-naked bloodied body identified as the rebel
leader’s. He said a close associate of Sadulayev’s tipped police to
his whereabouts for the equivalent of US$55 (A43).

"He urgently needed to buy a dose of heroin, so he sold his leader
for heroin," Kadyrov, flanked by his lieutenants, said with a grin.

The prime minister said his paramilitary police had wanted to capture
Sadulayev but had to kill him when he resisted arrest. Russian
television stations showed the basement of a house where the rebel
leader was allegedly hiding, its wall riddled with bullets.

"The terrorists have been virtually beheaded. They have sustained a
severe blow, and they are never going to recover from it," Kadyrov
said. "We must decisively end international terrorism in the whole
of the North Caucasus."

The mountainous Caucasus region encompasses southern Russia _ including
the breakaway Chechen republic _ and the former Soviet republics of
Georgia, Armenia, and Azerbaijan.

An intelligence agent and a police officer were killed in the
operation, the Federal Security Service, the main KGB successor agency,
said in a statement. One rebel also was killed and two rebels escaped,
NTV news reported.

Top rebel aide Ibrahim Mezhidov confirmed Sadulayev was killed,
according to the Kavkaz Center Web site sympathetic to the rebels.

Speaking to Ekho Moskvy radio, rebel envoy Akhmed Zakayev, who lives
in London, denounced the killing as a "political murder." He said
warlord Doku Umarov would now become secessionist president.

An Islamic scholar, Sadulayev took over after Russian forces killed
rebel leader Aslan Maskhadov in March 2005. Maskhadov had called
Sadulayev a co-organizer of one of the most high-profile Chechen
rebel attacks: a 2004 raid on police and security installations in
the neighboring republic of Ingushetia that killed some 90 people.

Russian prosecutors consider Sadulayev the top organizer of the 2001
kidnapping of Kenneth Gluck, of New York, who worked for Doctors
Without Borders in southern Russia. Gluck was freed after 25 days.

Previously, Sadulayev had been an imam of his hometown mosque. He
preached on local television when Chechnya enjoyed de-facto
independence after the Russian troops’ withdrawal following the
botched 1994-96 Chechen campaign.

Though rooted in nationalist sentiment, Chechnya’s separatist movement
took on a growing Islamic cast after Russian forces launched a second
Chechen invasion in 1999. In 2002, Sadulayev was named the chief
judge of the Chechen rebels’ court of Islamic law.

As rebel president, Sadulayev presided over insurgent efforts to
reach beyond Chechen borders and encourage militant movements in
nearby Caucasus regions.

Militant cells linked to Chechen rebels have spread quickly across
the volatile Caucasus provinces, encouraged by the region’s poverty
and simmering public anger at police brutality and persecution of
Muslims who worship outside officially sanctioned mosques.

"Sadulayev has cast himself as the leader of the so called ‘Caucasus
Front,’ the man leading a new generation of young militants," Alexei
Malashenko, and expert with the Carnegie Endowment’s Moscow office,
told The Associated Press.

He also was a compromise figure, accepted by different militant cells
throughout the Caucasus, and as a result his death deals a serious
blow to the Chechen rebel movement, said Alexander Ignatenko, head
of the Moscow-based Institute for Religion and Politics.

"Heads of regional cells have sworn an oath of allegiance to him,"
Ignatenko told AP. "They might not accept another Chechen as their
leader."’

Some analysts said that Sadulayev’s death could set stage for a turf
battle between warlords Umarov and Shamil Basayev.

A top rebel commander, Basayev has claimed responsibility for some
of Russia’s worst terror attacks, including the seizure of some 800
hostages in a Moscow theater in October 2002 and the September 2004
school hostage taking in Beslan that killed 331.

"Basayev is much more authoritative than Umarov," Malashenko said.

The Chechen prime minister _ whose feared paramilitary forces are
suspected of abducting civilians and other violence _ vowed Saturday
to track down both warlords.

Political commentator Yulia Latynina said the rebel leader’s killing
marked the beginning of Kadyrov’s bid for regional presidency. "By
liquidating a major rebel figure … Kadyrov wanted to prove his
loyalty to federal authorities," she said on Ekho Moskvy.

Kadyrov is the son of Chechnya’s first pro-Moscow president, Akhmad
Kadyrov, who was assassinated in a rebel bombing in 2004. He has
moved up steadily within the region’s Kremlin-backed government and
is expected to become Chechen president when he reaches the mandated
age of 30 in October.

Over 100 activists attend to support local leader

BELMONT, Mass. – The home of Dr. and Mrs. Mher and Elo Artinian was the venue
on Friday, June 9, for a fundraiser for State Representative Peter
Koutoujian who is running for re-election to the Massachusetts state
legislature, reported the Armenian National Committee of Eastern
Massachusetts (ANCEM).

"We are glad to have Peter in our home," said Dr. Artinian as he welcomed
Koutoujian, his wife Elizabeth Cerda Koutoujian, and the over 100 activists
who came to support Peter’s candidacy. "He is not a stranger among us-not
only has he been influential in the Armenian-American community, he’s an
influential force in the Massachusetts legislature on Beacon Hill."

Sharistan Ardhaldjian, chairperson of the ANCEM, thanked the Artinian family
for hosting the fundraiser, and commended the event organizing
committee-Linda Ostayan, Bella Khachatourian, Arev Dervartanian, Rita
Bejakian, Roset Atinizian, and Elo Artinian.

"We need to support Peter, because he is a remarkable leader," said
Ardhaldjian, noting that when House Speaker George Keverian retired,
Koutoujian and fellow Representative Rachel Kaprielian took the reins to
spearhead Armenian-American issues in the State Legislature. "He has been
instrumental in supporting so many of the organizations and institutions in
which we all belong and so many of the issues important to us as residents
of Massachusetts."

Koutoujian, 44, has spent nine years as a state legislator, and has emerged
as one of Beacon Hill’s most influential and well-respected lawmakers. He
presently serves as House Chair of the Joint Committee on Public Health, and
remains a tireless advocate for the constituents of the 10th Middlesex
District, which encompasses portions of Waltham, Newton and Watertown.

A lawyer by trade, Koutoujian served as prosecutor for Middlesex County
before being elected to the Legislature in 1996. He has focused his efforts
as a lawmaker on creating laws that better protect communities from sex
offenders. Much of his effort has a lawmaker remains focused on public
safety issues. He is working to create laws that better protect our
communities from sex offenders, advocate for victim rights, and even
prohibit convicted felons from profiting off their notoriety. He has worked
as an adjunct professor of Criminal Law, Criminal Procedure, and Legal
Ethics at the Massachusetts School of Law in Andover, and a Professor of
American Government at Bentley College in Waltham. This year was appointed
as an assistant adjunct professor at Boston University School of Public
Health.

"I’m proud and honored that you have all come to support my candidacy," said
Koutoujian, as he thanked the organizing committee for their efforts. "The
Armenian National Committee is a great organization. Without the ANCA,
Armenian-Americans would not be anywhere today. The organization is what our
people stand for: grassroots-the towns and villages that work together to
strengthen our community." Koutoujian particularly noted the recent ANCA
Telethon, which raised more than $3 million for the organization’s Endowment
Fund, and lobbying efforts in the United States.

Koutoujian outlined some of the recent efforts that he has been working on,
including the lawsuit that was filed by the Assembly of Turkish American
Associations and several other plaintiffs against the Massachusetts Board of
Education in an attempt to compel the state to include materials in the
curriculum that deny the Armenian genocide. He also spoke about the firing
of the U.S. Ambassador to Armenia John Evans, for his honest discussion of
the Armenian genocide. "It was a terrible day when Ambassador Evans was
recalled. For a diplomat to be fired is a great disservice. He spoke out
from his heart and was fired. But, we will have acknowledgement of the
Armenian genocide. I know it will occur."

He also spoke about the Armenian Heritage Park scheduled to be built on the
Greenway, commending James Kalustian, Barbara Tellalian, Don Tellalian and
Rachel Kaprielian for their "masterful" leadership in cementing the plans to
construct the memorial.

Koutoujian closed his remarks by thanking the community. "Without your
support, I can’t drive issues of importance to us, so I thank you. We have a
symbiotic relationship-you support me, and I push issues that are of
importance to the Armenian-American community."

Guests enjoyed the remainder of the evening discussing various issues of
concern with Koutoujian.

President Robert Kocharyan received today the delegation of RF
Southern Federal District headed by Plenipotentiary Representative
of RF President Dmitri Kozak.

Attaching importance to the development of ties on the level of
separate regional administrative units, the President said it creates
a good basis for reinforcement of interstate relations.

The parties turned to the whole complex of Armenian-Russian relations.

Robert Kocharyan noted that through activation of business ties in
the economy, Russian business is gradually attaining a greater role.

The interlocutors condemned the recent murders in Russia on the basis
of nationalism and noted that it does not proceed from the interests
of Russia and the Russian people. According to President Kocharyan,
law-enforcement bodies of Russia should react roughly to what is
happening, acting quickly and clearly.

The Plenipotentiary Representative of RF President visited also the
Russian military base deployed in Gyumri. He expressed gratitude to
Armenian authorities for creating favorable conditions for military
service.

IMF OFFICIAL REJECTS ‘CONSPIRACY THEORIES’ ABOUT DRAM APPRECIATION

A senior official from the International Monetary Fund endorsed on
Wednesday the Armenian authorities’ assurances that the continuing
strengthening of the national currency is not artificial, dismissing
widespread claims to the contrary as baseless "conspiracy theories."

James McHugh, head of the IMF office in Yerevan, reiterated the fund’s
view that the Armenian dram’s exchange rate is purely market-based. He
said the Central Bank of Armenia (CBA) is right to assert that the
dram’s more than 30 percent appreciation against the U.S. dollar over
the past two-and-a-half years is the result of increased inflows of
hard currency into the country.

But many Armenians trust claims by opposition leaders and other
government critics that it has been engineered by the authorities
with the aim of benefiting government-connected importers of key
commodities. The dram’s renewed strengthening against the dollar which
began last month sparked fresh accusations of currency manipulation,
again putting the CBA on the defensive.

McHugh was at pains to dispel this widely held perception as he
answered questions from journalists skeptical about the official
explanation for the exchange rate fluctuations during a seminar
organized by the CBA. "I think it’s like believing in the supernatural
or believing in UFOs. You can tell someone that there is no aliens
and that there is an absence of evidence of it, but people will still
go on believing in it," he said with frustration.

"I firmly believe that market forces are determining the exchange
rates," he added.

The CBA chairman, Tigran Sarkisian, made the same point on Tuesday,
again citing a steady rise in cash remittances sent home by hundreds
of thousands of Armenians working abroad. According to the bank, the
cash transfers totaled at least $1 billion last year and were up 26
percent during the first quarter of this year.

McHugh suggested that the real figure might be even higher as many
Armenians "systematically underestimate the amount of remittances
they receive" and pointed to multimillion-dollar foreign investments
in Armenia’s booming construction sector. He also argued that the
dollar has lost much of its value against other major currencies like
the euro and the British pound in recent years.

"If your point is that the appreciation of the dram is unusually high,
that is not borne out by facts," he told an economics reporter.

"I don’t see that the dram-dollar rate is unusual vis-a-vis other
major currencies."

The IMF official also endorsed that CBA argument that the stronger dram
has kept consumer price inflation in Armenia in single digits amid a
worldwide surge in the prices of oil and other basic commodities. "It’s
very important from a social equity perspective that the Central
Bank maintains its strong commitment to maintaining price stability,"
he said.

Critics will counter that the dramatic exchange rate change has hit
hard a large part of the country’s population which is dependent
on cash transfers from their relatives working in Russia, Europe
and the United States. Some of them have also pointed to a lack of
transparency in inter-bank currency trading which supposedly sets
the dram’s exchange rate.

In addition, there are concerns about the stronger dram’s negative
impact on the growth of Armenian exports which economists believe
is vital for the country’s sustainable development. Some local
export-oriented firms have already reported losses resulting from
the increased cost of their products abroad.

Paradoxically, converting drams into dollars in currency exchange
offices in Yerevan and outside it is now far more difficult than it
was in the past. Retail currency traders routinely cite a shortage
of dollar notes, something which is at odds with the official theory
about Armenia being flooded with the greenback.

Today representatives of the Armenian Intelligentsia assembled to
discuss the recent murders of the Armenians in Russia trying to find
out the ways to make Russia understand that their “patience is not
boundless and has already exhausted.”

It was decided to release a joint letter to the Armenian and Russian
media and to RF President Vladimir Putin. The letter addressed to
Putin is not ready yet whereas the other one is already ready.

Judging by the contents of the letter the main responsibility is put
on the RA Foreign Ministry and the Embassies of the two countries.

President of the Writers’ Union Levon Ananyan noted that “we cannot
remember the bright pages of Armenian-Russian relations because of
the recent frequent murders.”

Politician Vsevolod Marian was also invited to the roundtable. The
latter was the councilor of Foreign Minister on the issues relating
to ethnic minorities in 1999 – 2001. He claims that mainly Armenians
are to be blamed in the current situation as don’t respond to the
murders in due order. “Armenians are the only nation among the post
Soviet countries who silently get adjusted to the murders of their
compatriots.”

The Russian politician also illustrated certain numbers which, in his
words, are kept in secret. About 3 thousand Armenians were killed in
Russia because of national hostility. When Vsevolod Marian came to
Armenia he presented the data to RA Foreign Minister Vartan Oskanian
as well and demanded to answer which measures are taken by Armenian
authorities to prevent the murders of Armenians in Russia and to punish
the criminals. “We don’t face such problem. We are in good friendly
relations,” was Oskanian’s answer in Marian’s words. He was surely
astonished by the answer. “If a person has no respect towards himself,
his country he will enjoy respect nowhere in the world.” By the way,
in comparison with the Armenian intelligentsia the Russian politician
is convinced that the events of Russia are against Armenians, the
murderers are deliberate and are financed by a special group.

The idea of the respond answer frightened the Armenian intelligentsia
who later announced that they mustn’t be involved in politics and
instigate the atmosphere of hostility, they must be vigilant and
watchful so that the settlement of relations will not convert to
serious and complicated problems.

Anyway, all the participants of the roundtable were unanimous that
“Russians must understand that Armenians are indignant.” But the
representatives of the intelligentsia couldn’t concentrate on the
right solution of the matter. They confessed that the matter is
closely connected with the unity of the nation which doesn’t exist.

It is due to mention that the Russian Ambassador to Armenia didn’t
participate in the roundtable.

arrive in Sochi to participate in the mourning ceremonies, Armenian
Ambassador to Russia Armen Smbatian said. In his words, the stone of
the future monument to the crash victims will be laid.

Members of the Armenian Consulate, administration of the Krasnodar
region will attend the mourning events.

The Armenian jet crashed into the Black Sea on May 3 killing all of
the passengers and crewmembers, reported IA Regnum.

“Political majority does exist in the Parliament,” declared NA
Chairman Tigran Torosyan in response to MP Hmayak Hovhannisyan’s
question about the existence of parliamentary majority.

Tigran Torosyan noted that the Republican Party and the Armenian
Revolutionary Federation have declared they will continue cooperate
over the principles of the coalition memorandum.

Other statements were made by the United Labor Party faction and the
” Businessman” Deputy group.

“If we sum up all this, we’ll see that parliamentary majority does
exist, and it was confirmed both at elections and voting,” Tigran
Torosyan noted.

As for the memorandum, the Speaker noted that coalitions are formed
also without any memorandum, “Statement is of great value in political
life, and it can serve as a basis for serious results. Such statements
have been made.”

democratic processes in Armenia, Head of the Swiss Federal Department
of Foreign Affairs Micheline Calmy-Rey stated at a press conference in
Yerevan. In her words, Armenia is in center of Switzerland’s interests
in the South Caucasus. “We intend to simplify the visa regime between
the two states. Moreover the Convention for the Avoidance of Double
Taxation will promote the development of economic ties. Our state
cannot force investors to put up money in the Armenian economy. They
should see themselves that an atmosphere favorable for business reigns
he republic,” she remarked. The Swiss Foreign Minister also reminded
that humanitarian assistance for Armenia has been rendered since 1988,
the year of the Spitak earthquake.
