The EC Direction on Youth and Sport and the RA Ministry of Culture and
Youth organized a seminar entitled `Caucasus in Europe’ on
international cooperation and information network. The seminar was
held in Tsaghkadzor on September 8-13. In the seminar were involved
about 30 young people representing youth organizations from different
parts of Armenia, Nagorni Karabakh, Georgia, Sweden, Moldavia,
Ukraine, Russia and Azerbaijan. There were four participants from our
republic. The seminar passed in an informal atmosphere, through
logically connected games and exercises, interviews, debates, lectures
aimed at establishing cooperation between the young people arrived
from different countries. There were two participants from
Azerbaijan. During the first days there was some disagreement between
them and the Armenian participants in reference to the problem of
Nagorni Karabakh but at the end of the seminar they came to mutual
understanding supporting the peaceful regulation of the matter. On the
last day the participants of the seminar received certificates,
cooperative links were established between the young people of
different countries who believe that through effective and lasting
cooperation they can favour the peaceful settlement of the conflicts
in the Caucasus.

Brussels, Sept 15, IRNA — European Commission President Romano Prodi
Thursday begins a four-day tour of the Southern Caucasus that will
take him to Azerbaijan, Georgia and Armenia.

“This first-ever visit by a European Commission President highlights
the EU`s interest in the region following the inclusion of all three
countries in the European Neighbourhood Policy,“ said Prodi in
press statements.

Prodi said he will urge his counterparts to push ahead with reforms
and conflict settlement.

The visits follow the EU Council`s decision of 14 June to include the
three Southern Caucasus countries in the European Neighbourhood Policy.

“My visit is intended to send the important message that the EU is
fully committed to supporting the Southern Caucasus countries as
they work to build stable societies based on democratic values and
to affording these countries real prospects of strong ties with the
European Union,” he said.

In Armenia, Azerbaijan and Georgia, Prodi will meet the Presidents,
the Prime Ministers, the Speakers of these countries` Parliaments
and their religious leaders.

In the three countries he will take the opportunity to address
a wider audience of civil society representatives on the European
Neighbourhood Policy and its significance for the Southern Caucasus,
noted a Commission statement.

SCACRD-Canada Joins the Cosmic Ray Division Family

On September 3, 2004, an enthusiastic group of Canadian-Armenians
gathered at the home of Virginia and Haig Misakyan to listen to a
presentation about the Cosmic Ray Division (CRD) of the Yerevan Physics
Institute in Armenia. Anahid Yeremian, the chairperson of the Support
Committee for Armenia’s Cosmic Ray Division (SCACRD), with chapters
in California, Michigan, and New England, explained the vision of
Prof. Chilingarian, the head of the CRD. “Prof. Chilingarian feels
that Armenia has the ability to be an international leader in certain
aspects of science and cosmic ray physics and space weather forecasting
is one of those areas”, she emphasized to a fascinated audience.

“Indeed every time I have the opportunity to talk about the CRD, I am
myself awed at the accelerated progress this group of outstanding and
dedicated scientists, technicians, students and support personnel
makes under the leadership of Prof. Chilingarian”, says Anahid.
During the 5-year partnership of the Diaspora (through SCACRD)
with the CRD we have witnessed unbounded accomplishments by them.
Today because of the CRD, Armenia leads the world in the ground based
research aspect of Space Weather forecasting, winning international
recognition at the United Nations’ World Summit for Information
Society in December of 2003.

Cosmic Ray Physicists try to understand the phenomena associated
with the birth, life, and death of stars and other celestial bodies.
This research has led the CRD into a very exciting and interesting
new direction – the forecasting of Space Weather due to outbursts
from our star, the sun. Scientific journals, such as New Scientist
magazine which is published in England, and Science Magazine in the
U.S., as well as other publications such as the New York Times and
National Geographic Magazine, have published feature articles on
space weather and space weather forecasting. The articles in the
New Scientist and Science Magazine featured reports on the impressive
work being done by the CRD in Armenia.

The ground based research at the CRD in Armenia complements the
research based on data from detectors on the SOHO, ACE, and RHESSI
satellites in space and is vital part of understanding and forecasting
Space Weather. In fact, as it happened with SOHO in the summer
of 2003, sometimes the satellite used for research malfunctions
itself, requiring very costly, and sometimes, fatal attempts to fix
it in space. Thus the ground based research can be more robust and
at times act as a back up for the space based research.

The most severe solar outbursts are accompanied by few, yet very high
energy particles which reach the earth at nearly the speed of light.
Though too few to be reliably detected by the relatively small
detectors on satellites, they can be and are detected by large area
detectors on he ground. The high energy particles act as precursors to
alert us that a stream of many more particles which are less energetic
and slower are on their way towards earth. This large stream of
particles is particularly dangerous. Correlating the information
from the ground based detectors with X-rays and other satellite data
can lead to more timely and reliable Space Weather alerts.

The cosmic ray station at 10,500 ft elevation on Mt. Aragats in Armenia
was founded in 1943 by the visionary physicists, Artem and Abaraham
Alikhanian. Later a second station at 6500 ft was constructed.
The stations have an extensive infrastructure and are manned year
round. The Aragats Space Environmental Center (ASEC), also headed
by Prof. Chilingarian, was established at these cosmic ray stations
in 2001. ASEC is a valuable partner in the world-wide network of
space weather research organizations such as the European Space
Agency, the U. S. National Oceanographic and Atmospheric Agency, the
international network of neutron monitors and solar neutron telescopes.
CRD’s strategic geographic location (latitude and altitude) maximizes
the chance for the detection of those few very high energy, early
arriving particles which warn of the onset of severe space weather.
This information is a very important piece of the space weather puzzle.

Space weather is one of the most important problems of the 21-st
century, which we must understand and forecasted. It is exciting
for us, Armenians, that the CRD leads the world in the ground based
aspect of the research and development in this field. It is doubly
exciting for the SCACRD and the Diaspora friends who have and continue
their unwavering support of the CRD, financial and otherwise.

to our fold. We also thank the US SCACRD chapters in California,
Michigan, and New England for their continued activity. We thank the

Baku, 13 September: According to diplomatic sources, the Azerbaijani
and Armenian foreign ministers, Elmar Mammadyarov and Vardan Oskanyan,
have been invited to the NATO headquarters in Brussels.

The two ministers were invited urgently for consultations over the
participation of Armenian officers in NATO’s Cooperative Best Effort
2004 military exercises [in Baku].

Judging by the fact that NATO has cancelled the exercises, the sides
have failed to agree on the Armenians’ visit to Baku.

Armenian sources, in turn, have reported that five Armenian officers
spent all day at the Azerbaijani embassy in Georgia yesterday trying
to obtain visas to Azerbaijan. However, they had to return to Yerevan
without the visas.

[Presenter] President of the Islamic Republic of Iran Mohammad Khatami
is on a two-day official visit in Yerevan at the invitation of Armenian
President Robert Kocharyan.

[Correspondent over video of the presidents] After the red carpet
treatment of the official guest outside the presidential place,
Kocharyan and Khatami had a tete-a-tete meeting. The presidents
reviewed the current and the future state of Armenian-Iranian relations
and exchanged views on regional and international issues.

The Armenian and Iranian presidents said that by deepening bilateral
and regional cooperation and bringing together interests of the
regional states, a favourable environment could be created for the
resolution of the existing regional conflicts.

After their private meeting, Khatami and Kocharyan had an expanded
meeting with the participation of the delegations. The presidents
signed an agreement on the principles of cooperation between the
Islamic Republic of Iran and the Republic of Armenia. The sides
also signed agreements on cooperation in the energy, cultural and
customs fields.

[Kocharyan] The scope of our bilateral relations is gradually
expanding. I would like to thank our friends and guests for the job
done. I want to thank you for the significance of the issues on the
agenda and the prevailing mood at our talks.

For us, the energy sector is very important, and we have acquired
enough experience in our cooperation. Based on our experience, we can
now take further serious steps. I am sure that the significance of
these programmes will not be merely limited to bilateral relations
but will become of regional importance.

We have not only covered energy issues but also other issues, like
mutual investment. In particular, we hope to see more investment
flowing into the Armenian economy from Iran. There are certain issues
which could be thrashed out. They include taking certain steps to
establish a free trade regime and develop trade.

Iran is a special country that possesses inner strength, cultural
heritage and opportunities in this region. Establishing lasting and
multilateral relations with this country is extremely important for us.

[Khatami, speaking in Persian with Armenian voice-over] I am glad
to have paid a visit to Armenia and have had a chance to meet
my friend. For us, Armenia is a hard-working country with kind
people. This nation has made a significant contribution to the
world culture. Luckily, along with other ethnicities in Iran with
ancient culture, we have ethnic Armenians as our citizens. They have
played an important role in the country’s independence. Armenia is
Iran’s geographical neighbour and it is our policy to be in friendly
relations with all our neighbours. However, we have special feelings
towards Armenia. Ties between Iran and Armenia are a good example
of good-neighbourly relations. Based on respect for each other’s
independence, our relations have expanded and developed since 1991.

The documents signed today provide us with a good basis for the
further deepening of relations. Armenian-Iranian cooperation serves
to the interests of the two sides and is not against any third party.

Armenian Caucus CoChairs Call for US Response to Azerb. Aggression

ARMENIAN CAUCUS CO-CHAIRS CALL FOR U.S. RESPONSE TO AZERBAIJAN’SAGGRESSION

WASHINGTON, AUGUST 28. ARMINFO. The Armenian Assembly of America
commended Congressional Caucus on Armenian Issues Co-Chairs Reps. Joe
Knollenberg (R-MI) and Frank Pallone, Jr. (D-NJ) for taking a firm
stand on repeated and blatant threats by Azerbaijan against Armenia
and raising this “serious issue” with Secretary of State Collin
Powell.

ARMINFO was informed in AAA, in a joint letter to Powell Friday, with
copies sent to National Security Advisor Condoleezza Rice and Special
Coordinator for Eurasia Conflicts Ambassador Steven Mann,
Representatives Knollenberg and Pallone said U.S. silence in the face
of recent remarks by a ranking Azerbaijani official calling for the
occupation of Armenia and “removal of the entire Armenian population
from the Caucasus” should not be “dismissed as mere rhetoric.”

Addressing Secretary Powell, Representatives Knollenberg and Pallone
said:

“As Co-Chairs of the Congressional Caucus on Armenian Issues, we would
like to raise with you a serious issue that, if not compellingly
addressed by the Administration, has the potential to undermine
U.S. interests and American values in the strategically important
Caucasus region.

We refer to the remarks by officials in the government of President
Ilham Aliyev calling into question the very existence of Armenia. For
example, as reported by Radio Free Europe/Radio Liberty, the
Azerbaijani Defense Ministry spokesman called for Azerbaijan’s
takeover of the entire territory of Armenia and removal of the entire
Armenian population from the Caucasus. He went so far as to say,
“Within the next 25 years there will exist no state of Armenia in the
South Caucasus.” Given Azerbaijan’s history of aggression against
Armenians, these remarks cannot be dismissed as mere rhetoric.

>Azerbaijan’s threats against Armenia’s survival reinforce our
commitment to > maintaining parity in U.S. military aid to Armenia and
Azerbaijan. Any tilt in military spending toward Azerbaijan could, in
our view, destabilize the region The United States plays a crucial
role in the negotiations over Nagorno Karabakh, to help the people of
this region to find a lasting and equitable peace. These threats by
Azerbaijan undermine these efforts and seriously complicate our
diplomacy in the region. It is our hope that the United States takes
action to condemn these remarks, to ensure that all parties involved
in this conflict make a genuine commitment towards peace and
stability.”

discuter de la situation en Afghanistan et en Irak, ainsi que de

Sergueï Prikhodko, conseiller de M. Poutine, n’a pas donné de détail
sur le contenu de ces entretiens, mais a précisé que la conversation

It’s Envisaged to Release Some Organizations From Land Tax by 50%

IT’S ENVISAGED TO RELEASE SOME ORGANIZATIONS FROM LAND TAX BY 50%

YEREVAN, August 16 (Noyan Tapan). The draft decision of RA government
“On Ratification of the List of Institutions and Organizations
Released from Land Tax by 50%” was discussed on August 13 at the
office of Hovik Abrahamian, RA Minister of Territorial Government and
Infrastructure Activities. It’s, in particular, proposed to fix in the
decision that for the agricultural, scientific and
educational-practical organizations included into the list the
privilege on land tax amounting to 50% is applied in relation to the
lands, which are exceptionally used for the purpose of scientific and
educational, agricultural, forestry work. It’s also envisaged that
control for purposeful use of lands and amounts of land plots will be
carried out by RA Ministry of Agriculture. According to the Press
Service of RA government, H.Abrahamian gave a number of instructions
on revision of the draft, the results of implementation of which will
be summed up at the nearest sitting.

SPPD Receives $10 Million Gift

The funds will establish the Judith and John Bedrosian Center on
Governance and the Public Enterprise, examining the nature of
democratic governance and policymaking.

Judith and John Bedrosian’s $10 million gift to the USC School of
Policy, Planning, and Development is the largest received by SPPD and
either of its predecessor schools.

Judith and John Bedrosian have given $10 million to the USC School of
Policy, Planning, and Development to found a new center to study
governance.

The Judith and John Bedrosian Center on Governance and the Public
Enterprise will focus on the nature of democratic governance,
policymaking and management of the public enterprise. Led by the
as-yet unnamed holder of the Bedrosian Chair in Governance – also
established by the gift – the center will be fully operational for the
2005-2006 school year.

John Bedrosian, a founding member of the USC School of Policy,
Planning, and Development’s board of councilors, has served as the
board’s chair for the past five years. The gift from him and his wife
is the largest received by SPPD and either of its predecessor schools.

“This generous gift by John and Judy Bedrosian is a measure of their
commitment to ensuring that the best minds and best ideas be assessed
and amplified as a central mission of SPPD and our university,” Dean
Daniel Mazmanian said.

Study: Glendale leads state in multiracial residents

GLENDALE, Calif. – Glendale has the state’s highest percentage of
people who identify themselves as multiracial, according to a new
study.

Using the 2000 Census, the Public Policy Institute of California
concluded that more than 10 percent of the Los Angeles suburb’s
200,000 residents identified themselves as multiracial. That was 2.6
percentage points more than the California city with the second-most
multiracial people, Hayward.

One factor in the number was an effort to get Glendale residents of
Armenian descent to note their background on 2000 Census forms.

For the first time, the 2000 Census allowed Americans to identify
themselves as multiracial – for example, an Armenian-American could
have checked both the white and the “some other race” category, or
written in “Armenian.”

Glendale has the largest Armenian population of any city in the
United States, and local leaders hoped a higher profile would help
them benefit from government and social programs for minority groups.

“That has drawn a lot of attention to the Armenian community and
Armenians are a political force to be reckoned with as a result of
those efforts,” said Ardashes Kassakhian, director of government
relations for the Armenian National Committee of America, Western
Region.

The study found that multiracial Californians make up 5 percent of
the state’s total population, twice the percentage in the rest of the
nation.

“The face of the United States is changing very rapidly and Glendale
is a very good example of what is to come,” said Glendale Mayor Bob
Yousefian, whose 15-year-old son is half Armenian. “You put different
races and ethnicities together and they’re going to mix. It’s
natural.”

Thousand Oaks and Newport Beach were the two least multiracial cities
in the state, with less than 2.8 percent of residents identifying
themselves as multiracial, the study found.
