ArmInfo. There will be no regress in Armenia-Turkey negotiation
process, Head of the Republican party parliamentary faction Galust
Sahakyan said when commenting on the forthcoming meeting of Armenian
President Serzh Sargsyan and Turkish Prime Minister Recep Tayyip
Erdogan in Washington.

According to G. Sahakyan, participation of Armenia in the Nuclear
Security Summit in Washington (during which Sargsyan and Erdogan will
meet) will become a good chance to discuss not only the
Armenian-Turkish but also the Armenian-American relations. "Anyhow,
the visit of Erdogan’s Special Delegate Feridun Sinirlioglu to Armenia
may be considered a positive step indicating Turkey’s interest in
continuation of the negotiating process", G. Sahakyan said.

On April 12-13, 2010, Washington will host a Nuclear Security Summit.
The South Caucasus countries will be represented at the Summit by
President of Armenia Serzh Sargsyan and President of Georgia Mikheil
Saakashvili. The Azerbaijani president received no invitation for
participation. To note, President of Armenia has already agreed to the
meeting with Turkish Prime Minister Erdogan.

An Experimental "Kangaroo" In Artsakh

Today the "Ayb" educational fund held an international experimental
competition of mathematics "Kangaroo" in Stepanakert. On the
experimental Kangaroo 215 pupils from 13 schools participated. The
competition in Artsakh was being held for the first time and the
children were very inspired and impatient to join their coevals and
be included in this international math movement.

The "Ayb" educational center informs that according to the rules of the
competition all the participants got small souvenirs and certificates
of participation.

Next year "Ayb" is planning to involve more schools in the "Kangaroo"
movement. "Kangaroo" is a competition consisting of interesting tasks
which is being held every year on the same day in around 50 countries
with the participation of about 5 million pupils. The competition is
aimed to create a general interest towards mathematics and make the
latter more attractive for the children.

ArmInfo. At the upcoming meeting with Serzh Sargsyan the Turkish
party will try to hold ratification of the Protocols on agenda,
Artsvik Minasyan, parliamentarian from ARFD, said at parliamentary
briefings on Friday.

He said the Turkish party will also try to feel the possibility of
any breakthroughs in linking the Armenian- Turkish and the Karabakh
processes. It is important for Ankara to find out also the US policy
towards Turkey in the light of the upcoming parliamentary elections
in Turkey, he said. President of Armenia Serzh Sargsyan and President
of Georgia Mikheil Saakashvili will represent the South Caucasus at
the Global Nuclear Summit on April 12-13 in Washington. President of
Azerbaijan Ilham Aliyev has not been invited to the Summit. President
of Armenia has already agreed to meet with Erdogan.

To recall, Armenia and Turkey signed the "Protocol on the establishment
of diplomatic relations" and the "Protocol on the development of
bilateral relations" in Zurich on October 10. To come into effect
the protocols must be ratified by the Parliaments on each side.

Turkish Prime Minister Recep Tayyip Erdogan.

Spokesman for the Armenian president Armen Arzumanyan said Sargsyan
accepted Erdogan’s proposal to meet within the framework of the Nuclear

The institute of Financial Ombudsman of Armenia has managed to
strengthen its positions during the first year of its activity and
its further steps will be aimed at its development, according to
Financial Ombudsman Piruz Sargsyan.

"The conference aimed at strengthening public confidence and increasing
financial intermediation through the Institute of Financial Ombudsman
will provide Armenia’s financial organizations with the opportunity
to compare the young Armenian institute with leading world institutes
of financial ombudsmen," she said.

Ms. Sargsyan also noted that all their further steps will be aimed
at increasing consumers’ awareness, so that they obtain knowledge of
their financial rights and of the acyivity of the Financial Ombudsman’s
institute, which is always able to protect their rights and interests
at a proper level.

"We will resume our visits to regions of Armenia soon. In 2009, we
were in four northern regions of the country, while this year we are
going to visit the southern regions to conduct large-scale seminars
and meetings both with representatives of financial structures and
with consumers," she said.

Summarizing the results of the first year activity of the Financial
Ombudsman’s office, she noted that basically complaints were
addressed to the banking system, followed by complaints against
insurance companies with respect to property and life insurance,
while credit organizations and pawnshops are on the third place by
the number of complaints.

"Last year 400 complaints were received, out of which 57 were
considered and 61% of them at the amount of AMD 26mln were solved in
favor of consumers," Ms. Sargsyan said.

Manouchehr Mottaki Foreign Minister Manouchehr Mottaki said today
that Tehran had submitted proposals on resolving the Karabakh conflict.

‘We have put forward our proposals to Azerbaijan and Armenia on a
solution to the Nagorno-Karabakh conflict,’ Mottaki told a press
conference in Tehran today.

The minister expressed confidence that the sides would give positive
feedback on the proposals.

He said that that Iran was a supporter of peace in the world and
hoped for an early resolution of conflicts in the region.

Mottaki declined, however, to give details of the proposals.

‘Iran has always supported the peace settlement of the Karabakh
conflict and it is ready to provide any assistance to the resolution
of this problem,’ sources in the Iranian embassy in Baku commented
to 1news.az.

This was the motivation for the proposals put forward by Mottaki,
the embassy source said.

‘Iran supports stability and peace in the region and puts all efforts
for this purpose", the sources said.

YEREVAN, APRIL 7, NOYAN TAPAN. "The European Union-Armenia contractual
relations are becoming closer not gradually, but they are rising to
a new level," Commissioner for EU Enlargement and Neighborhood Policy
Stefan Fule said at the April 6 joint press conference with Armenian
Foreign Minister Edward Nalbandian.

Underlining the importance of EU assistance to reforms in Armenia,
he said that the Mutual Understanding Memorandum on the National
Indicative Program for 2011-2013 to be signed with Armenia envisages
indicative allocation of 157.3 million euros under the European
partnership and neighborhood tools. By this program, at least 32
million euros will be allocated to the comperehensive program of
development of state government bodies, and at least 7 million euros
will be given to harmonization policy. The assistance will be provided
to 3 main spheres: democratic institutions and good governance, trade
and investment, and improvement and reforms of the regulation field.

Speaking about the Karabakh conflict, S. Fule noted that the not
only does the EU support the Karabakh conflict settlement within the
framework of the OSCE Minsk Group, but it also prepares a concrete
program on confidence strengthening in Nagorno Karabakh and the
whole region.

In response to a question about the belligerent statements regularly
made by Azerbaijan, S. Fule replied that any belligerent statement
does not contribute to the peaceful settlement of the process. As
for the Armenia-Turkey normalization, the EU official expressed
a high opinion about the determination of Armenia’s president and
authorities to engage in dialog with Turkey and find a way out of
the impasse. He stressed that Armenian-Turkish normalization would be
useful for Turkey’s accession to the EU because the EU attaches great
importance to good-neighborly relations with neigboring countries.

When responding to a reporter’s question, E. Nalbandian underlined
that there was no change in the Armenian position on the issue of
recognizing the status of Nagorno Karabakh.

"We have repeatedly stated, and not only we – the Co-Chairs also
realize that the major issue of the Karabakh problem solution
is the recognition and exercise of Karabakh people’s right to
self-determination. In line with the indicated context, the statement
of Armenian President also speaks of that. If this major issue is
solved, it will be easier to discuss the other issues and to find
decisions and solutions," the foreign minister said.

To recap, in an interview with Der Spiegel, Serzh Sargsyan said that
if Azerbaijan recognizes the independence of Nagorno Karabakh, it
will become possible to solve the Karabakh problem within a few hours.

The Turkish prime minister said on Wednesday that he had sent his
special envoy to Armenia.

Turkey’s Premier Recep Tayyip Erdogan said he had sent his special
envoy to Armenia to hand over his letter.

"Whether or not to meet with Armenian President Serzh Sargsian in
the United States depends on the response to come from Armenia,"
Erdogan told reporters in Paris, France.

Erdogan also said he would act according to Sargsian’s response to
his letter, Anadolu Agency reports.
