GOV’T TO CONTINUE KURDISH INITIATIVE, NO MATTER THE COST

Prime Minister Recep Tayyip Erdogan yesterday addressed a meeting of
members of his AK Party on the eighth anniversary of its establishment.

The government will continue to take every step necessary to achieve
success with its recently announced Kurdish initiative, regardless
of what the cost may be, Prime Minister Recep Tayyip Erdogan has said.

Speaking at his party’s Extended Province Chairmen meeting on
the eighth anniversary of the Justice and Development Party’s
(AK Party) establishment, Erdogan criticized the opponents of the
Kurdish initiative, mostly the opposition Republican People’s Party
(CHP) and Nationalist Movement Party (MHP), accusing them of making
political profit from the issue. "We believe in this. We have taken
steps and we will continue to do so, no matter what price we might
have to pay," he said.

Erdogan said the AK Party would never open discussions on Turkey’s
unity, territorial integrity or brotherhood, adding: "The people we
talk to are the 71.5 million citizens of Turkey. We know of no people
to talk to other than the citizens of our noble nation." He said
Turkey has wasted its energy and resources on the separatist violence
created by the terrorist Kurdistan Workers’ Party (PKK) 25 years ago.

"If Turkey had been able to find a solution to that plague we call
terrorism, which has devoured our young men like a monster … it
[Turkey] would be standing in a very different place right now,"
he noted.

"Now we are saying that Turkey has to confront the problem. Turkey
has to permanently solve this problem," the prime minister said. He
called on party delegates to read the party’s platform, where it can
be seen that since its founding, the AK Party has been committed to
solving the Kurdish question.

"Our nation also wants this. … Those who are exploiting this matter,
those who want to make personal profit out of this and those who
believe they can deal blows to the AK Party by exploiting this [issue]
are trying to block this. This is what is going on, but we will not
pay attention to any of that. We believe in this. We have taken steps,
and we will continue to, no matter what price we might have to pay,"
Erdogan said.

The prime minister also said he did not want to allow the Kurdish
issue to be subject to useless political rhetoric and conflict. He
said both the CHP and the MHP had voiced opposition without even being
fully informed of the details of what will be included in the Kurdish
initiative. "Weren’t they saying they were happy to compromise for
the good of the country? Accept this, first sit down and talk and
then tell us, ‘No, we won’t be part of this.’ But they haven’t even
done that," he said.

Both the CHP and the MHP have rejected a request from Interior Minister
Beþir Atalay — who is currently meeting with political party, civil
society and trade union representatives to hear their suggestions
on the Kurdish question — to schedule an appointment to discuss
the initiative.

Erdogan was particularly harsh in his criticism of MHP leader Devlet
Bahceli. "Mr. Bahceli is in a mood of panic and anxiety. He has
addressed us in an ugly fashion with no regard to the rules of
etiquette. I leave it to our nation to assess his attitude," he
said He urged Bahceli, who recently criticized President Abdullah
Gul for using the Kurdish name of a district in southeastern Turkey,
to read some books on the history of Turkey. "When Alparslan won the
Malazgirt war in 1071, he didn’t change the name of the Malazgirt Plain
even though Malazgirt is a word of Armenian origin," he said. He also
gave the examples of the Ottoman Empire’s founders, Etruðrul Gazi and
Osman Gazi, and the founder of modern Turkey, Mustafa Kemal Ataturk,
asking Bahceli, "Are you saying you are more of a patriot than them?"

Still, he called on both opposition parties, once again, to join the
process. "Where will we reach consensus if not on this issue? To which
issue will you contribute if you won’t contribute to this one? … If
this problem could be solved with slogans, it would have been solved
a long time ago," he said.

He also called on "some representatives" of the Democratic Society
Party (DTP) to refrain from speeches and behavior that might be
considered provocative at this time. "Please refrain from carrying out
acts that might damage the general atmosphere of compromise formed
throughout the country. I have announced that our intentions are
real and sincere. We should treat this as an issue beyond politics;
we should act with a sensibility that pays attention to Turkey’s
sensitivities," he added.

He continued: "We want nothing more than to stop the tears of
mothers who lose sons to this. All we want is to end the tears shed
by fathers. We make the effort for nothing more than strengthening
brotherhood … We have no purpose more than loving the creation for
the sake of the Creator."

AK Party anniversary Erdogan’s speech yesterday also focused on the
AK Party’s eight years in politics.

He started his speech at the AK Party headquarters in the capital by
congratulating party members for the transparency they have shown in
democratically electing new presidents and board members to regional
chapters and the women’s and youth organizations. "I ask God to
give us many more years of unity, integrity, peace and brotherhood,"
Erdogan said.

He said he was very happy to see the enthusiasm of the AK Party
delegates in all 81 provinces across the country. "God willing, we
will hold our big congress on Oct. 3 and renew our enthusiasm once
again and focus on the 2011 elections in unity and togetherness after
that," he noted.

Erdogan continued: "We have come out with victory and as the hope
of our nation in the four elections we have run in during the past
eight years. We will enter the fifth election with the same spirit and
enthusiasm, and with God’s permission, we will come out as the winning
party and in this way become a new record-holder in our political
history. For this reason, there can be no relaxing, pessimism,
exhaustion or fatigue. Our noble nation expects to see more from us."

He said the AK Party will continue to closely monitor the problems
of every province. He said he believed in and trusted the AK Party
organization. "Thanks to this establishment, Turkey has broken its
shell. Thanks to this establishment, the party has reared up. Thanks
to this establishment, Turkey has solved each problem that was said
to be irresolvable before. Unarguably, the most dynamic party in our
political history has been the AK Party," he said.

Erdogan thanked his party’s members and said, "May your path and
destiny be open and may God be on your side."

AK Party strives to reach out to every part of the nation Erdogan
recalled that he has participated in the opening of many new facilities
during recent visits to Trabzon, Rize and Artvin, where crowds gathered
to meet him. "The selflessness of our people, even in the dead heat
of summer, to come and be with the AK Party clearly shows where we
stand today," he said.

He said that on the eighth anniversary of the party, he was very
happy to see that the AK Party had been true to the nation’s support
and prayers. "We have put many problems that we and our nation were
faced with on track. We showed some firsts to Turkey, introduced new
records. We said the owner of the AK party is the nation," he said.

He said the establishment of the AK Party turned a new leaf in the
history of Turkey. "Nothing has been the same in Turkey since the
[establishment of] the AK Party. With the AK Party, democracy has
been strengthened, and every attempt to thwart democracy has been
eliminated," he said.

NATIONAL CHAMPIONSHIP OF ARMENIAN RED CROSS SOCIETY VOLUNTARY TEAMS HELD IN ARMENIA

volunteer teams of the Armenian Red Cross Society took place today
in Yerevan. The event was devoted to 60th anniversary of Geneva
Conventions. Since August 15, young volunteers of the Armenian Red
Cross Society from different Armenian regions will compete in their
skill to act in emergency situations in Tsakhkadzor.

10 teams out of 21 trained for a year were selected to take part in
the final tournament.

AZERIS HACK ARMENIA WEB SITES

YEREVAN -Azeri hackers organized a series of attacks on Armenian
state, as well as more than 100 personal Web sites operating under
the .am domain beginning last Friday, director of "Smart Systems"
company Stepan Aslanyan told reporters Thursday.

Aslanyan explained that the attack was targeted at .am URLs and not
Armenian sites with a .com or .ru suffixes.

Aslanyan added that for ensuring security of Armenian Web sites a group
has been set up with a goal of developing mechanisms to effectively
ward off hackers.

He said 72 people with backgrounds in the technology, media and other
specialists have already been recruited for this effort. The group
is planning to work out a list which will register standards a Web
site must meet to ensure certain degree of protection.

Aslanyan described what happened as an issue of Armenian national
security, which unequivocally has political connotations. He noted
that many of the Azeri hackers are acting openly, placing the Armenian
sites they have hacked on to their own sites.

The director of "Smart Systems" said that hackers placed an Azeri
flag on the hacked Web sites.

For ensuring security of Armenian web sites Aslanyan underscored
the importance of continual maintenance of servers and upgrading of
security mechanisms.

Currently "Smart Systems" company serves 500 web sites 60 of which
have been attacked.

MATTHEW BRYZA HOLDS HIS LAST BRIEFING IN BAKU AS DEPUTY ASSISTANT SECRETARY OF STATE AND OSCE MINSK GROUP CO-CHAIR

Baku. Viktoriya Dementieva-APA. Deputy Assistant Secretary of State
for European and Eurasian Affairs, U.S. co-chair of OSCE Minsk Group
Matthew Bryza held his last briefing in Azerbaijan, APA reports.

Matthew Bryza said it is his last visit to the region as Deputy
Assistant Secretary of State and OSCE Minsk Group co-chair. He
said Tina Kaidanow will replace him in the post of Deputy Assistant
Secretary of State for European and Eurasian Affairs.

"She is a career diplomat," he said.

To the questions "Who will be the U.S. co-chair?" "Can the
replacement of the co-chairs have an influence on the process of
settlement of the conflict?" Bryza said: "I do not know who will be
the U.S. co-chair. But the process of settlement within the framework
of the Minsk Group is in a very good stage. Due to the Minsk Group’s
activeness the presidents are close to the agreement. I do not
think that the new co-chair will have a negative influence on the
process. I believe that the new co-chair will be a very experienced
person. Azerbaijan is a very significant, strategic country for Barack
Obama administration, United States."

Matthew Bryza said he discussed the Nagorno Karabakh problem, security
and energy issues with Azerbaijani President. He also exchanged views
on the human rights and arrest of Adnan Hajizadeh and Emin Milli.

Asked whether he will be appointed U.S. ambassador to Azerbaijan
Matthew Bryza said: "President determines who will be appointed to
this post. But I repeat that I would like to stay and work in one of
the countries of the South Caucasus."

BIG FIRE IN YEREVAN

August 10, 2009 around 10 a.m. local time, a fire flared up in the
building of Armenian Association of the Blind on Isahakyan street,
Armenian Rescue Service reports.

Two fire teams and one fire aerial ladder were needed to extinguish
the fire. Sergeant Lazarian, fireman of the 8th brigade got a slight
injury. He was discharged from municipal hospital once getting the
necessary treatment. The fire was contained in an hour. The roof and
roof covering burned down.

ICRC CELEBRATES 60TH ANNIVERSARY OF GENEVA CONVENTIONS

celebrates the 60th anniversary of 4 Geneva Conventions signed on
August 12, 1949. Committee calls on states and armed groups to abide
by agreements more strictly. It also plans to introduce its views on
further development of international humanitarian law, ICRC Armenian
office’s delegation reported to a PanARMENIAN.Net correspondent.

Geneva Conventions and their Additional Protocols constitute the
core of international humanitarian law (IHL), imposing constraints
on tools and methods of waging war. The world’s 194 countries are
parties to those conventions.

ICRC calls on states and armed groups not belonging to any state
to demonstrate political will towards adhering to legal norms that
ensure a legal status.

"We conduct regular on-site observation of IHL violations, which range
from mass displacement of civilians to indiscriminate attacks and
ill-treatment to military hostages," ICRC President Jacob Kellenberger
said. "Even war has certain limits, and if existing norms had been
observed more frequently, sufferings caused by armed conflicts could
have been avoided to a greater extent. There are also positive moments:
many of those violations are no longer left unattended. Those culpable
are held accountable more frequently, and that’s really good."

"Geneva Conventions and their Additional Protocols create a more
active legal base for protecting civilians and sick persons. Those
agreements contain ICRC’s mandate to humanitarian activity which
includes visiting hostages, organizing assistance operations, reuniting
separated relatives and during armed conflicts etc."

"Because of recent years’ armed conflicts which had a complicated
nature and difficulties in making distinction between combatants
and civilians, as well as such phenomena as terrorism and asymmetric
war, there were certain doubts as to IHL’s importance," Kellenberger
said. "IHL principles still remain actual, and the main problem is
to ensure stricter adherence to law."

"In the meantime, it is required to clarify a number of key notions
concerning present-day armed conflicts and elaborate certain norms
which are not yet accomplished," he added. "Besides, it would be
desirable to develop certain spheres of right, particularly those
concerned with international armed conflicts. ICRC’s role also consists
in providing advice and recommendations on changes and clarifications
considered important from humanitarian viewpoint."

EACH CONFLICTING PARTY TO HAVE THE RIGHT TO VETO A PEACE-KEEPING COUNTRY’S PARTICIPATION

have their personal weapons to protect themselves from possible
attacks," OSCE MG American Co-Chair Mathew Bryza announced in
Tsahkadzor during "Euroforum". "They are to decide which countries
can act as peace-keepers. Each conflicting party has the right to
veto a peace-keeping country’s mission on contact line," he stressed.

As regards concessions by Armenia or Azerbaijan, American diplomat
noted that mediators succeeded in their efforts to subdue Baku’s
threats on resorting to military operations. "You cannot be aware of
the concessions to be made by Azerbaijan, but make no doubt that they
are less serious in comparison with those to be made by Armenia,"
he stressed.

In the meantime, the Co-Chair said that US is not going to oust Russia
from South Caucasus. "Russia will always form part of Caucasus, and
always participate in any decision concerning politics and energy
sphere," he stressed.

FBI WHISTLEBLOWER SIBEL EDMONDS SUBPOENAED, SET TO ‘BREAK’ GAG ORDER UNLESS DOJ INTERCEDES

Former agency translator called to testify in Ohio election case this
Saturday on Turkish infiltration of U.S. government…

Unless the Dept. of Justice re-invokes their twice-invoked "state
secrets privilege" claim in order to once again gag former FBI
translator-turned-whistleblower Sibel Edmonds, her attorneys have
notified the department by hand-delivered, sworn letter of declaration
[PDF] this week, that she intends to give a deposition, open to the
media [Updated: see bottom of article for details], in response to
a subpoena this Saturday in Washington D.C..

Edmonds has confirmed her intentions to answer any questions
asked of her during the sworn proceedings, fully and publicly,
during conversations with The BRAD BLOG this week. She notes that
her agreement with her former employer, the FBI — who fired her
illegally after she filed whistleblower allegations about corruption
and foreign infiltration in the linguistics department — includes
certain non-disclosure requirements. However, those requirements do
not preclude her answering to a legally issued court subpoena.

The subpoena and request for sworn deposition is part of a case
now pending before the Ohio Elections Commission in which Ohio’s
Republican U.S. Congresswoman Jean Schmidt (R-2nd District) has filed
a complaint against her 2008 independent challenger, David Krikorian
who Schmidt has charged distributed false statements about her during
last year’s campaign.

The resulting testimony, if it indeed occurs this weekend, could
be far more explosive than either Schmidt or Krikorian might have
ever guessed…

‘Blood Money’

Schmidt has alleged that Krikorian — who has announced plans to
run against Schmidt again, as a Democrat, in 2010 — libeled her
when he alleged in campaign materials that she had taken "blood
money" as campaign donations from Turkish interest groups. Schmidt
is co-chairwoman of the Congressional Turkish Caucus, according to
Politico’s coverage of the case, and has received more than $10,000
from the Turkish Coalition USA PAC, "making it one of her top campaign
contributors", since taking office in 2005. She recently took a trip
to Turkey sponsored by the Turkish Coalition of America, valued at
more than $10,000.

At immediate issue in the initial Schmidt v. Krikorian tussle, is
the century-long debate over whether the extermination of some 1.5
million ethnic Armenians during WWI will be declared a "genocide" by
the American government. The issue is a highly contentious one that
has cut across party lines in Congress, and has ensnared dozens of
U.S. Congressmembers and highly-ranked officials in a lobbyist-funded,
politically-charged battle.

The same Turkish lobby has also, according to information gleaned
from Edmonds and others, based on her first-hand knowledge as an
FBI case translator, helped to ensnare many of those same officials
in a broad infiltration scheme of the U.S. Government and sensitive
military facilities, by operatives from the U.S., Turkey, Pakistan
and elsewhere, including alleged bribery of then Speaker of the House
Dennis Hastert. Some of the charges against Hastert were detailed in a
remarkable 2005 Vanity Fair expose. Additional allegations, concerning
the the proliferation of nuclear secrets to the black-market in Turkey,
Israel, Pakistan, Libya, Iran and beyond, as detailed in an explosive
front-page series by London’s Sunday Times last year.

These are among the issues which Edmonds — whose classified
allegations were found to have been "credible", "serious" and
"warrant[ing] a thorough and careful review by the FBI," according to
their Inspector General in 2002 — will be asked about on Saturday
if the deposition moves forward without being quashed by the DoJ.

Krikorian’s campaign has released a statement [PDF], detailing several
of the potentially explosive points about which they intend to ask
Edmonds to testify in an "open to the media deposition"…

Ms. Edmonds is prepared to testify this Saturday in an open to the
media deposition in Washington DC that during the time she was employed
by the FBI she obtained evidence that:

1. The Government of Turkey had illegally infiltrated and influenced
various U.S. government institutions and officials, including the
Department of State, the Department of Defense and individual members
of the United States Congress

2. The Government of Turkey had engaged in practices and policies
that were inimical to American interests and had in fact resulted in
both the direct and indirect loss of American lives

3. Turkish American cultural and business groups conduct operations
with direct and indirect support from the Government of Turkey

"Jean Schmidt and the Turkish Legal Defense Fund have been attempting
to squash my right to political free speech by abusing the OEC (Ohio
Election Commission) process by filing frivolous complaints against
me for their own political gain," Krikorian alleges in his statement.

He also notes that "Schmidt has previously been convicted by the
OEC for having a reckless disregard for truth." During her run for
Congress, the OEC found, in a 7 to 0 vote, that Schmidt had lied
about having a received an undergraduate degree from the University
of Cincinnati and she was issued a letter of reprimand for the
"false statements".

The Backstory…

Edmonds agreement, via affidavit, to give testimony on the points
mentioned by Krikorian above, under oath, and in public, would be a
first. Much of her previous sworn testimony, to Congress and to the
9/11 Commission, has been entirely classified, leaving those of us in
the media with an interest in her case to piece together the puzzle of
what has made her, in the words of the ACLU, "the most gagged person
in the history of the United States of America".

On Tuesday, Congressional Quarterly’s intelligence reporter Jeff
Stein filed a report on Edmonds’ upcoming "test" of the Department of
Justice in the Schmidt v. Krikorian case. However, it’s fallen largely
to the independent media in the U.S. and the foreign mainstream media
to dig into the details of Edmonds’ allegations, described by one
former CIA analyst early last year as "treason at the highest levels
of the United State government."

In October of 2007 — after she had exhausted all other options,
having been shut down by both Congress and the Supreme Court due to
the Bush Administration’s twice-imposed gag order — The BRAD BLOG
broke the exclusive news of her promise to break the gag in order
to relate the entire story to any U.S. mainstream broadcast media
outlet willing to allow her to do so. Despite that story itself having
made news in papers across the globe, nobody in the U.S. mainstream
broadcast media took her up on her offer.

In November that year, legendary "Pentagon Papers" whistleblower
Daniel Ellsberg guest blogged at The BRAD BLOG, describing Edmonds’
case as "far more explosive than the Pentagon Papers". Still, the
U.S. media ignored her.

Even CBS’ 60 Minutes — who ran a story on her in 2002 (which
re-ran twice therafter), when she couldn’t speak at all about her
case — chose not to tell her story once she had promised to tell
all. That, even though Sen. Charles Grassley (R-IA), when asked
about her credibility in their original piece said, "Absolutely,
she’s credible…And the reason I feel she’s very credible is because
people within the FBI have corroborated a lot of her story."

2005’s detailed expose in Vanity Fair by investigative British
investigative journalist David Rose, detailed extraordinary allegations
that then Speaker of the House Dennis Hastert (R-IL) was receiving
hundreds of thousands of dollars in campaign donations and bribes
from Turkish interests tied into the drug-trade. Edmonds was said to
have been the translator for FBI wiretaps in that case. Few in the
media bothered to advance the story at all, even years later when,
as Edmonds had years earlier predicted, the retired Hastert became
a highly-paid lobbyist for Turkey.

And, as recently as last month, during our own recent interview
with Edmonds while we were guest hosting the Mike Malloy Show (audio
here, partial transcript here), she dropped details described as a
"bombshell", about the U.S. having retained "intimate relations"
with Osama bin Laden and al-Qaeda through Turkish proxies right up
until September 11, 2001. That interview has made news across the
globe over the last several days (e.g. the Times of India coverage
is here), yet it made nary a peep in the U.S. corporate mainstream.

Many other top U.S. officials are indicated to have been involved in
the dark and sordid influence peddling, infiltration and treason as
highlighted by a "Rogues Gallery" of photographs posted by Edmonds
in 2007 without comment. Among the photos posted, in addition to
Hastert’s: current and former Congressmembers Roy Blunt (R-MO), Dan
Burton (R-IN), Tom Lantos (D-CA), Bob Livingston (R-LA) and Stephen
Solarz (D-NY); current and former State and Defense Dept. officials
including Richard Perle, Douglas Feith, Eric Edelman, Marc Grossman
(specifically targeted by the landmark Sunday Times expose), Brent
Scowcroft and Larry Franklin; and photographs of a host of registered
and non-registered Turkish lobbyists and agents.

Edmonds told The BRAD BLOG this afternoon that, though the DoJ has
yet to timely answer her hand-delivered request for the revocation of
the prior-issued "states secrets" privilege orders, she expects they
may still intercede to quash her testimony before Saturday morning,
when she’s currently scheduled to give her deposition at 10:30am in
Washington D.C..

UPDATE 8/6/09: Just heard from Edmonds who, in turn, has just heard
from attorneys working on the case that they have been informed
that Ohio Election Commission (OEC) regulations disallow media from
attending depositions. So, despite Krikorian’s press release yesterday
stating that her testimony would be "open to the media" (presuming
it’s not blocked by the DoJ) it will not in fact be open to them now.

However, Edmonds tells us that Krikorian’s team will have their
own videographer there to record it, and that tape is allowed to be
released immediately after the proceeding. As well, court transcript
should be available within 24 to 48 hours after the deposition.

Moreover, immediately following the deposition, attorneys from both
sides will be able to speak to the media and answer any questions about
it outside of the deposition room. If any media bother to cover it,
that is.

Edmonds still believes it’s likely that a last minute intervention by
the DoJ, to block all or part of her testimony, will occur. As founder
of the National Security Whistleblower’s Coalition (NSWBC) she relates
that she’s seen a number of cases in which official whistleblower
testimony is blocked at the last minute by DoJ attorneys who arrive
with court orders just minutes beforehand, leaving no time for the
opposition to challenge the ruling.

Though we’d planned to be on the road this Saturday, we’ll do our
best to stay in touch as things move forward if at all possible.

conversation with the Foreign Affairs Minister of Greece, OSCE
Chairman-in-office Dora Bakoyannis. Armenian and Greek Foreign
Affairs Ministers exchanged views on the recent events in the
South Caucasus. Dora Bakoyannis expressed readiness to support in

ArmInfo. Armenia keeps on standing for the three basic principles
of settling the Karabakh conflict, in particular, the necessity of
confirming Nagorny Karabakh’s status, president of Armenia Serzh
Sargyan declared at a meeting with the delegation of the All Armenian
Sport Union, on Wednesday.

The presidential press-service quoted the president as saying: "We
proceed on standing for the three basic principles of the conflict’s
settlement. In particular: existence of overland communication with
