YEREVAN, SEPTEMBER 22, NOYAN TAPAN. 40 leading boys and girls aged up
to 12 took part in the traditional Chess Festival held on September 19
in the park of Yerevan State University. Haroutiun Barseghian, a pupil
of the Republican Academy of Chess, received the cup instituted by
UN. Tigran Haroutiunian (Children’s Republican Chess Sports School) and
Karen Hovhannisian (Gyumri) received the second and third prizes. They
were also awarded monetary prizes.

Grand master Smbat Lputian, the Chairman of the Republican Academy
of Chess, received a special prize of former Chairman of UN Armenian
Association, prematurely deceased Karen Asrian.

The festival was dedicated to the 17th anniversary of Armenia’s
independence and to UN Peace Day.

following congratulatory statement on occasion of the 17th anniversary
of independence of the Republic of Armenia.

"Dear Compatriots:

I congratulate all of us on the occasion of the 17th Anniversary of our
independence. Today is conceivably our main state holiday. Seventeen
years ago our collective will turned the dream of the generations of
our nation into the irreversible reality.

Restoration of the Armenian statehood was a historic imperative. Our
people had never come to terms with losing independence. We couldn’t
come to terms because our historians and writers said centuries ago
that captivity and rule of invaders were unlawful.

Seventeen years ago, the citizens of the Republic of Armenia, who gave
their votes for independence, created the history of contemporary
and future Armenia. Not incidentally on this festive day each of us
poses same questions: · What the independence has been for me?

· What have been Armenia’s achievements on this road?

· What should be our country’s course of development?

· What state traditions we will leave to our children born in freedom?

I ask myself the same question. Independence is the materialization
of our dream, it is our biography, with ups and downs, strives and
fights, opportunity and possibility to defend our national dignity,
sacrifice, national achievements obtained through that sacrifice,
and the right for all of us to share the pride of these achievements.

Independence is the right to shape our history by our will, and that
independence is indispensable and indisputable.

In seventeen years we have been able to protect our country, to
establish state structure, to lay foundations for growing economy,
and to give a new breath to our culture, education, and health care.

Today our country is moving forward, and if there is a progress it
means that there is a force behind that progress. That force is our
compatriots, their work, devotion and sacrifice. That force belongs to
each of us. All this makes September 21 a proud national holiday. This
pride is not haughtiness at all. Our pride is not inspired by our
glorious history only, or by the achievements and victories of our
predecessors, it is also inspired by our state traditions which are
being formed today.

Since independence we have been creating new traditions of the Armenian
statehood. Along with excellent traditions there are unfortunately
some which are unacceptable.

Henceforth, we are a mature state and must be able to uproot negative
trends which hamper our progress, simultaneously fostering the good,
values for which the generations have fought, values we cherish:
freedom, democracy, and equally before the law. We will stand by
those values.

Dear Compatriots:

>From year to year for us freedom and independence acquire new meaning
and substance. We were able to overcome difficulties and didn’t
tumble. It became clear for us that only independence can give us the
ability to protect the interests of Armenia and the Armenian people.

We will continue to protect those values by all possible means.

Once again I congratulate all of us on the occasion of the Independence
Day and wish you all the best.

YEREVAN, SEPTEMBER 19, NOYAN TAPAN. The newly appointed U.S. Ambassador
to the RA Marie Yovanovich handed over the copy of her credentials to
RA Foreign Minister Edward Nalbandian. The Minister, congratulating
the Ambassador on the occasion of being appointed in that position,
wished her success in carrying out her diplomatic mission.

According to a report given to Noyan Tapan by the RA FM Press and
Information Department, during the meeting the interlocutors discussed
the prospects of the development of bilateral relations. E. Nalbandian
underlined that Armenia attaches importance to the deepening of
relations with the U.S. in various spheres and will pursue the
strengthening of friendly partnership and cooperation between the
two countries.

E. Nalbandian and M. Yovanovich have touched upon the latest
developments of the negotiations of the settlement of Nagorno Karabakh
problem. The Foreign Minister mentioned that the Minsk Group is a
working format of Nagorno Karabakh settlement process, which has
proved its vital activity and enjoys the support of international
community. He underlined that the negotiations based on the Minsk
Group format and Madrid suggestions can bring to the denouement of
the problem.

Referring to the latest events in the region, the Minister mentioned
that Armenia has always been for and continues to be convinced that
a military way of solving conflicts has no prospects.

Presenting the possibilities of the settlement of Armenian-Turkish
relations at M. Yovanovich’s request, E. Nalbandian reaffirmed
Armania’s readiness to establish diplomatic relations without
preconditions and to open Armenian-Turkish border.

as a result of violation of ceasefire by Armenian Armed Forces in
the past two months," spokesman for Defense Ministry Eldar Safarov
told the press conference, APA reports.

He said that there were officers among the killed Armenian servicemen.

"Armenian Armed Forces have recently violated ceasefire more. Ceasefire
is violated more in Aghdam, Fuzuli, Khojavend, Goranboy, Terter,
Gazakh, Tovuz. Ceasefire was violated less in Gedebey, Cabrayil and
Goygol. In all cases adequate reaction is given to the enemy and they
have losses," he said.

He said Armenia did not adhere to the ceasefire agreement.

the Constitution of the RA, at the September 18 sitting the Armenian
government made a decision to propose that the speaker of the National
Assembly convene a special session of the National Assembly at 12
am on September 19 for discussion and passing more than ten bills
approved by the government. NT was informed by the press service of
the government that the indicated decision was conditioned by the
urgency of adopting several legislative initiatives of the government.

Court. Today during the Justice Board session the President has been
present at the inauguration ceremony of the advocate.

Moscow tries to restore its peacekeeping reputation in the region
Russian President Dmitry Medvedev will hold talks today with
Azerbaijani President Ilham Aliyev in the Meindorf residence outside
Moscow. Moscow was the initiator of this summit meeting. Kommersant
has learned that Russia will propose a package of peace initiatives
for a settlement of the Nagorny Karabakh conflict to Aliyev and try
at the same time to guarantee that Baku will steer clear of Western
political and energy games.

Divide and Conquer

The meeting between the presidents had been discussed since the
beginning of the month. On September 3, they spoke by telephone, also
at Russia’s initiative. Natalia Timakova, the Russian president’s
press secretary, told Kommersant then that the two leaders had
reached an agreement in principle on high-level negotiations. Last
week, Azerbaijani Foreign Minister Elmar Mamedyarov visited Moscow
and Medvedev and Aliyev spoke again on Sunday to agree on the agenda
for today’s meeting.

A Kremlin source called the close contact between the countries
logical, considering Azerbaijan’s role in the region. Sources in
the presidential administration say that the time for negotiations
between Medvedev and Aliyev had come even earlier. Medvedev has
met with Armenian President Serge Sargsyan twice this month, on
September 2 at presidential residence in Sochi and three days later
at the Moscow summit of the Collective Security Treaty Organization,
which Azerbaijan is not a member of.

Relations between Baku and Erevan will receive particular attention
in today’s Russian-Azerbaijani talks, and specifically within the
context of a settlement in the Nagorny Karabakh conflict. In the
final declaration of the CSTO summit, it is noted that the allies are
"concerned with the growing military potential and escalation of
tensions in the Caucasus region." Many observers, including those
in Baku, think that phrase should be interpreted as a warning to
Azerbaijan, where the need to retake "territories occupied by Armenia"
is voiced from time to time. Source in the Russian Foreign Ministry
close to today’s negotiations say openly that Moscow would like a firm
guarantee from Baku that it will not consider military means to solve
the Karabakh problem either before or after the October presidential
elections there.

Moscow, which, along with France and the United States, took part
in searching for a settlement to the Karabakh conflict as part of
the OSCE Minsk group, plans to propose its own plan to Azerbaijan
and Armenia. The first point of that plan is the organization of a
meeting between Aliyev and Sargsyan in Russia with the participation
of Medvedev. Kommersant has learned from sources near the Armenian
president that Sargsyan has already approved that idea. Today Medvedev
has to obtain Aliyev’s consent. To interest the Azerbaijani president
in a meeting with the other two presidents, Moscow will propose a
discussion of a sensitive question for Baku, that is, jurisdiction
over the Lacha corridor, which connects Nagorny Karabakh with
Armenia. Specifically, they are to conciliate a operation along the
route to allow the safe movement of people and cargo along it without
transferring it to the jurisdiction of Erevan or Stepanakert.

A Weak Link

Besides peacekeeping initiatives, Medvedev has other important
topics that demand urgent discussion with Aliyev. After Russia’s
military operations against Georgia, Azerbaijan has been the subject
of increased attention from the West. High-ranking guests from
Washington are becoming common in Baku, and Aliyev even received
U.S. Vice President Dick Cheney this month.

Baku was the energy capital of the region last week when it hosted
the international business forum "The Gas and Oil Potential of
Turkmenistan and Azerbaijan: Energy, Economy, Ecology. Partnership
Strategy." First Deputy Prime Minister of Azerbaijan Yagub Eyubov
assured attendees there that his country is prepared to offer its
infrastructure for deliveries of Central Asian hydrocarbons to the
West. Bypassing Russia, of course. Immediately after Aliyev’s Moscow
talks, U.S. Assistant Deputy Secretary of State Matthew Bryza, who is
cochairman of the OSCE Minsk group, will visit the Azerbaijani capital.

The West’s intensive attention to Azerbaijan does not make Russia
happy, and even more so since Azerbaijan is allied with Georgia,
which has severed diplomatic relations with Russia, through the GUAM
(Georgia, Ukraine, Azerbaijan, Moldova) organization. Therefore,
Russia is extremely interested in seeing to it that Azerbaijan
follow through on any impulses to strengthen military ties with the
West. The U.S. already offered last year to create a training camp
on the Caspian like the ones in Georgia.

A Kommersant source who manages Azerbaijani affairs at the Russian
Foreign Ministry said that one of the key topics in today’s talks
between the two presidents will be a written ban on the presence in
the Caspian region of outside armed forces. Ideally, Moscow would
like principles for activities in the Caspian to be outlined in
a convention. That convention is already being drafted. Russia
is prepared to expand its military partnership with Azerbaijan
as compensation and to fulfill its obligations to deliver armored
military equipment, parts for it and firearms.

Energy partnership is a traditional topic of talks between the Russian
and Azerbaijani presidents. A source in the Kremlin mentioned with
satisfaction that, after operational lapses in the Baku-Tbilisi-Ceyhan
pipeline during the conflict in Georgia, Azerbaijan has applied
to increase the transport of its oil through the Baku-Novorossiisk
pipeline.

An unsettled question is the volume of Gazprom’s maximum gas purchases
during the development of the second line at the Shah Deniz gas
field. That is sure to be a difficult conversation, considering
that Baku quite willingly responded to the West’s proposal that it
participate in the Nabucco project, the implementation of which has
taken on new impetus since the Russian-Georgian war.

BRITISH INSURANCE GIANT AVIVA IS 11TH INSURER SUED BY VICTIMS OF ARMENIAN
GENOCIDE

Los Angeles, CA–Descendants of the Armenian Genocide filed a class action
lawsuit yesterday against Aviva, a British Insurance company that is the
successor in interest to Norwich Union and Commercial Union, companies that
sold insurance to Armenians in Turkish Ottoman Empire prior to the 1915
genocide (Baghtchedjian and Papazyan et al vs. Aviva et al , U.S. District
Court, Central District of Calif.). The lawsuit seeks to recover life and
fire insurance benefits that were wrongfully withheld from beneficiaries of
those killed during the genocide . AVIVA is the 11th insurance company to be
sued on behalf of Armenian Genocide victims and their heirs.

Raffi Baghtchedjian and Nisan Papazyan, the lead plaintiffs of the federal
class action lawsuit, are suing on behalf of all Armenians who owned Norwich
Union life insurance and Commercial Union life and fire insurance policies
during the Armenian Genocide, and whose beneficiaries were never paid
insurance benefits. Baghtchedjian and Papazyan are represented by attorney
Vartkes Yeghiayan of Glendale-based Yeghiayan & Associates, who is
co-counsel for similar class action cases, including Marootian v. New York
Life Insurance Company, Kyurkjian v. Axa, Movsesian v. Victoria Versicherung
AG, and Deirmenjian, v. Deutsche Bank AG.

>From 1880 to 1915, many Armenians living in Turkey purchased life and fire
insurance policies from various European and American Insurance companies.
This case involves those who purchased policies from Norwich Union and
Commercial union. On April 24, 1915, the Turkish Ottoman Empire launched a
systematic campaign to destroy Armenians through a process of massacre and
deportation, known as the Armenian Genocide. Between 1915 and 1922,
approximately two million Armenians perished as a result.

Among the victims were the owners of life and fire insurance policies issued
by Norwich Union and Commercial union. "These companies never paid benefits
to victims of the Armenian Genocide or their heirs," says Yeghiayan.

In the lawsuit, Baghtchedjian and Papazyan are asking the federal court for
an order requiring Aviva to identify the insurance benefits that belong to
Armenians, identify the rightful heirs and to pay the benefits to them.

"For more than 93 years, Aviva and its subsidiary companies have been
holding millions of dollars that belong to the heirs of the victims of the
Armenian Genocide," says Yeghiayan. " No organization should be allowed to
profit from genocide, but until now, Aviva has had no incentive to identify
the rightful heirs and pay the money owed to them. With this federal
lawsuit, we intend to give them an incentive."

in settlement of the Armenian-Azerbaijani relations, if necessary’,
President of Armenia Serzh Sargsyan said responding to journalists’
questions. He also said that both the Armenian and Turkish public have
already given a positive assessment to A. Gul’s visit to Armenia, and
the studies show that the overwhelming majority positively assessed
both the initiative and the visit of Mr. Gul to Armenia. ‘We had a goal
to settle the atmosphere, and I think that we achieved this goal’, RA
president said. He added that Mr. Gul mentioned during the negotiations
that there is a political will in Turkey today to consider the problems
existing between Armenia and Turkey. ‘I think it essential that
Turkey’s president did not stipulate his words by any other
circumstances, that is very important for us. I am also very glad that
A. Gul shared the impressions from our meeting with the Azerbaijani
president. I think it is very important for the atmosphere and spirit
of negotiations to be propagated. A. Gul also said during the meeting
that he is ready to assist in settlement of the Armenian- Azerbaijani
relations if necessary, and I gladly accepted it. Moreover, one should
differ assistance from mediation. I am sure: any step, which can assist
the Minsk Group cochairmen in solution of this problem, should be
assessed only positively. We also talked to Mr. Gul about another
initiative of Turkey, that is, creation of the Caucasian Platform. The
Turkish party said just from the beginning that this initiative is not
alternative to another structure or format but is aimed at improvement
of the atmosphere. I think that we should welcome this initiative. We
have no right to avoid any discussion, especially if it is aimed at
strengthening of our security. Only those who have nothing to say and
who have complexes evade from communication and talking. We have no
complexes. We live in this region and have neighbours. We have very
good relations with some of them. We had no relations with one of our
neighbours before Mr. Gul’s visit, and we have to recover and improve
the relations with another neighbour. In view of this, we must show an
initiative and take active part in any communication. We have something
to say. We do not set us up over or below anyone: we treat everybody
with respect and wish for anyone to treat us in the same way. I shall
just add: yesterday I received a letter from Mr. Gul where he very
highly evaluated our talk and negotiations, as well as a rather long
meeting of foreign ministers held upon completion of the football game.
I think it should mean something for us’, Serzh Sargsyan said, RA
