Two contract servicemen killed as a result of Azerbaijani aggression

YEREVAN, AUGUST 3, ARMENPRESS. As a result of Azerbaijan's violation of the ceasefire regime on August 3, the contract servicemen Gurgen Gabrielyan and Artur Khachatryan were killed, ARMENPRESS reports, the Defense Ministry of Artsakh informed.

"As we have already informed, on August 3, starting at 09:00, the Azerbaijani units, in a gross violation of the ceasefire regime, targeted the military positions of the Defense Army and the permanent location of one of the military units, using mortars and grenade launchers in addition to firearm weapons of various calibers and drones, as a result of which the contract servicemen Gurgen Gabrielyan and Artur Khachatryan were fatally wounded. The Ministry of Defense of the Republic of Artsakh shares the heavy sorrow of the loss and expresses its solidarity with the family members, relatives and comrades of the fallen servicemen.

Another 14 servicemen have been wounded.

Measures are being taken to stabilize the situation together with the command of the Russian troops carrying out a peacekeeping mission in the Republic of Artsakh.

As of 18:00, the operational tactical situation is relatively stable.

The Ministry of Defense of the Republic of Artsakh will make a statement regarding the further developments," the Ministry informs.

Opposition activist Avetik Chalabyan’s brother quits Central Bank

Opposition activist and public figure Avetik Chalabyan's brother, Ara Chalabyan, has stepped down from his position as head of the Armenian Central Bank’s Corporate Services and Development Directorate.

He announced his resignation on Facebook on Thursday without giving any reasons for it.

“Starting today I am no longer working at the Central Bank of Armenia, where I have been for quite a time, received and gave back a lot. I celebrate the freedom in my life and will conquer the world as one of my good colleagues likes to say,” he wrote.

Avetik Chalabyan was released from custody late on Wednesday more than two months after being arrested on charges rejected by him as politically motivated.

Reconstruction of Armenia section of motorway bypassing ‘Lachin Corridor’ to start in August

The reconstruction of the Armenia section of the motorway alternative to the "Lachin Corridor" will start in August, informs the Ministry of Territorial Administration and Infrastructure of Armenia.

"Works on the reconstruction of the M12/-Tegh-Kornidzor motorway will start in August 2022," the ministry reports in response to media inquiries.

This will be an alternative motorway to the "Lachin Corridor" section.

During the June 27 online press conference, Armenian Prime Minister Nikol Pashinyan stated that the parties have reached a preliminary agreement regarding the change of the route of the "Lachin Corridor" connecting Artsakh (Nagorno-Karabakh) to Armenia; this change shall take place according to the trilateral statement of November 9, 2020—and within three years.

YEREVAN, JULY 29, ARMENPRESS. The Karabakh issue is not a territorial issue for Armenia. In that sense, the security and rights of Karabakh Armenians are fundamental to us. In one of his speeches in the National Assembly, Prime Minister Pashinyan mentioned that there is an idea to separate the Nagorno-Karabakh issue from Armenia-Azerbaijan relations. We must now actively discuss that option and decide how to proceed, Secretary of the Security Council of Armenia Armen Gevorgyan said in an interview with ARMENPRESS.

  • Mr. Grigoryan, geopolitical centers have recently been making assessments that there is a serious possibility of normalizing Armenia-Azerbaijan relations and thus establishing long-term peace and stability in the region. Does the government of Armenia see such an opportunity?
  • The fact that the Armenian government has declared the peace agenda as a state strategy and policy is a direct evidence that we see such an opportunity. That possibility becomes even more grounded when we consider that the Armenian government, the political majority, is taking responsibility for the implementation of the peace agenda, realizing that it is not an easy way. I think the commitment of the Armenian government and the political majority to the peace agenda is an important factor for the assessments coming from different international platforms.
  • What is the road map you see for the implementation of the peace agenda?
  • That agenda is known. border delimitation and border security level raising works with Azerbaijan, which has already started, and the second session of the border delimitation and security commission is scheduled in Moscow in the second half of August, opening of regional communications…
  • Azerbaijan claims that Armenia is delaying the solution of these issues.
  • The session of the delimitation and border security commission was scheduled for the second half of August at the proposal of the Azerbaijani side. The Armenian side was ready for the second meeting in June and July. We have repeatedly expressed our willingness to open regional communications. Recently, the package of proposals we conveyed through diplomatic channels in December 2021 appeared on the internet, which is still valid today. We have made several other proposals and are very interested in the opening of regional communications, which is part of the "Armenian Crossroads" project. Of course, the issue of the specific route of the east-west section of the project can be discussed, we have never emphasized the possibility of only one option, and we need to find the most efficient route, because the functionality and attractiveness of the "Armenian Crossroads" project depends on it. We notice some progress in the trilateral working group on the issue of communications, which is co-chaired by the deputy prime ministers of Russia, Armenia and Azerbaijan, and we are ready to continue in the same spirit.
  • Does establishing peace with Azerbaijan consist of these two steps? What will be the status of Karabakh?
  • No, the culmination of the road map and peace agenda you mentioned is, of course, the signing of the peace treaty with Azerbaijan. You know that Azerbaijan presented five points in this regard and the Republic of Armenia stated that there is nothing unacceptable in them.
  • Including the recognition of the territorial integrity of Azerbaijan? In other words, does Armenia recognize the territorial integrity of Azerbaijan and has no territorial claims?
  • Armenia recognizes the territorial integrity of Azerbaijan at least due to the fact that it is part of our legislation. We have said many times that Armenia and Azerbaijan have recognized each other's territorial integrity and inviolability of borders by the agreement on the formation of the CIS signed in 1991 and later ratified. And this is part of the legislation of both Armenia and Azerbaijan today. It should be expressed at the bilateral level as well. And as we said, there is nothing unacceptable for us in such a perspective, and Armenia, yes, has no territorial claims from Azerbaijan.
  • And Karabakh, what will be the status of Karabakh?
  • We have repeatedly said that the Karabakh issue is not a territorial issue for us. In that sense, the security and rights of Karabakh Armenians are fundamental for us.   • There is also such an idea. But at this moment it is too early to talk about any such resolution.
  • What security guarantees will there be for the Nagorno-Karabakh Armenians?
  • There is an international guarantee for ensuring the security of NK Armenians, which is the presence of the peacekeeping troops of the Russian Federation. We need to work on the further improvement of that guarantee, but the demilitarization of the Nagorno-Karabakh problem is an important idea.
  • Generally speaking, is Armenia ready to sign a peace treaty with Azerbaijan?
  • Generally speaking, I think we're going in that way.
  • And the return of the POWs, the clarification of the fate of the missing persons?
  • The resolution of humanitarian issues is a necessary component of peace. Including issues of preservation of cultural heritage. All those questions, of course, need to be addressed. By the way, in the last two years, Armenia has transferred 130 bodies of Azerbaijanis missing since the first Karabakh war to Azerbaijan. We are ready to cooperate actively on this issue as well and we expect the same from Azerbaijan. The Armenian side has more than 770 missing persons since the first Karabakh war. The number of our missing persons in the 44-day war is 203.
  • Yesterday, the Ministry of Territorial Administration and Infrastructure announced that the reconstruction of the Kornidzor-Tegh-M12 highway is planned to begin in August. Is that the new Lachine Corridor route? And when will the construction be finished?
  • Yes. The construction will be completed within the time limit stipulated by the trilateral statement of November 9, 2020.
  • How do you assess the prospects of Armenia-Turkey relations?
  • The special representatives of the two countries have reached concrete agreements, that is, to open the border for citizens of third countries and to start air cargo transportation between the two countries. In a telephone conversation held on July 11, the Prime Minister of Armenia and the President of Turkey agreed to implement these agreements and take further steps. It is clear that we will remain committed to those agreements, especially given that both Russia, the USA, France, Iran, Georgia, and the EU support the process of normalization of Armenia-Turkey relations.

Sports: Armenia’s Pyunik make history, qualify for Champions League third round

PanARMENIAN.Net - The Armenian club Pyunik showed character and beat Luxembourg’s Dudelange 1-4 in an away game on Monday, July 26 to make it to the third qualifying round of UEFA the Champions League.

Dudelange faced Pyunik in the return leg of the second qualifying round. The Armenian side will face Serbian champions FK Crvena zvezda in a week.

This is a historic achievement for Pyunik as the club has now become the only Armenian club to have made it this far in the Champions League.

FM Mirzoyan raises Armenian POW issue at meeting with Czech Senate President

YEREVAN, JULY 27, ARMENPRESS. Minister of Foreign Affairs of Armenia Ararat Mirzoyan met with President of the Senate of the Czech Republic Miloš Vystrčil during his working visit in Prague, the Foreign Ministry said.

The sides discussed the development of the Armenian-Czech inter-state relations, highlighting the constant strengthening of the cooperation also in the parliamentary format.

The officials also praised the level of the recent high-level inter-parliamentary mutual visits as a key indicator of bilateral readiness to consistently deepen the rich dialogue.

Ararat Mirzoyan presented the agenda of ongoing reforms of the Armenian government aimed at strengthening democratic institutions, protecting human rights, strengthening the rule of law and fighting corruption.

The sides also touched upon issues relating to strengthening the Armenia-EU ties and the cooperation within the frames of the Eastern Partnership.

The situation in the South Caucasus was also discussed at the meeting. FM Mirzoyan presented Armenia’s ongoing efforts aimed at establishing stability and security in the region, noting that the situations caused by the use of force cannot create a stable ground for peace.

Touching upon the humanitarian problems caused by the 2020 war, the Armenian FM emphasized the necessity of immediate repatriation of Armenian prisoners of war and civilians who are still illegally held in Azerbaijan, the preservation of Armenian monuments in the territories under the Azerbaijani control and the prevention of continuous cases of vandalism. In the context of humanitarian problems, the Czech side said that the provisions of the international law and the Geneva Conventions should be observed.

New Ambassador of Albania presents credentials to Armenian President

The Armenian President congratulated the Ambassador on appointment and wished a productive work.

In her turn the Ambassador of Albania thanked the Armenian President for the reception and stated that a big potential of educational, tourism and cultural cooperation exists between the two countries.

The sides exchanged ideas about the opportunities of developing the mutual partnership in commercial and educational-cultural spheres.

60 Armenians from 20 countries apply for Diaspora Youth Ambassador Program

Application deadline for the 2022 Diaspora Youth Ambassador program of the Office of the High Commissioner for Diaspora Affairs of the Republic of Armenia has passed.

Sixty young Diaspora leaders from 20 countries have applied to join the 2022 Diaspora Youth Ambassador program of the Office of the High Commissioner for Diaspora Affairs of the Republic of Armenia. Applications have been submitted from France, Belgium, Bulgaria, Spain, the Czech Republic, the Netherlands, Norway, Russia, Germany, USA, Serbia, Ukraine, the United Arab Emirates and more.

Applicants are 22-35 years old, have lived in the Diaspora for at least 5 years, are active and representative members of Armenian communities, speak the Armenian language, want to contribute to strengthening Armenia-Diaspora relations by acquiring new knowledge and skills to make their work in the community more effective.

The Diaspora Armenian youth will be interviewed online and the 20 selected participants will travel to Armenia from September 25 to October 8 for an intensive training course to broaden their understanding and knowledge of different spheres in Armenia and Artsakh.

After returning to their home countries, the Diaspora Youth Ambassadors will spend a year hosting community meetings, inter-community experience exchange activities, publications and informative activities related to the Office and other Armenian programs on social platforms and media.

The program that has been held for the second year running, is funded by the Government of the Republic of Armenia and supported by the “Jinishian” Memorial Foundation.
