YEREVAN, MARCH 14, NOYAN TAPAN. The results of implementation of
Armenia’s Individual Partnership Action Plan (IPAP) with the NATO
during the first year will be soon discussed at the NATO. Samvel
Mkrtchian, Armenia’s Resident Representative to NATO, stated at the
March 14 press conference that the preliminary date of the discussion
to be held in Brussels is April 4 but this date may be changed. It
was noted that the discussion will take place in the "26+1" format.

According to S. Mkrtchian, the duration of an Individual Partnership
Action Plan is usually two years, after which the plan can be continued
as in case of Georgia.

YEREVAN, MARCH 14, NOYAN TAPAN. Property of only 2 mln drams out of
the bankrupt airline Armenian Airways’ property of the total value
of 38 mln 751 thousand drams (about 110 thousand USD) was recently
sold by auction. Hrant Ghambarian, Chairman of the Armenian Airways’
bankruptcy commission, told NT correspondent about it. According to
him, IL-86 plane that was put up at auction several times has not
been sold again. For this reason the plane’s reserve price of 122
mln 880 thousand drams was reduced by 10 mln drams. H. Ghambarian
said that the next auction will be held on March 28.

with efforts of the "National Unity" party, and I will become the
god-father of their leaving. We are doomed to victory not only at
these elections, but also in 2008, and a representative of our party
will become the president."

Artashes Geghamian, the Chairman of the "National Unity" ("Azgayin
Miabanutiun") party stated at the March 10 open sitting of the party
active members. He stated that at those majoritarian districts where
"National Unity" members were not nominated the party will support
other representatives of the opposition. "We intend to assist those
people who struggled with us at the night of April 12-13, 2004,"
A. Geghamian stated.

In his words, the "National Unity" party connects most of all hopes
with active work of their territorial structures. A. Geghamian
seriously criticised pro-ruling political parties. He mentioned
the two biggest parties: Republican Party of Armenia and "Bargavach
Hayastan" (Prosperous Armenia), "serve to the Karabakh clan." The
first is in service with Serge Sargsian, and the second – with
Robert Kocharian. "We shall not allow the Karabakh clan to come to
power! And though there are many worthy and honest people in lists of
both parties, but they want to make a fortress for Satan from those
people. We shall not allow to build that fortress!" A. Geghamian
stated.

forming its Observer Mission at the elections to Armenia’s National
Assembly to be held on May 12, 2007.

As press office of the CIS Executive Committee informs, the mission
will be formed on the basis of CIS Presidential Council resolution
of May 30, 2003, CIS Observer Mission Charter at presidential and
parliamentary elections and referenda in CIS member-countries,

`The developments related to Iran are highly important for our
country, which borders with Iran. If a war ignites between the United
States and Iran, it will shatter stability in the entire region,’ said
Davit Babayan, political scientist, in an interview with
KarabakhOpen.com. He thinks Iran has an important position in the Near
East. `An overview of the distribution of forces in the Near East and
Central Asia shows that the United States has become weaker in Central
Asia. It is true that the United States presently controls Afghanistan
and is on good terms with Pakistan and the countries of the Arab
peninsula. The Americans also control Iraq, Turkey is also a
U.S. ally. In the South Caucasus, the U.S. is strong in Georgia and to
some degree in Azerbaijan. However, Baku-Ceyhan designed for the
Central Asian, more exactly the Kazakh oil, Central Asia is of special
importance to Washington. Control over Central Asia will enable the
United States to stop Chinese expansion which needs Central Asia for
energy security. The point is that Chine needs to import about 200
million tons of oil annually. Peking could get oil from Central Asia
and the Caucasus but not from Arab countries because for the oil of
Arab countries Chine would have to cross the territory controlled by
the American navy. It is evident that the optimal link between the
South Caucasus and Central Asia is Iran. If the United States managed
to get control of Iran, it will weaken the influence of China in
Central Asia which can afterwards be linked to India, which is China’s
competitor.

Therefore, establishment of control over Iran is vitally important for
the U.S. considering its status of a world power. In addition, all the
developments should take place in a limited period, until the year
2012. By this time a new security system will have been created in the
world, neutralizing Russia and China. And this is impossible without
control over Iran,’ Davit Babayan said.

The political scientist thinks the Americans will have to seek methods
for establishing control over Iran. There is one `but’ ` Iran defies
the rules of the United States, which destabilizes the situation to
some degree because the time limit and Iran’s resistance may make
Washington use force. This is the most dangerous way. If Iran
continues the methodology of Iraq and Yugoslavia, it will probably
lose the war, the political scientist thinks. The most undesirable
but probable variant is if Iran reacts to pressure from the United
States with terrorist attacks in the territory of the United
States. It may lead to unforeseeable consequences.

`The stance of Azerbaijan worries us too, especially that the
formation of the Azerbaijani nation is not over yet, and they still
believe in ethnic myths. In this context, the idea of unification of
the so-called South Azerbaijan and North Azerbaijan acquires a special
meaning to Baku. It is possible only in case the United States attacks
Iran, and Azerbaijan will certainly support the United States in
return for promises of new territories. Considering this, as well as
the expressions of pan-Turkism in Azerbaijan and Turkey, these
developments may be dangerous for us. We may only hope that there will
be no war,’ said

The Times of Their Lives

The title of Stephen Adly Guirgis’ gritty drama "In Arabia, We’d All
Be Kings" doubles as a line spoken by one of its characters, Sammy,
the resident drunk of a dive bar. In some ways, Sammy, old and
nostalgic with alcohol, can trace his roots back to a barfly in a
play from an earlier era. The barfly is a philosophizing immigrant
(coincidentally enough, an Arab) given to such pithy utterances
as "No foundation. All the way down the line." The earlier play is
William Saroyan’s "The Time of Your Life."

Written 60 years apart – Saroyan penned his sprawling drama in 1939,
Guirgis in 1999 – both plays are loosely plotted works set in bars,
where all sorts of humanity stream in and out. Last year, the Open
Fist Theatre Company staged a fine revival of "The Time of Your Life"
in Hollywood. Now, the Elephant Theatre Company is presenting a
first-rate production of "In Arabia, We’d All Be Kings" along the
same Theatre Row.

"Time" takes place at Nick’s Saloon, a spot along the San Francisco
waterfront. The innocence of a jukebox and a pinball machine
notwithstanding, the joint is frequented by sailors, longshoremen,
and prostitutes. "Important people never come here," Nick himself
says. Caught at the tail end of the 1930s, Saroyan’s characters,
mostly poor and unemployed, have only the Depression years to look
back upon and a second world war to look forward to.

"In Arabia" unfolds in the Hell’s Kitchen neighborhood of New York
City and follows similarly marginalized members of society struggling
to eke out an existence, even as some of them spiral into the vortex
of an ever-pervasive drug culture.

Guirgis’ play opens at the bar with the story of Lenny, an ex-felon
seeking to resume his life and his relationship with his girlfriend,
Daisy. The bar, however, is really a haven for downtrodden denizens,
including the druggie Skank. In fact, it only holds promise for
Greer, a wealthy developer who wishes to acquire the space. Having
no money himself, Lenny faces demeaning job prospects – and Daisy’s
rejection.

The action soon turns to Skank and his own girlfriend, Chickie,
herself a crank addict. To feed their habit, Chickie resorts to
prostituting herself on the streets along with a young girl named
Demaris, while Skank submits to the predatory advances of Greer in
return for money. In the play’s most taut and chilling bit, Greer
negotiates down Skank’s asking price to a paltry $20, which Skank, in
his desperation, accepts.

As Greer eventually acquires the bar and the neighborhood faces
gentrification, some of the characters meet with tragedy; the rest
try to outrun the ominous fates that await them. "In Arabia" offers
an unflinching look at lives devastated by addiction, and this topic
lends the play the gritty feel that "Time" – despite its own
depictions of hardship – lacks. Though it pulsates with an
undercurrent of social protest, Saroyan’s play exudes earnestness and
hope. Even its ending, while far from simplistic, metes out swift
justice to the play’s villainous cop, Blick, while saving its
suffering prostitute, Kitty, from the streets.

Saroyan’s seemingly bottomless optimism certainly riled many critics
in his day, who deemed it excessive and even irritating. Phillip
Rahv, an influential leftist writer and editor, dismissed
Saroyan’s "formula of innocence" as "the formula of `Ah, the wonder,
the beauty of it all.’" Of course, a deeper reading of Saroyan’s
work reveals his optimism to be "wistful, almost desperate" – as
Gerald Rabkin has put it – "accurately reflect[ing] the mood of the
late thirties."

Like Saroyan, Guirgis accurately reflects the mood of his own era, as
he dwells on the ever-widening gap between rich and poor. Unlike
Saroyan, however, his optimism is measured. Guirgis locates hope in
the redemptive power of personal relationships – a power that allows
solitary souls to trust, to give of themselves, to connect, and as a
result of those bonds, to achieve a sense of belonging and security.

"In Arabia" boasts a gifted cast, flawless direction by David Fofi,
and strong technical elements – an authentic set, effective lighting,
and well-suited costumes. Fofi maximizes the tension in the script,
even as he ably draws out its dark humor. The coiled construct
of "In Arabia" certainly differs from the vaudevillian aspect of
Saroyan’s play. Still, both works weave complex, intersecting
plotlines that tell more than stories; they capture the unique times
of their authors’ lives.

According to WB Report, Poverty Reduced Notably in Armenia

ACCORDING TO WB REPORT, POVERTY REDUCED NOTABLY IN ARMENIA

YEREVAN, MARCH 10, NOYAN TAPAN. In recent years, poverty among the
Armenian population has been reduced from 50% to 30%, while extreme
poverty – to less than 5%. This is said in the report on
implementation of the strategy of assistance to Armenia that the World
Bank’s Board of Directors approved on March 8. According to the
report, poverty has been notably reduced in Armenia, as well as
sifficient progress has been registered in terms of increasing
expenditures in the social sector and reform implementing. Under
conditions of growth in GDP per capita and the country’s solvency, the
report says, Armenia may start using the limited financing of the
International Bank for Reconstruction and Development on
non-concessional terms, in addition to financing provided by the
International Development Association on favorable terms. This is a
clear sign that Armenia is joining the group of countries with medium
income. At the same time, this shift should be gradual to avoid
premature debt restructuring.

much of the restoration of a 10th century Armenian Church on Akhtamar
island in Lake Van. Until recently, it was not clear whether this
restoration project was a peaceful gesture to Armenians, or a crude
gloss over the reality of the Armenian Genocide and the destruction
of Armenian cultural properties in modern Turkey," says the statement
issued by Komitas Institute, London, UK.

"The head of the Turkish Historical Society, Yusuf Halacoðlu, commented
on the opening of the restored Holy Cross church on Akhtamar Island on
April 15th, 2007. We hope his words do not reflect official thinking
in Ankara.

According to The New Anatolian, Halacoðlu stated that "We [Turks]
don’t have anything to hide… Opening the Agdamar Church will be
a gesture to Armenians and the whole world… After the conquering
of Anatolia, the Turks didn’t damage foreign assets… Nothing was
destroyed. In this way, these assets have survived through to today."

Halacoðlu’s words will surely prove to be an embarrassment to
Turkey. Should the guests invited to the opening of the church on
April 15th decide to look around them, they will see that Akhtamar
Island is an exception.

On the eve of World War I, there were scores of medieval Armenian
churches within 20 km of Akhtamar Island alone, and practically none
of them remain standing today. Most of them have been completely
destroyed during the life of the Turkish Republic.

Today gravediggers enjoy a free hand looting these localities while
Turkish state authorities continue to turn a blind eye to these acts
of desecration.

Halacoglu’s words only add to Turkey’s shame," the statement says.

The accusation process is getting livelier. As to Garnik Margaryan,
chairman of "Fatherland and Honour" party there does not exist any
leader with a high rating. "Henceforth, great leaders should forget
about an opposition attitude. I mean those who though they would become
a president or a speaker, and had high ratings with a few exceptions. "

When requested about the exceptions, Mr. Margaryan mentioned," Raffi
Hovannisyan, being very decent and anxious about the situation in the
country, Aram Sargsyan had a great sense of responsibility, Lyudmila
Sargsyan, leader of "Hnchakyan" party. They were all very concerned
about the problems of the future."

" We have done our utmost to support the formulation of a unity as we
are certain that only with the help of a unity we are able to struggle
against criminal regimen. " When questioned about the alliance with
the enumerated leaders, Margaryan answered,’ I do not want to blame
anyone here. They remained as mature political leaders willing to
represent the future of Armenia.’

And In answer to the question whether "Fatherland and Honour"party
was going to assist the above mentioned three parties, he claimed,"
March 12 will put an end to everything. There might be formed a small
radical power, but we do not know what will happen in the government
bodies yet. Although they celebrate their victory beforehand, it cannot
be considered such: they should first be able to keep everything under
control, which they will be unable to. Here ‘Fatherland and Honour
‘ will have business to do.’

To remind, Garnik Margaryan’s candidacy is not nominated.

YEREVAN, MARCH 6, NOYAN TAPAN. Haroutiun Hambartsumian, Chairman
of Choice is Yours NGO carrying out observation mission in Armenia
since 1999 hopes that the May parliamentary elections will not
pass with violations which were committed during 2005 referendum
on constitutional amendments and other state elections. As the
latter stated at the March 6 press conference, he is hopeful
that the elections will be fair due to the amendments made to RA
Electoral and Criminal Codes, according to which rather strict
sanctions are determined for electoral bribes and those taking
them. H. Hambartsumian also attached importance to the circumstance
that liability is determined for the heads and members of electoral
commissions who impede work of observers, empowered persons and
media representatives. Meanwhile, H. Hambartsumian expressed anxiety
in connection with a number of provisions of Electoral Code. In
particular, he mentioned the circumstance that after CC’s well-known
decision employees of judicial system were included in electoral
commissions instead of judges, as a result of which, however,
this problem was not liquidated. In H. Hambartsumian’s words, the
possibility to make a decision given to electoral commissions under
conditions of no quorum also causes anxiety. H. Hambartsumian gave
assurance that the main violations are committed during voting and not
when summarizing votes. He regretted to say that provisions on marking
fingers of electors having already voted, as well as on videoing the
whole process of voting were not included in the Electoral Code.
