Russia, Armenia successfully implementing treaty on joint forces, says defense chief

MOSCOW, May 28. /TASS/. Russian Defense Minister Army General Sergey Shoigu and his Armenian counterpart Vagharshak Harutyunyan held a working meeting in Moscow on Friday.

"We are strengthening our military interaction both in the bilateral format and within the framework of international structures, first of all, the CSTO [the Collective Security Treaty Organization], Shoigu said while opening the working meeting.

As the Russian defense chief pointed out, the sides "are successfully implementing the agreements on establishing the joint group of troops of our armed forces and also the joint regional air defense system in the Caucasian collective security region."

Shoigu stressed that "the operation of the 102nd Russian military base in Armenia, which we consider as an important factor of providing regional security, is an indicator of the high level of bilateral cooperation."

The Russian defense chief congratulated Harutyunyan and the entire Armenian people on the state holiday, Republic Day.

"I want to congratulate you on the national holiday, which the entire republic is celebrating today and on this day you have found it possible to come to Moscow. This suggests that the relationships between our countries are at a very high level and we continue fostering and deepening our strategic partnership," Shoigu said.

The Russian defense minister recalled that high-level Armenian military delegations traditionally participated in major events of Russia’s Defense Ministry.

"We will be glad to see you at the 9th Moscow conference on international security that will take place in June," he said.

"In August-September, we are expecting representatives of the Republic of Armenia to attend the International Army Games and the Army-2021 international military and technical forum," Shoigu said.

Regional security issues

The Russian defense chief also suggested discussing regional security issues.

"We will discuss regional security issues related to the operation of the peacekeeping forces in Nagorno-Karabakh and, undoubtedly, all the acute problems that have emerged by now," Shoigu said.

"Today we will discuss all the issues of our cooperation, which is developing very successfully, in my opinion," Harutyunyan said.

Reports on Azeri gunfire in Tavush not confirmed, says Defense Ministry

YEREVAN, MAY 27, ARMENPRESS. The gunfire heard in the Tavush province is from firing exercises of the Armenian military, the Armenian Ministry of Defense Head of Information and PR Department Gevorg Altunyan told ARMENPRESS when asked to comment on reports of a border shooting by Azeri forces. 

“One of the units of the Armenian Armed Forces is carrying out firing exercises in Tavush. It seems like they’ve mistaken it with that. The reports on Azeri gunshots, shootouts are not confirmed here,” Altunyan said.

Sports: Armenia international Varazdat Haroyan joins Spanish side Cádiz

Armenia international Varazdat Haroyan has signed for Spanish side Cádiz until 2023.

Born in Yerevan (Armenia) on August 24, 1992, he plays as a central defender and is an international with his country’s senior team, and has been capped 58 times.

He began his sports career at Patani FC, and moved to Pyunik Yerevan, winning six titles in Armenia. After a brief stint with Iranian Tractor Sazi FC, he signed for Padideh, before making a move to Russian football in 2017, joining FC Ural Yekaterinburg. FC Tambov and FC Astana have been his last destinations.

He debuted for the Armenian national team in 2011.

 

Armenia official doesn’t rule out invoking Article 4 of CSTO amid Azeri encroachment

YEREVAN, MAY 26, ARMENPRESS. The chair of the parliamentary committee on foreign affairs Ruben Rubinyan from the ruling My Step bloc doesn’t rule out that Armenia could potentially apply to the CSTO also by invoking Article 4 amid the Azerbaijani military encroachment against Armenia.

Speaking to reporters, Rubinyan commented on the opposition’s opinions as to why should allies step in and help if Armenia itself is not repelling the Azeri incursion militarily. “First of all, it is our allies themselves who’ve urged us and continue urging not to escalate the situation and attempt to solve the issue diplomatically and politically. And secondly, the allied formats in which we are involved have clear, envisaged articles for specific cases. And we aren’t asking for help by without doing anything, but we’ve rather applied based on specific documents, under a specific article. Moreover, I am talking about both the application to the CSTO on Article 2 and the prime minister’s letter based on the Armenia-Russia bilateral treaty. And we expect that our allies will support us in solving this issue. Taking into consideration the latest developments, I don’t rule out that we will reach Article 4 and not only,” he said, referring to the fatal shooting of an Armenian serviceman by Azerbaijani troops on May 25.

Rubinyan reiterated that the latest victim was not caused by an accident and that it was one of the manifestations of Azerbaijan’s aggression.

“Our position is the following – the Azerbaijani troops must withdraw from Armenian sovereign territories. Armenia is trying and will try to solve this issue first of all politically and diplomatically, which doesn’t mean that other solutions can’t happen if these fail,” he said, referring to a military solution.

“The current status-quo is definitely unacceptable for us, but the operational situation in those parts is under the control of our troops,” he said.

Armenia has so far only requested the CSTO for assistance under the treaty’s Article 2 – “The Member States shall consult with each other on all important issues of the international security affecting their interests, and coordinate positions on these issues.In case of menace to safety, stability, territorial integrity and sovereignty of one or several Member States or menace to international peace and safety of the Member States shall immediately launch the mechanism of joint consultations for the purpose of their positions coordination, develop and take measures for assistance to such Member States for the purpose of elimination of the arisen menace.”

Article 4 on the other hand says that an attack on a member state is an attack on all members. In the event of an attack, the member states must provide all necessary help, including military support, to the member state under attack in accordance to a formal request.

India calls on Azerbaijan to pull back forces amid border incursion into Armenia

YEREVAN, MAY 19, ARMENPRESS. India follows, with concern, the situation along the Armenia-Azerbaijan border, the spokesperson of the Indian ministry of external affairs said in response to media queries.

“Border incursions through military movements can destabilize the situation and lead to renewed hostilities. We call upon the transgressing side to pull back forces immediately and cease any further provocation.

India has always stood for peaceful resolution of bilateral disputes through political and diplomatic means. Peace and stability in the South Caucasus region is important from the regional security perspective”, the spokesperson said.

Recently, on May 12, the Azerbaijani armed forces have illegally crossed into Armenia’s territory, in particular the Sev Lake in Syunik province. Thanks to the actions of the Armenian side, some of the Azerbaijani forces have returned back to their initial positions, but some Azeri troops still remain in some border sections of Armenia’s Syunik and Gegharkunik provinces. Negotiations over the withdrawal of the Azerbaijani forces are taking place.

French FM calls on Armenia, Azerbaijan to reach agreement on withdrawal of Azerbaijani troops

French Foreign Minister Jean-Yves Le Drian calls on Baku and Yerevan to reach an agreement over the withdrawal of Azerbaijani forces from the territory of Armenia, ARMENPRESS reports, citing TASS, the French Foreign Ministry said based on the phone conversations with Armenian and Azerbaijani FMs.

‘’On the occasion of the recent escalation on Armenia-Azerbaijan border, Jean-Yves Le Drian reminded about the deep concern of France and France’s commitment to the territorial integrity of Armenia. France attentively monitors the situation and calls on the sides to continue the dialogue for ensuring the immediate withdrawal of the Azerbaijani forces from the territory of Armenia’’, the Ministry said.

Newspaper: People of Armenia’s Syunik Province not planning to cede Ishkhanasar to Azerbaijan

YEREVAN. – Hraparak daily of Armenia writes: Yesterday, volunteer detachments were forming in Syunik with great vigor; the population of the province is waiting—in ready form—for "bad developments," as Deputy Prime Minister [Tigran] Avinyan sounded.

The people of Syunik are not going to give up Ishkhanasar to the enemy [Azerbaijan]. It is a hill of strategic importance, and to give it up would mean giving Syunik to the adversary as a gift.

The thing is that the position of the mountain is such that it keeps the whole Syunik under surveillance, including the Goris-Yerevan motorway—our only motorway with Iran.

The people of Syunik believe that once the mountain is handed over, it will become impossible to live there any longer.

And the enemy has accumulated a large number of troops and weapons on the border, including an air defense system which is probably to counteract our SU 30 [war]planes, which took to the air on the first day of the incursion. By the way, [Armenian] government sources say that the missiles of the planes have arrived.

Azerbaijani prisoner of conscience Bayram Mammadov found dead in Istanbul

On the night of May 5, the body of former Azerbaijani political prisoner Bayram Mammadov was removed from the water in Istanbul.

The police are investigating the causes of the death of the young activist.

Bayram Mammadov became famous in Azerbaijan in 2016, when he was detained together with Qiyas Ibrahim after they left an inscription ‘Happy slaves day’ on a monument to Heydar Aliyev on the eve of the ex-president’s birthday.

Later, the court sentenced both activists to long terms of imprisonment, accusing them of drug dealing. Bayram Mammadov and Qiyas Ibrahim were pardoned in 2019.

Several months ago, Bayram Mammadov went to Turkey, and in two days he was going to return to Baku.

His friends say the death was unlikely to be suicide.

“While in Istanbul, I visited Bayram the other day. We talked for a long time. He got into a master’s degree program in Europe. He was preparing for this program in Istanbul. He was busy, so he even closed his social media accounts. He had big plans for the homeland. He said that he would return to Azerbaijan after receiving a good education.

“So far, the details of the incident are unknown, but sites close to the government are already writing that it was suicide. But the investigation has not even begun yet.

“It is not known how Bayram ended up on the shore during a period when it is impossible to go outside in Turkey. On the other side where it all happened, there are usually a hundred policemen on duty. How did it happen that they did not stop Bayram, after all, it is forbidden to go out? There is not a single witness to the incident.

“What is the purpose of those who circulate the news of suicide? I talked with friends, tomorrow we will find out the details, ”Azerbaijani journalist Afgan Mukhtarli, now living in Germany, wrote on his Facebook page.

Russian peacekeepers deterred bloodshed against Karabakh residents, says Armenian diplomat

"I want to note that the presence of Russian peacekeepers prevented any further atrocities against the residents of Artsakh (unrecognized Nagorno-Karabakh republic)," the top diplomat said.

The involvement of international organizations in the effort to return Nagorno-Karabakh back to peace should not be politicized, he stressed. "During an exchange of opinions on the issue of involving respective international organization in the rehabilitation of Artsakh, I stated that humanitarian access to Artsakh must not be politicized, since we are talking about the protection of inalienable human rights, which should not be conditioned on status considerations," he added.

According the top Armenian diplomat, the opening of communications among the regions will offer new opportunities. "Issues of security as well as regional development were in the focus of our discussion. It was noted that within the context of unblocking economic ties and transport links, that the opening of regional communications may create new possibilities, including for diversifying logistical ties between Armenia and Russia," he said.

"The trilateral statement [by the Armenian, Russian and Azerbaijani leaders] of January 11 establishes a clear framework of this process," Ayvazyan stressed. He also said that the republic was ready to work towards bolstering economic ties with Russia. "The level of economic cooperation dropped by 10% because of COVID-19. However, we are ready to take steps to boost economic ties [with Moscow]," Armenia’s top diplomat said, adding that a large Armenian diaspora in Russia could help in that.

Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh. Baku and Yerevan have disputed sovereignty over Nagorno-Karabakh since February 1988, when the region declared its secession from the Azerbaijani Soviet Socialist Republic.

On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. According to the document, the Azerbaijani and Armenian sides stopped at the positions that they had maintained, and Russian peacekeepers were deployed along the engagement line in Nagorno-Karabakh and along the Lachin Corridor that connects Armenia and Nagorno-Karabakh. Also, some districts were handed over to Azerbaijan.

Turkish press: This can’t be combined with what you’ve already added to your post.

For the first time in a long while, some positive news has emerged regarding Turkey-Israel relations. It seems that years after the Davos and Mavi Marmara incidents, both countries are seeking ways to improve relations with each other. According to the Turkish media, the invitation extended to Israeli Energy Minister Yuval Steinitz to attend the Antalya Diplomacy Forum to be held in June was seen as a new chance to improve relations. It can be said that this invitation was expected after Arab countries normalized their relations with Israel.

In fact, the signing of the agreement between Israel and Turkey in June 2016 and the paying of a $20 million (TL 167.06 million) compensation to the victims of the Mavi Marmara incident could have been a new beginning for the relations, but regional power projections prevented this. The two former allies engaging in a new geopolitical struggle in the Eastern Mediterranean had undesirable consequences for both.

Normalization of relations between Turkey and Israel is one of the main goals of Azerbaijan’s foreign policy, which even aims to further this into trilateral cooperation. This is because soured relations between its strategic partner Turkey and its ally Israel have created certain discontent in foreign policy for Azerbaijan as well. While the concerted efforts of the 90s were beneficial to the trilateral cooperation, the currently existing breach in the relations of the trio creates difficulties in achieving the desired results. Azerbaijani Presidential aide Hikmet Hajiyev's statement that Baku is ready to host the trilateral summit of Turkey and Israel aims to revive the coordination and joint activity of the three countries. This is entirely possible given the recent thawing of relations between Turkey and Israel.

The Azerbaijan-Turkey-Israel trilateral relations established in the 90s should be considered exemplary as the earliest trilateral cooperation established in the South Caucasus region. Cooperation at that time had several important dimensions: to have a more powerful position in regional balance, to expand military and energy cooperation and to ensure inter-diaspora cooperation in the West. When we look back at the cooperation between diasporas, a successful struggle was carried out against the aggressive attacks of the Armenian diaspora, especially in the U.S. Congress.

Even though Turkey-Israel relations in the region were interrupted for various reasons after 2010, Azerbaijan maintained its relations with Turkey and Israel in a consolidated manner. Today, Azerbaijan has deepened its relations with Turkey in the military, political and economic spheres, and has also expanded its relations with Israel to new dimensions.

Turkey and Israel made important contributions to “Operation Iron Fist.” Turkey's unmanned combat aerial vehicle (UCAV) Bayraktar TB2 and Israel's drones Harop contributed to the breaking of the defense line of the Armenian army, which occupied Azerbaijan’s territories, and to the Azerbaijani army's successful liberation operation. Azerbaijan effectively used a combination of both countries’ modern technologies. Israel did not heed the objections of Armenia against selling weapons to Azerbaijan and, after a short time, Armenia recalled its ambassador, which it appointed with the hope of increasing support for Yerevan. On the other hand, Azerbaijani Jews living in Israel carried flags of Turkey, Azerbaijan and Israel together while celebrating the outcome of the Second Karabakh War.

Turkish and Israeli companies are working together to rebuild areas liberated from the Armenian occupation in Azerbaijan. Intergovernmental economic commissions' meetings between Turkey-Azerbaijan and Israel-Azerbaijan were held nearly at the same time. Planning to expand its preferential trade agreement with Turkey, Azerbaijan decided to open a diplomatic trade and tourism representation office in Israel. Israel’s Foreign Minister Gabi Ashkenazi welcomed Azerbaijan's plan to open a center in Israel to promote tourism and commerce, calling it an important step toward opening an embassy in Israel.

In fact, Azerbaijan has successfully maintained relations with disputing parties in the past. In some instances, the country even managed to mediate between the disputing parties. Azerbaijan also contributed to the normalization of relations between Turkey and Russia in 2016. Chiefs of general staff of the U.S. and Russian Federation, as well as the NATO secretary-general, met in Baku several times in order to negotiate international and regional disputes. In this sense, Baku, as a city of successful negotiations, can be the first location of a meeting between the foreign ministers of Israel and Turkey.

Moreover, in response to the balance of power formed in the region after 2010, successful trilateral cooperation mechanisms had been established by Turkey and Azerbaijan. These can be listed as Azerbaijan-Georgia-Turkey, Azerbaijan-Turkey-Pakistan, Azerbaijan-Turkey-Iran and Azerbaijan-Turkey-Turkmenistan. Some of these trilateral collaborations have had successful results in solving problems between states in a diplomatic way. Tripartite mechanisms offer an important platform for the peaceful solution of problems between states. In this context, this triple platform will play an important role in resolving issues between Israel and Turkey.

Based on past experience, tripartite cooperation in diaspora activities is a necessity and can achieve successful results. This is necessary at a time when multiple lobby and diaspora organizations in Washington, along with enemies of Turkey, are brutally attacking Turkey in the U.S. Congress. It is not a coincidence that U.S. President Joe Biden for the first time used the term "genocide" regarding the 1915 events. In this sense, it is necessary to increase the number of friends and reduce the number of enemies in order to counteract new moves. This definition is valid both in interstate relations and in relations between diasporas.

Likewise, this issue is important in terms of regional power balances from the Eastern Mediterranean to the Caucasus. For a long time, some states have benefited from the tensions in Turkey-Israel relations, an occurrence that both countries should not allow. Both Turkey and Israel will benefit from cooperating in the Eastern Mediterranean. A delimitation agreement will be greatly beneficial for the two countries. Besides, Turkey is the shortest and cheapest route for delivering Israeli natural gas to Europe.

The basic principle of international relations is based on the existence of permanent interests, not constant friendships and enmities. When we act on this logic, countries, as per their interests, can be friends and enemies. Today, it may be in the interest of all three states to revive the trilateral cooperation of Azerbaijan, Turkey and Israel. Only the right time and place need to be determined to normalize relations.
