Fazil Mustafa The Turkish foreign minister is not talking about the
restoration of the empire when he speaks about the government’s policy
of neo-Ottomanism, Azerbaijani MP Fazil Mustafa said on Tuesday.

"I do not think Turkish Foreign Minister Ahmet Davutoglu implied
the restoration of the empire, wars of occupation and the other
characteristics of an empire when he said the government conducts a
policy of neo-Ottomanism," Mustafa told 1news.az, commenting on remarks
by Turkish Foreign Minister Ahmet Davutoglu quoted in Takvim newspaper.

"Even if Turkey wants to restore the empire, neither the West nor
Russia will allow this. Therefore, the minister’s statements should
be viewed as a message to the country’s public that they want to go
back to Ottoman traditions in culture, the economy and foreign policy.

Turkey’s government thinks it can win voters with these slogans,"
Mustafa, leader of the Great Creation Party, said.

As for the impact of this policy on Azerbaijan, Fazil Mustafa
Gazanfaroglu said Azerbaijan had had great importance for Turkey
since the Ottoman period.

"Therefore, we should not be concerned at such statements. Turkey
views us as a fraternal state, therefore, it is cautious on opening
borders with Armenia. If there were another country, even Muslim,
in our place, Turkey would have long since normalized relations with
Yerevan. But Azerbaijan is a special case, it has a common language,
religion, culture and history with Turkey and this has made Ankara
review its relations with Armenia. Therefore, I can say that today
the opening of borders with Armenia has become a secondary issue for
Turkey," the MP said.

/PanARMENIAN.Net/ Russian President Dmitry Medvedev and his Azerbaijani
counterpart Ilham Aliyev will discuss bilateral cooperation and
Nagorno Karabakh conflict settlement at a meeting in Ulyanovsk in
the Volga Region on Tuesday.

Aliyev will pay a working visit to Russia on an invitation from
Medvedev.

"The meeting between Dmitry Medvedev and Ilham Aliyev will become a
continuation of the rich Russian-Azerbaijani political dialogue. This
year, the heads of state have repeatedly met in various formats,"
a Kremlin source said prior to the meeting.

Russian-Azerbaijani trade and economic relations have been developing
successfully, with trade in the first nine months of 2009 reaching
$1.26 billion, and Russian exports exceeding $1 billion.

The source said Aliyev’s visit to Russia in April and Medvedev’s
visit to Azerbaijan in June were important.

Medvedev and Aliyev are also expected to discuss energy issues,
RIA Novosti reported.

According to the French mediator Bernard Fassier, of the Organisation
for Security and Co-operation in Europe (OSCE), significant progress
was made in the meeting between Armenian President Sergh Sarkisian
and his Azerbaijani counterpart Ilham Aliyev. However, he also said
that "some difficulties" had been identified, and neither side has
committed to any difficult concessions, most likely relating to the
proposed withdrawal of Armenian units from some districts surrounding
Nagorno-Karabakh.

The talks were the sixth time the two presidents have met this year
as major efforts are made to find a solution to the Nagorno-Karabakh
dispute, which has remained unresolved since a 1994 ceasefire
ended fighting between Armenia and Azerbaijan. On 20 November,
Aliyev stated that if the Munich talks failed, force could be used
to re-take the Armenian-occupied enclave, which is located within
Azerbaijan’s borders.

ArmInfo. Sub-regional conference of the persons, responsible for
implementation of the Rotterdam Convention on hazardous chemicals
and pesticides started in Yerevan today. Representatives of Armenia,
Bosnia and Herzegovina, Croatia, Georgia, Kazakhstan, Kyrgyzstan,
Moldova and Russia take part in the conference.

As Nature Protection Minister of Armenia Aram Harutyunyan said,
the primary goal of the event is raising of awareness about the
Basel Convention on control of transboundary m®vement of hazardous
wastes and their disposal, the Stockholm Convention about persistent
organic pollutants (POP) and the Rotterdam Convention. In particular,
the parties will focus on the issues related to strengthening of
chemicals and waste management at a national level. A. Harutyunyan
recalled that Armenia ratified all the afore-indicated conventions:
Basel Convention – in 1999, Rotterdam and Stockholm Conventions – in
2003. Moreover, the goals of all the three conventions are interrelated
and aim at protection of peoples’ health and environment from impact
of chemicals and waste.

As the minister said, in view of the fact that the Law on Chemicals
will be developed in Armenia by 2011, implementation of principles of
the Rotterdam Convention plays a significant role. In particular, the
republic’s government approved a list of 33 forbidden chemicals and
pesticides in 2005. As for the current situation in the country, the
minister said that monitoring of hazardous waste is under completion,
and its results will become known by late of 2009. A. Harutyunyan
recalled that there is a considerable number of tailing dumps in the
territory of Armenia. ‘Our goal is to watch for them to be exploited
according to the projects, otherwise, this will threaten pollution
of land and water resources’, the minister said.

To note, sub-regional conference of the persons, responsible for
implementation of the Rotterdam Convention, will be over on November
27.

processes in education sector", said Arman Kirakosyan, Deputy Minister
of Foreign Affairs of Armenia.

"Armenia has always occupied high position in education sector and
transferred scientific values from generation to generation. Today,
in the era of technologies, it is very important not to fall behind
global processes", said Kirakosyan.

For this purpose it is necessary to develop close international
cooperation in education sector. Armenia is involved in the activities
of many international organizations of education sector and the
Ministry of Foreign Affairs actively assists in this endeavor. Naira
Zohrabyan, Head of Standing Committee on European Integration Issues
said that policy of "European Neighborhood" and initiative "East
Partnership" is a good chance for cooperation in education sector.

Azerbaijani Presidents in Munich is not promising, according to
Heritage party member Armen Martirosyan.

"Armenian authorities are incapable to hold Karabakh settlement talks
and maintain dialogue with Turkey simultaneously. Presently, attention
is concentrated on ratification of Armenia-Turkey protocols. Although
I do not rule out oral agreements on Karabakh," Martirosyan said.

Today at 22:09 | Lubomyr Luciuk Rafael Lemkin who coined the term
‘genocide,’ called the Holodomor a classic case of Soviet genocide.

Only seven people came to bury him. He rests beneath a simple stone
in New York’s Mount Hebron cemetery, the sole clue to his historical
importance an inscription incised below his name – "Father Of The
Genocide Convention."

As a graduate student I was obliged to read his book,Axis Rule in
Occupied Europe: Laws of Occupation, Analysis of Government, Proposals
for Redress, frankly more door-stopper than page-turner. Nowadays,
with advocates for "humanitarian intervention" shilling the notion of a
"duty to intervene" whenever and wherever necessary to "stop genocide,"
Dr. Raphael Lemkin’s name and words are better known. After all he
fathered the term "genocide" by combining the root words -geno(Greek
for family or race) and -cidium(Latin for killing) then doggedly
lobbied United Nation member states until they adopted a Convention
on Genocide, on Dec. 9, 1948, his crowning achievement.

Because of the horrors committed by Nazi Germany in World War II
what is often forgotten, however, is that Lemkin’s thinking about an
international law to punish perpetrators of what he originally labeled
the "Crime of Barbarity" came not in response to the Holocaust but
rather following the 1915 massacres of Armenians, Greeks and Assyrians
within the Ottoman Turkish empire.

Likewise overlooked were Lemkin’s views on Communist crimes against
humanity. In a 1953 lecture in New York City, for example, he
described the "destruction of the Ukrainian nation" as the "classic
example of Soviet genocide," adding insightfully:"the Ukrainian is
not and never has been a Russian. His culture, his temperament, his
language, his religion, are all different…to eliminate (Ukrainian)
nationalism…the Ukrainian peasantry was sacrificed…a famine was
necessary for the Soviet and so they got one to order…if the Soviet
program succeeds completely, if the intelligentsia, the priest, and
the peasant can be eliminated [then] Ukraine will be as dead as if
every Ukrainian were killed, for it will have lost that part of it
which has kept and developed its culture, its beliefs, its common
ideas, which have guided it and given it a soul, which, in short,
made it a nation…This is not simply a case of mass murder. It is
a case of genocide, of the destruction, not of individuals only,
but of a culture and a nation."

Yet Ukraine’s declaration that the Great Famine of 1932-1933 (known as
theHolodomor)was genocide has secured very little official recognition
from other nations. Canada is among those few. Most have succumbed
to an ongoingHolodomor-denial campaign orchestrated by the Russian
Federation’s barkers, who insist famine occurred throughout the
USSR in the 1930’s, did not target Ukrainians and so can’t be called
genocide. They ignore key evidence – the fact that all foodstuffs were
confiscated from Soviet Ukraine even as its borders were blockaded,
preventing relief supplies from getting in, or anyone from getting
out. And how the Kremlin’s men denied the existence of catastrophic
famine conditions as Ukrainian grain was exported to the West.

Millions could have been saved but were instead allowed to starve.

Most victims were Ukrainians who perished on Ukrainian lands. There’s
no denying that.

A thirst for Siberian oil and gas explains why Germany, France and
Italy have become Moscow’s handmaidens, refusing to acknowledge
theHolodomorand blocking Ukraine’s membership in the European Union,
kowtowing to Russia’s geopolitical claim of having some "right" to
interfere in the affairs of countries in its so-called "near abroad."

More puzzling was a 28 January 2009 pronouncement by Pinhas Avivi,
deputy director-general of the Israeli Foreign Ministry: "We regard
theHolodomoras a tragedy but in no case do we call it genocide…the
Holocaust is the only genocide to us." Yet if only theShoahis genocide
what happened to the Armenians, or to the Rwandans, not to mention
to those many millions of Ukrainians?

This year, Nov. 28 (fourth Saturday of November) is the date on which
theHolodomor’svictims will be hallowed. Thousands of postcards bearing
Lemkin’s image and citing his words have been mailed to ambassadors
worldwide with governments from Belgium to Botswana, from Brazil to
Bhutan, being asked to acknowledge what was arguably the greatest crime
against humanity to befoul 20thcentury European history. There is no
doubt that Lemkin knew the famine in Soviet Ukraine was genocidal. If
the world chooses to ignore what he said than what this good man
fathered – the word "genocide" – will lose all meaning, forever more.

On November 18 the Armenia’s Ambassador to Belgium and the Netherlands
Avet Adonts had a meeting with the Burgomaster of Brussels Freddy
Thielemans.

Ambassador Adonts and the Mayor of Brussels exchanged views on public
diplomacy, direct and immediate contacts between peoples, viewing
the organization of cultural events as the best means for that.

The parties agreed to imitate joint events, including the Days of
Brussels in Yerevan.

Baku, Fineko/abc.az. Ilham Aliyev, the President of Azerbaijan, does
not doubt of settlement of Nagorno Garabagh conflict between Armenia
and Azerbaijan in favor of the latter.

Yesterday President Aliyev claimed that he personally did not doubt
that Azerbaijani lands would be released from the aggressor.

"The main issue is in what way it will be done – peaceful or military.

Our territories were occupied following foreign support. Today
Azerbaijan is a powerful state and situation with occupation can be
removed either in a peaceful or military way. We cannot drag out more
this process," he said.

He also voiced discontent with lack of real process of conflict
settlement negotiations launched in 1992 under the aegis of the OSCE
Minsk Group.

"We consider that a hope still remains, but together with that we see
that the Armenian side has selected tactics of time dragging out. But
dragging out of time gives them nothing. The Armenian population
has reduced and really 1.7 million people live there. With time they
will hardly be able to protect contact line as capacities and power
of Azerbaijan increase and demographic situation improves. Number of
our population has already reached 9 million people and in 5-6 years
it will be equal to 10 million people. Today our economy surpasses
7-fold the Armenian one and in the next few years is going to surpass
probably 13-15 fold. Armenia is isolated from all regional projects.

One can say that its borders are closed with all the neighbors
excepting one. In such situation existence of this country itself is
under question. Truth is also in fact that Armenia cannot exist at
its own expense. If some countries and some financial institutions
had not given this year financial aid to Armenia, it would have gone
to rack and ruin," the President said.

In his view, abyss between Armenia and Azerbaijan is going to increase
further.

"Analyzing all these factors, we still choose a way of negotiations.

We will continue exerting pressure in both political, economic,
and all other forms. We should do so to obtain the desired. We want
restoration of truth and justice.

We don’t set our bag for lands of other country, although today’s
Armenia was created on truly Azerbaijani lands. We protect principle
of territorial integrity of countries. I am sure that we will obtain
the desired. But I want it will happen faster. I work and will work
for that," President Aliyev said.
