Opposition demands prime minister’s resignation

The Armenian opposition continues protests demanding Prime Minister Nikol Pashinyan to resign. Demonstrators block streets and bridges in Yerevan, hold protests in front of state institutions, and organize marches from the regions to the capital.

The Hayastan opposition parliamentary faction (Armenia) began a series of permanent street actions on April 25 under the slogan “Get up, Armenia”, “Get up, Artsakh”. The second oppositional force of the parliament, the I Have the Honor faction, started the fight earlier, but less spectacularly. Its head, Artur Vanetsyana, has been holding a sit-in strike on Freedom Square in downtown Yerevan since April 17.

The opposition accuses the current government of intending to make unacceptable concessions on Nagorno-Karabakh, and claims that the Pashinyan government “intends to recognize Artsakh as part of Azerbaijan“.

Opposition forces operate separately from each other, even though they have one goal – a change of power. They believe that at the moment decentralized struggle is the most effective.

Deputies of the Hayastan opposition faction and their supporters have been holding “awareness marches” on different streets and squares of the capital since April 25. These are actions that “explain to people” what the opposition accuses the current authorities of. At the same time, this is a call to join the struggle for its overthrow.

Young people are also actively involved in the movement. For the second day in a row, they organize actions in universities, calling on students to join the fight. On April 27, they brought a “gift” for the prime minister to the government building – “essential items that he will use in prison”. However, the police did not allow them to leave the “gift” on the steps of the government building.

Since April 25, a group of oppositionists has been marching to Yerevan from the city of Ijevan, Tavush region. On the 26th, a similar march began from the village of Tigranashen in the Ararat region.

Ijevan is the birthplace of Prime Minister Nikol Pashinyan, and Tigranashen is one of the enclaves of Soviet Azerbaijan that have been reclaimed since the 2020 Karabakh war.

The purpose of the marches is to “wake people up from hibernation”, and to help them see “the threats that Armenia is facing”.

All street actions of this political force will continue until May 1. According to Ishkhan Saghatelyan, an MP from the Hayastan faction, and Vice Speaker of the Parliament, “much more concrete actions” will begin after that.

On April 17, leader of the opposition “I Have the Honor” faction Artur Vanetsyan began a sit-in strike in the Freedom square in Yerevan. Why has the internal political situation in Armenia escalated?

The action of the head of the I Have the Honor opposition faction on Freedom Square will continue until the second stage of the struggle begins. Then, according to Artur Vanetsyan, the steps that the opposition intends to take to save the country will be announced. So far, both opposition forces have not reported anything about their plans.

Behind both factions are former presidents of Armenia, known for their pro-Russian past. Serzh Sargsyan is behind the I Have the Honor faction and Robert Kocharyan is behind the Hayastan bloc.

In the meantime, Artur Vanetsyan welcomes the street struggle of the Hayastan faction. According to him, “somewhere at some point, all the actions will definitely intersect, because everyone has the same goal” – the security of Armenia and Nagorno-Karabakh, and it can only be achieved with a change of power. Moreover, the oppositionist believes that it should take place in a constitutional way, that is, in parliament.

In the meantime, deputies from both opposition factions do not participate in the work of parliament. The ruling party accuses them of not going to work, but getting paid. In response, the opposition deputies say that they do not intend to give up their mandates yet, they keep them in case “there is a need to reach a final resolution of the issue in parliament”.

Results of the Putin-Pashinyan negotiations: the Prime Minister of Armenia summarized the results of his recent talks with the President of Russia and assessed them as ‘productive’

“The opposition has declared war on the world in order to seize power”, said Hayk Konjoryan, leader of the ruling Civil Contract party. He says that the opposition in every possible way rejects the idea of peace in Armenia, scares people with it, calls to join them in order to prevent the idea of “traitorous authorities” from reconciling with Azerbaijanis:

“This is a very strange idea, but with whom should we go to peace? You have to put up with those with whom you are at war. Is not it? In this case, with the Azerbaijanis”.

According to the deputy, the opposition is trying to use the idea of peace as “a club to strike at the current government” in order to regain power.

“Whose interests does the opposition serve? In whose interests are the Armenian people, the Republic of Armenia always in the cycle of wars and conflicts?”, Konjoryan asks.

According to the deputy from the ruling power, the opposition, which at one time was in power, then frightened the people with war:

“Today, the same former government, the current opposition is already scaring the people with peace, saying: “Dear people, come on, help us come to power, otherwise there will be peace”. This is a very dangerous, extremely ugly policy that can have extremely dangerous consequences for the Armenian people, the Republic of Armenia”.

Hrachya Hakobyan, another deputy from the ruling faction, believes that the opposition cannot achieve a change of power, as there is no public demand, and the oppositionists do not have a specific agenda.

Referring to the Prime Minister’s sensational statement about the need to “lower the bar on the status of Nagorno-Karabakh”, which was the reason for this movement, Hakobyan said:

“The opposition understood this, that Artsakh is being “surrendered”. Now the prime minister has said at a government meeting that no action will be taken without broad public discussion. Didn’t they hear it? He said that Artsakh is not a thing to pass on”.

In Armenia and Nagorno-Karabakh, the statements of Prime Minister Nikol Pashinyan, are actively discussed. Many experts perceive them negatively, while the EU special representative described them as ‘far-sighted’

Political observer Hakob Badalyan finds it difficult to assess the effectiveness of the opposition’s actions and say how events will develop. He says that so far the opposition is only copying the methods of struggle of the Velvet Revolution of 2018, led by the current Prime Minister Pashinyan. The opposition is not doing anything else yet, its behavior is uncertain, the expert believes.

According to him, one should understand what the goal of the opposition is, and not listen to the propaganda theses announced by them about the mistakes of the authorities.

“Undoubtedly, the task is to stimulate the crisis situation as much as possible”, says Hakob Badalyan.

But at the same time, he believes that the proclaimed goal of a change of power is still unattainable since there is not enough support from society:

“On the other hand, they may have sufficient human and material resources and are able to maintain constant tension for a long time, create an atmosphere of chaos, thereby forcing the political authorities to reckon with them”.

According to the observer, it is impossible to achieve political success by simply copying the methods of struggle of the last revolution, and the opposition does not have support from the population:

“The main reason is that this opposition is the former government. Society still feels the influence, to put it mildly, of the inefficiency of that power and a number of other factors arising from this circumstance. Because of this, it is practically impossible to have such a level of public support that will force the authorities to take into account all the demands of the opposition, including the resignation of the government.

The expert does not rule out that there may be external events that will affect the balance of power between the opposition and the authorities. But, according to him, this factor “contains the prospect of chaos and destabilization and not some kind of political solution”.

Hakob Badalyan believes that if the situation does not become unmanageable, this opposition movement can play in favor of the Armenian authorities, in particular, during the negotiations on Nagorno-Karabakh:

“In other words, this rebellion of the opposition, the protest can become an argument, a trump card in the hands of the political authorities for maneuvering in the external field. Especially at the moment, when we see that the external situation for Armenia, to put it mildly, is unfavorable”.

Expert: The Kosovo precedent can certainly be applied in the case of Artsakh

ArmInfo.. According to international law, the precedent of international recognition of  Kosovo's independence can certainly be applied in the case of  Artsakh.  International law expert Ara Ghazaryan expressed a similar  opinion to ArmInfo.

" What does recognition of Kosovo mean? This is the recognition by  the international community of the absence of any international legal  norms prohibiting any community from declaring its own independence.   In other words, the court verdict recognizing Kosovo created the  antithesis of the international principle of the territorial  integrity of states. The antithesis, which later developed into the  status of an international rights," he said.

According to Ghazaryan, given the indisputable observance of all  rights, from freedom of assembly to the right to elect and be elected  by the people of Artsakh, not a single country in the world has  questioned the regularity of Artsakh's declaration of its own  independence to this day. This, of course, also applies to Kosovo. At  the same time, the expert stressed that the same international  community does not recognize the similar right of communities that  have declared independence in the face of violence, racism and  intolerance.

"In this light, the statements of political leaders of some countries  about the prevalence of the principle of territorial integrity over  the principle of the people's right to self-determination proceeds  solely from political expediency, and in no way from fundamental  human rights. Armenia raised all these issues in the international  arena long before the recognition of Kosovo. And the latter, having  become a precedent, only strengthened our demands. And if the Artsakh  conflict had not been considered, including through the prism of the  right of peoples to self-determination, in the end, the OSCE Minsk  Group itself would not have been formed in 1992," he stressed. 

According to the lawyer, Baku's statements that the activities of the  OSCE Minsk Group are pointless, are conditioned by its attempts to  transfer the issue exclusively into the platform of the principle of  territorial integrity. But they are faced with the recognition of the  right to self-determination by all member states of the Minsk Group.  Moreover, he recalled that the European Parliament once adopted a  resolution on the need to specifically resolve the problem of Artsakh  on the basis of the Artsakh people's right to independence.  

"Thus, Azerbaijan's attempt to solve the problem by military-political  means did not finally resolve it in any way. Armenians live in Artsakh,  people who have rights live there, including the right to their own  self- determination. In other words, this fundamental right will  exist as long as there is a community there. In this light, it is at  least premature to talk about the final resolution of the Artsakh  problem. And not only the Prime Minister of Armenia, but also  international institutions, including the hegemonic country in face  of the United States are already saying that it has not been resolved  yet," the lawyer concluded.

Anti-Pashinyan protest held outside Armenian parliament

A protest against Armenian Prime Minister Nikol Pashinyan was held outside the Armenian parliament on Wednesday morning.

Several employees of the National Assembly held posters reading “Stop Nikol” on the stairs of the parliament building, were photographed and shared their photos on social media.

Earlier on Monday, Armenia’s opposition groups started coordinated protests and marches in Yerevan to topple Pashinyan and his cabinet in a bid to thwart "new concessions" to Azerbaijan.

NKR President: Not a single document on the status of Artsakh is being discussed at this stage

ArmInfo. Artsakh President Arayik Harutyunyan chaired an extended session of the government.

According to the press service of the NKR leader, during the meeting,  Harutyunyan presented the military-political situation in the  republic and the latest foreign policy developments around Artsakh.   In particular, in the context of recent meetings in Moscow and  Brussels with the participation of the Prime Minister of the Republic  of Armenia, the President of the NKR stressed that at this stage not  a single document on the status of Artsakh is being discussed.

At the same time, he assured that there is a clear agreement with the  Prime Minister of the Republic of Armenia, according to which, in the  event of any discussion of the future status of Artsakh at the  international level, the position of the Armenian side should be  coordinated with the opinion of the authorities and the people of the  NKR.

Touching upon issues related to cooperation between the two Armenian  republics, Harutyunyan noted that in the post-war period, the need to  have close ties between the state administration systems of Armenia  and Artsakh and increase the effectiveness of cooperation with  partner agencies of the Republic of Armenia has grown. 

In this context, the President instructed the government members to  take the initiative, stressing that steps will be taken at the state  level to further strengthen these ties.

“The Prime Minister of the Republic of Armenia and the President of the Russian Federation expressed confidence that the effective negotiations held in Moscow will contribute to the further strengthening of the Armenian-Russian multilateral special allied relations.

Nikol Pashinyan thanked for the warm reception given by Vladimir Putin, confirmed his invitation to the Russian leader to visit Yerevan in the second half of 2022 in connection with the session of the CSTO Collective Security Council. Armenia, Slovakia sign Agreement on Economic Cooperation

An Agreement on Economic Cooperation between the Governments of the Republic of Armenia and the Slovak Republic was signed today by Armenian Minister of Economy Vahan Kerobyan and Ambassador of Slovakia to Armenia Miroslav Hacek

The agreement envisages the development and diversification of mutually beneficial cooperation in all areas of mutual interest. It enables the development and deepening of long-term economic relations between the two countries on the basis of equality and mutual benefit, in areas such as industry, tourism, energy, agriculture, small and medium-sized enterprises, transport and infrastructure, environmental protection, information and communication technology. etc.

The Joint Slovak-Armenian Commission for Economic Cooperation will be the instrument for fulfilling the content of the Agreement. Its establishment and start of activities is one of the closest tasks for both parties.

During the meeting that preceded the signing ceremony, Minister Kerobyan presented the priorities of the Armenian economy. The parties discussed the areas in which it is possible to develop effective bilateral cooperation. These include metallurgy, mechanical engineering, microelectronics, rubber production, jewelry, textile industry, pharmaceuticals.

Magnitude 2,6 earthquake recorded in Armenia’s north-west

YEREVAN, APRIL 5, ARMENPRESS. A magnitude 2,6 earthquake was recorded at 13:27, April 5 some 18km south-east from the village of Ashotsk in Shirak Province, the Ministry of Emergency Situations said. It had a depth of 10km.

The earthquake measured 3-4 at the MSK scale in the epicenter, and was felt at an intensity of 2-3 MSK in the villages of Saragyugh and Bavra.

“On September 27, 2020, when the world was battling the COVID-19 pandemic, Azerbaijan, with the help of its allies and mercenaries, launched a large-scale offensive against the Armenians of Nagorno-Karabakh. And despite some humanitarian organizations, heads of a number of states very quickly gave an accurate assessment of what was happening, it seems that was not enough. One of the first to respond to the situation was French President Emmanuel Macron, who openly stated that Azerbaijan had transferred jihadist groups from Syria to Nagorno-Karabakh to fight against Armenians. He reminded that in a flagrant violation of international law, Azerbaijan targeted civilians and civilian infrastructure, bombed cities, used phosphorous bombs, and brutally executed the elderly who had not left their homes before the Azerbaijani advance. Arman Yeghoyan stressed that dozens of Armenian prisoners of war are still being held in Baku prisons, whom Azerbaijan refuses to return.

"And in these difficult days, the Armenian people, who had lived for thousands of years in their homeland, Nagorno Karabakh, did not receive the same support from the international community. Why? The question here was geopolitics or values? Even if we assume that the reason was geopolitics, even in that case, was the war in Nagorno Karabakh not connected in some way or another with what is happening in Ukraine today? I leave this as an open question that you can ponder over. And what do you think, how can any state, any government, expel any population from its hometown and village, what European state can do such a thing without receiving a European response? Nobody. But why was this possible in Nagorno Karabakh? This is another question that I leave open and suggest thinking about it”, Arman Yeghoyan concluded.

Armenia expects that the Russian peacekeeping contingent in Nagorno Karabakh will take concrete steps to withdraw the Azerbaijani troops from the area of responsibility of the peacekeepers and to restore the status quo recorded in the 2020 November 9 trilateral statement, Prime Minister Nikol Pashinyan said at the Cabinet meeting.

Pashinyan added that the crisis in Parukh was caused as a result of violations of the agreements.

He said that with the purpose of de-escalating the situation in the region, an agreement had been reached to reciprocally withdraw a number of positions from the Parukh-Khramort section and the Russian peacekeeping contingent had to guarantee this agreement. Several Armenian positions were withdrawn, Russian peacekeepers were deployed into the area, however the Azerbaijanis invaded into the Russian peacekeepers’ area of responsibility right before the eyes of the peacekeepers.

“We regret to record this, and the fact that despite clear statements made by the Russian Defense Ministry, the USA, France and the UN, the Azerbaijani military invasion into the area of responsibility of the Russian peacekeeping contingent in Nagorno Karabakh still continues as of today. We expect that the Russian peacekeeping contingent in Nagorno Karabakh will take concrete steps to withdraw the Azerbaijani troops from the area of responsibility of the peacekeepers and to restore the status quo recorded in the 2020 November 9 trilateral statement.

We also expect that the actions or possible inactions of the Russian peacekeepers during and after the invasion will be subject of a proper investigation. Let’s not forget that before these events the Azerbaijani military was firing mortars for 10 consecutive days at the village of Khramort. In some villages of Nagorno Karabakh the Azerbaijani troops were opening small arms fire and still continue firing at residential homes and farming tractors, with farmers inside. Such cases happened in Nor Shen, Amaras and Taghavard villages, while on October 9 of 2021 a farmer was shot dead by Azerbaijani sniper fire at the presence of Russian peacekeepers in Martakert while working in the agricultural fields,” Pashinyan said.

Pashinyan warned that the obvious goal of such actions by Azerbaijan is to complete ethnic cleansing of the Armenians of Nagorno Karabakh.
