ArmInfo. Prosperous Armenia Party (PPA) delegation led by Gagik
Tsarukyan is to leave for Saint Petersburg to participate in the
Congress of "Yedinaya Rossia" Party (Untied Russia), says the PPA
press release.

Before the Congress on November 21 a scientific and business forum
will take place on the topic "Social Responsibility of Parties
During Crisis". Gagik Tsarukyan is expected to voice a statement at
the forum. G. Tsarukyan’s Spokesman Khachik Galstyan told ArmInfo
the delegation comprises Secretary of PPA faction Aram Safaryan
and Representative of the Republican Party of Armenia faction Gagik
Melikyan. He said PPA and "Yedinaya Rossia" leaderships will discuss
the prospects of cooperation of two parties’ youth wings.

victory over Chevakatu of Russia.

"Atis was one of the strongest basketball teams of USSR period. I
warmly welcome the revival of Atis and believe the team will make us
proud," RA Minister of Sports and Youth Affairs Armen Grigoryan told
PanARMENIAN.Net reporter.

Also, the Minister reported that RA Ministry of Sports and Youth
Affairs in collaboration with Armenian Basketball Federation have
developed several plans on basketball development in Armenia.

A wall of an Armenian Church on Abo Tbileli Street, Sololaki District,
Tbilisi, collapsed last night. The collapse damaged other nearby
buildings, but luckily, no one has been injured.

The Armenian Church was closed due to the critical state of the
historic building.

Locals say that the recent rains inflicted more damage on the church
and the wall of the amortized building ruined as a result.

District governor viewed the damaged building and promised the locals
to allocate funds for rehabilitation works.

Early settlement of frozen conflicts, in particular Karabakh conflict
is in general interest, including the Council of Europe, Slovenian
Foreign Minister Samuel Zbogar said Nov. 18 after Slovenia assumed
Presidency of the Committee of Ministers.

Zbogar underlined that though CoE is not involved in Karabakh peace
process, while OSCE Minsk Group is, the Council still can do much
to accelerate establishment of confidence between the two countries,
as well as contribute strengthening of interregional cooperation in
South Caucasus. First of all Azerbaijan and Armenia should seek ways
to resolve the conflict.

Commenting on "Eastern partnership" program, Zbogar stated that it is
aimed at creation of close cooperation atmosphere between EU member
states. "We expect reforms and development from the countries. We wish
to set on foot the reforms, development and progress in these states.

The means mentioned above might indirectly assist the Karabakh conflict
resolution," the official concluded.

The Azerbaijani president Ilham Aliyev, addressing the ceremony of
opening a building for refugees, said that for the settlement of
the Karabakh issue there are two ways – peace or military. There is
no other third way and they are not going to protract the process,
said Aliyev.

According to him, return of 7 regions is planned in negotiation
with the Armenians as well as the return of Azerbaijani refugees
to Karabakh. Aliyev accused the Armenian side of protracting the
negotiation process – either new topics appear or the old ones are
being revived.

According to Aliyev, very soon, the Azerbaijani population will arrive
to 10 million and the economy, in several years, will exceed the
Armenian one by 10 times. The abyss between Armenia and Azerbaijan
will increase, said Aliyev and counted the Azerbaijani advantages
over Armenia in different spheres.

A Republic of Armenia Prime Minister Tigran Sargsyan-led delegation
left today for Italy to attend the summit of United Nations Food
and Agriculture Organization. The delegation consists of Chief of
Government Staff David Sargsyan, Minister of Agriculture Gerasim
Alaverdyan, Deputy Foreign Minister Arman Kirakosyan, other top
dignitaries and representatives of government and foreign ministry
staffs.

The Prime Minister will deliver a speech during the Summit. Meetings
are scheduled with the FAO Director General, the President of the
International Fund for Agricultural Development, as well as with the
Executive Director of UN World Food Program.

DAMASCUS, NOVEMBER 16, NOYAN TAPAN. President of the Syrian Arab
Republic Doctor Bashar al-Assad received Catholicos of All Armenians
Karekin II and the delegation accompanying him being in Syria on an
official-pastorial visit on November 15.

During the meeting the sides touched upon centuries-old Armenian-Syrian
historic-cultural contacts and deepening of relations in various
spheres developing progressively. B. al-Assad attached special
importance to Syrian Armenian community’s role and significance and
efforts made by the Armenians in development of country’s economy
and public life.

His Holiness the Patriarch expressed gratitude to the President of
Syria for care and kind attitude to the Armenian community. Meanwhile
he evaluated very highly the position of Syria’s political leadership,
in particular, of President Assad towards national religious minorities
mentioning that Syria as a country and state can serve as an example
for religious tolerance and public solidarity.

Regional problems were also touched upon at the meeting. The
normalization process of Armenian-Turkish relations was specially
discussed.

According to the RA Foreign Ministry Press and Information Department,
the same day Catholicos of All Armenians Karekin II met with Prime
Minister of Syria Mohammad Naji Otri. Issues related to further
expansion of Armenian-Syrian bilateral economic relations and
development of partnership in all spheres were discussed at the
meeting.

Then a patriarchal solemn saint liturgy was served in Damascus Saint
Sargis Church, conducted by Catholicos of All Armenians Karekin II.

A reception in honor of Catholicos of All Armenians Karekin II was
organized on November 15 at Damascus Kasr an-Nubala hall. General Mufti
of the Syrian Arab Republic, Minister of Industry, Deputy Foreign
Minister, heads of diplomatic representations accredited in Syria,
diplomats, journalists, public-political figures, representatives of
the Armenian community were present at the reception.

The visit of Catholicos of All Armenians Karekin II to the Syrian
Arab Republic finished on the November 16 morning.

of a unique exhibition of works by more than twenty Armenian painters
will take place on November 28 at the Armenian Prelature’s Utudjian
Hall in Nicosia. According to Gibrahayer, the exhibition will be
held under the patronage of Hagop Pakradouni Member of the Lebanese
Parliament. The exhibition will be open daily between 18:00 – 22:00,
from 29 November to 6 December 2009.

Contradictions On The Swiss Stage

CONTRADICTIONS ON THE SWISS STAGE

The criticism of the prominent Swiss newspaper against its government
is characteristic. The "Neo Zuricher Zeitung" newspaper criticizes the
country’s foreign ministry, for mediating between Armenia and Turkey
in the process of normalization of their ties as well as signing of
the protocols. The main issue of the criticism is Turkish denialist
policy. In other words, official Bern shouldn’t have mediated such
a process as long as Turkey doesn’t recognize the Armenian Genocide.

We’re not talking of a casual phenomenon here where a media
representative would criticize Turkey for its denial of history.

First of all, we’re talking about the most popular newspaper in a
given country. Second, we’re talking about Switzerland; a country
that has been given a mediatory role by geopolitical powers for a long
time now. It’s true that the criticism didn’t come from a government
official, however, after all we’re talking about a major contradiction
between the state and the public opinion.

It shouldn’t be surprising to state that by taking up this mediatory
role Switzerland also manifested intra-state contradictions.

And the rationale is this: We all know that the then president of the
Turkish Historians’ Union Yousouf Haladjoghlu and after him historian
Doghou Perincek were taken to court one after the other for denying
the fact of Genocide based on Swiss Criminal Law. The judicial odessy
is familiar to our readers.

Let’s continue the attempt of developing the rationale.

The same Switzerland was mediating secret talks between the Armenian
and Turkish foreign ministry delegates which was developing in rounds.

Most probably during those secret talks the Turkish delegates must
have denied the Armenian Genocide several times.

The question about the contradiction doesn’t end here though. According
to media reports, on the day of the signing of the protocols it was
decided for the two ministers to address the reporters. The written
address of the Turkish foreign minister included a section which
to say the least doubted the Armenian Genocide and which even if
not presented, nevertheless was read and examined not so far from
the spotlights and the reporters’ cameras. In other words, a Swiss
law-countering step was taken in the courts of University of Zurich.

Still, the historic subcommittee mentioned in the Protocols opens doors
for Turkey to assure the examination of the facts of the Genocide. The
examination itself is the indirect denial of the truth; a unique way
of denial. So, there goes the third explicit violation of Swiss Law.

The issue, therefore, isn’t about state-public opinion contradiction,
but the screaming contradiction between Swiss judicial and
political sectors seen in the mediation of the for normalizing the
Armenian-Turkish relations. And that was seen in three occasions;
too many occasions.

This issue has no relation with the success or collapse of the
process. The Swiss foreign affairs high directorate must give an
explanation to the official judicial sector about the violations
committed until now if it’s really true that in countries like
Switzerland the judicial sector is independent of the political sector.

/PanARMENIAN.Net/ 4th traditional Memorial, dedicated to the memory of
the international boxing sports master, the warrior-liberator Vachik
Lazarian started November 12 in Yerevan. Participants and organizers
of the Memorial before the start of the fighting visited Yerablur in
the morning, where the warrior-liberator was buried.

The fighting began at 13:00. The first day boxers came out in 7 weight
categories. The first day during one of the battles the lights went
out in the hall, but the organizers, despite dissatisfaction of
arbitrators decided to continue the tournament.

"The tournament is important, because it helps to form the youth team
of Armenia, which will take part in the championship of Armenia and
the European Championship to be held in France," chief arbiter of
the tournament Artak Maloumyan told a PanARMENIAN.Net reporter. 122
fighters aged 17-18 from all regions of Armenia take part in the
Memorial.
