Azerbaijan President Ilham Aliyev has today met members of the UK
Parliament`s Foreign Affairs Committee.

Mike Gapes, the committee`s chairman, said the House of Lords is
pleased to once again host the President of Azerbaijan. He stressed the
importance of the Azerbaijani leader`s visit to London, expressing
confidence it would contribute to developing the Azerbaijan-UK
relations.

Gapes said the meeting with the Azerbaijani President is a good
opportunity to exchange views on ongoing processes in the country
and regional and international matters.

The Committee chairman praised Azerbaijan`s achievements in energy
sector, saying it would be interesting to learn the Azerbaijani
leader`s vision of cooperation in this regard.

President Ilham Aliyev highlighted ongoing development processes
in Azerbaijan.

He praised the Azerbaijan-UK relations, saying they see overall
development.

The President said the two countries have "an intensive political
dialogue" and "successfully cooperate on energy and security and
fight together against terror".

The President also touched upon the Azerbaijan-EU cooperation, and
said it is being continuously expanded. President Ilham Aliyev said
Azerbaijan is today "a key energy supplier for Europe".

The President also spoke of the Armenia-Azerbaijan conflict over
Nagorno-Karabakh, including ongoing talks to resolve the dispute.

/PanARMENIAN.Net/ Azerbaijan and Turkey’s signing an agreement on gas
export price can become the next step in implementing Nabucco project,
Deputy Chairman of the U.S. Senate Foreign Relations Committee,
Republican Senator for Indiana Richard Lugar believes.

"The U.S. is looking forward that agreement," he said.

Commenting on the recent gas agreement signed between Russia and
Azerbaijan, the Senator said that "this agreement can’t hamper
Azerbaijan’s participation in Nabucco, because Russia itself might
be a partner in the project".

Senator Lugar also hopes that the agreement between Nabucco countries
"will help speed up the export of Azerbaijani and Central Asian gas
through the pipeline".

The Nabucco project represents a new gas pipeline connecting the
Caspian region, Middle East and Egypt via Turkey, Bulgaria, Romania,
Hungary with Austria and further on with the Central and Western
European gas markets The pipeline length is approximately 3,300
km, starting at the Georgian/Turkish and/or Iranian/Turkish border
respectively, leading to Baumgarten in Austria.

Estimated investment costs including financing costs for a complete
new pipeline system amount to approximately 7.9 billion Euro.

"I have only principle related to Karabakh. It is a return of occupied
lands of Azerbaijan."

I support the peaceful solution to the conflict", said chairman of
the Caucasus Muslims Clerical Office Sheikh-ul-Islam Haji Allahshukur
Pashazade.

He said he would agree to go to Karabakh once he is offered.

"I have not received a proposal to visit Karabakh yet. I think these
visits are positive as we are traveling to our lands. Karabakh is our
land. I think these visits can be advantageous. I support use of all
methods if only Karabakh is returned".

He said he has met with Armenian religious leader since 1988. "Even
some documents were signed in our meetings. Russian patriarch
is expected to organize our next meeting in near future. CIS
Inter-religions Advising Council will hold its meeting in Baku next
April. Armenian religious leader Garagin will also be invited on
behalf of me. If he intends he can participate".

Baku hopes for progress in the Karabakh settlement negotiations of
the Azeri and Armenian presidents due in Moscow on July 17, Azeri
Parliament First Vice-Speaker Ziyafet Askerov told the media on Monday.

"Hopefully, some progress will be made at the meeting," he said.

Most probably, the presidents will continue their meetings, he
said. "It is obvious to us that the Karabakh problem must be resolved
in compliance with the Azeri territorial integrity principle," he said.

Askerov said he was unaware of the Madrid settlement principles
discussed by the presidents.

"I have read the Moscow Declaration, which prioritizes the
territorial integrity of Azerbaijan. This territorial integrity
cannot be bargained. Naturally, the negotiations must be held from
the position of Azeri sovereignty and territorial integrity," he said.

Askerov also commented on the possibility of Azerbaijan’s use of
military force in the restoration of its territorial integrity.

"Peaceful settlement would meet the interests of both countries.

But, this [the military solution] will always be on the agenda if
the Azeri interests are not met and its territorial integrity is not
ensured," he said.

The Ambassador of France to Armenia, Serge Smessow, met reporters
in Yerevan on the eve of the National Day of France – the Bastille
Day. He assessed the Armenian-French relations as brilliant and said
the political and economic relations between the two countries are
developing.

As the Ambassador of France, a co-chair country of the OSCE Minsk
Group, Serge Smessow commented on the statement of Presidents Obama,
Sarkozy and Medvedev released within the framework of the G8 summit
in Italy. "The statement encourages to continue the negotiation
process based on mutual concessions to find a reasonable solution to
the Karabakh conflict. It’s quite clear to me that this is simply
a demonstration of political will on the highest level, a desire
to reinforce the results achieved in the negotiation process," the
Ambassador said.

Ambassador Smessow, however, refrained from commenting on the
statements of the OSCE Minsk Group Co-Chairs.

Non-use of force, territorial integrity and the right for
self-determination: а sign of equality should be put between these
three Madrid principles, the Ambassador considers.

As for Turkey’s stony path towards European integration, France has
said many times it opposes Turkey’s accession, but the talks still co
ntinue. The Ambassador said he doubts about the results of those talks.

CHARLES AZNAVOUR MEETS HIS HOLINESS ARAM I IN ANTELIAS

The Iconic French Singer son of Armenian immigrants visited His Holiness
Aram I on Friday 10 July in the afternoon. The artist had been invited to
sing at the Beiteddine Festival in Lebanon.

His Holiness Aram I received the guests in the presence of the Prelate of
Lebanon His Grace Bishop Kegham Khatcherian, the Responsible for Protocol
Bishop Norayr Ashekian and the head of information office Very Rev. Krikor
Chiftjian. In his welcome, the Catholicos expressed his appreciation of the
great Man who had used his talent to give visibility through art to his
adopted country France, and at the same time affirm his Armenian origins

Conversations turned around Aznavour’s advocacy role in reminding the world
of the denial of the genocide and the rights of the Armenian people. Since
1988 following the earthquake in Armenia, Charles Aznavour has become the
Itinerant Ambassador of the Armenian people. He has used his personal
resources and raised funds for the reconstruction of the disaster areas and
provided humanitarian assistance to the victims in Karabagh.

In the end of the visit, His Holiness Aram I offered the Itinarant
Ambassador a reproduction of the most ancient handwritten with miniatures
copy of "Nareg". This special gift was to accompany the decoration of the
Order of Knights of Cilicia, the Late Catholicos Khoren I had given to him
in 1977.

literature" pan-Armenian Olympiad and the contest of Armenology

President Serzh Sargsyan met with the members of the Public Council,
President’s Press Office reported.

In his opening remarks the President of Armenia particularly said,
"This is our first meeting since after the Council has been fully
formed. I cordially congratulate all 36 members and wish you productive
work.

This is an exceptional institute, whose configuration and charter
have been designed and formed out of state structures. The election
of its members has also taken place in an unprecedented manner. And
the outcome of this enterprise depends primarily on all 36 members
of the Council. I have no intention of downgrading the role of the
Presidential Staff and our state structures: What I mean is that the
extent of our assistance will depend on your activities. We are ready
to discuss any initiative, to listen to your opinion, and it will be,
of course, a part of our work.

I am familiar with the Charter of the Public Council, I also know
that your decisions are not mandatory for the state governing bodies,
and will bear no direct influence on the policies. But we all also
understand that this structure has been created to influence the
policies. At first, it may sound as a contradiction, but it is clear
for me that there is no contradiction at all. If the state governing
bodies act based firs t of all on the power of law, your activities
will be based on respect, authority and public trust. I am happy
that the Public Council comprises individuals who posses all of
these qualities. And I hope that this structure will acquire your
personal qualities.

I would not wish for the Council to become a closed club, but rather
a great venue for exchanging opinions, listening to new ideas,
and adopting decisions. This is my vision of the Council’s work,
and I would like to repeat that this is an important structure,
and I didn’t pursue any other option.

I want your participation in the decision making to be significant. The
President and the state are interested in your participation in
important decision-making; by participating in decision-making
you also participate in the implementation of those decisions and
advocate them. In state structures we can obligate the state employees
to comply through orders, laws, government decisions, but in this
structure the role of the people who entered it and make decisions
on voluntary basis is, certainly, different. I sincerely believe that
this structure will deliver.

You see, from the moment the idea emerged, there were people
who labeled the structure without even knowing what its charter
would be like. I am confident that you and the mature part of our
society realize very well why this whole process of discrediting
was started. If we understand that s imple thing, it means that we
should be mindful of it in our work and implement ideas not to convince
someone that their approaches were wrong, but to build a better state,
to make our society a better one."

The Chairman of the Public Council Vazgen Manoukian informed the
President of Armenia on the formation of the Council’s commissions
and other administrative issues. He said that through the commission
formation process, a great number of people volunteered for help and
as a result the commissions have engaged high-class professionals
from different areas.

The Chairman of the Council expressed confidence that the structure
would be able to discuss many issues of public concern and find
avenues for their solution. He also informed that the Council has
been already receiving many letters which are being sorted by the
topics and analyzed to identify issues of common concern.

Vazgen Manoukian noted that all democratic states have similar public
structures which bring significant participation to the resolution of
social issues and play a reconciling role when interests of different
social groups collide.

During the working discussion, the members of the Council raised
a dozen questions pertaining to science and education, culture,
environment protection, economy, Armenia’s presence in international
information flows, and creation of the system of values for the younger
generation. President Serzh Sargsyan sugge sted that in its future
works the Council undertakes the development of concrete proposals
for the resolution of these issues.
