"As a state figure, you do much for social and economic development
of Armenia. Russia appreciates highly for consistent steps for
strengthening of strategic partnership between our countries," the
Russian President said in his address.

"I’m confident that the Russian-Armenian relations will develop for
the glory of our peoples," he said.

/PanARMENIAN.Net/ Al Qaeda’s reliance on Arabs is altering as recruits
from Turkey and Turkic-speaking areas of Central Asia form a recent
wave of trainees, experts say.

In an audio message from a hide-out in South Asia this month, an Al
Qaeda chief did something new: He sang the praises of an ethnic group
that once barely registered in the network.

"We consider the Muslims in Turkey our brothers," said Mustafa Abu
Yazid, the network’s operations chief. Lauding Turkish suicide bombers
killed in recent attacks near the Afghan-Pakistani border, he declared,
"This is a pride and honor to the nation of Islam in Turkey, and we
ask Allah to accept them amongst the martyrs."

The message is the latest sign of the changing composition of Islamic
extremism, anti-terrorism officials and experts say. The number of
Turks in Al Qaeda, long dominated by Arabs, has increased notably,
officials say. And militant groups dominated by Turks and Central
Asians, many of whom share Turkic culture and speak a Turkic language,
have emerged as allies of and alternatives to Al Qaeda in northwestern
Pakistan.

"We are aware of an increasing number of Turks going to train in
Pakistan," said a senior European anti-terrorism official who asked
to remain anonymous because the subject is sensitive. "This increase
has taken place in the past couple of years."

Turkey’s secular tradition and official monitoring of religious
practice for years helped restrain extremism at home and in the
diaspora. But the newer movements churn out Internet propaganda
in Turkish as well as German, an effort to recruit among a Turkish
immigrant population in Germany that numbers close to 3 million.

"We are seeing almost as much propaganda material from these Turkic
groups as we are from Al Qaeda," said Evan Kohlmann, a U.S. private
consultant who works with anti-terrorism agencies around the
world. "Turks were perceived as moderate with few connections to Al
Qaeda central. Now Germany is dealing with this threat in a community
that could be a sleeping giant."

Germany is especially vulnerable because it has troops in
Afghanistan. The threat could also intensify in other countries with
Turkish populations, such as France, Belgium and the Netherlands,
whose anti-terrorism agencies focus on entrenched extremism in large
North African communities.

And the implications are serious for Turkey, a Muslim ally of the West
and a longtime gateway to battlegrounds in the Middle East and Asia.

As Al Qaeda’s multiethnic ranks burgeoned in the 1990s, Turks trained
in Afghanistan and fought in Bosnia-Herzegovina and the Russian
republic of Chechnya. In 2003, Al Qaeda suicide bombers killed 70
people in attacks on synagogues and British targets in Istanbul,
Turkey’s largest city.

Despite Turkey’s population of more than 70 million, however, Turks
were once among the smallest contingents in the network.

"I used to tell the Germans they are very lucky because you
couldn’t find much radicalization among Turks," said Zeyno Baran,
a Turkish-born expert on Islam at the Hudson Institute, a think tank
in Washington. "No one was paying much attention to Turks because
they were considered the safe group."

Although Turkey works closely with Western anti-terrorism forces,
some officials say it devotes more energy to fighting Kurdish
separatists. Baran expressed concern that the moderate Islamist
government in power since 2002 has lowered its guard.

"With the government’s reluctance to talk about the problem of Islamist
ideology, Al Qaeda and groups like that seem to think there’s an
opening in Turkey and with Turks," said Baran, whose forthcoming book
is titled "The Other Muslims: Moderate and Secular."

Combat-hardened Central Asians have adopted a global agenda and
tapped a new recruitment pool. Only five years ago, Kohlmann said,
there was little need for Turkic-language translators to monitor
extremist Internet traffic; now they are in demand.

"These groups are trying to establish their pedigree and catering
their propaganda to Turkic speakers who don’t speak Arabic or Pashto,"
the dominant language in the Afghan-Pakistani border region, he
said. "Their media organizations are saying: We are the equivalent
of Al Qaeda for Turks."

The Islamic Jihad Union, an Uzbek-led group, has alternately competed
and worked with Al Qaeda. The organization trained and directed two
Turks and two German converts who have agreed to plead guilty in a
2007 bomb plot against U.S. targets in Germany.

Last year, the group announced that another recruit, a 28-year-old
Turk born in Bavaria, killed two U.S. soldiers in a suicide bombing
in Afghanistan.

During the same period as the attack last year, half a dozen French
and Belgian militants were training in Al Qaeda compounds in the
Waziristan region of Pakistan. The subsequent description by a French
trainee of the nationalities of the fighters he encountered departs
from the commonly held image of an essentially Arab movement.

"It’s possible to join different groups: a big Turkish group, an
Arab group (the smallest of all the groups), a group of Uighurs from
. . . northwest China, the biggest group," the trainee, Walid Othmani,
said during an interrogation by French police after his arrest in
January of this year.

Othmani, who is of Tunisian descent, said he trained with a mixed
group of Arabs and North Africans that was led by an Egyptian and
numbered 300 to 500 fighters.

The Uzbeks, meanwhile, totaled about 3,000, according to Othmani’s
confession. He said a Turkish contingent of 1,000 to 2,000 was
commanded by a Turk.

It’s not clear how precise his estimates are, investigators
say. Some numbers seem accurate, others larger than expected based on
previous intelligence. Overall, his account is regarded as credible,
investigators say.

The mix of nationalities may reflect the future in the making. Yazid,
Al Qaeda’s veteran financial chief, runs the network’s day-to-day
operations while Osama bin Laden and his deputy, Ayman Zawahiri,
devote themselves largely to avoiding capture, officials say. Yazid
used his recent audio message to make an urgent appeal for money.

"And here we, in the battlefield in Afghanistan, are lacking a lot of
money and a weakness in operations because of lack of money, and many
mujahedin are absent from jihad because of lack or absence of money,"
he said, according to a translation by Kohlmann’s organization,
the NEFA Foundation.

As Al Qaeda weathers hard times, the appeal geared to Turkic speakers
suggests that audience is seen as a source of rejuvenation, experts
said.

"They are attempting to broaden their appeal, and it certainly looks
like an instinctual competitive reaction to the sudden flourishing of
Turkic-speaking jihadi groups in the Afghanistan-Pakistan theater,"
Kohlmann said. "It’s an evolving recruitment and financing market
for them, and they don’t want to be left out in the cold," he said,

A report on the threat to Turkish-Armenian journalist Hrant Dink’s life
was tampered with and toned down before being sent to Istanbul. The
sentence ‘Yasin Hayal will murder Hrant Dink whatever the cost’
was changed to ‘Hayal is planning to take action toward Dink,’ the
Hurriyet Daily News reported.

Dink, the former editor-in-chief of daily Agos, was gunned down
Jan. 19, 2007 in front of his office in central Istanbul and the
instigator is suspected to be Yasin Hayal.

The mentioned intelligence report, written by the staff of the Trabzon
Police Department on Feb. 16, 2006 and sent to the Istanbul Police
Department two days later, carries the signature of Ramazan Akyurek
who was Trabzon’s chief of police at the time.

Akyurek is being blamed for "neglecting duty" in a report prepared
by the Prime Ministry Inspection Board, which was approved by Prime
Minister Recep Tayyip Erdogan.

professor Mihran Dabagh, the founding director of the Institute for
Diaspora affairs and genocide studies and member of the Armenian
community of Germany, is given the highest German award Cross for
Merit in the town of Bochum.

Statesmen and prominent cultural and scientific workers are usually
given that highest award.

The same day writer Ralf Giordano was also awarded the Cross for
Merit. Ralf Giordano also received the "St Sahak – Mesrop" award for
his activities for the benefit of Armenians from the Catholocos of
All Armenians Garegin II.

YEREVAN, June 23. /ARKA/. The Executive Board of the International
Monetary Fund (IMF) has completed the first review of Armenia’s
economic performance under a stand-by arrangement (SBA) and approved
an increase in the IMF’s financial support to an amount equivalent to
SDR 533.6 million (about US$822.7 million; or 580 percent of Armenia’s
quota), IMF Armenian Office reported on Tuesday.

"These decisions enable the immediate release of SDR 102.7 million
(about US$158.3 million), bringing the total disbursed to SDR 264.2
million (about US$400 million)", the press release says.

The revised arrangement will support the government’s economic program
amid a sharper-than-expected impact from the global financial crisis.

The 28-month stand-by agreement was approved on March 6.

"The key objectives of the program are to help Armenia adjust to the
external shock, maintain confidence in the currency and the financial
system, and protect the poor. The sharp contraction in economic
activity, the fall in remittances, an increase in unemployment,
and difficult conditions in credit markets require an easing of
macroeconomic policies and the implementation of several measures
to stimulate domestic demand and create new jobs", the press release
says.

Ambassador of India completing her mission in Armenia

On June 17 the Defense Minister of Armenia, Seyran Ohanyan, received
the Ambassador Extraordinary and Plenipotentiary of India to Armenia,
Mrs. Rina Pandey, who is completing her mission in our country.

The Armenian Defense Minister thanked Mrs. Pandey for the productive
cooperation and for her personal contribution to the development of
friendly relations between the two countries and wished success in her
further activity.

According to Seyran Ohanyan, the Armenia-India relations are valuable
because they reflect the aspiration of our peoples to continue the
historical traditions.

At the end of the meeting the parties expressed hope that the
Armenian-Indian relations and friendly ties would further develop,
embracing new spheres of cooperation, including the military field.

The Speaker of the National Assembly of Armenia, Hovik Abrahamyan,
received the Ambassador Extraordinary and Plenipotentiary of India
to Armenia, Mrs. Rina Pandey, who is completing her mission in our
country.

During the conversation the Speaker of the Armenian Parliament
expressed gratitude to Mrs. Pandey for the close cooperation of the
past year. Hovik Abrahamyan hailed the Ambassador’s work and stressed
that she had made her unique contribution to the development of
friendly relations between Armenia and India.

During the meeting the interlocutors discussed the perspectives of
cooperation between the parliaments of the two countries. Ambassador
Pandey informed the Armenian Parliament Speaker that her country
intended to support the development of one of the rural communities
in Lori marz and establish a center for Information Technologies
in Yerevan.

At the end of the meeting Mr. Abrahamyan wished success to Ambassador
Pandey in all her endeavors and expressed hope that she would maintain
friendly relations with our country after the completion of her
mission in Yerevan.

conflict settlement, Syrian President Bashar al-Asad said today in
Yerevan, during the meeting with RA President Serzh Sargsyan. Near
East countries know the price for peace very well, Syrian official
said. "Delays in negotiation process have never produced desired
results, and we all are well aware of it. Next month, I’ll pay a visit
to Azerbaijan, and touch upon Karabakh issue during the meeting with
President Aliyev. Conflict settlement should be achieved based on
all parties’ opinions," al-Asad stressed.

President Sargsyan noted in his turn that their negotiations
had focused on regional and international problems, as well as
Armenian-Syrian cooperation within international organizations.

EBRD And Vnesheconombank Join Forces To Support Armenia’s Energy Net

EBRD AND VNESHECONOMBANK JOIN FORCES TO SUPPORT ARMENIA’S ENERGY NETWORK

The FINANCIAL — The EBRD is providing a loan of up to â~B¬42 million
to the electricity distribution company Electric Networks of Armenia to
promote energy efficiency throughout the Caucasus republic. The project
is supported with â~B¬200,000 in technical assistance from Spain.

"The project will also be co-financed by Russia’s Vnesheconombank
which will provide â~B¬22.5 million to Electric Networks of Armenia
under an agreement signed today. The EBRD and Vnesheconombank signed
an intercreditor agreement. Both banks are joining forces in a third
country for the first time and the cooperation is seen as a milestone
in regional cooperation," EBRD informs.

The loan to Electric Networks of Armenia will finance energy efficiency
measures including an upgrade and modernisation of the low-voltage
infrastructure to reduce losses and the installation of meters to
improve the quality of supply.

These measures will increase the overall efficiency of the power
distribution system in Armenia, reduce network losses and improve
the quality of power supply through better frequency control and
reduction of power outages significantly.

Electric Networks of Armenia is owned by InterRAO UES of Russia. It
is the single supplier of electricity in the country. Third party
access to the distribution network is to be introduced by 2013.

Nandita Parshad, EBRD Director for Power and Energy, said "This project
provides us with an excellent opportunity to demonstrate what can be
achieved with improvements in energy efficiency. Reduced losses and
improved quality will benefit both the distribution company as well
as the consumer, be it businesses or private households. We expect
the successful implementation of the modernisation programme to have
a demonstration effect for the wider region."

Evgeniy Gladunchik, Chief Executive Officer of Electric Networks of
Armenia, added "This is the largest loan the EBRD has ever provided
to an Armenian company without a sovereign guarantee. It will help
ENA significantly to improve our operating and financial performance".

The EBRD has made the promotion of energy efficiency one of its core
activities. Under its Sustainable Energy Initiative I (SEI), started
in 2006, the Bank has financed over â~B¬2.7 billion in 166 projects
yielding 21 million tonnes of CO2 reductions. Building on the success
of the initiative the EBRD is now launching its Sustainable Energy
Initiative II.
