Sarkozy appoints new minister for economic recovery

PARIS (AFP) – President Nicolas Sarkozy on Friday appointed a new
minister for economic recovery charged with overseeing a massive
stimulus plan to help France fight the global slowdown.

Patrick Devedjian, a close Sarkozy ally and the current head of the
governing right-wing UMP party, will implement the 26-billion-euro
(33-billion-dollar) plan unveiled on Thursday.

Sarkozy said the new minister would ensure all funds unlocked under the
plan, which includes massive state investment and aid for the car
industry, are used for that purpose, and not simply folded into existing
ministry budgets.

"This plan will be implemented in full and it will be implemented
quickly," the president said.

Devedjian will be attached to the office of Prime Minister Francois
Fillon, and not to the economy ministry.

He immediately announced his resignation as UMP chief. His successor
will be appointed in late January with Sarkozy’s long-time ally Brice
Hortefeux, the current immigration minister, seen as a strong contender.

A deputy in the National Assembly, Devedjian took over from Sarkozy last
year as head of the district council for the Hauts de Seine, west of
Paris — the president’s political fief.

The 64-year-old has been junior minister twice before, for local affairs
in 2002 and industry in 2005.

calls the RA government for declaring 2009 year of complete liquidation
of earthquake zone problems and all interested structures, political
forces, NGOs, individuals, Diasporan benefactors for assisting the
fulfillment of that initiative as far as possible. According to party’s
December 5 statement, the fact that two decades have passed since the
December 7, 1988 earthquake, but the expression "earthquake zone"
hangs above Armenian people’s head like a hard stigma is the shame
of the Armenian nation, which is a builder and creator.

Co-chairs of the OSCE Minsk Group, Ambassador Yuri Merzlyakov of

Bernard Fassier of France as well as with Personal Representative of
the OSCE Chairman in Office, Ambassador Andrzej Kasprzyk to discuss
the process of the Nagorno Karabakh conflict settlement, RA MFA press

The diplomats highlighted the positive atmosphere created during the
June 6 and November 2 presidential meetings and stressed the necessity
to continue negotiations on the basis of Madrid principles by the
instrumentality of the OSCE Minsk Group Co-chairs for reconciliation
of the sides and peaceful resolution of Karabakh problem.

The first thing that the leaders of political parties participating in
the consultation with Serge Sargsyan told reporters waiting outside the
conference hall was that Serge Sargsyan, unlike his predecessors Levon
Ter-Petrosyan and Robert Kocharyan, takes into consideration the
opinion of the political parties on the important issue of Karabakh. Of
course, it is highly disputable that Serge Sargsyan really wanted to
know the opinion of the leaders of political parties on Karabakh. If
the Marxist Davit Hakobyan was delighted that Serge Sargsyan listened
to his speech without interrupting, or Paruir Hairikyan who left the
consultation for the ceremony of Golodomor said the president took
notes of interesting ideas and proposals, it does not mean that Serge
Sargsyan took genuine interest in the opinions that were expressed.

Maybe Serge Sargsyan did not interrupt the speeches because he could
not understand their meaning, and took notes to try to understand the
obscure things later with the help of his assistants. The point is that
our parties are mental virgins, and when the president invited them to
the round-table meeting to express their thoughts, it is possible that
they did not express them well enough. In any case, however, it is
clear that Serge Sargsyan did a thing which the first and the second
presidents had not20done in their 7 and 10 years of office respectively.
It is possible that during their presidency the Karabakh issue was not
in such a crucial stage like now, and they did not need round-table
meetings like Serge Sargsyan now. However, the problem is that Serge
Sargsyan had stated before that meeting that the Karabakh issue will
not be solved soon, and will take a lasting process. Therefore, the
urgency of the roundup of parties was not more than in the different
periods of office of Levon Ter-Petrosyan or Robert Kocharyan.

Hence, most probably Serge Sargsyan is really a more tolerant and
dialoguing president than Ter-Petrosyan and Robert Kocharyan. However,
it does not mean unambiguously that it is Serge Sargsyan’s advantage
over the previous two presidents. The point is that when one listens to
the leaders of those fifty Armenian political parties who participated
in the consultation and are now expressing their thoughts on it and the
Karabakh issue in general, one understands Levon Ter-Petrosyan and
Robert Kocharyan, although one could understand them before the
consultation. The point is that both Levon Ter-Petrosyan and Robert
Kocharyan displayed amazing realism, adequacy to the situation,
rational and fair governance. What can one hear from the parties, which
are on the so-called political field, when it takes them to appear at a
distance of 20-30 meters from the president at least once or twice a
year to be h
appy? What can they say about Karabakh or any other
important national issue when they are ready to tell ten different
things on the seven days of a week, depending on whose demand is
stronger, the situation’s or the government’s? All these parties do not
even have their own vision of their future, let alone the future of the
country. Of course, each of their leaders did a favor to the nation and
the state at one time of history but at another time they were unable
to resist temptation. Meanwhile, it is known that both the tempter and
the tempted are to be held accountable, and the favor is dropped into
the gutter. The political field with wet favors should be dried out in
the direct and figurative sense of the word, which is what Levon
Ter-Petrosyan and Robert Kocharyan did, drying out the political field.
At first sight, it seems that what they did was a historical mistake
for the country, and the political sphere should not have been let dry
out and devastated but on a closer look at the resource that is there,
one understands that the only way of ridding of it was desertification
of that field not to leave a piece of old root in order to guarantee
preconditions and conditions for establishing a brand new and clear
field.

It seems that Serge Sargsyan tried to restore that dry field and
actually opposed to the policy which Ter-Petrosyan and Kocharyan had
conducted successively. I
n reality, however, it is a logical
continuation. Serge Sargsyan is merely collecting the dry hay in the
political field, enabling Ter-Petrosyan and why not, also Robert
Kocharyan who is unwilling to quit politics to continue their efforts
and to plant new seedlings instead of drying the field each for their
turn. It is another question how Ter-Petrosyan and Kocharyan will
benefit from that possibility. The first is reflecting on the final
establishment of the Armenian National Congress, the second is not
known on what is reflecting. It is difficult to say when these known
and unknown reflections will end but it is a fact that history always
gives a chance to correct mistakes. Simply not always is this chance
perceived adequately. In addition, maybe the three presidents did that
and did that unintentionally. In other words, both Levon Ter-Petrosyan
and Robert Kocharyan, and now also Sargsyan, have never arranged
anything, maybe they acted subconsciously, by serendipity, maybe even
proceeding from personal power rather than the interest of evolution of
the political sphere, but the most important thing is that logic is
sustained, and there is a chance that one day it will end. But it is
also evident that logic takes victims. However, it never happens
otherwise since victory is never illogical.

relations with Armenia, ex-speaker of the parliament Tigran Torosyan
told journalists, Friday.

‘I see no real progress in the Armenian-Turkish relations. Certainly,
Armenian foreign policy has become active since July-August, but I
don’t think new true achievements may be notices from the point of view
if getting result’, – Torosyan said.

He also added activeness of Armenia is conditioned by the last regional
events and serves to the interests of different states, in particular,
Russia and Turkey which are actively using the process for their
interests. But not the process but the result and specific goals are
important for Armenia, Torosyan said.

ArmInfo. Poland may become a bridge linking South Caucasian states and
the European Union, Jan Rokita, the ex-head of the Chancellery of the
Police Prime Minister, said at the international conference ‘European
Union and South Caucasus: Safe Partnership?’ in Yerevan Thursday.

The best thing Armenia, Georgia and Azerbaijan can do now is to
build a common house. The three states should have common goals,
first of all, maintenance of Georgia’s sovereignty, he said. He is
sure that if these states fail to support each other, others will
‘reconcile’ them relying on own interests. The second condition is
compulsory lifting of Armenia’s blockade and its involvement into
regional projects. The expert came out for deployment of international
peacemakers in the zone of Karabakh conflict.

The third step for all the states in the region should be joining the
East European Partnership, Rokita said. Armenia is a very friendly
country to Poland. The two states have 600 years of common history. The
local Armenian community is rather impressive. Armenians and Polish
live and develop the common state.

Last year a monument for Armenian Genocide was erected in
Poland. Genocide of Armenians is a fact not subject to doubts, he said.

Washington, D.C. — U.S. Rep. Frank Pallone, Jr. (D-NJ), co-chair
of the Congressional Caucus on Armenian Issues, issued the following
statement regarding his meeting with Nagorno Karabakh President
Bako Sahakyan on Saturday in New York City. President Sahakyan was
accompanied by Artsakh’s Armenian Apostolic Church Archbishop Pargev
Martirosian and NKR Finance Minister Spartak Tevosyan.

"I was pleased to meet with President Sahakyan this weekend to
discuss achieving an atmosphere of peace between Nagorno Karabakh and
Azerbaijan. The November 2nd peace agreement signed in Russia was
a promising first step, but Azerbaijan must cease violations along
the line of contact if real peace is to be achieved. I am hopeful
that the goal of peaceful relations between Nagorno Karabakh and
Azerbaijan can be attained.

"With President-elect Obama preparing to take office next month,
the United States must play a more active role in peace negotiations
through the Organization for Security and Cooperation in Europe (OSCE)
Minsk Group. Our robust involvement is essential for all parties to
commit to peace.

"It is necessary that the United States place an importance on the
existence of the smaller states in the Caucasus. The conflicts over
South Ossetia and Abkhazia are examples of a failed Stalinist approach
to carving up the Caucasus. The United States must not ignore the
unique cultural identities of the people of Nagorno Karabakh. As a
country founded on self-determination, we must champion the rights
of people everywhere to self-determination.

"In addition, I will also urge a shift in U.S. aid to Nagorno-Karabakh
from humanitarian to developmental programs in the Fiscal Year
2009 appropriations package. I believe this shift from humanitarian
to economic funding would greatly help rebuild Nagorno Karabakh’s
infrastructure. The assistance would also help secure the health and
safety of the people of Nagorno Karabakh."

On November 21, conference on "The Role of the International Law in
the Karabakh Conflict Settlement Process" took place in the mayor’s
office of Alforville, one of the suburbs of Paris, densely-populated
with Armenians. The conference was held by the NKR Permanent
Representative in France Hovhannes Gevorgyan. Mayor of Alforville,
member of the French Assembly Rene Rouquet, members of the local
self-governing bodies, French deputies, journalists, and members of
the Armenian political and public organizations, as well as citizens
of Alforville participated in the conference. During the event,
organized with the support of the mayor’s office of Alforville,
a documentary film on Nagorno Karabakh was shown. At the end of
the event Hovhannes Gevorgyan presented book entitled "Artsakh",
published by the NKR Permanent Representation in France.

Armenian leader, parties discuss Karabakh behind closed doors

Armenian President Serzh Sargsyan is holding the first session with
leaders of political parties and organizations to discuss a settlement
to the Nagornyy Karabakh conflict behind closed doors, the Mediamax
news agency reported on 20 November.

The Armenian president said at the opening of the session that
discussions in such a format will be held periodically and that such a
mechanism will contribute to developing a single position on issues,
which are vital for the country, the agency reported.

Sargsyan said that away sessions to discuss actual problems of
Armenia’s specific region would also be organized, Mediamax added in
the same report.
