CONFIDENCE REFERENDUM STILL IN VIGOR

Today’s meeting of the «Justice» bloc again demanded from the authorities to
organize a «Confidence referendum». The bloc has adopted an announcement
which considers the quick change of the `criminal authorities’ the demand of
the day, finding at the same time the organization of the confidence
referendum important.

Nevertheless, in connection with the events of April 12, 2004, Stepan
Demirchyan, the leader of the People’s Party of Armenia, referred to several
ideas of Robert Kocharyan expressed in the Yerevan State University
Economical Faculty, `They cynically announce that the opposition does not
succeed because the authorities are good, they work well… When it comes to
the forgeries and violations of people’s rights, of course they do work
well’, commented Stepan Demirchayn.

They he announced, `I want to reconfirm our decisiveness to bring legal
authorities to power in the country’. How? `We cannot speak about
cooperation until the forgers are punished for their deeds’, he said
referring to the calls for cooperation. Stepan Demirchyan did not like
Kocharyan’s remark about the firmness of the position of the authorities.
`No matter how they show that their position is firm, they are doomed’, he
announced.

Sis Masis in Legau, Germany. The idea of the creation of the album occurred
to guitar player and singer Aren Emirze after visiting his historical
homeland – Armenia. Sis Masis contains songs reminding of Armenian music
traditions. Early the group was playing heavy and alternative music. The new
album is more tuneful. The concert and presentation will take place April 23
in Lugau.

Rwanda’s sad chapter remembered

It’s been 11 years since the Rwandan genocide, and only now are the
images of terror reaching wide audiences through films such as Hotel
Rwanda and books such as Romeo Dallaire’s Shake Hands with the Devil.

Rwandan Ambassador Eugene Munyakayanza will be front and centre this
week, as his embassy kicks off the 11th commemoration of the 1994
genocide. Mr. Munyakayanza, who arrived in Ottawa in November, was an
educator in Rwanda in 1994 when the militia group known as
Interahamwe began a killing rampage that, in three months, left
800,000 bodies in its wake. Mr. Munyakayanza said he was powerless
during the genocide, adding that he, too, lost “many family members.”

“People were complete animals,” he said. “People lost their friends,
their brothers. It was a denial for human rights.”

Mr. Munyakayanza said the commemoration ceremony is important because
humanity has told itself “never again” too many times. He pointed out
that the phrase was uttered in 1915 after the Armenian genocide and
again in 1945 after the Jewish Holocaust.

“Those were followed by genocide in Rwanda,” he said, adding that the
international community must be made aware of the power of
intervention, a message so frequently and fervently put forward by
Canada’s Lt.-Gen. Dallaire.

“It is also important that the Canadian community be made aware of
the needs of the victims of the genocide,” Mr. Munyakayanza said,
“but also the needs of Rwanda to heal the wounds of the genocide.”

The commemoration, called “Remembering and combatting genocide
ideology in and outside Rwanda,” starts tomorrow at noon with an
opening ceremony at the Centennial Flame on Parliament Hill.
Following bagpipes and a moment of silence, MP Don Boudria and the
ambassador will give speeches. A representative from HUMURA, an
organization that helps genocide survivors, will also speak.

That evening, at Saint Paul University (6:30 in the amphitheatre, 223
Main St.), Francoise Nduwimana, a human rights and international
development lecturer at the Universite du Quebec in the Outaouais,
will speak on the crimes committed against women, the “forgotten
victims” of the genocide.

Friday from 6 p.m. to 1 a.m., a traditional Rwandan mourning ceremony
will be held at Pere Arthur Guertin Community Centre (16 Beriault St.
in Gatineau). The event will pay tribute to the victims of the
genocide through testimonies, songs and poems. Saturday’s program (at
Library and Archives Canada, 395 Wellington St.) is from 12:45 p.m.
until 7 p.m. Lt.-Gen. Dallaire will speak at 3 p.m. The nine-day
commemoration ends April 16 with a closing ceremony at the Maison du
Citoyen (25 Laurier St., Gatineau). The former president of AVEGA,
the Association of Genocide Widows Agahozo in Rwanda, will speak at 4
p.m.

Russian Cinematographers Decline Financing to Armenian Project

RUSSIAN CINEMATOGRAPHERS TO NOT APPROVE FINANCING ARMENIAN PROJECT

YEREVAN, APRIL 11. ARMINFO. Russian cinematographers do not approve
financing Armenian film-projects because of pessimistic and tragic
nature of presented scenario, stated chief of cinematography
department of Russian federal agency on culture and cinematography
Sergey Lazaruk at today’s meeting with students of State theatrical
university.

He noted that Russian government allotted $85 mln for film-industry in
2005. These funds will be directed to production of 130 full-length,
470 documentary, 118 animation and 4 full-length animation
films. Lazaruk said that Armenian producers also proposed to finance
shootings, however no film was approved yet because of bad
scenario. Meanwhile, the Russian quest noted that the Agency finances
some projects proposed by Georgian, Azeri and some CIS countries’
producers.

“Generally, Russian cinematographers know Armenian production owing to
its old films, but their present-day production is unknown”, Lazaruk
noted.

Art as Testimony
An Evening of Reflection with Literary Luminary,
Professor Marc Nichanian

Testimony as a literary objective has preoccupied Armenian literary efforts
throughout most of the twentieth century and persists to challenge writers
and literary critics alike. Yet, a thorough and comparative survey of
testimonial narratives and experiences still remains lacking, partly from
the sheer novelty of the concept. Testimony is a purpose or production
distinct from chronicles, memoirs, protests, or depictions of terror.
Recent works have attempted to identify just what differentiates and
identifies testimony by tackling questions such as what does testimony
testify for, an event or something else? Why do we collect testimonies, to
compose memory? In the seeming effort to establish authenticity, what is it
that becomes “authentic” through a testimonial document?

According to leading Armenian literary authority, Professor Marc Nichanian,
“The time has come to review the whole effort to bear witness, from literate
(and sometimes literary) narratives published between 1919 and 1922, to
survivors’ memoirs published throughout Armenian literary journals, to
narratives gathered in recent campaigns inspired by the methods of oral
history, to testimonies written (or translated) into English.” Professor
Nichanian will share his invaluable perspectives about the problematic of
testimony in an evening proudly organized by the NY Armenian Students’
Association and the NYU Armenian Club on Friday, April 29 at NYU’s Kimmel
Center.

Professor Nichanian will examine various examples of testimony, written by
both Armenians and non-Armenians as he explains the questions outlined
above. He will address an enduring crisis among Armenian writers who have
attempted and regularly failed to write testimony as literature, as art.
With references to Zabel Yesayan and Hagop Oshagan, he will also present a
sampling of the body of writings, reflections, and literary experiences on
the essence of testimony in the Armenian language.

Professor Nichanian is currently guest-editing a volume of Armenian Review
entitled Art and Testimony, which integrates a discussion of Atom Egoyan’s
film Ararat. He is simultaneously preparing a volume on Armenian Testimony
in the Twentieth Century. He recently presented a similar paper at the UCLA
International Conference, “After Nine Decades: the Enduring Legacy of the
Armenian Genocide.”

Marc Nichanian was born in Paris in 1946. He received his primary and
secondary education in French schools and studied Armenian (both modern and
classical) at the School of Oriental Languages. He studied Philosophy in
Paris and Strasbourg as a student of Jean-Luc Nancy and Philippe
Lacoue-Labarthe. He received his Ph.D. in Philosophy in 1979 for a thesis
on the meaning of what philosophers and logicians call «founding» (in
French, le fondement). He began writing in Armenian early on and has an
extensive series of articles, essays, anthologies, and translations to his
name. He has been published in literary reviews in Armenia as well as in
the diaspora. After teaching Armenian literature first as an itinerant
professor (in Jerusalem, Venice, Paris, Montreal, and Los Angeles), he
lectured as visiting Professor of Armenian Language and Literature at UCLA
(1995-1996) and held the Chair of Armenian Language and Civilization at
Columbia University (1996-2004). He recently completed research as a
scholar-in-residence at the Armenian Research Center at the University of
Michigan, Dearborn

Among his luminous accomplishments is Gam, Analytical Review, a five-volume
literary journal, which he conceived, edited, and published alongside
numerous personal contributions. Volume VI will appear in the spring of
2005. He is also the author of Ages et usages de la langue arménienne (Ages
and Usages of the Armenian Language, Paris, 1989), which provides an
«institutional» history of Armenian; Bibliography of Hagop Oshagan (Los
Angeles, 1999); the first volume of a series entitled Writers of Disaster;
Armenian Literature in the Twentieth Century (London, 2002); and Yeghishe
Charents, Poet of the Revolution (Costa Mesa, 2003). His translations
include a book of poems by Zareh Khrakhouni, two books by Vahakn Dadrian
about the Armenian Genocide, essays by Friedrich Nietzsche, Walter Benjamin,
Ernst Jünger, Maurice Blanchot, Georges Bataille, and Jean-Luc Nancy. He
recently translated (from French into Armenian) a significant treatise by
Antoine Berman called The Experience of the Foreign on theories of
translation and culture in German Romanticism. It will be published in the
series Grakan Ughi (Yerevan).

The ASA is a nationwide membership organization that promotes Armenian
culture and education by providing Armenian communities with social,
academic, and educational events. All funds raised by the regional branches
contribute to the ASA’s scholarship fund for Armenian students studying in
the United States. Armenian Hokee (the NYU Armenian Club) regularly

PRESIDENT OF REALTY CORPORATION “ACCERN” OF PREVENTING ORGANIZATION’S
ACTIVITY

YEREVAN, APRIL 6. ARMINFO. Representatives of the National Association
of Realtors and Brokers (NARB) of Armenia accuse president of the
realty corporation “Accern” Hakob Baghdasaryan of prevention of the
organization’s activity.

Talking to journalists, Director of the Realty Agency “Bars” Marina
Chatinyan, one of the Association’s founders, said that H.Baghdasaryan
had tried to dictate his terms to the Association, and failed, then he
began preventing the activity of the Association by numerous groundless
judicial claims. She said that within 7 months, several claims were
made against the Association with a demand to recognize null and
void the powers and registration of the Association as well as to
liquidate it. Besides, Chatinyan said that Baghdasaryan had made a
petition for prohibition of assemblies and sittings of the Association.

Commenting on these statements at the request of ARMINFO, Hakob
Baghdasaryan said that he had made claims as the wrong activity of
the Association was inadmissible. Such an organization has no right
to activity. To note, the corporation “Accern” is also one of the
founders of the Association.

On Initiative Of US Embassy Jazz Days To Be Held In Armenia On April

Museum of National History announced April a month of jazz in the
whole world. In connection with this the Public Relations Department
of US State Embassy in RA organizes jazz days in Armenia. According
to the report submitted to Noyan Tapan from the US Embassy, the cycle
of events to be held in Armenia includes jazz concerts, competition
of young artists and exhibitions, lectures, film reviews, etc. At the
invitation of the Embassy American jazz singers will arrive in Armenia
on these days, including Frank Amsalem’s authoritative quartet, singer
Sara Lazurskaya, as well as the quartet of Otar Magradze from Tbilisi.

with Lithuanian Minister of National Defense Gediminas Kirkilas, press
service of the RA MFA reported. During the meeting the interlocutors
highlighted the Armenia-Lithuania cooperation in the process of
Eurointegration of the South Caucasian states. In this context pointing
out to Armenia’s progress, specifically in strengthening relations with
NATO and participation in Wider Europe: New Neighbors EU initiative the
parties accented the role of Lithuania as the bridge between the South
Caucasus and these structures. Vardan Oskanian and Gediminas Kirkilas
discussed a number of regional and international issues. The Armenian
FM familiarized the Lithuanian Minister with the process of the Nagorno
Karabakh conflict settlement. Noting that the conflict cannot be solved
by force the parties expressed concern over the recent violations of
the cease-fire regime at the contact line of the armed forces.

the Armenian Genocide opened in the Belgian town of Kortrijk on April
4. Documents and photographs depicting the initial two years of the
Genocide are presented at the exhibition arranged by German historian
Tessa Hoffman, IA Regnum reports. The exhibition, which is to last
till April 9 and then will be conveyed to Brussels and Netherlands,
was organized with joint efforts of the Armenian Embassy, Armenian
community and the town authorities.

The foreign minister of Slovenia mentioned that his meetings mainly
concerned the problem of Karabakh. According to D. Rupel, the possible
way of settlement of the Karabakh conflict is the political one. He
thinks that the breaking of the ceasefire should be prevented and
stability should be restored very quickly. Rupel also mentioned
that the OSCE, the EU and other international organizations consider
peace talks as the only way of settlement. He encouraged the sides to
make use of the open widow. The foreign minister of Armenia Vardan
Oskanian, touching upon the situation at the front line, said that
the closer the armies are located to each other, the more accidents
there are. According to Dimitry Rupel, they may aid in the settlement
of the conflict, however, their mandate is restricted to providing
opportunities for the conflict parties to communicate. In reference
to the meeting of the presidents of Armenia and Azerbaijan planned in
May the OSCE Chairman-in-Office mentioned that he is optimistic about
the meeting. According to him, it may turn to be a good starting point
for the further process of settlement of the Karabakh conflict. As to
the participation of Karabakh in the negotiations, foreign minister
of Armenia Vardan Oskanian is hopeful that it will happen soon. By
the way, the OSCE Chairman-in-Office, who had mentioned about the
participation of Karabakh in the talks, found it difficult to mention
a definite time. According to him, the main players in the settlement
of the issue are Armenia and Azerbaijan. He said he could not make
observations without having met with the Azerbaijani friends. It is
notable that Dimitrij Rupel who used to define Nagorno Karabakh as
disputable territory now thinks that Nagorno Karabakh is a special
case. What is more, the OSCE Chairman-in-Office does not consider it
necessary to compare the Karabakh conflict with other ceased conflicts
that the OSCE tries to regulate or solve. The OSCE Chairman-in-Office
left Yerevan hoping that in spite of the pessimistic statements of
Azerbaijan the presidents of Armenia and Azerbaijan will meet in May.
