Le premier ministre a justifiĂ©, mardi 21 dĂ©cembre Ă  l’AssemblĂ©e,
l’ouverture de nĂ©gociations avec Ankara. François Bayrou (UDF)
a dĂ©noncĂ© “une conception dĂ©passĂ©e du domaine rĂ©servĂ©”.

A dĂ©faut d’un dĂ©bat et d’un vote, une succession de monologues.
Quatre jours après la dĂ©cision de l’Union europĂ©enne d’entamer des
nĂ©gociations d’adhĂ©sion avec la Turquie, les quatre groupes politiques
reprĂ©sentĂ©s Ă  l’AssemblĂ©e nationale ont dĂ» se contenter, mardi 21
décembre, de prises de parole de dix minutes sur les conclusions
du sommet de Bruxelles, ponctuées par une intervention du premier
ministre.

Jean-Pierre Raffarin a justifiĂ© l’absence de vote du Parlement en
dĂ©fendant la “mission essentielle” du chef de l’Etat de “nĂ©gocier les
traitĂ©s”. “Ne comptez pas sur moi, ni sur mon gouvernement, pour mettre
Ă  mal les institutions de la Ve RĂ©publique”, a-t-il lancĂ©, reprenant
les arguments en faveur de l’adhĂ©sion turque avancĂ©s par Jacques
Chirac. Il a également rappelé que, grâce à la prochaine réforme
constitutionnelle, les Français seront obligatoirement consultés
par référendum sur les futures adhésions, dont celle de la Turquie,
d’ici Ă  quinze ou vingt ans.

Un argument auquel n’est pas sensible François Bayrou. Le prĂ©sident de
l’UDF avait d’ailleurs ouvert le feu en prĂ©disant que l’intervention
du premier ministre, quelques minutes plus tard, allait ĂŞtre un
“bilan triste et rĂ©vĂ©lateur pour la dĂ©mocratie française, pour
le projet europĂ©en et pour la place de la France en Europe”. “Vous
venez d’inscrire un chapitre de plus Ă  l’histoire de la RĂ©publique oĂą
la dĂ©mocratie reprĂ©sentative est vidĂ©e de son sens”, a-t-il lancĂ©,
avant de s’attaquer Ă  Jacques Chirac en dĂ©nonçant “une conception
dĂ©passĂ©e du domaine rĂ©servĂ©”.

Avec la perspective de l’entrĂ©e de la Turquie, a ajoutĂ© M. Bayrou,
“nous avons renoncĂ© Ă  porter un projet europĂ©en diffĂ©rent, celui d’une
puissance unitaire, dĂ©mocratique, autonome et libre”. Il a critiquĂ©
le rĂ´le du chef de l’Etat, qui n’a pas dĂ©fendu l’alternative d'”un
partenariat privilĂ©giĂ©”, et pas obtenu “la reconnaissance du gĂ©nocide
armĂ©nien”, ni le dĂ©part des militaires turcs de Chypre.

“OUI” D’OPÉRETTE”

Bernard Accoyer, président du groupe UMP, avait la délicate mission
d’exprimer Ă  la fois l’opposition de son groupe Ă  l’entrĂ©e de la
Turquie et la loyautĂ© Ă  l’Ă©gard du chef de l’Etat. M. Accoyer a
commencĂ© par rappeler la position du parti, “favorable Ă  la mise en
Ĺ“uvre d’un partenariat privilĂ©giĂ©”, qui reste selon lui “l’hypothèse
la plus probable”.

Cinq jours plus tôt, le président de la République avait, au
contraire, estimĂ© que “demander Ă  un pays comme la Turquie de faire
des efforts aussi considérables pour arriver à un résultat aléatoire
ou partiel, ce n’est Ă©videmment pas raisonnable”. Concession Ă  la
ligne prĂ©sidentielle, M. Accoyer a admis qu’il “fallait bien ouvrir
les nĂ©gociations afin de prolonger un dialogue ouvert en 1963” et
“ne fermer aucune porte, dans un contexte gĂ©opolitique instable”. Il
s’est fĂ©licitĂ© qu'”en tout Ă©tat de cause ce sont les Français eux-mĂŞmes
qui auront le dernier mot”.

DĂ©fendant au contraire la vocation de la Turquie Ă  intĂ©grer l'”idĂ©e
politique” europĂ©enne, Jean-Marc Ayrault, prĂ©sident du groupe
socialiste, a mis en avant “la capacitĂ© de l’Europe Ă  fĂ©dĂ©rer les
peuples, les cultures, les confessions diffĂ©rentes”, et s’est rĂ©joui
que la Turquie veuille souscrire Ă  cette construction politique.

Mais il a invitĂ© les Turcs Ă  “faire des efforts” sur “la violence
policière (…) les droits de l’homme, des femmes et des minoritĂ©s”.
Le prĂ©sident du groupe communiste, Alain Bocquet, a dĂ©noncĂ© le “”oui”
d’opĂ©rette” et le “”oui” frileux” donnĂ© par les Vingt-cinq. Il a
invitĂ© les Français Ă  se focaliser sur le “non” Ă  la “Constitution
– europĂ©enne -“, pour s’ouvrir Ă  la Turquie et Ă  une autre Europe
“de 500 millions d’hommes et de femmes qui partagent la volontĂ© de
construire une Europe de paix, sociale et solidaire de l’Atlantique
Ă  l’Oural, en passant par la MĂ©diterranĂ©e”.

Chirac Send Signs for Elections: Turkey will need to recognize
Armenian Claims

French President Jacques Chirac claims Turkey will need to recognize
Armenian claims during entry talks

French President Jacques Chirac continues to insist if Turkey wants
to become a member of the European Union, it should accept Armenian
claims.

Chirac told reporters “The French people will have the last word”.
According to Chirac negotiations with Turkey will take about 10-15
years.

Many French have grave misgivings about Turkey joining, fearing an
influx of cheap labor to France, already stung by 10 percent
unemployment. Many here also question Turkey’s human rights record
and its people’s embrace of Islam.

Turkey remains extremely sensitive to the Armenian issue. Ankara says
it is strange to abuse the events happened about 100 years ago. Dr.
Nilgun GULCAn from International Strategic Research Organization, an
Ankara based Turkish think tank, said “France has to focus on the
current issues. Armenian forces occupy about 20 per cent of
Azerbaijan. Armenian Republic does not recognize Turkey’s and
Azerbaijan’s borders. Yerevan encourages the irredentist movements in
the Caucasus. However Paris cannot see all these, because the French
politicians need votes in presidential elections. There are about 1
million Azerbaijani refugees. But they are talking about Armenians
killed 100 years ago.”

Dr. Nilgun Gulcan added:

“It is true. Many Armenians killed in the 1915 events. However no one
can label these killings as ‘genocide’. Most of the Armenians were
killed by the Kurdish bandits. Many suffered from starving and
epidemic diseases. Man died in riots. On the other hand it should not
be forgeten that the armed Armenian rioters killed about 500.000
Muslims in 1915. Today more than 100.000 Armenians live in Turkey and
they strongly support Turkey’s EU entry. The Armenian Diaspora oppose
Turkey’s accession. Because if Turkey becomes a EU member they cannot
abuse the past. As a matter of fact that the one who mostly benefit
from Turkey’s EU entry will be the Armenians in Armenia. The economic
isolation of Armenia will be ended and a more developed Turkey will
help the Armenian economic deadlock.”

French-Turkish ties became strained in 2001, when French parliament’s
recognition of the Armenian killings as a genocide sparked a boycott
of French goods and an exclusion of French companies from Turkish
defense contracts. There is a strong Armenian diaspora in France and
French politicians have been under Armenian voters’ pressure.

AZERBAIJAN PRESIDENT ILHAM ALIYEV VOTES AT MUNICIPAL ELECTIONS

December 17, 2004 enters the history of independent Azerbaijan as a
date of regular municipal elections. This day, millions of voters
arrive at polling stations to vote for the most deserved candidates
who will be engaged in solving their local problems within the next 5
years.

All necessary measures had been taken on the base of the new Election
Code for citizens to express their will freely. This fact was also
confirmed the day before the by the international observers who had
arrived in Azerbaijan to monitor the election process.

Special activity today was observed at the polling station N6 of the
election districts N29 of Sabail district located in Baku
school-lyceum “Intellect” named after Tofig Ismayilov, where
President of the Republic of Azerbaijan Ilham Aliyev and first lady
Mehriban Aliyeva arrived to vote at 11 a.m.

After the voting, the President viewed the school at which he used to
study.

Then, the Head of State answered questions from local and foreign
journalists.

Q: Mr. President, what is you opinion about the course of the
elections, and do you generally think about raising the status of
municipalities after the elections?

A: I am sure the elections will be going well. This is the second
municipality election in Azerbaijan and there is certain experience.
The status of municipalities will be probably raised; they will be
engaged in concrete activities at the local level. So, this
institution is already formed in Azerbaijan, and will be developed in
the future.

Q: Mr. President, what do you think about non-participation of the
opposition, and some political parties in the elections?

A. I consider every political force should take part in all
elections. Especially, taking into account that now there is no
quorum factor in elections in Azerbaijan, and therefore it has no use
of boycott. As to the reason of their non-participation, there is
also no secret. General state of opposition, of course, does not
allow them to assist their candidates in places. Besides, the
opposition has few candidates in places. Current state of opposition
shows that they are possibly obliged to hide their force, or,
weakness and have chosen the tactics of boycott. But this is their
concern, and I do not interfere with.

Q. Mr. President, You have stated in London that we are need for
active and constructive opposition. You have regretted that there is
no such an opposition in Azerbaijan. What should be done to achieve
this and when we shall have such an opposition?

A. You know, this question does not depend only on the power, or any
political party. Now, in Azerbaijan, there is every condition to
engage in political activity. There is an ongoing democratic process
in Azerbaijan, significant steps are taken for democratization of
society and the international organizations watch and support it.

Azerbaijan implements all obligations it has taken before the
international organizations. It means, there is every condition for
activity of normal opposition. As to when they will be more active,
this depends on their activity. I have stated many times that the
political forces that failed in presidential and parliament
elections, of course, will not be shown any respect. The opposition
should be renewed, new forces and new leaders should come to
opposition. Hostility should remain in past. We need constructive
relations. Unfortunately, despite our efforts, it was not possible
normal dialogue with leaders of the present opposition. The future
will show, in any case, I am not satisfied with current situation. I
consider, after parliament elections, the opposition cannot pull
together from the blow it stroke itself. When it will come to itself,
the time will show.

Q. Mr. President, You are expected to visit Iran shortly. Azerbaijan
takes into account sensitiveness of Iran in connection with the
Middle East problem, the Middle East policy. But last days, it seems
Iran, in its policy towards Armenia, does not take into consideration
sensitiveness of Azerbaijan connected to the Nagorny Karabakh
question. Will You focus the item during your visit?

A. You know, Azerbaijan pursues an independent foreign policy. Our
bilateral relations should also meet interests of both countries. The
latest dialogue established between Azerbaijan and Iran shows that
when the countries do not interfere with internal affairs of each
other, it became possible to establish good relations. We adhere
these principles. I am pleased that the latest relations between Iran
and Azerbaijan are created just on this ground. We establish our
links on mutual respect and understanding. You, possibly, have seen
that the dialogue between Iran and Azerbaijan has intensified. The
documents signed during successful visit of the Iranian president to
Azerbaijan gives reason to say that there will be opportunity for
real affairs in the years ahead.

As to the Armenia-Azerbaijan conflict, Iran has many times openly
supported territorial integrity of Azerbaijan. In general, Iran has
supported Azerbaijan in this question, on all the international
organizations, including in the United Nations in the latest time
Iran held a positive position. As to the links of Iran with other
countries, of course, it is its own concern to keep relations with
Armenia or other country.

At the same time, we live in a sensitive region and territorial
integrity of Azerbaijan has been violated, Armenia has occupied
Azerbaijan lands. As a result, one million of our citizens have
become refugees and IDPs. All these factors, of course, should be
taken into account in the ongoing processes in region. I hope the
aggressor should be unequivocally blamed for establishment of peace
and stability here and the international organizations, regional
states should state their positions in this question.

Q. Mr. President, there is consent between foreign ministers of
Azerbaijan and Armenia to resume second round of the talks on
settlement of the Nagorny Karabakh problem. What has given the first
round to Azerbaijan and what will bring the second round?

A. I would not divide it to phases. I consider the process of
negotiations goes ahead at all. To view the history of negotiations,
there appeared some new frames of talks in the last year. Especially,
there is a process called “the Prague process” and the OSCE documents
already refer to the Prague process. What is the Prague process?
Simply, it is phase-by-phase settlement of the problem. You know that
Azerbaijan’s position in this question is resolute and unambiguous. I
am pleased that the forces engaged in the questions come closer. The
phase-by-phase settlement is a key to this problem. The future talks,
therefore, should be carried out in this frame. I consider that
should the talks be constructive, the Armenian side, as earlier,
should not step back from the agreed positions, we can come to
certain consent.

But I want to draw your attention to the following question. As you
know, being recently in Armenia, chairman of the State Duma of Russia
has stated that Armenia is an advanced post of Russia on the Southern
Caucasus. We always considered that Armenia is the state, and now
appeared, that it is an advanced post. Therefore, we now do not know
with whom to negotiate – with an advanced post or with its owner? If
Armenia will be determined on the given question, the best conditions
for successful negotiating will be created.

Q. Mr. President, was the rise in price of project “Shahdeniz” for 25
percent was discussed with the international financial organizations?

A. The said questions were discussed. Being in London, I discussed
this question also with the management of the Bp Company. Certainly,
it disturbs both the investor and us. In the oil industry there are
such facts. And the project is very large. It is extremely important
project for Azerbaijan, its future. Both sides are interested in that
charges have not increased. But also in case of increase we cannot
leave uncompleted our common deed. Therefore, the “Shahdeniz” project
should be carried out by all means. Azerbaijan will involve the
oil-and-gas potential in full scale.

Q. Mr. President, I would touch the following moment connected to our
internal affairs. It is connected to education system of Azerbaijan.
Despite of presence of problems in education system of Azerbaijan, in
the country already during many years the law on education in any way
does not pass. Every time when you are interested, the management of
parliament, chairman of the commission answer: “There are extremely
important points which we should coordinate with the President.
Whether you will hold within the next few days the said question
under attention, and, as a whole how you would want to see this
system?

A. As you know, I am not the expert in the said area. Certainly, for
me the opinion of experts becomes decisive. I talked to management of
parliament about it, carried out exchange of opinions. But I want
that experts have expressed their opinion. In that bill, there are
some moments, which are perceived ambiguously. I repeat again – I
never prosecute subjects in which deeply I do not understand. I want
that wide discussions have been carried out, various opinions, that
this question has been investigated in all details. Only then, my
position will become known. I think that at present stage, there is a
necessity for wide discussions, all disputable moments should be
analyzed, and offers are brought.

Q. Mr. President, in connection with situation on the
Georgia-Azerbaijan border you have stated that investigations will
continue until doubts will be eliminated. How are the things now?

Mr. President, as the second part of this question. We would like to
know your attitude as the President, to the occurring events
concerning Azerbaijanis living in Georgia. Whether disturb you events
occurring there?

A. The question on border has cleared up and various measures have
been taken. Representatives of corresponding structures of Azerbaijan
already are in Georgia and together with the colleagues carry out
investigation. As I have already noted, after we completely shall
make sure that it will be impossible to transport a gram of cargo to
Armenia, all problems on border will be eliminated. The Georgian side
also with understanding approaches the given question and our
position. As you know, in Georgia there is a powerful struggle
against smuggling, in Azerbaijan, this struggle is at the same high
level. There were cases of smuggling, cases of falsification, swindle
and therefore there was possible transportation of cargoes to Armenia
through territory of Azerbaijan.

Now it will not be possible. We have put an end to this and we do not
allow it more. If there will be established normal regime there,
certainly, the border will be open. Otherwise, the border will remain
closed. We understand, that it also damages us and in the certain
sense the damage is rendered also to Georgia. But we do not have
other way.

As if to your second question, that, certainly, the quiet life of
Azerbaijanis abroad is for us extremely important question. Making
visits to the countries in which Azerbaijanis compactly live, I
always carried out meetings with their representatives, expressed my
sincere feelings, the given question is constantly discussed with
heads of these countries. In Ukraine, Russia, Georgia where our
Diaspora, our live… The given question was discussed with management
of these countries. For example, being in Russia, as you remember,
for the first time the President of Russia and I have taken part in
the Forum of All-Russia Congress. After that the best conditions for
quiet life of Azerbaijanis there have been created.

I can tell, that, being in Georgia, for the first time in the
history, the head of Azerbaijan together with the President of
Georgia have visited places of residing of Azerbaijanis. The given
question repeatedly has been discussed at all levels. Certainly, at
level with all other inhabitants of Georgia, the Azerbaijanis enjoy
the equal rights on all questions. But it is the fact, that
Azerbaijanis living in Georgia are citizens of Georgia. Certainly,
they should respect the laws of Georgia, not suppose cases of
infringement of the law, provocations. There are some forces, which
aspire to strike on relations between Georgia and Azerbaijan. We
know, who are these forces. Unfortunately, such forces are also
inside Azerbaijan. But the main forces are outside of Azerbaijan. We
do not suppose that certain damage has been caused to strategic
partnership between Georgia and Azerbaijan. We cannot admit that
there was any obstacle for our joint activity. We should not succumb
to any provocation, diversion.

Our embassy in Georgia works very actively. Meetings with all
executives are on regular basis carried out. We keep links at all
levels, and I am confident, that the accrued discontent will be
eliminated shortly.

Q. Mr. President, the decision concerning date of discussions on the
beginning of process of negotiations between Turkey and the European
Union will be made today. Irrespective of, will this date be
determined or not, how you estimate it from the point of view of
regional policy?

A. No, it will be determined and there cannot be such thing. It
should be necessarily determined. I have repeatedly said – injustice
of some circles in relation to Turkey is inadmissible. Turkey for a
long time already should become a member of the European Union. For
this purpose, Turkey has all opportunities and right. But we see,
that in the world, there are double standards, and it is proved in
various questions. I am confident and I hope, that today this
historical decision will be made and between Turkey and the European
Union negotiations will begin. Certainly, as a result of these
negotiations, Turkey should and will become a full member of the
European Union. Here, there cannot be any conditions. There should be
an identical approach. If not will be the identical approach, then,
as a whole, we cannot even speak on justice, human rights and
democracies in the world. In some cases we see that in the given
questions there appear discrimination. In the attitude to our region,
under covering of democracy and human rights, the certain political
intentions are pursued. But when the genuine democracy undergoes
test, we see that there are other approaches. Therefore, there should
be single approach to all questions. In the question of territorial
integrity, admission of Turkey into the European Union, the
Armenia-Azerbaijan conflict, there should be a single position.
Otherwise, let there nobody does remarks to us.

Q. Mr. President, I want to ask last question. At presidential
elections, very active role has played the youth, which was one of
your basic supports. But today the youth expects from you solution of
some problems in the country. And those young people in the country,
which take a stable place of work and stable earnings, face a serious
problem of habitation. But in the country, the law on the mortgage
does not inure in any way, and the youth waits for it from you. Will
the question be under your attention?

A. Yes, you are right. Unfortunately, the mentioned question yet has
not found its reflection in life. Though, we know, in other cities,
in other countries, these projects are very successfully carried out.
In particular, the mortgage will allow providing young people with
houses and habitation.

As you know, my attitude to youth always was very good. To tell the
truth, I am already above this age, but despite of it, I feel always
with them. I aspire and shall aspire henceforth to that the new
generation growing up in Azerbaijan was even more educated, knowing,
loved the Motherland even more. For achievement of it, I do my
utmost. In my last activity – in sphere of sports it also has found
the reflection.

For example, as you know, on the basis of the adopted program within
forthcoming three years all schools in Azerbaijan will be equipped
with computers. Even at the smallest school in the most remote area,
a computer class will be created. It means knowledge, it means
education, and it means future. That is, all these questions
constantly are in the center of my attention. The same is in the
field of mortgage and we shall undertake certain measures.
Corresponding instructions have been given, now the question is
studied. I hope that shortly we shall start solution of the said
question.

Turks anxiously await historic EU membership decision, but worry
about possible conditions

ANKARA, Turkey

Jeweler Murat Tekcan said he’ll be happy if EU leaders realize his
country’s decades-long dream by opening the door for Turkey to become
the bloc’s first Muslim member, but quickly added that he has no
plans to celebrate.

Like many here, Tekcan fears that EU membership conditions will be
too demanding and negotiations too drawn-out.

“I hope that they won’t ruin this dream,” Tekcan said as he sat in
his small jewelry shop in an Ankara mall.

EU leaders are widely expected to decide at a dinner late Thursday
night whether to open accession talks with Turkey, but are also
likely to impose tough conditions. Public opinion in many EU
countries is against accepting a poor Muslim nation of 70 million
people that would bring EU borders to unstable nations like Syria,
Iran and Iraq.

Those conditions will almost certainly include a demand that Turkey
carries out more democratic reforms and take moves toward recognizing
the divided island of Cyprus, which became a member in March.

On Wednesday, the European Parliament also urged Turkey to
acknowledge “the genocide perpetrated against the Armenians,” an
extremely sensitive issue in Turkey.

The Ottoman Empire has been accused of killing as many as 1.5 million
Armenians during a 1915-1923 campaign to force them from eastern
Turkey. Turkey says the number is inflated and that many people were
killed during the collapse of the empire when Armenians rose up
against Ottoman rule.

“They’re going to put forward conditions like the Armenian genocide
or Cyprus,” Tekcan said, pointing to a television behind him that was
airing a live press conference by EU Commission President Jose Manuel
Barroso.

Like many Turks, Tekcan fears that could just be the first in a long
list of hurdles.

“We’re afraid of what we’ll face if we enter the EU,” Tekcan said.

Turkish Prime Minister Recep Tayyip Erdogan was in Brussels Thursday
lobbying EU leaders but also making it clear that Turkey is willing
to walk away if conditions are too tough.

“Putting a text on the table that we can’t accept means a collapse,”
Erdogan told reporters. “I hope they don’t.”

But walking away would be a disaster for both Turkey and the European
Union.

For Turkey, membership would be the realization of the dream that
began in 1923 when Mustafa Kemal Ataturk helped create a secular,
pro-Western Turkish republic from the remnants of the Ottoman Empire.

Entering the EU would not just give a huge boost to the Turkish
economy, but would also reinforce the country’s pro-Western
orientation and be seen by many Turks as the stamp of approval that
Muslim Turkey, already a long-standing member of NATO, is a
full-fledged member of the West.

“Tonight will be the moment of truth,” editor in chief Yusuf Kanli
wrote in the Turkish Daily News.

The newspaper’s headline – “The Longest Supper” – described the
feelings of many Turks.

Erdogan has largely staked his party’s future on a successful EU bid,
and leaving the talks could be a disaster for his Justice and
Developments Party, which has an absolute majority in parliament, but
is made up of several different factions, including a strong
pro-Islamist group.

For Europe and the United States, accepting Turkey would help cement
the country’s Western orientation at a time of great instability in
the Middle East and would show the Islamic world that Muslims can be
accepted as part of Europe.

In Ankara’s posh Karum shopping mall, Taner Eksioglu said he was fed
up with EU demands and Turkey’s forty-year quest to join the European
bloc.

“They show us the carrot and then take it away and then they show us
the carrot and take it away again,” said Eksioglu, a retired civil
servant. “I don’t trust the EU and I don’t want to be part of it.”

putting into operation the enterprises that have been transferred to
Russian Federation ownership to repay Armenian debts”.

The Armenian president talked about this today at a meeting with the
speaker of the Russian State Duma, Boris Gryzlov, who is in Yerevan on
an official visit, Mediamax agency reports.

The sides in particular declared the need for active work to modernize
and to put into full operation the Yerevan Mars [radio electronics]
plant. Boris Gryzlov said that the Russian side regards the issue of
Mars as paramount and is already debating the possibility of placing
orders at the plant.

The Armenian president and speaker of the lower house of the Russian
parliament also considered issues connected with stepping up transport
links between the two countries.

Iraqi Catholics vow to remain despite bombings

Vatican, Dec. 09 (AsiaNews) – In Mosul, in northern Iraq, a cleric
who witnessed the bombing of the residence of the Chaldean Catholic
bishop told the AsiaNews service that Christians will remain in Iraq
as “symbols of peace.”

In an interview with AsiaNews Father Ragheed Ganni reported that the
Chaldean Catholics of Mosul had celebrated the feast of the
Immaculate Conception “as we normally do” on the day after the
bombing. “People were really frightened, but we wanted to send a
signal of hope,” he said.

Father Ganni told AsiaNews that terrorists were targeting Catholic
churches in an effort to intimidate the country’s Christian minority.
But he vowed that Christians would remain, bearing witness to the
faith; he asked for the prayers of Christians in the West, noting
that Iraqi Christians today are “bearing a heavy cross.” [For the

(bio – news) underlined his solidarity with the Christians of Iraq
during a midday public audience on December 8, condemning the latest
terrorist bombing of two Church buildings in Mosul.

intercede for peace in Iraq. He made his comments after a pair of
bombings in the northern city of Mosul that destroyed the

His Holiness Karekin II Receives Turkish Intellectuals

On December 8, His Holiness Karekin II, Supreme Patriarch and Catholicos of
All Armenians, received a group of 30 Turkish scientists, journalists,
authors and intellectuals in the Mother See of Holy Etchmiadzin. The
delegation from Turkey were members of the “Eastern Assembly Initiative” who
are in Armenia accompanied by Hagop Dink and Ara Kochounian, editors of the
Istanbul-based “Agos” and “Jamanak” newspapers respectively.

Mr. Dink introduced the delegation to His Holiness and expressed the
gratitude of the group for the audience. He noted that the intention of the
participants was to become better acquainted with their neighboring country
and people, and their cultural, economic, political and religious life.

The Catholicos of All Armenians welcomed the guests and greeted the
initiative stating, “An important mission is reserved for intellectuals in
the spheres of education and instruction, in the internal national and
public life of each country, as well as in the formation of mutual
relationships between countries and peoples, and in their progress and
development.”

During the meeting, in response to questions from the Turkish delegation,
His Holiness presented the mission of the Armenian Church throughout the
world, focusing on the difficulties during the Soviet years, and the new
opportunities and challenges in the present day of Armenian independent
statehood. Special mention was made by His Holiness of the pan-national
nature of Armenian life and the work of the Mother See of Holy Etchmiadzin
in inter-church and inter-faith ties.

With regards to the current state of Armenia-Turkey relations, His Holiness
specifically emphasized the Armenian Genocide, and stressed that the
genocide is a historical fact which cannot be a point of debate.

Regarding international conflicts in the region, as well as in the Middle
East, the Pontiff of All Armenians underscored the necessity of not
attributing a religious nature or religious grounds to these disputes. His
Holiness stated that an excellent path to resolving and settling these
conflicts would be through inter-faith dialogue.

Concluding his remarks, His Holiness Karekin II extended his best wishes for
the success of the mission of the “Eastern Assembly Initiative”. Present
for the meeting were His Eminence Archbishop Grigoris Buniatian, primate of
the Armenian Diocese of the Ukraine, and His Grace Bishop Arshak
Khatchatrian, Chancellor of the Mother See.

YEREVAN, December 7. /ARKA/. Today Armenia marks the 16th anniversary
of the Spitak earthquake of 1988. This catastrophe in Armenia
undoubtedly was one of the most tragic events in history of the
Armenian people causing irreplaceable human and material losses.
Consequences for such a small country the catastrophe appeared to
be “universal”. The earthquake happened on 11.41 of local time. The
earthquake fully destroyed two towns in the Northern Armenia – Spitak
and Gyumri (former Leninakan) and more than 100 villages. Another
several towns have been destroyed partially. The earthquake 6 magnitude
covered the area around 30 000 sq. m. The quake was felt in Yerevan,
Tbilisi. As per scientists’ calculations energy equal to 10 nuclear
bombs dropped to Hiroshima was released in the zone of breaking in
the earth’s crust. The wave caused by the quake was registered by
seismographs in Europe, Asia, America and Australia. In epicenter
of the quake – Spitak the forth of the quake reached 10 magnitude
calculated as per 12 magnitude scale, In Leninakan the quake’s
magnitude was 9, in Kirovakan (now Vanadzor) – 8. On that day
according to official statistics 25 thou. people were killed, while
unofficial data mention the figure of 55 thou., 140 people became
disabled and half a million people were made houseless. In words
of Head of National Seismic Protection Service Alvaro Antonyan the
seismic regime in Armenia is stable today, it is monitored and does

Yerevan. (Interfax) – Inflation in Armenia in November 2004 amounted
to 0.8%, while deflation since the start of the year amounted to 0.3%,
a source in the Armenian National Statistics Service told Interfax.

The source said that growth in consumer prices last month was due to
seasonal changes in price for some types of foodstuffs.

The average monthly drop in consumer prices in January-November 2004
amounted to 0.05%, compared with growth of 0.3 percentage points in
the same period last year.

According to Central Bank forecasts, inflation in Armenia in 2004
will not exceed 3%, as set down in the budget for the year.

Consumer prices in the country increased 8.6% in 2003.

Moscow. (Interfax) – Belarus posted the highest industrial growth,
up 16.1% year-on-year, among CIS nations in January-October, the CIS
Interstate Statistical Committee said.

Growth was 15.2% in Tajikistan, 13.6% in Ukraine, 7.1% in Kyrgyzstan,
10% in Kazakhstan, 6.3% in Moldova, 4.6% in Georgia, 6.2% in Russia,
5.5% in Azerbaijan and 1.5% in Armenia. The committee did not give
figures for Turkmenistan or Uzbekistan.

CIS industrial growth was 8% year-on-year. GDP grew 7.5% in the
Commonwealth as a whole. Retail turnover was up 12%.

GDP grew 12.7% in Ukraine, 11% in Tajikistan, 11.1% in Belarus, 9.7%
in Armenia, 9.9% in Azerbaijan, 6.8% in Kyrgyzstan and 6.6% in Russia.
