US considers Azerbaijan strategic ally

Azerbaijani Defense Minister, Colonel-General Safar Abiyev received
a US delegation headed by Kurt Weldon, Chairman of the US Congress
Armed Services Committee, on Wednesday.

Recalling that President Aliyev presented the NATO-Azerbaijan
cooperation plan to the NATO Secretary General in Brussels last week,
Abiyev said the President had reaffirmed Azerbaijan’s commitment to
cooperate with the US to fight international terrorism. Touching
upon the Upper Garabagh conflict, General Abiyev emphasized that
Armenia had ignored the UN Security Council’s four resolutions on an
unconditional withdrawal of Armenian military forces from the occupied
lands of Azerbaijan and the international community had not recognized
Armenia as an aggressor.

Weldon said he had come to Baku to hold talks on expanding the military
cooperation between the US and Azerbaijan. He said that during a
recent visit to Moscow, he reminded Russian officials of Azerbaijan’s
tremendous role in security issues. “The US will continue relations
with Azerbaijan as its strategic ally”, he said. With regard to the
Upper Garabagh conflict, Weldon said he supports the stepping up of
the efforts of his country in this respect. Several members of the US
Congress attending the meeting expressed their appreciation to the
Azerbaijani side for supporting the US in combating international
terrorism and confidence that an extensive cooperation with the US
is in store for Azerbaijan.

Russian human rights champion Svetlana Ganushkina was in Stepanakert
on 31 May in her role as the cochairman of a working group on missing
people, hostages and POWs in the zone of the Karabakh confrontation,
the Armenian news agency Noyan Tapan reported on 1 June.

The working group’s delegation included the coordinator from the
Azerbaijani side, Avaz Hasanov, the agency added.

Dear ladies and gentlemen!

Dear visitors!

I intimately congratulate you on the occasion of opening of the XI
International exhibition – conference “Caspian – oil, gas, oil
refining and petrochemicals – 2004”. I wish the Conference success.

In 1994, in Azerbaijan first such exhibition has been carried out. I
well remember those days. I remember, how then carrying out of this
exhibition caused in ones – doubts, others – were surprised to this
as at that time Azerbaijan was in very difficult situation. Situation
in the country was very difficult. The Armenia-Azerbaijan conflict
has just been suspended, the agreement on ceasefire was reached.
Certainly, carrying out of exhibition in such conditions was the
extreme phenomenon. The country experienced heavy days. In Azerbaijan
ruled an economic crisis.

As a whole, at that time Azerbaijan was known in the world in quality
of very risky country. However, thanks to efforts of organizers of
the Exhibition and support of President Heydar Aliyev this exhibition
has taken place, and I remember, that it has passed very
successfully. The representatives who have arrived to Azerbaijan of
the foreign companies have expressed here the interests to our
country, trust to Azerbaijan, and, thus, with participation of the
large oil companies in Azerbaijan the international action was
carried out.

In general, the year 1994 takes a special place in the history of
Azerbaijan. In 1994, the “Contract of the Century” has been signed,
and from this contract new oil strategy of Azerbaijan began. Heydar
Aliyev’s oil strategy is put into practice already more than 10 years
and has brought to Azerbaijan great successes. For these years to
Azerbaijan, in a petroleum industry of our country, large investments
have been enclosed. The known oil companies came to Azerbaijan and
have adjusted very successful cooperation with our country. I can
tell, that the works, which have begun in 1994, had decisive
character for the future Azerbaijan.

After the “Contract of the Century”, it has been signed more than 20
oil contracts. Within the framework of the said contracts, the
investment at amount almost 60 billion dollars is expected. The
investments enclosed in the oil industry, naturally, will stimulate
all our economy. I can tell you that the volume of the investments
enclosed in Azerbaijan within last 7-8 years makes 17 billion
dollars. Of them, 12 billion are direct foreign investments. It
testifies to the great trust in Azerbaijan, that Azerbaijan is very
reliable partner. Otherwise, the foreign companies, certainly, would
not begin to put to Azerbaijan so many investments. Also I should
tell, that in comparison with neighboring countries, former Soviet
republics, and at the same time with some states of the East Europe,
Azerbaijan is the leader on volume of foreign investments per capita
and during many years keeps this leadership.

If in Azerbaijan political stability and order have not been
established, certainly, achievement of such level of foreign
investments would be impossible. Due to activity and efforts of the
national leader of our people Heydar Aliyev, Azerbaijan for very
short time has made significant steps. The oil sector develops; other
branches of our economy also are in development. It speaks that
Azerbaijan is on a true way.

In Azerbaijan, there is extremely favorable investment environment.
Our foreign friends, partners are sure that their investments are
protected up to the mark. Already all know, that any oil contract
after signing is ratified by Milli Majlis and, thus, inures as the
law, and nobody can change this law. It is pleasant, that within
these ten years between Azerbaijan and the oil companies there was no
question at issue. We always work, we cooperate in very friendly
conditions, and carrying out activity in our country the foreign oil
companies, living here the foreign experts became members of the
Azerbaijan society, and I know, that they feel very easy in
Azerbaijan.

Our purpose consists in an all-around development of Azerbaijan. In
that, using the oil factor, to make our economy versatile to open new
workplaces. In particular, due to activity of the foreign oil
companies, in oil sector in Azerbaijan thousand, tens thousand new
workplaces were open. Our citizens working in this sector, receive
very high wages, and have good conditions. Now, we should take
advantage of this factor so that in Azerbaijan other sectors of
economy also have comprehensively developed. With this purpose, have
been adopted and special programs. I hope, that these programs will
bring the results.

With feeling of deep satisfaction I can tell, that for last 7 months,
after presidential elections in Azerbaijan it was open about 30
thousand new workplaces. It once again shows that the promises given
up to electors become true and find approval in the life.

The oil sector of Azerbaijan develops. I can tell, that in 1990s one
of the complicated questions was the question on legal status of the
Caspian. In this connection, though the question was many times
discussed, there was certain intensity. But I can tell and that as a
result of Heydar Aliyev’s diplomacy the said question also finds its
settlement. In the direction of settlement of this question extremely
important steps have been undertaken, and Azerbaijan has already
signed agreements with Russia and Kazakhstan about legal status of
the Caspian Sea. This certifies that even on such complex
international problems it is possible to come to a common
denominator, and it was found a decision satisfying each side. I
hope, that in the near future the question on the status of the
Caspian Sea, at last, can find its decision as a whole.

The future prospects of Azerbaijan are fine. For realization of all
plans we face, certainly, it is necessary strong economy. Naturally,
the oil sector being the basic branch of our economy plays thus
important and, I can tell, the main role. We have already executed
preliminary stage. Azerbaijan has involved large investments. The oil
sector of Azerbaijan develops very promptly and the new
infrastructure is being created.

For these years, in Azerbaijan, four drilling installations have been
constructed and handed over in operation: “Dede Gorgud”, “Istiglal”,
“Gurtulush” and the largest drilling installation – “Heydar Aliyev”
capable to work in the deepest waters of the Caspian Sea. It very
much strengthens our infrastructure. But, at the same time, the
following stage will depend on how will the incomes received from oil
effectively work to efficiently use them. With this purpose, in
Azerbaijan the Oil Fund has been created. The Oil Fund is very
transparent structure, and its activity gets support of the
international financial institutions. The international audit is on
regular basis carried out, the information on incomes and charges of
Oil Fund is periodically published in press.

The transparency becomes one of the main preconditions of our
success. As you know, Azerbaijan has joined the International
Transparency Initiative. Already more than year we seriously are
engaged in the given question and we support the initiative of the
Prime Minister of the Great Britain. I can tell, that Azerbaijan is,
may be, the unique country in region which accepts very active
participation in this Initiative. It will allow us that the incomes
received from oil in the future, worked effectively, and each citizen
of Azerbaijan has felt it in the daily life.

The incomes, to tell the truth, received from oil already render the
influence to our life. I can tell to you, that the last year wages
and pensions have been raised by decrees of our national leader
Heydar Aliyev due to means of the Oil Fund. It means that incomes
received from oil already find the reflection in a daily life of our
people. Certainly, with growth of our incomes in the future we shall
have even more opportunities that our people lived even better.

One of the most important directions of oil strategy of Heydar Aliyev
is construction of oil pipelines and delivery of the Azerbaijan oil
to the world markets. Two oil pipelines, transporting the Azerbaijan
oil now function, and it allows us to deliver in very effective form
our oil on the world markets.

As you know, construction of the oil pipeline Baku-Tbilisi-Ceyhan
goes very successfully, and we hope, that in the beginning of the
next year it will be handed over in operation. This pipeline also is
Heydar Aliyev’s creation. Not casually, that the members of the
Company “Baku-Tbilisi-Ceyhan” have given to this pipeline Heydar
Aliyev’s name, and our brothers living in Turkey, our friends, the
government of Turkey have named after Heydar Aliyev the Ceyhan
terminal. Truly, Heydar Aliyev is the architect of the oil pipeline
Baku-Tbilisi-Ceyhan.

About the Baku-Tbilisi-Ceyhan many words have been told. I do not
want to repeat them. I want to tell only, that it is the project,
which in a huge degree will determine the future of Azerbaijan. It is
the project, which can bring to Azerbaijan, the region the peace and
calmness. It is the project strengthening cooperation in the region.
I hope and is confident, that after realization of the said project,
our region will change, we shall reach peace and calmness. Certainly,
as soon as Azerbaijan, using this pipeline, will deliver the oil on
the world markets, our country will achieve even greater development,
our people will live even better, and our economy become stronger.

The strong economy is the most important condition. For solution of
all problems in Azerbaijan, first of all, there should be a strong
economy. Social questions find their solution. Means allocated from
Oil Fund, first of all, are spent for refugees and IDPs living in the
most difficult conditions. I hope, that the said question will find
its settlement. We aspire to peace settlement of the
Armenia-Azerbaijan, Nagorny Karabakh conflict. But it should be
solved on the basis of all international legal norms, within the
framework of territorial integrity of Azerbaijan.

The project “Shahdeniz” will bring to Azerbaijan new achievements.
The large works directed on delivery of the Azerbaijan gas to Europe,
Turkey are already being carried out. I hope, that the mentioned
project also will bring fine results, and in the near future the
Azerbaijan gas will be delivered to Turkey, and there from – to
Europe. Azerbaijan becomes very much reliable source for the European
consumers.

Dear friends!

In a word, all works, which have been carried out in Azerbaijan
within last ten years, were very successful. Including in the
oil-and-gas sector. It once again shows, that the steps undertaken in
1994 were true. This is celebration of oil strategy, Heydar Aliyev’s
oil diplomacy. I hope, that, continuing this policy, we shall achieve
new successes, we shall reach strengthening and an all-round
development of our country.

Once again I sincerely congratulate you on the occasion of opening of
this Exhibition-Conference. I wish you robust health, happiness and

Transport Minister Ziya Mammadov told journalists on Wednesday
with regard to Georgian President Saakashvili’s proposal to build
the Turkey-Georgia Gars-Akhalkalaki railway line that the project
represents importance for Azerbaijan’s economy.

He said that opening of this railway corridor meets the interests of
Baku. The implementation of the project will allow the establishment
of another railway line connecting Azerbaijan and Turkey.

It is for this reason that Yerevan considers this an attempt to put
Armenia in a blockade. Mammadov dismissed Armenia’s position on the
issue as groundless.

Music festival returns to baroque monastery

KAUNAS – An all-summer series of concerts will soon get underway in
the wonderfully picturesque surroundings of the Pazaislis monastery.
It’s the ninth outing for the annual international music festival and
a whole range of concerts are planned throughout the Kaunas region
that include the biggest and brightest names in Lithuanian music, as
well as many other internationally known performers.

The festival’s focal point is Pazaislis monastery, which is on the
right bank of the Nemunas River. The monastery, which is surrounded
by forests and Kaunas Lagoon, is one of the most beautiful baroque
buildings in the country.

The festival will begin with Beethoven’s immortal “Ode to Joy” on May
30 in recognition of Lithuania’s accession to the European Union. The
Kaunas State Choir, which was given a special award for its
performance of Beethoven’s “Ninth Symphony” as well as for its
contribution to the preservation of the world’s musical heritage at a
UNESCO gala in Berlin, will perform it at the opening ceremony.

The opening concert will also feature the three tenors from Armenia
who will be performing the tour program of Pavarotti, Carreras, and
Domingo. The three talented singers are rapidly becoming almost as
famous as their corpulent counterparts and, on that score, they’re
catching up as well to judge from their appearance.

One of the main goals of the festival is to showcase new works by
Lithuanian composers and one of the most eagerly awaited concerts
will be the performance of “Curonians” by Vidmantas Bartulis, who was
voted the best composer in Lithuania in 2003. The Curonians are an
extinct Baltic tribe but the Kaunas State Choir will perform the
piece in the Curonian language.

The festival’s variety of music will range from traditional classical
music to the distinctive Arabic sounds of Al Qantarah, who come from
Sicily, Italy. Over 30 chamber, symphonic, vocal and instrumental
concerts will be held at the Pazaislis monastery and various other
Lithuanian architectural heritage sites. Besides promoting music,
another aim of the festival is to encourage people to discover the
forgotten heritage of architecture.

ARMENIAN LANGUAGE, FAITH, HERITAGE FOCUS OF EDUCATIONAL PROGRAM

In parishes throughout the Diocese of the Armenian Church of America
(Eastern), youngsters learn the Armenian language through weekly
courses. But when they finish those courses, usually at around the age
of 12, many youngsters were left without a structured Armenian language
and cultural education.

For decades, teens in the New York metro area have been able to attend
the Khrimian Lyceum, a once-a-month program designed to educate and
prepare future Armenian-American community leaders with strong
character, deep commitment, and a sense of responsibility and knowledge
of their shared cultural history.

“The object of the program is to prepare young Armenians to be
knowledgeable leaders, teachers, and administrators for our churches and
community groups,” said Sylva der Stepanian, coordinator of Armenian
education at the Eastern Diocese, who oversees the Khrimian Lyceum
program.

This year, the Khrimian Lyceum program spread to the Midwest and New
England. The Midwest Khrimian Lyceum Midwest opened on September 27,
2003, at the Armenian General Benevolent Union (AGBU) Center in Chicago,
under the direction of Zabel Panosyan. Speakers at the monthly classes
have included Prof. James Jacobson on leadership, Dr. Kevork Bardakjian
on Armenian literature, Vehanoush Tekian on creative writing, Krikor
Mirijanian on architecture, and Dr. Hripsime Harutiunian on Armenian
wedding traditions.

The dozen Khrimian Lyceum students in the Chicagoland area also get
involved in the community in hands-on ways. They helped celebrate
Armenian Christmas Eve services at the St. James Church of Evanston, IL,
by reading from the Holy Scriptures, singing the badarak, and acting as
ushers. The students have also traveled, attending “Light of Light,” a
one-day symposium in Greenfield, WI, organized by the Diocese and the
local parish.

Along with academic courses, Khrimian Lyceum students work on a number
of extra curricular activities. In Chicago, for example, Seta
Kantarjian, director of the Shushi Dance Ensemble, has led a dance
workshop, and the students have studied drama with Vartan Oganisyan,
artistic director of the Khrimian Lyceum in New York.

GROWING PROGRAM

This was the Khrimian Lyceum’s first year expanding beyond New York
City. The original Khrimian Lyceum program has six grade levels, with
65 students total. In each of the two new areas, there is one class of
12 this year, with plans to add one new class each year until they reach
the full six grades.

“It is good for our children to know their heritage, know where they
come from, and to know they come from an ancient civilization,” said
Shakeh Johnson, who heads the program in the New England area. “Not
only that, but they also need to know that when it was an ancient
civilization, we had writers and poets and people who made contributions
to society. Knowing that, they can learn that they can survive no
matter what.”

The Khrimian Lyceum in New England is housed at the St. James Church of
Watertown, MA. Through similar programs and lectures, the students have
grown academically, as well as emotionally.

“I see the results already. Parents say they can’t believe how happy
they are that they forced their kids to go to the Khrimian Lyceum,”
Johnson said. “They say that now they don’t have to force their
children to go, because they want to go, and they’re ready to learn, and
they’re sharing what they learn at home. I can already tell that we
will see these children’s names as leaders of the community in the
future.”

POSITION OF AZERBAIJAN EXPLAINED AT THE CONFERENCES AND MEETINGS IN
STRASBOURG

On May 16, the parliamentary delegation headed by chairman of Milli
Majlis Murtuz Alaskarov, has arrived in Strasbourg for participation
in conference of the chairmen of assemblies of the European
Parliament on the topic “Civil Europe – participation of parliaments
and citizens”.

The meeting of chairmen of parliaments of the Southern Caucasus
countries was held on 17 May. At the meeting, discussed were issues
of cooperation of Azerbaijan, Georgia and Armenia. Chairman of the
parliament of Armenia has put forward an idea of adjustment of
cooperation between the countries of Southern Caucasus and creation
of joint parliamentary assembly of these countries. The Azerbaijan
side, explaining the position concerning the question, has stated
that our country, in fact, is not against such cooperation.

It has been marked that Azerbaijan has adjusted very good relations
with the next Russia, Turkey and Georgia. And as to Armenia, if this
country will refuse the aggressive policy and will return the
occupied Azerbaijan lands, only in this case it is possible to speak
about any cooperation with it. And consequently the Azerbaijan side
has made resolute protest against the offer of chairman of the
parliament of Armenia on creation of joint Parliamentary Assembly of
the countries of Southern Caucasus.

On May 18, in the residence of the Council of Europe was held a
conference on the topic “Is our democracy democratic?” Chairman Milli
Majlis Murtuz Alaskarov made remarks the conference.

Having noted, that after gaining state independence our country has
selected the way of integration to Europe, chairman of parliament
Murtuz Alaskarov has told: Azerbaijan has great potential to deepen
democracy. This potential is enriched with centuries-old traditions
and tolerance of our people, he stressed. For the last years, in
Azerbaijan radical political, economic, social-legal reforms have
been conducted, the notable achievements in restoration of the
European values, creation of democratic institutes in maintenance of
the rights and freedom of the person, transition to market economy
were reached.

He has emphasized that one third of clauses of the new Constitution
of Azerbaijan adopted in 1995 is devoted to maintenance of the rights
and freedom of the person. In our country, tens political parties
function. Censorship has been cancelled. There is an independent TV
and radio displaying all sides of political life of Azerbaijan.
Consecutive work is being carried out in the field of maintenance of
the rights of national minorities, freedom of faith, more than 600
nongovernmental public organizations have been registered in the
country.

Chairman of Azerbaijan Parliament has especially emphasized that one
of the important steps undertaken by our state in the field of
protection of human rights, is adoption in 1993 of the moratorium on
application of death penalty and cancellation for the first time in
the East in 1998 of this kind of punishment. In the country, radical
judicial reforms have been carried out and the three-stage judicial
system created. Penitentiary system was harmonized with the European
standards. On the basis of multi-party system democratic, fair, free,
transparent presidential, parliamentary and municipal elections were
repeatedly carried out. In 2001, Azerbaijan became a full member of
the Council of Europe.

Chairman of Milli Majlis has told: “Our country confidently marches
ahead on the way of deepening of democracy. As the head of Azerbaijan
State Ilham Aliyev in April, in the spring session of Parliamentary
Assembly of the Council of Europe has stated, Azerbaijan will never
change the way of construction of a democratic, legal, civil society.

In detail informing on the historical roots and heavy consequences of
the Armenia-Azerbaijan, Nagorny Karabakh conflict, Chairman of
Azerbaijan Parliament has emphasized that as a result of this
conflict the one fifth of the Country’s territory up today is under
occupation, one million people, that is each eighth inhabitant is
refugee and IDP. The Armenia-Azerbaijan conflict continuing more than
a decade, certainly, delays the process of democratic transformations
that renders negative influence not only on these countries, but also
to all Southern Caucasus. The occupied lands of Azerbaijan have
turned to uncontrollable zone. They became the center for preparation
of terrorists, cultivation of narcotics, burial places of radioactive
wastes, trade of the weapon and people. However, we are sure, that
the victory will triumph and that this heavy problem for Azerbaijan
will be solved by peace way according to all norms and principles of
international law, and the main thing, on the basis of principles of
inviolability of borders and territorial integrity of borders of the
states.

Statement of the Chairman of Azerbaijan Parliament has been listened
with attention and interest.

The meeting of chairmen of parliaments of the GUUAM countries also
was held in Strasbourg. At the meeting attended by Georgia, Ukraine,
Azerbaijan and Moldova, discussed were the questions of preparation
for constituent conference in connection with creation of
parliamentary assemblies of member-countries of this international
organization.

The vice-president of parliament of Ukraine, chairmen of parliaments
of Georgia and Moldova have noted special role of GUUAM, created in
1997, in development and strengthening of relations between the these
member-countries, have emphasized necessity of creation of
Parliamentary Assembly of the structure.

Speaking at the sitting, Chairman of Milli Majlis Murtuz Alaskarov
has noted, that two more years back during his visit to Ukraine he
has drawn attention to the initiative of the Azerbaijan on creation
of Parliamentary Assembly of the GUUAM countries. And, since we
support this offer, he stressed.

During the discussions, exchanged were opinions on definition of
place and date of carrying out of constituent conference. The sides
came to a consensus to conduct the conference in second half of
September in the capital of Ukraine, Kiev, or in Yalta.

At the conferences and meetings participating was the head of the
permanent mission of Azerbaijan at the Council of Europe, ambassador
Agshin Mehdiyev.

PARIS, May 14 (AFP) – Charles Aznavour, the 80 year-old French singer
of Armenian origin, was on Friday made a commander of the Legion of
Honour by President Jacques Chirac.

“Among the 1,000 songs you have written and composed more than 100
are in the pages of the anthologies,” Chirac said in a ceremony at
the Elysee palace.

“It is to a man of infinite generosity, sincere, an incomparable
and uncontested artist, a marvellous ambassador for French song
and language that I am profoundly delighted to present this award,”
he said.

There are some 1,250 commanders of the Legion of Honour, the order’s
third highest rank.

Azerbaijan: Turning Over a New Leaf?

Azerbaijan: Turning Over a New Leaf?

Baku/Brussels, 13 May 2004: Azerbaijani President Ilham Aliyev needs
to embrace the democratic process and dismantle autocratic rule.
Failure to do so would lead to instability that could spill into the
rest of the region and tempt strong neighbours to fill a power
vacuum.

The International Crisis Group’s latest report, Azerbaijan: Turning
Over a New Leaf?*, considers the challenges now facing Azerbaijan and
its young and largely untested leader. Strategic interests primarily
related to oil reserves muted international expressions of concern
about last October’s fraud-filled election, which saw Ilham take over
from his dying, autocratic father, Heydar. However, if the regime and
the international community maintain a disregard for democracy in
Azerbaijan, it will likely exacerbate the long-term problems the
country faces.

“President Aliyev is in an awkward position”, says Nicholas Whyte
Director of ICG’s Europe Program. “He has to fulfil Western
expectations on reforms and democratisation and at the same time
satisfy the interests of the ruling elite. Plus, he needs to show
that he, not his father’s advisers, controls the government”.

Azerbaijan’s government is a carefully designed autocratic system,
which the father and former Soviet-era politburo member began to
construct in the late 1960s, with heavy reliance on family and clan
members, oil revenues and patronage. The deep scars the country has
from its defeat by Armenia over Nagorno-Karabakh ten years ago
continue to impact political life.

Clearly, democratic change is not going to be simple or quick, but by
indicating his desire to move to a more open and democratic system,
Ilham Aliyev does give some reason for hope. His best chance is to
nurture a new generation of technocratic professionals while steadily
dismantling the corrupt patronage network that strangles the
political system and keeps the economy overly dependent on a single
resource.

The young president has begun by prudently appointing young deputy
ministers and other officials to implement reforms aimed at opening
and developing the economy. Under international pressure, he has
freed several hundred political prisoners. Another welcome step would
be a credible investigation of the violence surrounding the 2003
election.

Deeper change, however, is going to mean more difficult choices for
Aliyev, who can only find the new allies he needs against the most
conservative circles by giving space to a genuine opposition and
truly independent media.

“Cracking down on the opposition and harshly repressing religious
groups would likely boomerang on Aliyev”, says Damien Helly, Caucasus
Regional Director for ICG. “Combined with general social and economic
discontent, such actions would only fuel a more radical political and
religious opposition and unrest in the northern regions”.

Azerbaijani government will continue increasing spending on the
maintenance of Azerbaijani armed forces, said Azerbaijani president
Ilham Aliyev at a meeting with soldiers of Azerbaijani army in
Nakhchivan.

Aliyev, who arrived in the Azeri autonomous republic yesterday, said it
is important for Azerbaijan to strengthen its military power potential.

Although Azerbaijan supports peaceful settlement for Karabakh conflict,
he said,”we will free our lands by military means if the peaceful
efforts turn in vain for the conflict.

Aliyev’s statements came at the opening ceremony of a building for
military unit in Nakhchivan.
