Azeri leader condemns US vote on Armenian resolution

Azerbaijani President Ilham Aliyev phoned Turkish President Abdullah
Gul on 5 March.

During the telephone conversation, the Azerbaijani head of state
expressed his protest against and flatly condemned the decision
adopted by the Foreign Affairs Committee of the House of
Representatives of the US Congress [which described the killing of
Armenians by Turkish forces during World War I as genocide]. President
Ilham Aliyev described it as an unfair decision which grossly distorts
historical truths and may result in an increase in tension in the
region.

He stressed that Azerbaijan is, as always, by Turkey’s side and will
continue to give Turkey full support. The Azerbaijani president said
he believed that the attempts by Armenians, who have committed
genocide against the Turkish and Azerbaijanis peoples in various
periods of history, to falsify history will not be accepted by the
international community and will fail.

In his turn, the Turkish president highly assessed this position of
the Azerbaijani president and expressed his gratitude.

During the telephone conversation, an exchange of opinions was held on
bilateral relations and the situation in the region.

Turkish President Abdullah Gul said about approval of the resolution
on Armenian allegations by the US House of Representatives Committee
on Foreign Affairs, "no one can force Turkey to accept anything with
threats and pressure."

President Gul told reporters, "this decision does not have any value
in the eyes of the Turkish people. How do politicians in such a big
country like the USA use their votes? We are face to face with
politicians who can cast their votes against an allied country in
order to get a few votes from the diaspora in their region. If you ask
them, they cannot talk about the issue for three minutes. When did it
happen, where did it take place, how did it happen? The most worrying
aspect of this is that these are the politicians of a country which
shapes the world policy. No one can force Turkey to accept anything
with threats and pressure. This decision is nothing but an attempt to
hamper Turkey’s initiates to ensure peace and stability in the region
and to create a zone of cooperation in the Caucasus."

The US House of Representatives Committee on Foreign Affairs approved
the resolution on Armenian allegations on Thursday. The committee
approved the resolution on incidents of 1915 with 23 votes against 22.

Commenting on yesterday’s passage of a Genocide resolution by the U.S.
House Committee, Levon Zurabyan, a spokesman from the opposition HAK,
today said that he was certain that the non-binding bill would never
be adopted by the U.S. Congress.

Mr. Zurabyan pointed out that similar bills, while getting through
committee, never made it to the full House for a vote. `Such
resolutions have been passed four times in the past but never made it
to the full Congress. There nothing new here except that in the past
there were more votes in favor. Yesterday’s resolution passed by just
one vote,’ Mr. Zurabyan told Hetq.

Turkey warns US genocide vote will harm relations

ANKARA ‘ Turkish Prime Minister Recep Tayyip Erdogan Saturday slammed
as "parody" a US Congress panel’s reference to Ottoman-era massacres
of Armenians as genocide and warned it would harm relations.

Thursday’s approval of the resolution at the US House Foreign Affairs
Committee was the product of "erroneous policies" and "will not bind
us," Erdogan said in televised remarks.

Turkey will "not be deterred by such a comedy, a parody, a fait
accompli," he said in a speech to a business group in Istanbul.

"Let me say quite clearly that this resolution will not harm us. But
it will damage bilateral relations between countries, their interests
and their visions for the future. We will not be the losers," he
added.

An infuriated Turkey recalled its ambassador to the United States for
consultations after the committee narrowly approved the text on
Thursday, opening the door for a vote at the full House of
Representatives.

The non-binding resolution calls on President Barack Obama to ensure
that US foreign policy reflects an understanding of the "genocide" and
to label the mass killings as such in his annual statement on the
issue.

Ankara also warned Washington that it risked damaging bilateral ties
and setting back the already limping Turkish-Armenian reconciliation
process if it did not block the bill from advancing to a full vote.

Following US-backed talks to end decades of hostility, Turkey and
Armenia signed a deal in October to establish diplomatic relations and
open their border.

But the process has already stalled, with Ankara accusing Yerevan of
trying to change the terms of the deal and Yerevan charging that
Ankara is not committed to ratifying the accord.

In a bid to limit the fallout of the committee’s decision, US
Secretary of State Hillary Clinton said Friday that the Obama
administration would "work very hard" to stop the resolution from
going before the full house.

Turkey’s ambassador to Washingon, Namik Tan, arrived back in Turkey on
Saturday, the Anatolia news agency reported, as Turkish Foreign
Minister Ahmet Davutoglu said no one should expect the envoy to return
to his post soon.

Tan’s return "could take a long time. Ties between the two countries
cover a lot of ground," Davutoglu said in comments published in the
mass-circulation Hurriyet daily on Saturday.

Turkish newspapers suggested that Ankara was working on a plan of
measures, including minimizing bilateral contacts and reviewing
economic cooperation and arms contracts, in a bid to keep up the
pressure on the Obama administration.

Armenians say up to 1.5 million of their kin were systematically
killed during World War I as the Ottoman Empire fell apart.

Turkey categorically rejects the genocide label and says the number of
those killed in what was civil strife during wartime is grossly
inflated.

Washington has traditionally condemned the killings, but refrained
from calling them a "genocide," anxious not to strain relations with
Turkey.

During a visit to Turkey in April, Obama said he retained his view
that the killings amounted to genocide but stressed that
reconciliation between the two neighbours was more important.

La Turquie a rappelé jeudi son ambassadeur aux Etats-Unis pour
consultations après la reconnaissance du génocide arménien par une
commission de la Chambre des représentants américaine. Un texte non
contraignant mais qui irrite Ankara au plus haut point.

Comment dit-on "furieux" en turc ? Ankara ne décolère pas en tout cas
après la reconnaissance du génocide arménien par une commission de la
Chambre des représentants américaine. La Turquie a même rappelé ce
jeudi son ambassadeur aux Etats-Unis pour consultations.

Le Premier ministre Recep Tayyip Erdogan, dans un communiqué, s’est
inquiété des conséquences de cette décision non contraignante des
parlementaires américains sur les relations entre Ankara et
Washington, et sur le processus de réconciliation avec l’Arménie. La
Turquie, membre de l’Otan, est un allié de Washington et un relais
essentiel pour les Etats-Unis dans les dossiers iranien, afghan et
israélo-palestinien.

De son côté, l’Arménie a salué ce vendredi le vote américain, jugeant
que c’était une avancée dans la lutte pour les droits de l’homme.
"Nous apprécions beaucoup la décision", a déclaré sobrement le
ministre arménien des Affaires étrangères, Edouard Nalbandian. "C’est
une nouvelle preuve de l’attachement du peuple américain aux valeurs
humaines universelles et un pas important vers la prévention des
crimes contre l’humanité".

Le texte adopté à Washington appelle le président américain Barack
Obama à "qualifier de façon précise de génocide l’extermination
systématique et délibérée de 1.500.000 Arméniens".

Le génocide turc des Arméniens a été déjà reconnu par la France, le
Canada ou le parlement européen.

Turkey recalls Ambassador to U.S. over Genocide vote

Turkey says it has recalled its Ambassador to the U.S. for
consultations, following the House of the U.S. Representatives Foreign
Affairs Committee’s approval of the Resolution 252 declaring the 1915
mass killings of Armenians by Turks as Genocide.

The House of Representatives Foreign Affairs Committee passed
Thursday, March 4, the Resolution by a vote of 23 to 22.

Turkey traditionally denies mass killings, deportations, executions,
starvations and other means against the Armenian population in Turkey
that resulted in more than 1,5 million deaths among the Armenians.

Genocide of 1915 is recognized by Uruguay (recognized and condemned
earliest, 1965), Russia, France, Italy, Netherlands, Germany, Belgium,
Poland, Lithuania, Slovakia, Sweden, Switzerland, Greece, Cyprus,
Lebanon, Canada, Chile, Argentina, and 42 States of America; by
Vatican, the European Parliament, and the World Council of Churches.

In the aftermath of the US House Foreign Affairs Committee approving a
resolution to recognize the Armenian Genocide, Ankara has announced
that it is preparing 4 countermeasures aimed at increasing pressure on
Washington. This `pressure plan’ is to be discussed in Turkey’s
Council of Ministers (cabinet) on March 8.

According to Turkish daily Sabah, the plan, comprised of `Political,’
`Economic,’ `Strategic,’ and `Military’ pressure, will review Turkey’s
involvement in different sectors.

Economic measures include determining "new alternatives" in trade
between Turkey and the United States. In the energy sphere, Ankara
will favor closer ties with Moscow, reports Russian news source Ria
Novosti.

On the military front, the decision on bilateral cooperation,
especially in Afghanistan, will be put on hold, but use of Turkey’s
air space and restriction of activities in its military bases "are on
the table." Ankara expects that collaborative efforts between Western
powers and Iran will also be weighed down.

Other measures include Prime Minister Recep Tayyip Erdogan possibly
not attending the Global Nuclear Security Summit, which will be held
on April 11-14 in Washington.

YEREVAN, March 4, /ARKA/. The EBRD said it has provided a $10 million
loan to Ameriabank for on lending to local companies under its Medium
Sized Co-financing Facility (MCFF). It said in a press release that
the facility is aimed at supporting the development of the private
sector in Armenia and increases further the availability of financing
in the real economy sector with.

Ameriabank is the sixth largest bank in Armenia by total assets
and among the top three fastest growing banks in the country. It is
owned by "TDA Holdings Limited", an investment company affiliated
with Troika Dialog, a leading Russian investment banking group.

Under the MCFF, the proceeds of the EBRD loan will be used to
co-finance Ameriabank’s loans provided to medium-sized companies.

Ameriabank is supporting the project with up to $10 million from its
own resources. The transaction will support Ameriabank’s development
strategy, enabling it to offer larger loans to Armenian businesses
in the current challenging environment. Ameriabank will also take
the lead in originating and monitoring the co-financed loans.

"Through this project the EBRD is reconfirming its commitment to
support the growth of the private sector in Armenia by facilitating
access of local enterprises to much-needed financing. We are pleased
to extend our co-financing facility to Ameriabank, helping it to
expand its loan portfolio", said Mike Taylor, EBRD Director, Financial
Institutions, Central Asia, Caucasus, and Mongolia.

"Ameriabank proudly joins the Medium Sized Co-financing Facility as
this cooperation with EBRD opens new perspectives for Ameriabank’s
loan profile diversification, as well as highly contributes to the
development of the medium size business sector, as a cornerstone of the
Armenian economy", said the Chairman of the Management Board-General
Director of Ameriabank, Artak Hanesyan.

The EBRD loan is part of the Bank’s Armenia Multi-Bank Framework
Facility II, aimed at supporting the increase of financial
intermediation in Armenia through medium-term credit lines to local
commercial banks for on-lending to commercial customers. Since the
facility was launched in 2006, over $118 million was disbursed to 12
banks operating in Armenia.

Overall, since the beginning of its operations in Armenia, the EBRD
has committed over ~@335 million in approximately 70 projects in the
financial, corporate, infrastructure and energy sectors.

Today took place the presentation of the activities realized by the
"Oxfam" Company. During the presentations were presented the projects
already implemented and the challenges and the goals of the upcoming
years of the company. According to the president of the Oxfam branch
in Yerevan, Margarita Hakobyan, the company is aimed at reducing the
amount of the poverty and vulnerability in the Armenian villages.

She informed that the index of poverty is again growing in Armenia
because of the economic crises. It is reaching 25 %.

"Many communities do not have medical centers; there is a problem
also with the drinkable water… With our new strategy we have also
touched the maternity and children healthcare, for the latter to get
treatment in their hometowns. Each year we make investment of 700
thousand pounds for the poorest, farthest and villages. We work in
165 communities mainly rechargingthe medical centers for the people
to get treatment easily", – M. Hakobyan said.

She noticed that the main works are being conducted in Syunik, Lori,
Tavush, Vayots Zor and Gegharkunik.

First Deputy Minister of Territorial Administration of Armenia Vache
Terteryan welcomed cooperation of the company and the Ministry and
assured that in the upcoming years there will be obvious success.

Deputy Minister at Ministry of Health Tatul Hakobyan made a welcoming
speech and after handing a certificate to the Armenian branch of
the Oxfam Company mentioned that when speaking of expectations,
when putting big goals in front of ourselves there should never be
illusions that the people will get rid of the torments.

"So let’s be more distinct in our aims, let’s have ideas which will
be realizable",- T. Hakobyan said and added.

Hakobyan attached importance to the reduction of the health problems
in the villages, as he is sure that if there is a healthy community
there will also be a healthy family.

ArmInfo. CJSC ‘Yerevan-jur’ has applied to the regulatory state
structure of Armenia to rise water supply tariffs by 14,3%.

As commercial manager of the company Gagik Markaryan said, they
suggest to rise the tariff up to 206,9 drams per 1 sq/m, including
water supply, drainage and sewage water treatment. The former tariff
was 181 AMD/1 sq/m. The raising is conditioned by the inflation and
dram/EUR fluctuation as well as changing of tariffs for electric power
and changing of the volume of water extraction. He also added that
in 2009 water extraction was 362,8 mln sq/m and its sale amounted to
55,5 mln. In 2010 they are going to reduce water extraction to 345
mln sq/m. The water losses in 2009 amounted to 307,3 mln sq/m. The
total of 14,1 mln were the losses of the consumers, the water-meters
of which do not reflect really used volume of water.
