GRETA publishes its third report on Armenia

The Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) published a new report today on Armenia focusing on human trafficking victims’ access to justice and effective remedies. GRETA acknowledges improvements in the legislative and policy framework but asks the authorities to strengthen the provision of information to victims, improve access to legal aid and psychological assistance, facilitate access to compensation from the perpetrators, as well as to effectively investigate offences of human trafficking for all forms of exploitation and promote reintegration of victims.

Since the previous evaluation in 2017, Armenia has continued to develop its anti-trafficking legislative and policy framework: in 2021 a new Criminal Code and a new Criminal Procedure Code were adopted and amendments to the Labour Code were being prepared.

GRETA urges the authorities to ensure that access to legal assistance is guaranteed as soon as there are reasonable grounds for believing that a person is a victim of human trafficking and before the person concerned has to decide whether on co-operating with the authorities in a criminal investigation.

During the reporting period no trafficking victim has received compensation from the perpetrators either through criminal or civil proceedings. GRETA urges the Armenian authorities to take vigorous measures to guarantee effective access to compensation for trafficking victims, including by making full use of the legislation on the freezing and forfeiture of offenders’ assets. At the same time GRETA welcomes the provision of lump-sum compensation of some 450 EUR by the State to 20 trafficking victims since 2017.

GRETA welcomes the existence of specialised entities for combating human trafficking within the Police and the Investigative Committee. However, it notes that between January 2017 and September 2021, a total of 69 criminal investigations were conducted into human trafficking cases but only 13 cases were brought to trial and just six persons were convicted for trafficking. GRETA urges the Armenian authorities to ensure that human trafficking offences for all forms of exploitation are proactively and promptly investigated, making use of special investigation techniques and financial investigations.

The report also examines progress made on the implementation of previous GRETA recommendations on selected topics. GRETA urges the Armenian authorities to continue reinforcing the capacity and skills of all relevant officials to detect and investigate cases of trafficking for labour exploitation. Further, the authorities should strengthen efforts to prevent child trafficking among vulnerable groups (children in rural areas and children placed in child-care institutions), and pay more attention to the link between child trafficking and the use of information and communication technologies. Finally, to ensure economic and social integration of victims of trafficking, GRETA urges the authorities to take additional steps to ensure the provision of long-term assistance, as well as to strengthen effective access to the labour marker for them through vocational training and job placement.

The total number of victims of trafficking identified in the period 2017-2021 in Armenia was 68. Two thirds of identified victims were women and girls. The prevailing form of exploitation was sexual exploitation, followed by labour exploitation and forced begging. Almost all identified victims were Armenian nationals exploited inside Armenia. The real number of trafficking victims is probably higher, the report says, as self-identification by trafficking victims occurs only rarely due to the lack of awareness of their rights, stigma, the feeling of shame and distrust vis-à-vis the authorities.

Stepanakert does not comment on reports about Harutyunyan and Pashinyan meeting

The press secretary of the President of Artsakh Lusine Avanesyan in conversation with the reporter of NEWS.am neither refuted, nor confirmed that President Arayik Harutyunyan had a meeting with the Prime Minister Nikol Pashinyan in Yerevan today.

"Such rumors have no comment," Lusine Avanesyan said.

According to the rumors circulated in the media, Artsakh President arrived in Armenia and met with Prime Minister Pashinyan in the government building.

According to these sources, the reason for the meeting was a crowded rally in Stepanakert on 28 May, where Artsakh people chanted "Nikol the traitor," and Pashinyan found the speeches and appeals made during the rally in connection with the defense of Artsakh problematic.

France envoy to Baku announces forthcoming meeting of Azerbaijan, Armenia youth representatives

A meeting of the representatives of the Armenian and Azerbaijani youth will take place next week in Strasbourg, France. The statement came from French Ambassador to Azerbaijan Zacharie Gross, RIA Novosti reports.

According to him, "the initiative was discussed in Brussels and agreed at the meeting of the leaders [of Armenia and Azerbaijan] held last December."

Ten representatives of Azerbaijan will leave for Strasbourg to attend this talk.

"They will hold a meeting there with the representatives of the young generation of France, Germany, and Armenia. The main goal is to participate in the peace process between Azerbaijan and Armenia," Gross added.

We are saying this, and this is the essence of the five basic principles for the peace agreement put forward by me. In particular, the principle of renunciation of territorial claims against each other is of great importance, and the Armenian leadership has adopted these five principles. Now they want to add something, but these are the basic fundamental principles," the head of state said.

YEREVAN, MAY 27, ARMENPRESS. Minister of Finance Tigran Khachatryan held a meeting with Asian Development Bank (ADB) Country Director for Armenia Paolo Spantigati.

Khachatryan thanked the ADB for cooperation and attached importance to the productive partnership established with the organization, the Ministry of Finance said in a press release.

The agenda of the meeting included issues relating to the development of the ADB 2022-2025 loan portfolio and key subjects. The priority of the construction of the North-South road, as well as the improvement of the road network and transport infrastructures in Yerevan and other cities were highlighted.

The sides also addressed issues of technical support provision in justice and healthcare sectors. A number of agreements on upcoming actions were reached.

Forecast: Russia will not give up its positions in the South Caucasus

ArmInfo.Despite the current involvement in Ukrainian affairs, Russia, without a doubt, is not going to and will not easily cede its own positions in the South  Caucasus to the West. International expert Suren Sargsyan expressed a  similar opinion to ArmInfo.

"Even a possible tactical retreat of Moscow does not mean its final  withdrawal from the region. I think that this is well understood in  the West as well. Brussels and Washington realize that the current  Moscow's concessions as a result of their consolidated pressure will  be accompanied by attempts to increase involvement in Caucasian  affairs in the future," the expert forecasts.

According to Sargsyan, the activation of the processes of settlement  of the Armenian-Azerbaijani developments in Brussels, takes place in  the conditions of the active assistance of Washington. And Brussels,  in fact, is a process to circumvent the Minsk process, due to its  current incapacity. The main reason for this is the lack of consensus  between the United States and France on the one hand and the Russian  Federation on the other. The latter, in his opinion, gives rise to  the need to oust the Russian Federation from the negotiations by  creating a new negotiating format, and not ousting the Russian  Federation from the existing format.

According to the expert, the abovementioned geopolitical processes  are unfolding at an amazing speed, in which, according to his  estimates, many of their direct participants are interested. First of  all, Baku's interests require it. The collective West is striving to  minimise Russian influence in the region as soon as possible, using  the opportunities that are available so far for this, in particular,  Ukraine.

"This is the strategy of Brussels and Washington, through which they  are trying, if not to completely oust Russia from the South Caucasus,  then at least minimise its presence, using Moscow's involvement in  Ukrainian affairs. And it seems that Armenia is also showing urgency  in all these processes and the whole question is whether Yerevan does  it on its own or under pressure. And given the serious pressure on  Armenia by almost all the players, I do not rule out the second  version at all," the international specialist summed up.

YEREVAN, MAY 24, ARMENPRESS. The anti-government demonstrators in Yerevan are protesting outside the foreign ministry building since early Tuesday morning.

The demonstrators have blockaded the building.

The protesters, led by Vice Speaker Ishkhan Saghatelyan from the opposition Hayastan faction and member of the ARF, marched down the city towards the foreign ministry from the France Square.

Saghatelyan called on his followers to block all entrances and exits to the building. After doing so, the protesters pushed through police lines and blocked the building.

Opposition Members of Parliament Hayk Mamijanyan, Aram Vardevanyan and Ishkhan Saghatelyan entered the building after telling police officers that they have the right to do so as lawmakers. They entered the building to relay the message of the demonstrators.

Afterwards, the MPs exited the building and led the crowd of supporters back to the France Square.

AW: What kind of an Armenia are we aiming for and how?

The future plans for Armenia and Artsakh, presented below, were articulated by Ishkhan Saghatelyan at the May 9 gathering of the Resistance Movement at France Square in Yerevan. Saghatelyan, the representative of the Armenian Revolutionary Federation (ARF) Supreme Body of Armenia and vice chair of the National Assembly, has made additional remarks over the past few days, where he has clearly stated that the popular uprising is not an attempt at a power grab, as portrayed by the current authorities. It is a movement borne out of the many indignations suffered by Armenia and Artsakh over the past few years, a direct consequence of the treasonous policies and actions of the current authorities. Neither is the removal of the current authorities the end goal. It is merely the beginning of a long overdue national reconciliation, enforcement of territorial integrity and provision of safety for all citizens, re-establishment of our national values and rejection of policies based on fear, defeat and upholding of our enemies’ interests ahead of our own. Most importantly, the ARF states in no uncertain terms that the unsavory elements of the previous regime have no place in Armenia’s future. We have a cadre of young, educated, capable and patriotic Armenians who can lead us toward a better future and a stronger and more unified Armenian nation.

The end of Vichy Armenia is near, and we have a long road ahead of us, one that we must travel together in Armenia, Artsakh and the Diaspora. Once and for all, we must show our collective strength and not allow our enemies, as skillful as they may be, to divide us. Our strength is in our unity and in our steadfast belief in a shared and bright future.

The month of May holds a special place in our modern history, where we celebrate the first liberation of Shushi on May 8, Victory Day on May 9 and the independence of the first Republic of Armenia on May 28 following 600 years of foreign rule. Let this May bring a renewed spirit of hope, reconciliation, patriotism and optimism to our nation.

Fellow Armenians:

The independence of Armenia and Artsakh are under threat, a direct result of the anti-national, weak and treacherous actions and policies of the current administration.

It is incumbent upon us to right this ship and to bring Armenia and Artsakh back from the edge of the precipice. Are we capable of doing so? The answer is a resounding yes. How will we do so? We will build a strong Armenia with a unified effort rooted in security, solidarity, stability and progress.

To do so, we must remove the current administration and replace it with a government that will:

  • Bring to an end Turkish-Azeri attacks and incursions by modernizing the common security systems of Armenia and Artsakh. This effort will be based on working with strategic partners, rebuilding Armenia’s Armed Forces and improved international diplomacy.
  • Reaffirm the rights of the people of Artsakh to security and self-determination guaranteed by the Republic of Armenia, commitment to protect Artsakh from any status that would place it within Azerbaijan and formation of reliable land access between Armenia and Artsakh to prevent any enclave status. Active steps will be taken based on the 1994 OSCE format to reinstate the negotiation process.
  • Prevent any effort toward provision of corridors under the guise of unblocking communication roads at the expense of Armenia’s sovereignty and territorial integrity.
  • Not implement any border demarcations under Azeri force or threat of force.
  • Exclude any agreements in the Armenian-Turkish relationships that will question the realities of the deportations and genocide of the Armenian nation, as well as Armenia’s right to her spiritual and cultural heritage.
  • Give priority to issues related to food security and state reserves.
  • Consider the return of Armenian POWs and all hostages as an issue of utmost importance and urgency.
  • Carry out policies professionally with clearly articulated standards to overcome the state of crisis in the management system. We will eradicate populism, lies, deceit, inaction, irresponsibility and all overt and covert manifestation of corruption from the management of the affairs of the state. We will promote hard work and diligence, development of a healthy state and a national mindset and individual and collective responsibility. We will form a new functional and effective state management structure. We will prioritize the revival of the agriculture and culture ministries, in addition to the law enforcement system to fully serve our citizens. The accomplishments of the policies established for the welfare of our citizens, in both rural and urban areas, will be used as the success criteria for evaluation of state officials. Economic growth must be directly reflected in increasing standards of living, providing stable revenue growth. The citizens’ credit and debt load must not deprive them of the opportunity for a dignified life.

Fellow Armenians, we will restore internal solidarity and achieve our immense pan-Armenian potential by eliminating deepening hatred, division and indifference. We will reject the low moral standing of the past and the present and will shield the nation from destructive shocks and reverberations.

Fellow Armenians, we would like to address a question that has been raised often during the course of our rallies. The question pertains to the appearance of unacceptable and unsavory individuals in the rallies who have held positions of power previously. With the direct involvement of the Diaspora, the holy Armenian Apostolic Church and other national structures, we will formulate internal and external agendas to face our pan-Armenian challenges.

To formulate such a power, it is necessary to:

  • Create a national consensus temporary government. This means that responsible political forces will undertake the collective responsibility to formulate a unique state management national collective that will prevent the centralization of power under one person.
  • After the removal of the current administration, we will publish the names of 250 renowned specialists, who will serve as the pillars of our management system and state administration structure over the next few years. They will not be required to have any party affiliation, loyalty to any one person, or any _expression_ of obedience or submission to any entity or individual. These individuals will not be beholden to anyone, nor will they be prone to such behavior. You know many of them, as they serve among us. They have been and are fighting in the name of our nation’s freedom, strong statehood, Artsakh, empowerment and driving the Turks out of our country. They are all in the thick of it at the Square, on the streets or in the free press. They are real patriots and professionals whose activities will be a source of pride for any state system in any country.
  • Remove the ability of the Prime Minster to make sole decisions on matters of significant importance. The Prime Minister can only make decisions on matters of defense and security with unanimous support from the Security Council. The Prime Minister’s authorities will be limited and replaced with actual parliamentary management mechanisms. Pass new laws regarding the Security Council and government structure and activities.
  • Urgently structure the Armed Forces high command, strengthen the diplomatic corps and bring back the professional cadre and minimize political appointments.

The role of the temporary government will be to:

  1. Immediately form a senior political and professional negotiation team that will negotiate with Azerbaijan, and if needed Turkey, based on our national and state interests with a clear and well-developed plan, as opposed to the existing pro-Turkish approach hampered with fear and defeat. The negotiation team will not lower the bar. It is noteworthy that any reduction in the role of the Russian peacekeepers stationed in Artsakh is inadmissible.
  2. Reduce the atmosphere of hatred in the country with consistent steps, where people will not be persecuted for their political views and the rule of law will apply to everyone, regardless of status.
    Armenia will once again become an attractive destination for investments, and Yerevan once again will become the capital of all Armenians.
    -Upon stabilization of the situation (presumably in one to one-and-a-half years), free, fair and competitive extraordinary elections will be held. 

Removal of the nation-destroying authorities will consist of an initial dual power status, followed by the removal of the current administration. Dual power is already in effect, whose manifestations are:

  1. The formulation of a far-reaching consolidated effort supported by different segments and structures.
  2. It is clear both inside and outside Armenia that the current Prime Minister has neither the legal standing nor the capacity to make new concessions on behalf of the nation.
  3. The current authorities are already trying to cover up their treasonous plans under public pressure.
  4. The current authorities’ sole power lies in the brutality of the police force.
  5. The country is in a state of crisis, as the 2021 elections have not resulted in any meaningful gains.
  6. We can clearly state that all conditions for the removal of the current authorities are in place.

It is impossible for the current authorities to halt the popular movement.

To that end, our goals are to:

  1. Establish that actual people’s power is based at the Square.
  2. Realize that the current authorities are powerless in the face of the people’s anger and indignation. In other words, the people have full control over the discourse and can dictate their will by closing and opening what they want, when they want. This will effectively remove the current Prime Minister from power, in which case his resignation will only be inevitable.

What is needed for this? Only one thing, dear compatriots. Increase the size of the disobedience demonstrations, the number of the participants and become masters of the situation.

I submit to all political forces in Armenia, Artsakh and the Diaspora, the public, professional circles, capable individuals, spiritual, cultural, educational, business, IT, military, and to all that Armenia is ours. If we stand shoulder to shoulder, we can solve any problems. This is not a political party struggle. There are no authorized groups or people. This a popular uprising in the name of our dignity, our national identity, in the name of a just, strong state of solidarity with her citizens, and in the name of Armenia and Artsakh. Trust, participate, and we shall be victorious.




Artur Vanetsyan: Our final victory is right around the corner

Homeland Party leader Artur Vanetsyan believes that the opposition campaign to force PM Nikol Pashinyan from office will succeed soon.

"This morning, our dignified citizens paralyzed traffic across Yerevan. More than 50 streets were blocked as part of the peaceful civil disobedience campaign,” he wrote on Facebook.

“The police used disproportionate force against peaceful protesters, detaining around 400 people. But it makes us stronger, more determined and confident that our ultimate victory is right around the corner,” Vanetsyan said.

He urged all to join a rally to be held in Yerevan’s France Square on Tuesday evening. 

“I’m looking forward to seeing you all in France Square at 7pm,” the opposition leader said.

Azerbaijani press: Azerbaijani delegation to visit Iran to mull multifaceted cooperation

Baku and Tehran will discuss mutual cooperation in transport and transit, logistics, energy, industry, trade, investment, and other areas, Azernews reports.

The discussions will take place as part of an upcoming visit of an Azerbaijani delegation led by Deputy Prime Minister Shahin Mustafayev to Iran on May 18, 2022.

The delegation includes officials from the Ministries of Energy, High Technologies and Transport, Foreign Affairs, the Customs Committee, the State Agency for Motor Roads, the Azerbaijan Railways, and other agencies.

During the visit, the delegation will hold meetings at the Ministry of Roads and Urban Development, the Foreign Ministry, the General Staff of the Armed Forces, and other agencies of Iran.

One of the main topics of discussion will be the implementation of the Memorandum of Understanding between the Azerbaijani and Iranian governments on the establishment of new communication links between the Eastern Zangazur economic region of Azerbaijan and Nakhchivan through Iran.

The role of Iranian companies in the restoration and reconstruction of Azerbaijan's liberated territories, as well as the steps taken in this regard, will be thoroughly examined.

The Azerbaijani-Iranian relations are developing dynamically based on the principles of good neighborliness, friendship, mutual respect, and effective cooperation.

The meeting of the Azerbaijani President Ilham Aliyev with his Iranian counterpart Seyed Ibrahim Raisi within the framework of the ECO Summit of Heads of State in Ashgabat on November 28, 2021, gave an important impetus to the development of bilateral relations.

Currently, the involvement of Iranian companies in the restoration and reconstruction of the liberated territories of Azerbaijan is a manifestation of the dynamic development of bilateral relations.

Azerbaijan and Iran signed a memorandum of understanding on establishing new communication links between the Eastern Zangazur economic region and the Nakhchivan Autonomous Republic through the territory of Iran.

The document was signed by Azerbaijan's Deputy Prime Minister Shahin Mustafayev and Iran's Roads and Urban Development Minister Rostam Ghasemi during the 15th meeting of the Azerbaijan-Iran State Commission on economic, trade, and humanitarian cooperation, held in Baku on March 11.

Meanwhile, the next meeting of the working group of the deputy prime ministers of Armenia, Russia, and Azerbaijan on unblocking the economic communications of the South Caucasus is scheduled for May, the parties will agree on the exact date, Azernews reports, citing TASS agency.

"The next meeting of the working group of the deputy prime ministers of Armenia, Azerbaijan, and Russia will be held in May, the exact date is being agreed upon," Armenian Deputy Prime Minister Mher Grigoryan's office told Public Television of Armenia on May 17.

An agreement to unblock regional communications was reached at a January 11, 2022 meeting of the leaders of Russia, Armenia, and Azerbaijan in Moscow. At that time, it was decided to create a working group at the level of the deputy prime ministers of the three countries, which would focus on establishing transport and economic ties in the region.
