Gazprom fully suspends gas supplies to Bulgaria and Poland

YEREVAN, APRIL 27, ARMENPRESS. Gazprom has fully suspended gas supplies to the Bulgarian company Bulgargaz and the Polish PGNiG due to their failure to pay in rubles in due time, TASS reports citing the statement of the Russian holding.

“Gazprom Export has notified Bulgargaz and PGNiG of the suspension of gas supplies from April 27 until the payments are made according to the procedure outlined in the Decree”, Gazprom said. Gazprom Export has not yet received from those companies payments for the gas supplied in April, which were to be made in rubles as prescribed by the Russian President's Decree dated March 31, 2022, as of the end of the working day on April 26, the Russian gas company added.

Bulgaria and Poland are transit states, Gazprom noted. "In case of unauthorized offtake of Russian gas from the volumes intended for transit into third countries, the transited supplies will be reduced by the volume that was offtaken," the statement said.

The price of gas in Europe gained 21% following the statement, surpassing $1,370 per 1,000 cubic meters at some point.

President Vladimir Putin ordered on March 23 that unfriendly states must pay for Russian gas in rubles, saying that Moscow would refuse to accept payments under gas contracts with those states in "compromised" currencies, particularly meaning dollars and euros.

Armenian Foreign Minister Ararat Mirzoyan has commented on Azerbaijani President Ilham Aliyev's statement that the border delimitation and demarcation process with Armenia will be based on maps dated to 1918 to 1991, the year the  USSR disintegration. Aliyev claimed that some maps dated to 1918-1920  show Yerevan and Syunik as part of Azerbaijan. 

"We do not object to cartography. But why should we restrict  ourselves to the 20th century? We could start with maps drawn in  Babylon in the 6th century BCE, or by Herodotus in the 5th century  BCE, or by Strabo in the 1st century CE, or by Claudius Ptolemy in  the 2nd century, or by Pliny the Elder during the same period – and  continue with numerous Latin, Byzantine, Arab, and other geographical  descriptions and maps of later periods. Armenia has no fear of not  finding itself on those maps," Mr Mirzoyan said in an interview with  the Armenpress news agency.

However, being interested in the effective work of the forthcoming  Commission on demarcation and border security, the Republic of  Armenia believes that this work should be based on maps that are  accepted by both sides and have legal force.

YEREVAN, APRIL 20, ARMENPRESS. On April 20, Foreign Minister of the Republic of Armenia Ararat Mirzoyan held a phone conversation with the Foreign Minister of People’s Republic of China Wang Yi, the Foreign Ministry said in a press release.

The interlocutors referred to the 30th anniversary of the establishment of diplomatic relations between Armenia and China, emphasizing the tangible world carried out through that period for the establishment and development of bilateral relations in political, trade and economic, humanitarian and other directions. The sides expressed their readiness to resolutely strengthen and deepen the Armenian-Chinese relations.

The utilization of the potential in the field of economic cooperation, the promotion of investments, development of infrastructures and addressing of logistic challenges was underlined. In this regard the need for the process of unblocking transport and economic infrastructures was highlighted.

Presenting Armenia’s position on the establishment of peace and stability in the region, Ararat Mirzoyan stressed the importance of negotiations between Armenia and Azerbaijan in different directions, as well as the role of the OSCE Minsk Group Co-Chairmanship in the settlement of Nagorno-Karabakh conflict. The viability of the internationally accepted existing format, as well as promotion of the peace process was emphasized.

The interlocutors exchanged views on the issues of mutual interest within international and regional agenda.

In Attempt to Walk Back Concessions, Ruling Party Claims Artsakh ‘Misunderstood’ Pashinyan

After Prime Minister Nikol Pashinyan blamed the international community for “forcing” Yerevan to lower the bar on its expectations for a final status of Karabakh and thus angering the authorities and people of Artsakh, his ruling party made an attempt to walk back some of the brazen concessions by saying that Artsakh had “misunderstood” Yerevan’s signals.

In an unprecedented rebuke of Pashinyan’s remarks, the authorities in Stepanakert emphasized that Artsakh cannot fall under Azerbaijani control and its hard-won independence and the people’s right to self-determination should not be threatened. The Artsakh parliament on Thursday issued a statement calling on Pashinyan to retract his statement, which they said posed an existential threat to Artsakh.

“Our colleagues probably did not understand well the essence of the prime minister’s speech. I just can’t find any other explanation for that declaration,” said Eduard Aghajanyan, a senior member of Pashinyan’s Civil Contract party who heads the Armenian parliament’s committee on foreign relations.

“Any solution that would lead to the exodus of Armenians from Artsakh cannot be acceptable for the Republic of Armenia,” Aghajanyan claimed, adding that the people of Artsakh would be the crucial beneficiaries of Pashinyan’s proposed approach to engage in “peace talks” with Azerbaijan.

“The Artsakh conflict was never a territorial dispute for Armenia,” said Aghajanyan. “It has been an issue of exercising the right of the Armenians of Artsakh to live safely in their homeland. Therefore, for us, basically the status has always been a measure to exercise these rights. Armenia’s position on this issue has always been unchanged.”

Pashinyan’s ally also discussed the issue of “lowering the bar” on expectations on Artsakh’s status.

“First of all, this is about the bar as a result of which the international community ensure consolidation around Armenia resulting in, at least, a pro-Armenian solution becoming more likely,” said Aghajanyan.

“We have 30 years of negotiating experience during which we’ve had a certain bar, and also because of this during these 30 years Armenia was essentially in a diplomatic isolation, the consequences of which I believe we are all seeing, and we also saw during and after the 44-day war. I think it is time to draw conclusions from our mistakes and move forward realistic reasons,” claimed the Civil Contract lawmaker.

Aghajanyan claimed that Pashinyan did not make any comments about Artsakh being part of Azerbaijan, saying that Yerevan would not agree to any solution that is not acceptable to the people of Artsakh.

YEREVAN, MARCH 31, ARMENPRESS. Armenia is proposing concrete and reasonable solutions for demarcation and delimitation, opening of regional connections and ruling out military escalation in Nagorno Karabakh, Prime Minister Nikol Pashinyan said at the Cabinet meeting.

Pashinyan reiterated that there are no grounds or substantiations for Azerbaijan to accuse Armenia in rejecting or breaching any agreement.

“I once again express the readiness of the Republic of Armenia to sign a peace treaty with Azerbaijan. Armenia is ready to immediately launch peace talks. My meeting with the President of the European Council Charles Michel and President of Azerbaijan Ilham Aliyev is scheduled for April 6 in Brussels. And I hope to discuss and agree at that meeting with the President of Azerbaijan all issues relating to the launch of peace talks,” Pashinyan said.

“Days of Crimea” to be held in Armenia

TASS says this was reported by the Vice Prime Minister of Crimea Georgi Muradov.

“In the coming days we will hold Days of Crimea in Armenia. They are waiting for us there, the public is interested in everything that happens in Crimea. There will be meetings of the Crimean and Armenian businesses, meetings with the public, speeches, conferences, performances by our creative teams. These are full-fledged events,” Muradov said.

Mediamax reports that the organizer of the event is the chairman of the Union of Constitutional Law, head of the Friends of Crimea club Hayk Babukhanyan.

Fresno pushes off City Hall flag debate. How does it affect Armenian Genocide commemoration?

Following up on last year’s debate over honorary flag raising ceremonies, the Fresno City Council was set to approve a new flag-raising policy to govern which flags can be raised at City Hall. 

Instead, the proposal was pulled from the agenda by Councilman Miguel Arias on Thursday. 

That drew a question from Councilman Mike Karbassi: Will the Armenian flag still be allowed to be flown next month in commemoration of the Armenian Genocide? 

City Attorney Doug Sloan clarified that the Armenian flag will be allowed because it has previously flown in front of City Hall. 

The now-defunct flag raising policy came into consideration after talk about flying the LGBT Pride flag dominated the City Hall for an extended period last June. 

Dyer initially refused to fly the Pride flag, due to what he said was an unwillingness to open the door to other groups such as the Proud Boys to fly their own flag. 

But, in a tearful press conference surrounded by members of Fresno’s LGBT community, Dyer ultimately flipped and promised the rainbow flag would fly outside of City Hall. 

Before that happened, however, Dyer proposed Unity Park at Eaton Plaza, which offers several flag poles for honorary events. 

While Unity Park is up and running today, the city is still without a policy to govern honorary flag raisings. 

The proposed resolution was placed on the agenda by the Dyer administration. 

If it had passed, it would have allowed the city manager to compile a schedule of events for the year that can allow flags to be raised at either Fresno City Hall or Unity Park. 

The proposal would have also allowed City Hall or the downtown water tower to be lit up with a particular color to honor an event. 

Fresno residents would have been able to submit requests to the city manager’s office to have a particular flag flown. 

The proposal would have allowed the following events to have flag raisings at City Hall through the rest of the year: 

  • Celebrating Martin Luther King Jr. and/or Black History month
  • Veterans Day
  • Greek Independence Day
  • Armenian Genocide remembrance
  • Indian Independence Day
  • Mexican Independence Day
  • Hmong American Day
  • Pride Month
  • Juneteenth

  • Domestic Violence Awareness
  • Earth Day/Week
  • Sister cities
  • Police Officer Memorial Week
  • National Day of Prayer

All other requests would be considered for Unity Park.

Russia accuses Azerbaijan of violating ceasefire in Nagorno-Karabakh

Russia accused Azerbaijan on Saturday of having violated the ceasefire agreement reached with Armenia after the war for the territory of Nagorno-Karabakh in 2020.

The rise in tension in that region of the Caucasus occurs in the midst of the Russian offensive in Ukraine.

According to the Russian Defense Ministry, Azeri troops entered on March 24 and 25 “in the area under the responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh.”

Populated mostly by Armenians, the Nagorno-Karabakh region separated from Azerbaijan after the dismemberment of the Soviet Union. That separation caused a war in the 1990s, which left 30,000 dead and hundreds of thousands of refugees.

A new conflict broke out in 2020, which left more than 6,500 dead in six weeks and ended with a defeat for Armenia, which had to cede several regions around Nagorno-Karabakh.

The two countries signed a ceasefire, mediated by Moscow, and Russian peacekeeping troops were deployed to the disputed region.

Azerbaijani press: Azerbaijani State Committee protests against European Parliament’s biased resolution

BAKU, Azerbaijan, March 17. The Azerbaijani State Committee on Religious Associations has made a statement protesting against the biased resolution of the European Parliament adopted on March 10, 2022, Trend reports via the committee.

According to the statement, the resolution was prepared under the influence of the Armenian lobby, doesn’t reflect reality, and contains false Armenian statements.

The statement noted that the resolution nothing mentions the true situation connected with the fate of Azerbaijani historical and religious monuments.

So, during the period of Armenian occupation in the territories of Azerbaijan, 65 out of 67 mosques were destroyed (the Aghdam Juma mosque was partially preserved due to the fact that it was used by Armenian armed forces for military purposes, and the Yukhari Govhar Agha Mosque in Shusha, after the so-called repair, was presented as a "Persian" mosque ).

The resolution also mentions nothing about the ethnic cleansing and genocide against Azerbaijanis by Armenia, the Armenization of Azerbaijani toponyms, the destruction, along with hundreds of historical and cultural monuments, mosques and other shrines, the desecration of religious values, the facts of the Gregorianization or destruction of Albanian churches, in general, about the vandalism against the religious and cultural heritage of Azerbaijan.

Besides, nearly 900 cemeteries were completely destroyed, tombstones were broken, and graves were excavated with the desecration of the remains. Azerbaijani citizens were deprived of the opportunity to visit the graves of their loved ones for 30 years.

The committee's statement once again highlighted the fact that during the 2020 second Karabakh war, the Azerbaijani Armed Forces didn’t conduct any military operations against civilians, as well as religious facilities, which was repeatedly confirmed by foreign journalists.

"Following the second Karabakh war, the Azerbaijani government announced its intention to restore all religious monuments destroyed by the Armenian Armed Forces in the territories liberated from Armenian occupation during the war, and this process is already being carried out as part of the socio-economic development of these territories on the basis of the "Great Return" program," the statement said.

Besides, according to the committee’s statement, the Azerbaijani side has repeatedly stated that the protection of historical and religious monuments in the territory of Azerbaijan, including the liberated lands, is the responsibility of the Azerbaijani state.

The statement further said that the ongoing restoration of two churches, along with mosques, in Shusha, is a clear indicator of Azerbaijan's respectful attitude towards other cultures and religions.

“Azerbaijan, unlike Armenia, doesn’t discriminate against historical and cultural heritage on religious and ethnic grounds and is committed to its obligations under international conventions, including the 1954 Hague Convention on the Protection of Cultural Property in Time of Armed Conflict,” the statement emphasized. “However, the Armenian side violates, along with this Convention, the requirements of the "International Covenant on Civil and Political Rights", the European Convention of 1992 "On the Protection of the Archaeological Heritage" and other international documents.”

The statement also reminded that following the video meeting held on February 4, 2022, with the participation of the President of Azerbaijan, the President of France as the chairmanship of this country in the EU, President of the Council of the EU and the Prime Minister of Armenia, an agreement was reached to send a UNESCO mission to Azerbaijan and Armenia.

According to the statement, the above agreement is a confirmation of the need to study the state of the cultural heritage belonging to the Azerbaijani people on the territory of Armenia.

In conclusion, the committee’s statement expressed regret that the resolution of the European Parliament didn’t mention all the facts.

Armenian-Dutch Foreign Ministries hold political consultations

Political consultations were held between the Ministries of Foreign Affairs of the Republic of Armenia and the Kingdom of the Netherlands on March 18 in The Hague, co-chaired by the Deputy Minister of Foreign Affairs of the Republic of Armenia Paruyr Hovhannisyan and Director General of the Ministry of Foreign Affairs of the Kingdom of the Netherlands for Political Affairs Thijs van der Plas.

As ARMENPRESS was informed from the press service of the MFA Armenia, the sides expressed satisfaction over the high level of political dialogue between Armenia and the Netherlands at different levels, the interlocutors discussed a broad scope of issues on the Armenian-Dutch bilateral agenda. Regarding trade and economic cooperation, the interlocutors noted the positive dynamics observed in recent years and outlined the steps that need to be taken to fully realize the existing potential.

The parties touched upon the events to be organized on the occasion of the 30th anniversary of the establishment of diplomatic relations between Armenia and the Netherlands.

The parties discussed the agenda of the Armenia-EU partnership, exchanged views on a number of issues of mutual interest on the international and regional agenda, as well as discussed cooperation and mutual support within the framework of international organizations.

The interlocutors also touched upon the current situation around the Nagorno-Karabakh conflict. In this context, the parties stressed the importance of the full resumption of the Karabakh peace process under the auspices of the co-chairmanship of the OSCE Minsk Group. The Armenian side expressed gratitude for the support and firm position of the Dutch Parliament during and after the Azerbaijani aggression unleashed against Artsakh, as well as for raising the issue by the government on bilateral and multilateral platforms, emphasizing the need to continue this approach, taking into account the current geopolitical developments.

During his visit to The Hague, Deputy Minister Hovhannisyan met with representatives of the political parties of the Netherlands and civil society activists, and also took part in a diplomatic reception dedicated to the 30th anniversary of the establishment of diplomatic relations between Armenia and the Netherlands. During the reception, a number of persons were awarded for their significant contribution to the deepening of bilateral cooperation between Armenia and the Netherlands.
