YEREVAN, 14 SEPTEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 14 September, USD exchange rate down by 1.30 drams to 486.37 drams. EUR exchange rate down by 2.37 drams to 576.64 drams. Russian Ruble exchange rate down by 0.05 drams to 6.46 drams. GBP exchange rate up by 1.21 drams to 624.84 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 376.94 drams to 30451.8 drams. Silver price down by 4.73 drams to 420.25 drams. Platinum price down by 54.51 drams to 14526.92 drams.

The May 26 judgement of the European Court of Human Rights (ECHR) in Armenian officer Gurgen Margaryan’s case has been appealed to the Grand Chamber, lawyers Siranush Sahakyan and Levon Gevorgyan representing applicants Hayk Makuchyan and Samvel Minasyan in the case said in a statement on Tuesday.

The case Makuchyan and Minasyan v. Azerbaijan and Hungary concerned the presidential pardon given to and glorification of convicted Azerbaijani murderer Ramil Safarov, who brutally killed Margaryan and attempted to murder another Armenian officer Hayk Makuchyan, and his release following the transfer from Hungary to Azerbaijan.

ECHR ruled that there had been a procedural violation by Azerbaijan of Article 2 (right to life) of the European Convention on Human Rights and a violation of Article 14 (prohibition of discrimination).

According to the judgement, there has been no justification for the Azerbaijani authorities’ failure to enforce the punishment of military officer Ramil Safarov and to in effect grant him impunity for a serious hate crime.

“However, the European Court of Human Rights did not attribute Gurgen Margaryan's assassination and the attempted murder of Hayk Makuchyan to Azerbaijan, citing Hungary’s judgement that Safarov committed the acts in private capacity. The European Court also exonerated Hungary in its ruling,” the lawyers said.

"Taking into account the legal significance of this case and the great public interest in it, we would like to inform that before it enters into force, the judgment of the ECHR Chamber has been appealed to the Grand Chamber,” the statement said. 

Families of 2008 unrest victims boycott ‘farce’ trial

YEREVAN, SEPTEMBER 7, ARMENPRESS. The families of the 2008 March 1 victims have announced that they are boycotting the court proceedings which were re-opened in 2018 after the revolution.

Tigran Yegoryan, the attorney representing the next of kins of the victims, lambasted the trial at a news conference on September 7.

“Now, when the preliminary probe is basically halted in the main March 1 case, and the trial has turned into an expensive waste of time and a farce, with arbitrariness and connivance happening outside the courthouse and inside the court room aimed against the constitutionally declared values and rights and is being highly tolerated, while the presiding judge is seemingly able to only exercise his authority against the victims’ next of kins, we are suspending our physical participation in this empty event,” Yegoryan said in a statement.

He claimed that their decision won’t anyhow contribute to any given course of the proceedings.

The March 1 case is an ongoing investigation and court proceeding into the deadly 2008 post election unrest in Yerevan. 10 people, including two police officers, were killed in the clashes between security forces and protesters. Then-outgoing President Robert Kocharyan is charged with “overthrowing Constitutional order” in the case. Several other officials, notably Yuri Khachaturov – a then-high ranking military commander and Armen Gevorgyan, a former chief of the Security Council and Kocharyan’s Chief of Staff are also facing criminal charges. They all deny wrongdoing.

Gross salary fund of Armenia’s employed citizens comprised about 127 billion AMD in July 2020

YEREVAN, AUGUST 24, ARMENPRESS. The gross salary fund of employed citizens of Armenia amounted to 127 billion 391 million AMD in July 2020, Prime Minister Nikol Pashiyan said on Facebook.

“This is the money paid to the employees, and for which income tax was calculated. The same amount in June 2020 comprised 120 billion 846 million AMD, and in July 2019 – 117 billion 627 million AMD. According to the verified data, if in July 2019 the gross salary was distributed among 606,465 and in June 2020 among 609,302 jobs, in July 2020 the gross salary was distributed among 613,062 jobs. If in July 2019 the average salary per job comprised 193,955 AMD, in June 2020 it was 198,335 AMD, whereas in July 2020 it already comprised 207,795 AMD”, the PM said.

Pashinyan stated that starting from April 2020 the government has adopted a number of anti-crisis measures aimed at keeping the jobs and preventing the decline of salaries. According to him, this official data proves that all these measures were effective. The PM said the aforementioned figures were formed exclusively based on the reports presented by the economic entities.

Armenia strongly condemns the degrading treatment of the officer Gurgen Alaverdyan in Azerbaijan

Armenia condemn the degrading treatment of the officer Gurgen Alaverdyan, who appeared under the Azerbaijani jurisdiction on August 22. This is a flagrant and gross violation of the international humanitarian law, the Foreign Ministry of Armenia reported in a released statement.

According to it, by publicly violating the dignity of Gurgen Alaverdyan, Azerbaijan denies the right of the prisoners of war to be “entitled in all circumstances to respect for their persons and their honour” which is asserted by civilized humanity and enshrined in the Third Geneva Convention.

"Such practice represents a distinctive method of notorious terrorist organizations and, as we can observe, of Azerbaijan as well.

The dictatorial regime of Azerbaijan, while feeding its people with disgraceful propaganda and Armenophobia, covers up the serious setbacks of its armed forces in the July battles by coercing the prisoner of war to read out its sham narratives.

The fact that Azerbaijan is one of the few countries to have refused to ratify all the Additional Protocols to the Geneva Conventions also demonstrates their disregard of the international humanitarian law," the statement added.

According to it, the continuous violations of international humanitarian law by Azerbaijan seriously undermine the establishment of an environment conducive to peace.

Lydian Armenia company sues MP Arman Babajanyan

ArmInfo "Lydian Armenia" company informs that it has filed a lawsuit against independent MP Arman Babajanyan for libel. This is stated in the statement of the company received by ArmInfo. 

According to the source, in his last interview, Babajanyan, referring to the issue related to the Amulsar mine, which is being developed by Lydian, made statements that "the permits for the development of the  mine were acquired by criminal means", as well as that <it was a  criminal transaction carried out with representatives of the former corrupt government>.

"According to the company, these statements are slander, have nothing  to do with reality, they are aimed at denigrating the company's  business reputation. In fact, we can state that a number of persons  representing various political forces, in order to discredit the  business reputation of the "Lydian Armenia" company, spread  misinformation about the Amulsar project. The latter tried to create  negative sentiments or to please certain groups in order to receive  political dividends through slander. Such statements have not only  not been proven over the past two years, but in some cases the court  as libel has already qualified them.

In the case of Arman Babajanyan, this fact of voicing irresponsible  statements is more worrisome, since we are not talking about an  activist or a protester, but about a MP representing the legislative  power of the Republic of Armenia," the company said in a statement.

To note, Lydian Armenia is a subsidiary of the British offshore  Lydian International. The total cost of the Amulsar project is $ 370  million. The life of the mine is 10 years and 4 months, with an  average annual production of 200 thousand ounces of gold planned. The  Amulsar mine is the second largest in Armenia. 

According to the company, the mine contains about 73,733 kg of gold  with an average grade of 0.78 g per tonne, as well as 294,367 tons of  silver with an average grade of 9.29 g per tonne. It is located in  the southeast of the country, 13 km from the resort town of Jermuk,  between the rivers Arpa and Vorotan.  Environmentalists and ordinary  citizens are concerned that the development of the mine may lead to  the pollution of the mineral underground waters of Jermuk and Lake  Sevan. Taking this into account, since the year before last, the  approaches to the mine have been closed by local residents and  environmental activists.

On August 12, 2020, Armenia lifted the ban on foreigners entering the country and officially reopened for international tourism.

Armenia, a landlocked nation bordering Turkey and Georgia, is one of the oldest countries in the world and is rich with ancient history, ruins and archaeological sites. Yerevan, the capital of Armenia, is one of the world's oldest continuously inhabited cities and the place where most tourists fly into.

Since Armenia shut down in March, foreign arrivals have been at record lows, but now that the nation has reopened for tourism, they are hoping for a successful and safe return of travelers into the country. Armenia is accepting tourists from all nations, making it a great option for many bi-national couples currently separated by travel bans.

Below we have all the information on Armenia’s reopening, including entry requirements, testing and quarantine information, countries allowed to visit, and everything else you need to know before you go.

Any foreigner, regardless of the country of origin, can visit Armenia entering by air according to the current visa regulations.

Visas

Visa Information: Almost evert European, North American and South American country can travel to Armenia visa-free, or with a visa-on-arrival. Only select African and Asian nations require to apply for a visa beforehand. Use their government tool to find out if you need a visa to visit.

Quarantine = Yes. *However there is an option to shorten quarantine, more info below

Testing = No. Arrivals are not subject to testing unless showing symptoms. Arrivals do not have to bring a negative PCR test with them.

Upon arrival into Armenia, all foreign tourists are subject to a 14-day quarantine. This quarantine can be done in a private household or a hotel. However, tourists have the option to shorten/remove the quarantine if they schedule a PCR test in their place of quarantine. If the test comes back negative, the tourists can leave quarantine and enjoy free movement during their stay in Armenia.

For example: A tourist from Canada arrives into Armenia and chooses to quarantine at a rental house. On the 2nd day of quarantine they have medical staff from a mobile testing unit come to the house to perform a PCR test. A negative result is provided on day 4. The Canadian tourist can then leave their quarantine and be free to go to restaurants, museums, tours, etc.

Armenia is asking tourists to only have the tests done at their place of isolation, so they do not risk the communities through travel to/from testing labs. A list of testing labs with their phone numbers is available here

Other than the above explained visa requirements and quarantine obligations, travelers will also:

  • Be subject to a health screening at the airport, which will include temperature checks and could also include randomized testing.
  • Have proper health insurance that covers covid. While this is not a legal entry requirement, all travelers should have proper health coverage, especially when travelling during the pandemic.

The wearing of masks in public spaces (both indoor and outdoor) of everyone over 6 years of age is compulsory in Armenia.

Most hotels, especially in Yerevan have reopened and have updated their sanitation protocols. Armenia has very affordable accommodations, especially in the 4-5 star category.
