Armenian education ministry attaches great importance to improvement of foreign languages teaching in schools

YEREVAN, December 24. /ARKA/. Armenian Acting Education and Science Minister Arayik Harutyunyan finds it necessary to improve teaching of foreign languages in regular schools. 

According to the press office of the ministry, Harutyunyan said at his meeting with Head of the Moscow State Pedagogical University Alexey Lubkov.

Stressed the importance of training specialists for teaching foreign languages, especially Russian, 
Harutyunyan said that two pedagogical universities can contribute a great deal to that. 

He also said that the education of the 21st century is impossible without information technologies and therefore it is necessary to form a modern electronic content.  

Lubkov, on his side, rated highly cooperation of the two pedagogical universities saying that there is room for expanding it. -0—-

Sports: Mkhitaryan faces “tough” choice

Arsenal midfielder Henrikh Mkhitaryan has posted a photo on social media, and which shows him selecting football boots.

“What to choose?!” the Armenia national football squad captain commented below this photo.

Mkhitaryan, 29, has scored 5 goals in 25 Premier League appearances so far for Arsenal.

In the top flight of the English football league system, the Armenia international played also for Manchester United where he netted 5 goals in 39 appearances.

Quand d'un passé ancien rien ne subsiste, après la mort des êtres, après la destruction des choses, seules, plus frêles mais plus vivaces, plus immatérielles, plus persistantes, plus fidèles, l'odeur et la saveur restent encore longtemps, comme des âmes, à se rappeler, à attendre, à espérer, sur la ruine de tout le reste, à porter sans fléchir, sur leur gouttelette presque impalpable, l'édifice immense du souvenir." Marcel Proust avait sa madeleine, les Arméniens de Marseille ont leurs dolmas. Leurs keuftés. Leurs mantis. Tous ces plats que nombre d'entre eux ont eu la chance de connaître à la faveur d'un dimanche chez leur "tatik" ("mamie" en arménien) et qui ne retrouveront plus jamais grâce à leurs yeux ailleurs que dans leurs souvenirs.

C'était sans compter les doigts de fée de Silva Karagulian. Ils n'étaient pas faits pour la confection, le métier qu'elle exerçait avec son mari Sebou, avec qui elle a débarqué du Liban en 1981. "Je n'aimais pas ça ; moi, ce que j'adorais, c'était cuisiner, alors je trouvais tous les prétextes pour le faire, tout le temps, pour tout le monde", sourit-elle avec un doux accent oriental.

Jusqu'à ce jour de 2000 où, passant près d'une adresse vacante sur le boulevard de la Libération (4e), elle décide de franchir le pas. Et de vivre de sa passion. Moules farcies (les fameux midia dolmas), feuilletés au fromage (soubeureks), raviolis nappés de yaourt à l'ail (mantis), boulettes de viande et de pilpil farcies (ichli keuftés), feuilles de vigne (que Silva cueille et fait sécher elle-même) sans oublier le soudjoukh et le pasterma (saucisson et jambon préparés aux épices), ingrédients indispensables de mezzés dignes de ce nom… : des recettes arméniennes et libanaises qui requièrent patience et savoir-faire, c'est en substance ce que propose la table du Phénicia, qui tire son nom des origines phéniciennes du Liban. Et certains viennent de loin pour, les uns, s'offrir un voyage gustatif oriental et inédit, les autres une plongée dans la douceur de l'enfance. "D'Avignon, de Toulon, de La Ciotat, énumère Silva. Et j'ai des fidèles de Strasbourg et Grenoble, qui passent toujours quand ils sont à Marseille." Le week-end, mieux vaut d'ailleurs réserver sa table pour être sûr de trouver place parmi les soixante-quatre couverts (quatorze en surface, cinquante en sous-sol) que le Phénicia peut accueillir.

Malgré les années et les longues journées qui s'enchaînent, de 8 h à 2 h du matin, Silva Karagulian, qui travaille avec sa soeur Annie et sa belle-fille Enora, n'a rien perdu de son goût pour la cuisine et pour les autres. "Je ressens un immense plaisir à faire plaisir à travers mes plats", confie celle qui ne trouve pas plus beau compliment que celui que lui adressent des clients aux yeux embués : "C'est bon comme chez ma grand-mère."

Alexander Krilov: The period of diarchy ended in Armenia

ArmInfo. Of course, the results  of the parliamentary elections held in Armenia were predictable. The  President of the Scientific Society of Caucasus Studies declared this  on December 10 at a press conference, an expert of the Institute for  World Economy and International Relations of the Russian Academy of  Sciences named after E.M. Primakov Alexander Krilov.

He noted that according to preliminary experts' forecasts, it was  expected that Pashinyan's bloc would get 70% of the votes, the second  would be Gagik Tsarukyan's party, and mostly there were disagreements  about who would take 3rd and 4th places. "It was of course unexpected  that representatives of the Republican Party of Armenia and Sasna  Tsrer did not go to the parliament. As we see, the country has a  tendency to change the political elite, new parties and young  politicians have appeared", the expert noted.

As for the turnout, Krilov said that she was not so low. "There was a  lot of talk about the low turnout indicating Pashinyan's low support,  but as we can see, this isn't so.

The expert said that now the main agenda will not be internal  political contradictions, but reforms in the socio-economic field.  "Anyway, the period of dual power has ended in Armenia. Now  representatives of both legislative and executive authorities are  members of the same political force. Today, the main issue is not the  obtaining, but the realization of power. This is a much more  complicated issue. Of course, there will be a personnel revolution in  the country, and reforms will be carried out in the socio-economic  field", concluded Krilov.

In turn, Andrey Areshev, a senior researcher at the Center for the  Study of the Caucasus at the Institute of Oriental Studies of the  Russian Academy of Sciences, said that Armenia faces a number of  foreign policy challenges, and, according to the expert, economic  reforms will also be needed in the country. "Among the foreign policy  challenges there is not only the Karabakh issue, but the strength of  Armenia's relations with Iran will be tested," Areshev said.

Areshev, as well as Krilov, considered that earlier turnout data were  overstated, and the current figures are not so bad.

YEREVAN, Armenia — Armenians began voting on Sunday in an early parliamentary election as acting Prime Minister Nikol Pashinyan sought a stronger mandate, having been elected by lawmakers in May, after a peaceful revolution this year.

Mr. Pashinyan came to power after weeks of mass protests in April against corruption and cronyism in the former Soviet republic. A former newspaper editor who was jailed for fomenting unrest in 2008, Mr. Pashinyan represents a drastic break from the cadre of rulers who have run Armenia since the late 1990s.

He stepped down in October so that Parliament could be dissolved in readiness for the early election. Former high-ranking officials were dismissed, and some were arrested following the power change. On Friday, a court of appeal ordered the detention of former President Robert Kocharyan on charges of attempting to overthrow the constitutional order.

He was first arrested in July but freed the following month, and the case was sent to the appeals court. Mr. Kocharyan was Armenia’s second president, serving from 1998 to 2008, when mass protests erupted over a disputed election.

The former ruling Republican Party, however, still dominates the current Parliament that was elected in 2017.

Mr. Pashinyan has said he expects Sunday’s vote to lead to a legislature that better reflects the nation’s new political landscape.

Nine parties and two blocs are taking part in the election, and opinion polls suggest the My Step Alliance, which includes Mr. Pashinyan’s Civil Contract Party, will easily win a parliamentary majority. Polling stations opened at 8 a.m. local time, and voting was due to end at 8 p.m.

After taking office, Mr. Pashinyan promised there would be no major shifts in Armenian foreign policy and offered assurances he would not break with Moscow. Armenia hosts a Russian military base and is a member of Russia-led military and economic alliances.

Mr. Pashinyan also suggested he would stick with existing policies on the long-running issue of Nagorno-Karabakh. A mountainous part of Azerbaijan, Nagorno-Karabakh is run by ethnic Armenians who declared independence from Baku during a conflict that broke out as the Soviet Union crumbled in 1991.

Though a cease-fire was cemented in 1994, Azerbaijan and Armenia still regularly accuse each other of conducting attacks around Nagorno-Karabakh and along the Azeri-Armenian border.

Ex-president Serzh Sargsyan casts vote in snap elections

Armenia’s third President Serzh Sargsyan has cast his ballot in early parliamentary elections in the village of Dzoraghbyur together with his spouse Rita Sargsyan.

He refused to speak to reporters at the polling station. “I will not give an interview to you,” he told reporters.

Eleven political forces, including nine parties and two blocs, are vying for seats in the 101-member National Assembly.

2010 polling stations opened across Armenia at 8am Sunday as the country is electing a new parliament. The polls close at 8pm. 

According to official data, 2,573,779 people are eligible to vote in the snap elections.

“In addition to China, the channel is broadcast also in entire South-East Asia, and also in all major Chinese communities worldwide in the cable option. The interview is in English, with Chinese subtitles, and the reportage is only in Chinese,” Yeghoyan said.

President at German Red Cross: I am here to express gratitude on behalf of Armenian people

In the evening of November 27, Armenian President Armen Sarkissian and his spouse Nouneh Sarkissian visited the headquarters of the German Red Cross in Berlin, the presidential office reports.

The German Red Cross, which is providing humanitarian assistance all over the world in the areas affected by natural disasters and armed conflicts, started its activities in Armenia in 1988, right after the earthquake in Spitak. The organization had actively participated in the rescue works and later, in cooperation with the Armenian Red Cross, provided large-scale and many-sided assistance to the affected population.

President Sarkissian met with President of the German Red Cross Gerda Hasselfeldt, expressing gratitude for landing a hand at that difficult for the Armenian people times.

At the meeting with the staff of the organization, the Armenian president speaking about the devastating earthquake, which took place 30 years ago and its dire consequences, loss of human lives and people who became homeless, noted, “All that was very sad and tragic. But in these 30 years there have also been very humane, touching stories. Stories about human love, care, attention and lack of indifference. We, those living in Armenia and Armenians all over the world, will never forget warmth, attention, and human attitude which our friends in the world, also from this wonderful country manifested towards Armenia and the Armenian people. Please be assured that every Armenia holds in his or her heart that gratitude and respect. These are not just nice words. Recently, I have visited Gyumri and have noticed that gratitude not only in elderly people but in young people, who didn’t see the earthquake, but the story lives within them and together with it, their parents passed on them also gratitude. So, I am here to convey the words of gratitude on my personal behalf and on behalf of the entire Armenian nation.”

At the meeting, President Sarkissian handed Armenian state awards and souvenirs to a group of employees of the German Red Cross. For the practical participation and tireless humanitarian activities aimed at the mitigation of the devastating Spitak earthquake, Deputy Secretary General of the German Red Cross Johannes Richter was awarded the Mkhitar Heratsi medal, and German Red Cross representatives Zigrfid Hetmannschperger and Carl-Heinz Scheiden were awarded Medals of Gratitude. 

Addressing President of the German Red Cross Gerda Hasselfeldt, President Sarkissian asked her to convey his words of gratitude to thousands of German Red Cross workers, all those who are contributing their time, life, and compassion to help other overcome difficulties.

At the conclusion of the event, the German Red Cross Gerda head handed Nouneh Sarkissian a certificate for 10 thousand Euros which will be used to renovate the Berlin outpatient clinic in Gyumri.

President Sarkissian thanked for the gift and added that he would make a donation for the same amount also earmarked for the renovation of the Berlin outpatient clinic in Gyumri as a token of a true friendship of the two nations and the opportunity to undertake tasks of a greater scale.

The Karabakh conflict will be one of the issues that will be discussed during within the OSCE Ministerial Council in Milan Dec. 6-7.

According to the spokeswoman of the Russian Foreign Ministry Maria Zakharova Russian Foreign Minister Sergei Lavrov plans to take part in the 25th meeting of the OSCE Ministerial Council.

“The minister’s speech will cover everything related to the OSCE agenda, and especially those issues in which Russia is directly involved,” said Zakharova. “We will share our assessments. Of course, there will be bilateral meetings as well, and this issue will be discussed substantively during these meetings. Naturally, some specific steps or concrete proposals may be outlined there.”

Dutch enterprise agency intends to expand its activity in Armenia
