Putin speaks about unsolved problems in EAEU

There are unsolved problems in the spheres of energy and customs in the Eurasian Economic Union (EAEU),  Russian President Vladimir Putin announced during an annual press conference.

“The Eurasian Economic Union is the common achievement of all of us. There are always many critics, including within the Eurasian Economic Union, but the numbers show that the decisions were correct and we move forward in all the directions necessary for us. The fact that internal trade turnover and internal exports increase are an evidence of what I say. Numbers show all these. Even the countries that have just joint us have recorded positive results”, the Russian President said.

Vladimir Putin added that there are still unsolved issues in the spheres of energy and electricity. “But we have an action plan on when we have to switch to general liberalization in the mentioned spheres. And we will move forward in accordance with that plan”, Putin said.

He also referred to the existing problems in the customs sphere. “We have agreed and I hope that we will implement the steps aimed to oversee the movement of goods through our territories in an electronic way. This is a very important point”, the Russian President said, highlighting the idea of having common customs points in the EAEU member states.

Grammy nomination of Mansurian and Orbelian is the generalization of their creative achievements.

Culture Minister of Armenia Armen Amiryan gave a solemn reception for the two prominent maestros on December 14 with the participation of the First Lady of Armenia, Ambassadors and culture figures.

“We give our bowing and respect to our beloved two maestros. These people were destined to be born abroad, but returned to Armenia by their spiritual call and consciousness and are engaged in their beloved work, create musical miracles”, Amiryan said, adding that we can only wait for the award ceremony and hope that our united wishes will become reality.

Prominent composer Tigran Mansuryan noted that this is not the first time he is nominated. He was nominated also in 2004 with Kim Kashkashian. “Then we did not receive the award and it can happen also this time, though I prefer to be awarded. We should be sober and tolerant. For younger people it will be ineffable happiness, for someone of my age – not so”, the maestro said.

Prominent conductor Konstantin Orbelian assessed it exciting to stand with Mansuryan under the Armenian flag for the Armenian culture. “We were nominated on the day of the funeral of Dmitri Hvorostovsky in Moscow. I am very glad we managed to bring to end the work and present it throughout the world. We will hope and wait for January 28, the Award Ceremony”, Orbelian said, thanking the present for the support.

U.S. Ambassador to Armenia Richard Mills also congratulated the two maestros on their achievement. “They have been part of different cultures – Russian, American and of course, Armenian and represent these three powerful cultures. I am extremely happy for them to be nominated. I hope they will be awarded”, the Ambassador said.

Tigran Mansurian’s Requiem has been nominated for Grammy Awards in two categories – Best Choral Performance and Best Contemporary Classical Composition.

Mansurian’s ‘Requiem’ is dedicated to the memory of the Armenian Genocide victims. Co-commissioned by the Munich Chamber Orchestra and the RIAS Choir Berlin, the composition is a combination of ancient Armenian religious and secular music with the Latin Requiem text.

Conductor Constantine Orbelian has also been nominated for Grammy in the “Best Classical Solo Vocal Album” category for his role in the late Russian opera singer Dmitri Hvorostovsky’s latest album “Russia Cast Adrift.”

Orbelian conducted the St. Petersburg State Symphony Orchestra and the Russian folk music ensemble Style of Five for Dmitri Hvorostovsky’s album.

Signing of new agreement with EU is a victory of healthy logic – President Sargsyan

President of Armenia Serzh Sargsyan says it’s not right to consider the signing of the new agreement with the European Union under the formulations of concession or mutual concession.

In an interview to ARMENIA TV, the President said Armenia has never considered the dialogue at eastern and western directions as a contradiction. “It’s not right to consider the signing of the new agreement with the EU under the formulations of concession, mutual concession. This is my belief. I think the healthy logic really won, and if any side signs an agreement this means that the sides reached at least the minimum they want in terms of that agreement. Thus, how we have reached the signing of the agreement, it’s just a negotiation process. We have never considered the dialogue at western and eastern directions as a contradiction. We were always convinced that it’s necessary to cooperate, hold dialogue both with the West, the East, although it’s difficult to call Russia as the East, concretely with Russia”, the President said.

He added that this is a good chance to brief on the history of talks because many people, who had different opinions before the signing of the agreement, just didn’t made effort to go back and start from the roots.

“If you remember, the EU announced the Eastern Partnership program in 2010 and starting from this period we were holding talks aimed at using the results of this program, as well as signing an agreement. And if you remember, during this period, maybe earlier, integration processes were taking place in the CIS space. If we were starting the first round of talks with the European Union, we honestly told our European partners that Russia is our ally, sincere friend of our people and our economy is first of all linked with the economies of Russia and the remaining CIS states. And we cannot hold talks on an agreement which can undermine our economic ties. Our European partners gladly listened to this, accepted it and we were negotiating for a long time. But there was a moment when the negotiator put conditions and stated that the provisions of the Eurasian Economic Union (EAEU) contradict to the provisions of our agreement. In other words, we had to choose between the two, so-called, economic markets. We had to remind that in 2010 we have agreed in this way, and if you think that this is an obstacle, we cannot take a step which involves risks. If you remember, we made this transparently repeatedly stating that this Eastern Partnership program, the Association agreement do not contradict to participation in other integration processes”, the Armenian President said.

Commenting on the view that Europeans were stubborn at the beginning of talks, the Armenian President said they were stubborn not at the beginning, but during the talks before Armenia’s membership to the Eurasian Economic Union.

“I am saying the reason of the decision. When people say that I made a decision in a night, it’s just ridiculous for me since public speeches exist and there cannot be any other opinion”, the President clarified.

President Sargsyan reaffirmed that he informed the EU partners about joining the EAEU 4 months before it, but added that the talk is not only about that, but also about the public speeches.

“In any case the negotiations continued. They continued under new principles, and this mainly happened during the Riga summit in 2015. The Riga summit is a historical event in this sense and a decision was made there that there is a need to show a differentiated approaches to the Eastern Partnership countries since in all cases a common thing unites all of us, being as post-Soviet states, but Armenia significantly differs both from Ukraine, Belarus and Moldova. The negotiations continued already with this spirit, and I am happy that it became really possible to sign the agreement. As I said, I consider it a victory of healthy logic demonstrated by both our EU partners and us. Here the problem is something else: if we think about contradictions that one day there can be a contradiction, we are obliged to think someway, and we link our actions only by this, we will not achieve many things. Finally, the EU has a big market, the Customs Union has a huge market and our goal should be boosting the export and it is so. In other words, we need to produce and export more products, and now it depends on us how our economy will grow, how many products we can export, and these products can be equally exported to the EAEU and the EU markets just as it is now. 28% share of our exports goes to the EU market, a bit less to the EAEU market. Of course, there is a difference in terms of structure, but in any case the volume is such”, President Sargsyan said.

He emphasized that Armenia should always act by combining the interests, rather than to try to play on contradictions. According to him, those who try to play on contractions, always have a lot of problems.

Opposition Bloc Moves To Field Presidential Candidate

Armenia - Artak Zeynalian of the opposition Yelk bloc at a parliament

The opposition Yelk bloc announced on Thursday plans to nominate one
of its senior members as a candidate for the post of Armenia's
president who will be elected by the parliament in March.

The candidate, Artak Zeynalian, is a parliament deputy and prominent
civil rights campaigner.

Under the Armenian constitution controversially amended in 2015, the
next head of state must be chosen one month before President Serzh
Sarkisian completes his second and final term in early April. The end
of his decade-long rule will be followed by the country's transition
to a parliamentary system of government. It means that Sarkisian's
successor will have largely ceremonial powers.

The constitution stipulates that only those individuals who are backed
by at least 26 members of the 105-seat National Assembly can run for
president. Yelk holds 9 parliament seats.

One of the bloc's leaders, Nikol Pashinian, said Yelk will start in
the coming days "consultations on this theme" with businessman Gagik
Tsarukian's alliance represented in the parliament by 31 deputies. He
said Yelk hopes that the Tsarukian Bloc will back Zeynalian's
candidacy.

The ruling Republican Party of Armenia (HHK) controls the majority of
parliament seats, putting it in a position to install the next
president. It can also count on the backing of the Armenian
Revolutionary Federation (Dashnaktsutyun), its junior coalition
partner holding 7 seats. The HHK, which is headed by President
Sarkisian, has still not clarified who its presidential candidate will
be.

"It's obvious that such initiatives cannot lead to success," Aghvan
Vartanian, a Dashnaktsutyun leader, said of Yelk's plans. "But
political struggle is a show. Let them nominate [a presidential
candidate.]"

Pashinian seemed to acknowledge that the Yelk candidate is extremely
unlikely to get elected. "We just want to show our people and voters
that had they voted [in the April 2017 parliamentary elections]
otherwise the turn of events would have also been different," he told
RFE/RL's Armenian service (Azatutyun.am).

Echoing statements by other Yelk leaders, the oppositionist again
claimed that the HHK won the elections primarily as a result of vote
buying.




U.S. Citizen Accused Of Plotting Terror Attacks In Armenia

Authorities in Armenia have issued an arrest warrant for a
U.S. citizen of Armenian descent who they claim plotted "terrorist
attacks" against the South Caucasus nation's senior state officials.

According to Armenia's National Security Service (NSS), they have
asked security services in the United States to help them prevent the
crimes allegedly planned by the unnamed individual residing in
America.

In a statement released on Thursday, the NSS said the individual whom
it identified as "R. K." opened in September a Facebook account to
promote a radical group campaigning for a violent overthrow of
Armenia's government. It said the account user posing as "Martin
Avagyan" posted messages calling for bombings, arson attacks and even
assassinations of Armenian government and law-enforcement officials
that would destabilize the situation in the country and thus put
"illegal pressure" on its government.

The group called Fighters for Justice (MHA) has also sought to recruit
through the social media platform disgruntled Armenians willing to
carry out such attacks, according to the NSS.

The security agency claimed that R.K. also actually "prepared for
terrorist acts" through "accomplices" in Armenia. It said it is now
taking measures to identify them.

The suspect has been formally charged under corresponding articles of
the Armenian Criminal Code. A Yerevan court has allowed the NSS to
arrest him or her pending investigation, said the statement.

"Given that the suspect is a U.S. citizen, resides in the U.S. and
their place of residence has been established, Armenia's Office of the
Prosecutor-General has forwarded this information to relevant
U.S. bodies in order to prevent the planned crimes," it added.

The Facebook page cited by the NSS contains numerous posts and reposts
extremely critical of Armenia's political leadership. One of them is a
purported September 24 statement by Fighters for Justice (MHA) saying
that the nationalist group will use "guerilla methods" to "punish the
pillars of the ruling regime." It said separately that senior figures
of the ruling Republican Party of Armenia and police officers guilty
of human rights abuses will be the "targets" of the campaign.

In a December 6 post, "Martin Avagyan" declared that the MHA has
embarked on "the second phase of the armed struggle" launched by three
dozen gunmen that seized a police station in Yerevan in July
2016. "Join the guerilla struggle, follow MHA statements and act
accordingly," it said.

The gunmen demanded that President Serzh Sarkisian free the jailed
leader of their Founding Parliament opposition movement, Zhirayr
Sefilian, and step down. They laid down their arms after a two-week
standoff with security forces which left three police officers dead.

Later on Thursday, the Yerevan daily "Haykakan Zhamanak" identified
the accused man as Robert Koorkian and posted an interview with him on
its website. Koorkian did not deny opening the "Martin Avagyan"
account but insisted that he never plotted any violence.

"I did not and do not have any group," said the California
resident. "What I have is thoughts which people like and which have
terrified the authorities."

"They say that they have a monopoly on beating up and torturing
people, while I say no,"

Koorkian also told the paper that U.S. law-enforcement officers have
already questioned him in connection with the Armenian arrest
warrant. "Yes, they came and interrogated me, and I explained in
detail the conditions of total dictatorship in which the people of
Armenia live now," he said, adding that the officers took no further
action "for now."



Official Denies Russian Obstruction On Armenian-Iranian Border

A senior official claimed on Thursday that Russian border guards did
not block construction work on Armenia's border with Iran which was
commissioned by an Armenian government agency earlier this year.

The State Committee on Water Resources contracted an Armenian
construction company in April to reinforce a 40-meter section of the
northern bank of the Arax river separating the two countries. Ahead of
its latest weekly session in Yerevan, Prime Minister Karen
Karapetian's cabinet publicized a draft decision allowing the
committee to annul the contract.

An explanatory note posted on the government website said that the
construction firm has failed to reach an "agreement" with Russian
border guards deployed in the area. It said the Russians' consent to
any construction on the border is necessary for security reasons.

Opposition figures and media commentators were quick to criticize the
statement, saying that the border guards cannot challenge Armenia's
sovereignty.

The head of the State Committee on Water Resources, Arsen Harutiunian,
insisted, however, that there was a "typo" in the government statement
and that in fact it was the Iranian side that prevented the planned
works.

"The Russian side has nothing to do with that," he said after
Thursday's cabinet meeting. "We are talking about the Iranian side #
We have no problems with the Russian side."

Harutiunian said that Iranian authorities also have a say on such
matters because the planned measure to guard against floods could
change the river bed and affect Iran as well. "We are now negotiating
with the Iranian side to sort out the issue," he told reporters.

Despite these assurances, a parliament deputy from the opposition Yelk
alliance, Gevorg Gorgisian, raised the matter on the parliament floor
later in the day. "I consider this a very serious issue and think that
the government must give explanations so that we can understand why we
can't repair that section of the extremely important border and what
we should do to stop being dependent on the whims of that Russian
security unit," he said.

Russian border guards are deployed along Armenia's frontiers with
Turkey and Iran in line with Russian-Armenian agreements signed in the
early 1990s. Armenian conscripts make up a considerable part of their
personnel.



U.S. Envoy Sees Continued NATO Assistance To Armenia

Armenia -- U.S. Ambassador Richard Mills speaks to journalists in
Yerevan. 13Sept., 2017

The United States and other NATO member states stand ready to continue
their assistance to an Armenian army unit contributing troops to the
NATO-led missions in Afghanistan and Kosovo, U.S. Ambassador Richard
Mills said on Thursday.

Mills said NATO's Deputy Secretary General Rose Gottemoeller will make
this clear when she arrives in Yerevan on Monday for talks with
President Serzh Sarkisian and other Armenian leaders. Gottemoeller
will reaffirm the U.S.-led alliance's readiness to provide Armenian
peacekeepers with more "support, assistance and training they need to
carry out their work," he told reporters.

Over 120 Armenian soldiers are deployed in Afghanistan and 35 others
in Kosovo at present, highlighting Armenia's increase cooperation with
NATO.

"We greatly appreciate Armenia's participation in international
peacekeeping operations and NATO-led and other multinational
exercises," U.S. President Donald Trump said in a September letter to
his Armenian counterpart Serzh Sarkisian.

Mills likewise said that Armenians should be "very proud" of their
soldiers serving in Afghanistan. He said they are helping NATO forces
boost peace and security in the war-torn country and prevent it from
becoming a "safe haven for terrorists."

The soldiers serving there are part of the Armenian army's
peacekeeping brigade that has received considerable assistance from
the U.S. and other NATO militaries. As recently as on October 31,
senior Armenian and U.S. military officials inaugurated the brigade's
newly renovated training center near Yerevan.

Armenia has pledged to join more multinational peacekeeping missions
abroad with specialized medical and demining units in the near
future. They will undergo U.S. training before such deployment.

In October 2016, Mills and Defense Minister Vigen Sargsian inaugurated
a new paramedic school of the Armenian armed forces. U.S. military
instructors trained the first group of Armenian teaching personnel for
the school in August 2015.

Mills said in July this year that Armenia's military and political
alliance with Russia does not prevent it from forging closer security
ties with the U.S.

"Zhamanak" says that the still unanswered question of who will be
Armenia's prime minister after April 2018 is not as important as many
think. The paper says the question of "who will be in opposition in
Armenia" then is at least just as important. "Will there be any
opposition at all?" it asks. "Will the opposition camp in Armenia
manage to reset itself and present itself with a new structure, logic
and agenda to the public?"

"Hraparak" says that President Serzh Sarkisian's political allies
claim that he is keen to hold on to power because he is only motivated
by an altruistic desire "not to leave the country without a master."
The paper says even assuming that they are telling the truth this
notion is not a convincing one. It says that what Sarkisian has
created in the last ten years is not a well-functioning "system" but a
"hierarchy" of individuals who care first and foremost about their
status and remuneration.

"Zhoghovurd" criticizes Foreign Minister Edward Nalbandian for stating
during a visit to Greece that Armenia's accession to the Russian-led
Eurasian Economic Union opened up "new opportunities" for commerce and
investments. Nalbandian also argued that foreign investors can now use
Armenia as a platform for tariff-free access to Russia's market. The
paper dismisses that argument, saying that Armenian exports remain
modest despite the EEU membership.

"Aravot" suggests that most people who have emigrated from Armenia do
not have accurate and objective information about the situation in
their country of birth. "It's not that they are unable to get such
information," editorializes the paper. "Thank God, information flows
are abundant and diverse these days. It's just that they and perhaps
also their relatives and friends in Armenia filter information and the
picture becomes one-sided and not objective." Most emigres, it says,
have a strong demand for only negative information about Armenia.

Finnish people leave Armenia with great impressions: Armenians of
Finland do their utmost to make Armenia recognizable


YEREVAN, DECEMBER 14, ARMENPRESS. Approximately more than 700
Armenians lives in Finland. They work in different fields and many of
them reached success in their spheres.

Abgar Margaryan – one of the founders of the Finland-Armenia
Association, told ARMENPRESS that the number of Armenians living in
Finland is approximate since there is no concrete statistics.

“Some Armenians immigrated from different countries with different
citizenships. Armenian is not the native language of all Armenians.
And this factor hinders having an official valid statistics. Armenians
are scattered in different cities”, he said.

Over the last years immigration began after the Middle East military
operations, when Armenians of that region, in particular, of Syria
relocated to the European counties, including Finland.

Like in the Armenian communities of different countries, the issue of
preservation of the Armenian identity is also in the agenda of the
Finnish-Armenian community. Before the registration of the
Finland-Armenia Association, the Armenian community was holding
different events in the country by the initiative of individuals.
According to Abgar Margaryan, over the years the necessary rose to
establish the organization, and starting from 2013 the Finland-Armenia
Association started its activity which aims at gathering Armenians,
creating an atmosphere of unity, organizing cultural events, as well
as creating Armenian language and cultural groups for kids.

“Despite the Association’s short history it conducted a serious
activity for the preservation of the Armenian identity. During this
period different cultural events have been organized, a Sunday school
of Armenian language has been established which operates already for
several years. The Association also closely cooperates with the
Diaspora ministry which provides the necessary materials for the
activity of the Armenian school”, he said, stating that among the
later goals is to create sports and dance groups.

One of the main goals of the Finland-Armenia Association is to
actively cooperate with the Diaspora-Armenian communities and
educational institutions. For this purpose the Association started
establishing close ties with the Armenian communities of the
neighboring states. The Association closely cooperates also with the
Armenian Embassy in Finland and Sweden. There is also the
representation of Armenian Apostolic Church in Finland. Two years ago
the Armenian friendship group has been formed in the Parliament of
Finland. The Development Fund of Armenia formed recently in Finland
will also contribute to strengthening the ties with Armenia.

“As of now the Association doesn’t have its own space, that’s why we
mainly rent, as well as cooperate with different NGOs which also
assist on this issue. Among our major problems is that Armenians live
in different cities, the distance makes difficult the communication
and the opportunity to frequently participate in different events, but
I would like to note that the number of active participants in the
community live increases year by year”, Abgar Margaryan said.

As for Armenia’s recognition among the Finnish people, Abgar Margaryan
said many are aware of Armenia and the Armenian people, but still
works need to be done on this path.

“This year our Association was participating in the annual cultural
festival in Helsinki within the frames of which we have presented
Armenia for the first time. Many Finnish people were interested in the
Armenian pavilion. Many approached us and told about Armenia, their
trip to Armenia and the desire to again visit the country. This year
we participated in the Restaurant Day festival which is quite famous
festival. The ‘Taste Armenia’ Armenian pavilion recorded an
unprecedented success. The event organizer Mariam Nurminen transferred
the proceeds to needy families of Armenia’s bordering villages. We
also have plans to more frequently participate in such festivals in
the future”, he noted.

Armenia’s Finnish partners also greatly contribute to presenting
Armenia in Finland. Margaryan informed that the Finnish people who
visited Armenia leave the country with great impressions, many of them
later again visit Armenia.

Another goal of the Association is the presentation and spread of the
Armenian culture, history in Finland by holding different events which
also contribute to voicing about the Armenian Genocide and Artsakh
issues.

Government changes New Year holiday calendar



YEREVAN, DECEMBER 14, ARMENPRESS. The government of Armenia approved
the bill on amending the “Holiday and Commemoration Days” law, whereby
the 3rd, 4th and 5th of January will no longer be considered holidays
in Armenia.

Chief of Staff of the government Vahe Stepanyan said at the Cabinet
meeting that the amendments will come into force from June 1, 2018.

The bill was passed unanimously.

The amendments come as the government found it necessary to consider
only the Armenian Christmas holidays. And the fact that those 3 days
are non business days is also inappropriate in social-economic terms.

Armenia starts active cooperation with Greece and Cyprus


YEREVAN, DECEMBER 14, ARMENPRESS. Cooperation between Diaspora
communities of Armenia, Greece and Cyprus is further strengthened,
reports Armenpress.

A trilateral meeting between the delegations led by Armenian diaspora
minister Hranush Hakobyan, Commissioner for Humanitarian and Foreign
Affairs of the President of Cyprus Fotiu Fotis and deputy foreign
minister of Greece Terens – Nikolaos Quick was held in the Armenian
Diaspora ministry on December 14.

The Armenian minister said active cooperation has been established
between the Armenian-Greek and the Armenian-Cypriot Diaspora
communities.

“This cooperation launched by the memorandum of understanding signed
between Armenia and Cyprus. Our trilateral meeting between Greece,
Armenia and Cyprus is taking place for already the second time. Our
cooperation especially between the Diaspora of the countries will
continue. The friendship of Armenian, Greek and Cypriot peoples
started in 5-6th centuries. We all know that a very well-organized and
interesting Armenian community lives both in Greece and Cyprus”, the
minister said and thanked the Greek and Cypriot governments for
enabling the Armenian communities to conduct an active work in these
countries.

“Our main goal as a result of negotiations is to actively work with
the youth, organize youth meetings in different countries”, she said.

There are plans to organize educational and cultural events in three countries.

Hranush Hakobyan expressed her deepest gratitude to the two states for
adopting a law against the denialism of the Armenian Genocide.

Commissioner for Humanitarian and Foreign Affairs of the President of
Cyprus Fotiu Fotis said it is necessary to continue the trilateral
cooperation by such meetings and negotiations. He noted that the three
countries have a historically formed friendship in all spheres,
cultural, political, religious and etc.

“We have developed the cooperation strategy on Diaspora affairs in
Nicosia setting two important goals. Firstly, we need to promote our
Diaspora to cooperate, know each other, actively work in cultural,
educational and other spheres. The Diaspora of the two countries is
successfully cooperating in several countries, like in US, France and
UK. The cooperation in the US is more active, a memorandum has been
signed which is encouraging. The second goal is the cooperation
between the governments of these countries”, he said.

Greek deputy FM Terens – Nikolaos Quick said the most important is
that the governments of the three countries are able to work with the
Diaspora youth. According to him, they have a vision, power and can
greatly help solving the most important issues.

“Yesterday Armenian foreign minister Edward Nalbandian met with his
Greek counterpart. During the meeting the Greek FM proposed that our
countries cooperate at the Diaspora level. We are here and ready to
cooperate with Armenia, and we look forward to 2018 to be full of
programs”, the Greek deputy FM noted.

Armenian Diaspora ministry and the foreign ministry of Greece will

Armenian President presents vision of NK conflict settlement



YEREVAN, DECEMBER 15, ARMENPRESS. President Serzh Sargsyan has
presented his vision regarding the settlement of the Nagorno Karabakh
conflict.

In an interview with ARMENIA TV, the president stressed that there
must be calm in the line of contact. Causalities must be ruled out.

“This manhunt which exists today must be ruled out. It will create
certain atmosphere and mutual trust. Where does mutual trust come
from? Mutual trust comes when you begin implementing the agreements
which you achieved recently. If you fail to implement the agreements
once, the worm of distrust begins to gnaw. One after one and this is
how an atmosphere of distrust appears. This must be eliminated, so
that after this the negotiations continue in a calm atmosphere”, he
said.

The president mentioned that at this moment negotiations over specific
points of settlement are not proceeding, however he mentioned that
this is natural – taking into account the developments of the past two
years. “During the last two years we had meetings in Vienna, St.
Petersburg, we’ve had agreements, and now one can say the process is
proceeding in two directions. The first direction is that the tension
must be eased, investigative mechanisms must be created, which will
bring to a certain atmosphere of mutual trust, and after which it will
be possible to go deeper over the provisions of the document. I’ve
said this once, and I will repeat it again – it is impossible to
negotiate with one hand and shoot with the other. Negotiations don’t
like gunfire. And it is impossible to achieve agreement in this kind
of conditions. Gunfire always disturb, human losses are always painful
and bring a nervous atmosphere in the negotiations process. Each word,
each provision must be weighed in a calm atmosphere, in order to be
able to reach agreement”, the Armenian President said.

The president also mentioned that Russian foreign minister Sergey
Lavrov did not present any conceptual or new proposal regarding the NK
conflict settlement during his latest regional visit. According to the
president, the Armenian-Russian relations agenda is so rich that
solely the NK issue is not discussed during the visits of high level
officials.

“In terms of Karabakh, I say again, Lavrov said everything at the
press conference. The Russian FM is convinced that this conflict is
possible to be settled within the OSCE Minsk Group and the proposed
principles are the ones which enable to solve the conflict”, he said.

Who is against the domestic violence law in Armenia?

'Domestic violence' or 'harmony in the family'

The Armenian National Assembly [Parliament] finally adopted a law against domestic violence on 8 December 2017. Tough debates preceded the adoption of the law during the whole autumn. The regulations were approved with 72 votes against 12 and six MPs refrained from participating in the vote.

It would seem that the adoption of such a law should not have been a major problem, but the activists and organisations that said that this law was directed against traditional Armenian families stood against it. They also said that the West was forcing Armenia to adopt the law.

As regards women's organisations and activists, in general, they supported the law, although they pointed to its drawbacks. However, the voices of opponents proved to be louder. The people, who claimed to hold the position of defending the traditional Armenian family intimidated society by saying that this law was against Armenian families. Some of them argued that there was no domestic violence in Armenia at all or its rate was simply exaggerated.

Citizens often referred to the arguments like "beating your wife is a sign of love" or spoke about "an ordinary method of parenting you child is to smack him up a couple of times". The process did not end without holding victims responsible. Many said that women themselves were guilty of violence in their own families.

Initially, similar statements were mostly made by marginal groups like Karabakh Movement veteran Khachik Stamboltsyan, who has turned into a Christian fundamentalism over years. As time passed, some members of the ruling [Armenian Republican] Party joined him, including quite prominent faces, for example, Armenian parliament Deputy Chairman Eduard Sharmazanov and former Prime Minister Khosrov Harutyunyan.

The voices of those, who criticised the law, got lost against this background. They spoke about concrete drawbacks in the draft law and warned about the possible misuse of some clauses of the law by investigative agencies.

Eventually, the draft law was adopted with significant changes. The title of the law was also changed from "On halting domestic violence and rendering assistance to victims of domestic violence" to "On halting domestic violence, protecting victims of domestic violence, and restoring harmony in the family".

In addition, the term "traditional Armenian family" appeared in the text of the law. In the opinion of some Armenian activists, in particular, members of the Stop Violence against Women coalition, new supplements to the text of the law make regulations inefficient and much weaker.

It is not only the title that is a problem. The new terms that emerged in the text – "harmony in the family" or "traditional Armenian family" – do not have any legal content.

The introduction of such wording can be viewed as a symbolic concession to the opponents of the law.

Other more serious changes were also made to the law. For example, it does not reflect violence in situations, where a couple is separated.

Conservatism and geopolitics: Who launched a campaign against the law and why?

Why did the adoption of the law directed against an unambiguously negative phenomenon become controversial? Numerous countries of the world, at any rate, most European countries, have adopted such laws.

Over the past few years, Armenian society has been shocked by high-profile crimes like murders of women or violence against them on the part of husbands or relatives.

According to Open Democracy, 602 cases of domestic violence were registered in Armenia in October 2017. The hotline of Armenian nongovernmental organisations received more than 5,000 calls with requests for help in 2017.

More than 50 women were killed in Armenia in 2010-2017 "for jealousy reasons". In addition, courts imposed light punishment on murderers in many cases.

The point is that the problem was regulated by the Criminal Code before the law was adopted. Therefore, the victim of violence or a witness had a choice to report to the police on the crime or keep silent.

According to activists of women's organisations, it was possible to avert many such cases over the past years, had the domestic violence law existed.

In society that holds patriarchal views on the family, it is often regarded as shameful to report on your husband, even if he beat you.

In spite of this, Armenia has made progress. Thanks to nongovernmental organisations and activists, the problem of domestic violence that everyone used to keep silent on is now openly discussed.

Many representatives of the Armenian diaspora also supported the law. However, the position of European structures was decisive in the adoption of the law. Of course, contrary to the opinion of conspiracy theorists, European officials do not have the aim of ruining the traditional Armenian family and the Armenian national identity. However, the fact that the adoption of the law coincided in time with the settlement of relations with the EU implied that its fate would be linked the Brussels-Yerevan-Moscow triangle. Expectations emerged that a framework agreement would be signed with the EU and it was clear that Russia was not going to be particularly enthusiastic over it.

It is here we are to search for the reasons why the adoption of this law caused such a stir. It is difficult to deny that Armenian society is patriarchal. Surveys carried out lately have shown that Armenian society is one of the most conservative among the East European and post-Soviet countries: Homosexuality is regarded as immoral by 98 per cent, the use of drugs by 97 per cent, prostitution by 96 per cent, extramarital sex by 78, and so forth.

However, it is clear that the struggle against domestic violence is not a controversial issue and, if desired, the law could have been adopted without raising a particular stir.

Even the Armenian Apostolic Church that cannot be described very liberal held quite a balanced position.

One of its top hierarchs, Bishop Mikayel Ajapahyan, supported the law. It is true that the bishop voiced his own position in this case, but at any rate, none of other church hierarchs criticised the law or made a statement on their different position.

The problem lies not only in Armenian Society and its being patriarchal and conservative. Certain circles that hold ultra-conservative and anti-Western positions have launched a campaign against the law.

Figures like aforementioned Khachik Stamboltsyan, former nationalist and openly Russia-oriented Hayk Nahapetyan, the chairman of the anti-homosexual and pro-Russian Geopolitical Club, Arman Boshyan, and others are among those, who were against the adoption of the law.

Many arguments of the opponents of the law were taken from the Russian media and some placards were even printed in Russian.

All this was happening against the background of the expectations of the signing of the agreement between the EU and Armenia. It was to this that many Armenian analysts linked the campaign against the law.

Interestingly, Russian involvement in this story is on the opposite side [sentence as published]. Well-known Russian activist Alena Popova arrived in Yerevan to support her Armenian colleagues. This is what she wrote about the events under way in Armenia: "Does this not remind you of anything? I can clearly see [Sergei] Kurginyan's eyes and quotations from Parent Resistance [organisation]. I recall Yelena Borisovna Mizulina, a lawyer, who told me that there is no such problem as domestic violence here and the West is exaggerating all this".

Anyway, the law is adopted, albeit with significant amendments and changes. The adoption of the law is an informal obligation the Armenian government assumed within the context of dialogue with the EU.

Armenia and the EU have now signed the agreement and the process that is to lead to the liberalisation of the visa regime is to start soon. The Armenian government will have to carry out reforms that are no less important in the context of these processes.

And the domestic violence law has shown that other reforms will also have to travel a difficult road. In order to have these reforms carried out, their supporters, even with support from the EU, will have to overcome the resistance not only from influential groups in Armenia [including the government themselves] [square brackets as published], but also external forces.

Cyprus, Greece and Armenia to hold joint activities to promote issues related to the diaspora



The second Trilateral Meeting of Cyprus, Greece and Armenia on diaspora issues took place on Thursday in Yerevan. The three countries agreed on the implementation of joint events and activities, that aim to promote issues related to the diaspora.

According to a press release issued by PIO, the meeting was attended by Presidential Commissioner PhotisPhotiou, Greek Deputy Foreign Minister Terence Quick and the Armenian Diaspora Minister HranushHakobyan.

The three parties, according to the press release, noted the importance of promoting cooperation among the three countries on diaspora issues, both at the governmental and the organised diaspora groups level, to promote common values and collective interests in important decision making centres and international organisations.

Such an initiative is their decision to organise a cultural event in France in spring 2018, which will be attended by diaspora organisations of the three countries.

Taking into consideration the importance of the active participation of the overseas youth, as a top priority of their strategy, they also suggested a trilateral meeting among young people, with a view to promote the exchange of the best practices and the know-how on diaspora issues, the press release said.

Photiou and Quick also had a joint meeting with the Deputy Foreign Minister of Armenia GarenNazaryan, during which they welcomed the increased political cooperation and the close and mutually beneficial ties among the three countries` governments. They also discussed about the cooperation among the three countries on diaspora issues.

Photiou and Quick were received by the Catholicos of All Armenians Karekin II. Speaking during the meeting, Photiou noted the close ties between Cyprus and Armenia, noting that Cyprus is the most fervent supporter of Armenia within the EU.
