Servicemen, prostitutes and shepherd – 400 arrested in Azerbaijan for
conspiring with Armenian intelligence services



YEREVAN, DECEMBER 12, ARMENPRESS. Hundreds of people are arrested in
Azerbaijan who are suspected of cooperation with the special services
of Armenia, ARMENPRESS reports Azerbaijani meydan.tv informs.

New details have been published by Azerbaijani news outlets over the
scandalous case launched in May regarding the spying for Armenia.
Hundreds of people have been interrogated in the region of Aghdam
being suspected in cooperation with Armenian special services. Dozens
of servicemen have been arrested and interrogated, as well as one
shepherd and civilians who are charged with state treason.

A former officer of the Azerbaijani army told in the sidelines of the
investigation that a shepherd and his sheep are involved in the case.
According to the source, the incident took place in Aghdam region,
near the contact line.

“Early in the morning we suddenly heard someone was captured at the
watch post. But it wasn't a soldier. Instead it was a shepherd who
told us he was grazing his sheep. We reported it to our commander."

According to the soldier, the commander took one sheep, and then told
the soldiers to leave the shepherd and the rest of the sheep alone.

The soldiers argued with the commander. They said the Armenian border
watchers could see where the sheep traveled, and they would know there
were no land mines in those spots. They told the commander he was
endangering all his soldiers.

“The other side (Armenian soldiers) watch us just like we do. It’s
simple: if there is a mine, either the sheep or the shepherd himself
will be blown up. The Armenians are not going to shoot the shepherd.
He and the sheep are giving them good information”.

Accusations of cooperating with the enemy were reported to a commander
in a nearby military unit, and quickly an investigation began. It
expanded from the original incident as hundreds of soldiers and
citizens were held and interrogated. Some have been released; others
are still awaiting trial on treason charges.

A local government official says rumors of treason spread quickly.
“Imagine that you wake up in the morning, and you start hearing that a
lot of your neighbors are working for Armenians," the official said.
"You start to suspect everyone. The local people were horrified by
these stories. People that you used to know for a long time, the
people that you see everyday, accused of working for Armenia.”

The official said that in addition to soldiers, shepherds, taxi
drivers and even prostitutes were arrested. Some of these civilians
remain in jail along with some of the soldiers, awaiting trial on
treason charges.

"A lot of people were arrested," the official said. “One person who
was accused, Mehman Huseynov, was beaten to death by interrogators.
His relatives wanted to bury him next to his father. But villagers
protested, so he was buried outside the cemetery”.

How did Armenia and the EU sign the agreement without any complications?
 
Armenia and the EU signed the Comprehensive and Enhanced Partnership Agreement on 24 November 2017. A pundit, whom I know, won a bottle of cognac. His colleague, who lost the bet, argued that the signing of the agreement would be thwarted.
 
People in Yerevan were impatiently waiting until the last moment for what was going to happen at the Eastern Partnership summit in Brussels. When the news about the signing of the agreement was disseminated, Armenians had a joyful mood in social networks like the one they would have had Armenia's national football team won a landslide victory. However, the rejoicings continued until Russian TV stations voiced humiliating messages regarding Armenians.
 
For example, well-known Russian pundit Maxim Shevchenko referred to [Azerbaijan's breakaway] Karabakh as Azerbaijani territory in the "Time will Tell" programme of a Russian TV station and in the "Meeting Place" programme of NTV, Russian experts compared Armenia with an unfaithful wife, because being a member of the [Russian-led] Eurasian Economic Union [EEU], it signed an agreement with the EU.
 
Why did history not repeat itself?
 
Why was such a stir raised over the technical document on 400 pages? The problem is that everyone remembers what happened in 2013, when the text of the association agreement between Armenia and the EU was ready. That agreement included Armenia's joining the DCFTA [Deep and Comprehensive Free Trade Areas]. On 3 September, Armenia expressed the desire to join the Customs Union of Russia, Belarus, and Kazakhstan, which made it impossible to sign the agreement with the EU.
 
The Armenian government's statement that they were ready to sign the association agreement without the DCFTA was nothing other than a clumsy attempt "not to lose face" and to place responsibility on the EU.
 
However, it was clear to effectively everyone that the real reason for the refusal to sign the agreement was pressure on the part of Moscow, which the Armenian government failed to resist.
 
Things were different this time, but now too, like in 2013, signals were received from Russia that they were not satisfied with developing relations between Armenia and the EU.
 
The most vivid example of this was a TV programme broadcast by the Zvezda TV station affiliated to the Russian Defence Ministry, where the anchor said that "Armenia plans to join the EU", accused Armenia's national hero Garegin Nzhdeh [nickname meaning "pilgrim", "emigrant" of Garegin Ter-Harutyunyan (1886-1955), who instrumented the establishment of the Republic of Mountainous Armenia, an anti-Bolshevik state and during World War II assisted the Armenian Legion of the armed forces of Nazi Germany, hoping that if Germany succeeded in conquering the USSR, they would be able to grant Armenia independence] of being a Nazi and calling him "Armenia's [Stepan] Bandera, [the commander-in-chief of the Ukrainian Insurgent Army]", [later, Zvezda apologised and deleted the programme from the YouTube channel] [second square brackets as published].
 
There were several incidents, including programmes on ORT and NTV, after the agreement was signed, but all this has had no major results despite battles on the fields of Facebook and a certain rise in anti-Russian sentiments in Armenia.
 
Moreover, Russia showed restraint at the official level and effectively left without reaction the fact that the agreement was signed. A few days ahead of the Brussels summit, [Armenian President] Serzh Sargsyan paid an official visit to Moscow and met [Russian] President Vladimir Putin there. This visit was supposed to show that "Armenia does not forget strategic partners and the development of relations with the EU is going to have no impact on relations with Moscow".
 
On the other hand, some analysts even said in their statements that the agreement between the EU and Armenia was in Moscow's interests, as it fits well the logic that integration between the EU and the [Russian-led] Eurasian Union [EEU] is also possible.
 
Why did Moscow not take any steps unlike in 2013 in order to halt the signing of the agreement? The thing is that the document of this year is essentially different from the document of 2013 and the agreements the EU signed with Georgia, Ukraine, and Moldova.
 
Armenia, a member of the EEU, cannot have even a theoretical chance of joining the DCFTA. Thus, the document signed on 24 November is not so ambitious and Moscow's calm reaction is due to this.
 
However, this is not the only reason. The current situation is fundamentally different from that in 2013 due to the dynamic of relations between Russia and the West. The future of Ukraine was decided in 2013 and each side was trying to "lure away" Kiev.
 
In this context, it was important for Russia to hinder the agreement between the EU and Armenia and put Kiev under pressure in this manner and, at the same time, to show the EU that it is impossible to work with post-Soviet countries without taking Moscow's interests into account.
 
The situation is different today. The peak of the conflict has fallen behind. Russia has finally lost Ukraine [at any rate, in the immediate future] [square brackets as published], the West has introduced sanctions, and prices of energy resources have fallen. In these conditions, Moscow is unable to offer "crackers" to post-Soviet countries, including Armenia, and force them to renounce relations with the EU.
 
At the same time, the policy of tough pressure has made relations with the EU more complicated and Russia does not want this today. In addition, Moscow is now working on the idea of "integrating integration" between the EU and the EEU. The agreement between Armenia and the EEU also fits in this plan.
 
What is going to happen next?
 
What benefits is Armenia going to receive from signing the agreement? This will first and foremost facilitate more financial support for Armenia. As the EU envoy [head of the EU Delegation] to Armenia, Piotr Switalski, said, EU's financial support for Armenia is going to increase by 25 per cent next year and presumably, the figures will grow.
 
Also, the agreement is going to create conditions for dialogue on visa-free travel. It is clear that there is much time left until Armenian citizens are able to travel to EU countries without visas like citizens of Georgia, Moldova, and Ukraine – at least two or three years according to most optimistic estimates. However, the process has started.
 
It was also announced at the Eastern Partnership summit that Armenia and the EU had also finalised the text of the agreement of air communications, which is supposed to make air travel to Europe more active [today, there are only a few flights from Yerevan to EU countries and most passengers travel via Russia] [square brackets as published].
 
However, it is most important that the aforementioned agreement envisages major reforms in various spheres in Armenia, including administrative management, the judiciary system, economy, and education. Experience has shown that we should not rely on the government's goodwill in this regard.
 
Without pressure from society, these reforms are going to remain simply ink on paper. Therefore, the opposition parliamentary bloc Yelk [Way out] has already said that it intends to monitor the implementation of the agreement between Armenia and the EU.
 
The attitude of civic society organisations is the same. It is difficult to say how efficient such monitoring can be, but one thing is clear: Prospects for progress have appeared for Armenia thanks to the agreement with the EU.

Armenia and Azerbaijan must compensate seven refugees
from the former Soviet republics' war for the disputed region of
Nagorno-Karabakh, the European Court of Human Rights ruled Tuesday.


Armenia must pay 5,000 euros (almost 6,000 dollars) plus costs to
each of six Azerbaijani Kurds who have been unable to return to an
area occupied by Armenian forces since the war in the early 1990s,
the court said.

Azerbaijan, in a separate judgement, was ordered to pay 5,000 euros
and costs to the children of an Armenian man who had been unable to
return to his village in the Shahumyan region, near Nagorno-Karabakh.

The court had already ruled in 2015 that Armenia had given no valid
reason to explain why the six Azerbaijani applicants were not allowed
to return to their homes in the Lachin district in Nagorno-Karabakh.

Also in 2015, the court held that Azerbaijani authorities had been
within their rights to keep the Armenian applicant's village off
limits for security reasons, but should have compensated him.

Christian ethnic Armenian forces have controlled the former
autonomous district of Nagorno-Karabakh, inside majority-Muslim
Azerbaijan, since a 1994 ceasefire ended several years of fighting.

They also control formerly Azeri-populated areas around the enclave,
including Lachin.

The conflict, as well as simultaneous ethnic clashes inside Armenia
and Azerbaijan, caused hundreds of thousands of refugees to flee in
both directions across the countries' border.

The court said that both countries had a responsibility to find a
political solution to the conflict, which briefly flared up again
last year in fighting that killed more than 120 people.

Diran Apelian, Alcoa-Howmet Professor of Mechanical Engineering at Worcester Polytechnic Institute (WPI), has been named a fellow of the National Academy of Inventors (NAI), the organization announced today. Apelian, founding director of WPI's Metal Processing Institute (MPI), is an internationally recognized pioneer in metals research.
 
Election to NAI Fellow status is the highest professional accolade bestowed solely to academic inventors who have demonstrated a prolific spirit of innovation in creating or facilitating outstanding inventions that have made a tangible impact on quality of life, economic development, and welfare of society.
 
"I am truly humbled by this honor from the NAI, and I am delighted that the award recognizes the importance of innovation, discovery, and entrepreneurship," Apelian said. "This award should not be about me as it truly recognizes the extraordinary team at MPI and overall ecosystem at WPI. I proudly share this award with my students, research staff, colleagues, and co-founders of our startups."
 
A member of the National Academy of Engineering, Apelian founded Metal Processing Institute, a leading industry-university alliance dedicated to advancing the field of materials science through research conducted across four focused centers at WPI. He currently direct the activities of one of those centers, the Advanced Casting Research Center (ACRC).
 
Apelian is widely known for his leadership as a researcher and educator. His work in molten metal processing, new aluminum alloys, and innovative casting techniques has resulted in more than 600 publications and 11 books, which he co-edited, and helped lay the foundations for significant industrial developments. With his colleagues and students, he has founded five companies: Materials Strategies LLC; Battery Resourcers Inc.; Melt Cognition LLC; Solvus Global LLC; and Kinetic Batteries LLC.
 
With the election of the 2017 class there are now 912 NAI Fellows, representing more than 250 research universities and governmental and non profit research institutes. The 2017 Fellows are named inventors on nearly 6,000 issued U.S. patents, bringing the collective patents held by all NAI Fellows to more than 32,000.
 
Included among all NAI Fellows are more than 100 presidents and senior leaders of research universities and non profit research institutes; 439 members of the National Academies of Sciences, Engineering, and Medicine; 36 inductees of the National Inventors Hall of Fame; 52 recipients of the U.S. National Medal of Technology and Innovation and U.S. National Medal of Science; 29 Nobel Laureates; 261 AAAS Fellows; 168 IEEE Fellows; and 142 fellows of the American Academy of Arts & Sciences, among other awards and distinctions.
 
On April 5, 2018, the 2017 NAI Fellows will be inducted as part of the Seventh Annual NAI Conference of the National Academy of Inventors at the Mayflower Hotel, Autograph Collection in Washington, D.C. Andrew H. Hirshfeld, U.S. Commissioner for Patents, will provide the keynote address for the induction ceremony.
 
In addition to being named an NAI Fellow, Apelian has received numerous honors for his contributions to research and education in materials science and engineering. He is a fellow of The Minerals, Metals & Materials Society, ASM International, and APMI International. Additionally, he is a member of the National Academy of Engineering, European Academy of Sciences, and the Armenian Academy of Sciences.
 
In 2015 he received the John Campbell Medal from the Institute of Cast Metals Engineers in the United Kingdom. Also in 2015 he received the Audubon Society's Joan Hodges Queneau Palladium Medal, an award administered by the American Association of Engineering Societies, "for articulating an inspiring vision of sustainable stewardship of our earth's resources." In 2016, he received the ASM Gold Medal.
 
After earning an undergraduate degree in metallurgical engineering at Drexel University and an Sc.D. in materials science at MIT, Apelian worked at Bethlehem Steel's Homer Research Laboratories and then joined Drexel, where he ultimately was named vice provost. At WPI, he served as university provost from 1990 to 1996. Since then, he has focused on teaching and research in materials processing. WPI has twice honored him: in 2006 with its Board of Trustees' Award for Outstanding Research and Creative Scholarship, and in 2009 with its Chairman's Exemplary Faculty Prize.
 
Those elected to the rank of NAI Fellow are named inventors on U.S. patents and were nominated by their peers for outstanding contributions to innovation in areas such as patents and licensing, innovative discovery and technology, significant impact on society, and support and enhancement of innovation.
 
The 2017 class of NAI Fellows was evaluated by the 2017 Selection Committee, which included 18 members comprising NAI Fellows, U.S. National Medals recipients, National Inventors Hall of Fame inductees, members of the National Academies of Sciences, Engineering, and Medicine and senior officials from the USPTO, National Institute of Standards and Technology, Association of American Universities, American Association for the Advancement of Science, Association of Public and Land-grant Universities, Association of University Technology Managers, and National Inventors Hall of Fame, among other organizations.

Manchester United boss Jose Mourinho held an emergency meeting with Armenian midfielder Henrikh Mkhitaryan at the weekend, TransferMarketWeb reports.

Mkhitaryan’s future with Manchester United is uncertain with the Armenia international currently out of favor at Old Trafford.

The former Borussia Dortmund star started the season in fine fettle, racking up five assists in two games against West Ham and Swansea.

But, in the time since, Mkhitaryan has toiled with the Manchester United player last featuring against Chelsea at the beginning of last month.

TransferMarketWeb say that after not lining him up since losing to Chelsea, last November 5, Mourinho went for an emergency meeting with Mkhitaryan, 28.

Clement Calls for Artsakh Peace in Parliament

 

Ottawa
— Yesterday, on the occasion of International Human Rights Day, the Hon. Tony
Clement of the Conservative Party of Canada, delivered a timely and principled
statement in the House of Commons, calling for peace and security in Artsakh,
while harshly condemning the mass human rights atrocities committed by
Azerbaijan.

 

“I
travelled to the region this summer with One Free World International and
observed first-hand the conflict there, and the horrific human rights abuses
inflicted upon people who ultimately only wish to live in peace.” said Clement.

 

In
his statement to the house, Mr. Clement mentioned the consequences of the
indescribable human rights violations that he recently observed, while on a
fact-finding mission to the Republic of Artsakh. Furthermore, he called upon
the government to remain highly vigilant to the alarming situation in the
region and condemn all types of violations in order deter the further
escalation of the conflict.

 

“The
Artsakh conflict is currently mediated through the Organization for Security
and Cooperation in Europe, of which Canada is a full member. I urge the
government to condemn human rights abuses in the region and work to deter
further escalation of the conflict.” concluded Clement.

 

Earlier
this year, from August 29
th to September 1st
, Mr.
Clement, joined by fellow parliamentarian colleague, MP Rachael Harder,
travelled to the Republic of Artsakh for an unprecedented fact-finding mission,
led by Rev. Majed El-Shafie of One Free World International. During the
mission, MP Clement and the rest of the delegation carefully observed the human
rights atrocities committed by Azerbaijan during the “Four-Day War” of April
2016 and met with local officials to offer their solidarity and support.  

 

“We
sincerely thank Mr. Clement for his principled stance on this matter and echo
his words in condemning these war crimes and in calling upon the Canadian
government to properly address Azerbaijan’s awful human rights record and
uphold the right to self-determination of the Republic of Artsakh and its
peace-loving people.”, said Shahen Mirakian, President of the ANCC.   

 

After
the collapse of the Soviet Union, the people of Artsakh declared independence
from the Soviet Union and established the current day republic. On December 10,
1991, based on article 70 of the Soviet Constitution, which affirms the right
to self-determination of the peoples of the USSR, Artsakh held an independence
referendum in which 99% voted in favour of independence. In response,
Azerbaijan launched an all-out war against the newly independent republic,
targeting civilians and recruiting mercenaries to join the Azerbaijani army
against Artsakh.

 

Despite
the 1994 ceasefire agreement, Azerbaijan has steadily carried out attacks
against Artsakh. The most recent large-scale ceasefire violation, which
occurred in April 2016, was unprecedented in its scale, duration, and number of
civilian casualties and human rights violations.

 

“Unless
we distinguish between perpetrators and victims, we create incentives for
further human rights violations by Azerbaijan and reduce the chances of a
peaceful resolution." concluded Mirakian.
